Therefore, students have developed several programs to improve digital literacy and numeracy in schools. Recommended programs such as reading fluency, coloring pages, math puzzles, bullying education, library organization, and literacy corners will help students improve their literacy and digital skills. Interactive and varied learning methods aim to increase student interest and participation in the learning process. Apart from that, the use of technology is also an important part of increasing digital literacy and numeracy. Through training, workshops, development of digital educational content, and integration of digital and computing skills into the curriculum, we aim to enable students to develop skills that meet the needs of our time. Through these programs, it is hoped that students will improve their literacy and numeracy skills, help them handle digital information better and prepare them to face the challenges of this digital era. The study analyzes organizational effectiveness based on four indicators: Human Relations (focusing on organizational involvement), Open System Model (adaptation and innovation), Internal Process Model, and Rational Goal Model (productivity and goal achievement). The results show that in Kampung Jaya Makmur, the head of the farmer group association has never conducted socialization or training for farmer groups on how to produce or provide natural fertilizers using locally available materials, despite the uncertainty of continuous fertilizer supply. The effectiveness of farmer group associations in empowering the community is highly needed to support farmers in becoming more independent. Farmer group associations can provide services such as access to technological information and capital, as well as establish partnerships with external parties. This study recommends that farmer group associations strengthen participation and member involvement through more regular deliberation forums and active engagement of all levels of farmers. It also emphasizes the need to enhance the use of technology and alternative agricultural methods, such as organic fertilizers, and to expand training and mentoring programs so that farmers can reduce their dependence on chemical fertilizers.

cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

is increasingly crucial in promoting digital literacy to enhance access, understanding, and utilization of information technology among communities. This study aims to examine and optimize the role of KIM in improving digital literacy in Merauke Regency. A qualitative approach was employed, using data collection techniques such as observation, in-depth interviews, and document analysis with several active KIM groups in Merauke. The results show that although KIM holds great potential as agents of digital literacy, limitations in human resource capacity, technological infrastructure, and lack of training are the main challenges. Therefore, optimizing the role of KIM requires regular training, cross-sector collaboration, and regulatory and budgetary support from the local government. Thus, KIM can become key drivers in building an inclusive and competitive digital society in Merauke.

Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

However, several challenges were identified, such as limited human resources, uneven technological infrastructure, and low community participation in certain activities. Therefore, strategic measures are needed, including enhancing the capacity of KIM members, expanding access to information technology, and optimizing synergy between local government, local communities, and other stakeholders. This study is expected to serve as a reference for developing a more effective and sustainable KIM program in the future.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

n this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.
