lass students, totaling 127 students. The sample in this research is XIth class Accounting which are taken using a simple random sampling technique totaling 22 students. The data collection technique uses a performance test in writing a book review. Based on the research results, at the pretest the average score obtained was 66.1 and at the posttest 90.31. The significant value obtained is greater than ttable, namely tcount > ttable, namely 80.7>1.68 and 80.7>2.41. This proves that Ho is rejected and Ha is accepted, namely that there is a significant influence from the use of the Group Investigation model on the ability to write book reviews in class.

se of this study is to analyze public perceptions of the implementation of the principles of accountability, transparency, openness, and the rule of law in public services in Gurinda Jaya Village, Merauke Regency, and to identify supporting and inhibiting factors. This study used a qualitative approach with a descriptive approach through observation, in-depth interviews, and documentation of village officials and community service users. The results indicate that the implementation of good governance principles has not been optimal, characterized by discrepancies in service delivery times with established standards, limited public understanding of service information, inconsistent transparency practices, and an unfulfilled sense of justice and legal certainty in public services. The study's conclusion confirms that strengthening apparatus capacity, improving discipline and integrity, and strengthening village government commitment and community participation are important implications for realizing more effective and accountable village governance.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

Problems arise when learning goals are predominantly formulated from an adult perspective, while the characteristics of children’s cognitive development are not fully taken into account, causing learning objectives to be difficult for children to understand and internalize. This study aims to examine the formation of learning goals for early childhood through the perspective of Jean Piaget’s cognitive development theory in order to obtain a conceptual understanding that is more aligned with children’s developmental stages. The research method employs a qualitative approach through a literature review of textbooks and national and international journal articles relevant to learning goals, cognitive development, and early childhood education, which are then analyzed descriptively through processes of identification, classification, and synthesis of theoretical concepts. The findings indicate that learning goals for early childhood tend to be concrete, short-term, contextual, and activity-oriented, and are not yet supported by mature self-regulation abilities. Based on Piaget’s framework, early childhood falls within the preoperational stage; therefore, understanding learning goals is highly dependent on direct experiences, play-based activities, simple symbols, and teacher guidance. The conclusion emphasizes that the design of learning goals must be consciously adjusted to children’s cognitive developmental stages so that learning objectives can be understood, meaningful, and optimally achieved. The novelty of this study lies in the conceptual integration of Piaget’s cognitive development theory with the practical formulation of learning goals in early childhood education as a theoretical–practical foundation for teachers.

This article originates from the issue of the limited use of comprehensive evaluation as a basis for educational decision-making, which causes evaluation to be frequently perceived merely as the measurement of learning outcomes. The research problem focuses on how the concepts, functions, and models of educational program evaluation can be comprehensively and applicatively understood based on experts’ perspectives. This study elaborates the ideas of Ralph Tyler, Cronbach, and Stufflebeam, who emphasize evaluation as a provider of meaningful information, a means of identifying program strengths and weaknesses, and a foundation for continuous improvement. The research method employs a literature study by reviewing books, scientific articles, and relevant journals discussing educational evaluation. The findings indicate that evaluation serves a formative function for continuous quality improvement and a summative function as a form of public accountability, encompassing aspects of policy, curriculum, learning processes, learning outcomes, and educational resource management. Various evaluation models, such as CIPP, Provus, Stake, Kirkpatrick, and the Logical Model, are identified as systematic frameworks that are complementary and contextual for application according to program needs. The conclusion confirms that educational program evaluation plays a strategic role in improving learning quality through planned measurement processes, the provision of accurate feedback, and data-based program adjustments. The novelty of this study lies in its comprehensive synthesis of evaluation concepts, functions, and models, presented integratively as a conceptual–practical guide for policymakers and educational practitioners, positioning evaluation not merely as an administrative activity but as an instrument for sustainable educational quality development.

The findings of this study reveal that the education budget encompasses the allocation of funds used to facilitate educational services. Whether for public schools or governmental entities (at both central and regional levels), the authority for budget utilization is governed by legal frameworks. Nationally, the Ministry of Education and Culture (Kemendikbud) and the Ministry of Research, Technology, and Higher Education (Kemenristek Dikti) play pivotal roles in determining the education budget, specifying its sources and objectives. At the regional level, Provincial, District, and City governments, through the Education Service Unit (Satker Dinas Pendidikan), are accountable for planning and overseeing the utilization of education budgets in line with their respective jurisdictions and discretion. Simultaneously, at the school level, active involvement in planning and executing agreed-upon school programs funded by the budget is undertaken by the school principal in collaboration with the school community.

Principals who demonstrate a high level of dedication to enhancing education quality tend to be more effective in building constructive supervision systems, establishing transformative visions and missions, and mobilizing stakeholder participation in data-driven decision-making processes. A frequent challenge encountered by educational institutions is the discrepancy between actual needs and the allocation of facilities and infrastructure, potentially leading to resource inefficiencies and degradation of educational service quality. Hence, an in-depth investigation into comprehensive strategic planning mechanisms is imperative to support precise, data-driven decision-making processes. This study employs a literature review methodology, integrating diverse scholarly sources, including indexed international journals, academic textbooks, national education policies, and other pertinent documents, to delineate an adaptive and sustainable conceptual framework for strategic planning. The findings affirm that the strategic planning process for educational facilities and infrastructure encompasses three principal stages: (1) empirical and prospective needs analysis, taking into account learner dynamics and curricular changes; (2) budget planning prioritizing fiscal efficiency and optimal resource utilization; and (3) procurement prioritization based on urgency, relevance, and impact on educational quality enhancement. The scope of facilities and infrastructure planned includes various categories ranging from physical infrastructure, consumables, immovable assets, to modern educational technology devices. The novelty of this research lies in the development of a holistic and participatory strategic planning model that accommodates the needs of all stakeholders and adapts to the evolving global educational landscape. the student digital card and identify the supporting and inhibiting factors affecting its implementation at Hidsam Mart Cooperative, Hidayatullah Islamic Boarding School, Samarinda. The study employed a descriptive qualitative approach using observation, semi-structured interviews, and documentation, with data analyzed through the interactive model of Miles, Huberman, and Saldaña. The findings indicate that the student digital card is easy to understand, operate, access, and learn, thereby accelerating transaction processes, improving service efficiency, and supporting more systematic financial record-keeping. The main obstacles identified include technical disruptions, network limitations, and the absence of independent features for checking account balances and transaction histories. The novelty of this study lies in its specific analysis of the ease of use of student digital cards within the context of an Islamic boarding school cooperative by emphasizing user experience as the primary basis for evaluating the implementation of a digital transaction system. The findings are expected to serve as a reference for the development of digital transaction services in Islamic boarding school environments.
