Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

n this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.

This article originates from the issue of the limited use of comprehensive evaluation as a basis for educational decision-making, which causes evaluation to be frequently perceived merely as the measurement of learning outcomes. The research problem focuses on how the concepts, functions, and models of educational program evaluation can be comprehensively and applicatively understood based on experts’ perspectives. This study elaborates the ideas of Ralph Tyler, Cronbach, and Stufflebeam, who emphasize evaluation as a provider of meaningful information, a means of identifying program strengths and weaknesses, and a foundation for continuous improvement. The research method employs a literature study by reviewing books, scientific articles, and relevant journals discussing educational evaluation. The findings indicate that evaluation serves a formative function for continuous quality improvement and a summative function as a form of public accountability, encompassing aspects of policy, curriculum, learning processes, learning outcomes, and educational resource management. Various evaluation models, such as CIPP, Provus, Stake, Kirkpatrick, and the Logical Model, are identified as systematic frameworks that are complementary and contextual for application according to program needs. The conclusion confirms that educational program evaluation plays a strategic role in improving learning quality through planned measurement processes, the provision of accurate feedback, and data-based program adjustments. The novelty of this study lies in its comprehensive synthesis of evaluation concepts, functions, and models, presented integratively as a conceptual–practical guide for policymakers and educational practitioners, positioning evaluation not merely as an administrative activity but as an instrument for sustainable educational quality development.

A frequent challenge encountered by educational institutions is the discrepancy between actual needs and the allocation of facilities and infrastructure, potentially leading to resource inefficiencies and degradation of educational service quality. Hence, an in-depth investigation into comprehensive strategic planning mechanisms is imperative to support precise, data-driven decision-making processes. This study employs a literature review methodology, integrating diverse scholarly sources, including indexed international journals, academic textbooks, national education policies, and other pertinent documents, to delineate an adaptive and sustainable conceptual framework for strategic planning. The findings affirm that the strategic planning process for educational facilities and infrastructure encompasses three principal stages: (1) empirical and prospective needs analysis, taking into account learner dynamics and curricular changes; (2) budget planning prioritizing fiscal efficiency and optimal resource utilization; and (3) procurement prioritization based on urgency, relevance, and impact on educational quality enhancement. The scope of facilities and infrastructure planned includes various categories ranging from physical infrastructure, consumables, immovable assets, to modern educational technology devices. The novelty of this research lies in the development of a holistic and participatory strategic planning model that accommodates the needs of all stakeholders and adapts to the evolving global educational landscape. the student digital card and identify the supporting and inhibiting factors affecting its implementation at Hidsam Mart Cooperative, Hidayatullah Islamic Boarding School, Samarinda. The study employed a descriptive qualitative approach using observation, semi-structured interviews, and documentation, with data analyzed through the interactive model of Miles, Huberman, and Saldaña. The findings indicate that the student digital card is easy to understand, operate, access, and learn, thereby accelerating transaction processes, improving service efficiency, and supporting more systematic financial record-keeping. The main obstacles identified include technical disruptions, network limitations, and the absence of independent features for checking account balances and transaction histories. The novelty of this study lies in its specific analysis of the ease of use of student digital cards within the context of an Islamic boarding school cooperative by emphasizing user experience as the primary basis for evaluating the implementation of a digital transaction system. chatbots, virtual counselors, and digital mental health platforms presents various opportunities, challenges, and ethical implications that require comprehensive examination. This study aims to analyze the opportunities offered by AI, the challenges associated with its implementation, and the ethical implications of its use in online counseling services. The study employed a literature review method with a qualitative approach, examining 15 scientific articles published between 2016 and 2026. Data were analyzed using content analysis through the synthesis of findings from previous studies. The results indicate that AI has the potential to expand access to counseling services, improve service efficiency, support preliminary assessments, and facilitate the delivery of more personalized and data-driven interventions. However, the use of AI continues to face several challenges, including limitations in understanding human emotions and social contexts, the risk of inaccurate responses, algorithmic bias, and the potential for user dependency on technology. The most prominent ethical concerns involve privacy protection, data security, algorithmic transparency, system accountability, and professional responsibility. This study concludes that AI is more appropriately positioned as a supportive tool or co-counselor for professional counselors rather than a replacement for human practitioners. The novelty of this study lies in its integration of the opportunities, challenges, and ethical implications of AI into a comprehensive analytical framework.

This study aims to analyze the electrical installation condition of SDN 002 Bontang Utara through the evaluation of lighting systems, power requirements, conductors, protection systems, and air conditioning based on PUIL 2011 standards and DIALux simulation. The study employed a field research method with a quantitative descriptive approach through observation, technical measurements, documentation, and lighting simulation analysis. The findings indicate that the school’s electrical installation still exhibits several discrepancies with actual technical requirements, particularly regarding the number and capacity of lamps, air conditioner capacity, and electrical power demand. DIALux simulation revealed that several rooms have not yet met the required lighting standards, while power analysis demonstrated that the actual demand of 25,794 VA exceeds the installed capacity of 22,188.8 VA, thereby necessitating adjustments to the protection and conductor systems to enhance installation safety and efficiency. The study concludes that the electrical installation of SDN 002 Bontang Utara requires improvements in lighting, cooling systems, power capacity, and electrical protection. The novelty of this research lies in its integrated evaluation of elementary school electrical installations through field analysis, PUIL 2011 technical calculations, and DIALux simulations across rooms with diverse functions, thereby producing more comprehensive and applicable recommendations.
