Determinants of Social Interdependence and Interaction Among the Kanum Ethnic Group

Abstract: This study aims to analyze the factors influencing the social interaction of the Kanum ethnic group as cross-border actors between the Sota area (Indonesia) and Waiber (Papua New Guinea). The Kanum people are indigenous… communities residing on both sides of the border, sharing strong historical, cultural, and economic ties. The research was conducted in Kampung Sota, Sota District, Merauke Regency, South Papua Province, using a qualitative method with a descriptive approach and interactive model analysis by Miles, Huberman, and Saldana. The findings reveal that the key supporting factors for social interaction are mostly located in Sota-Indonesia, including better geographic access, infrastructure availability, border pass policy, favorable security conditions, and active economic and educational activities. On the other hand, the main hindering factors are found in Waiber-PNG, such as difficult geographic access, lack of infrastructure, limited governmental policies, and issues related to civil registration. Culturally and socially, the Kanum people experience no barriers due to shared values, traditions, and language. This study concludes that cross-border interdependence is not solely determined by national boundaries but also shaped by socio-cultural dynamics and inclusive policies. Pengaruh Populisme Selebritis Dalam Pencalonan Legislatif di Indonesia

Abstract: This study examines the phenomenon of celebrity populism in the context of legislative candidacy in Indonesia, particularly during the 2024 General Election. Celebrity populism refers to a political strategy that relies… on public popularity, personal image, and emotional proximity to gain electoral support. A qualitative approach was used to explore voter preferences, campaign strategies, the role of social media, and the challenges faced by celebrities entering the political arena. Data were collected through literature review, media documentation, and content analysis of social media platforms. The findings reveal that voters tend to support celebrity candidates not based on their political vision or programs, but due to symbolic closeness and personal appeal developed through entertainment media. Social media serves as the primary tool to construct a populist, “people-oriented” image, although often lacking substantive political content. On the other hand, limited political capacity, public skepticism, and the challenge of adapting to party structures are major obstacles faced by celebrity candidates. These findings suggest that while celebrity populism may broaden political participation, it also risks diminishing the quality of political representation. Therefore, strengthening political literacy and party-based political development is essential to safeguard the quality of democracy amid growing trends of political personalization. Optimalisasi Peran Kelompok Informasi Masyarakat (KIM) dalam Literasi Digital di Kabupaten Merauke

Abstract: Kelompok Informasi Masyarakat (KIM) serve as strategic partners of the government in disseminating information to the public, particularly in remote and rural areas. In the era of digital transformation, the role of KIM… is increasingly crucial in promoting digital literacy to enhance access, understanding, and utilization of information technology among communities. This study aims to examine and optimize the role of KIM in improving digital literacy in Merauke Regency. A qualitative approach was employed, using data collection techniques such as observation, in-depth interviews, and document analysis with several active KIM groups in Merauke. The results show that although KIM holds great potential as agents of digital literacy, limitations in human resource capacity, technological infrastructure, and lack of training are the main challenges. Therefore, optimizing the role of KIM requires regular training, cross-sector collaboration, and regulatory and budgetary support from the local government. Thus, KIM can become key drivers in building an inclusive and competitive digital society in Merauke.

Abstract: This research aims to analyze the effectiveness of Minimum Service Standards (MSS) implementation at the Department of Population and Civil Registration (Disdukcapil) in Merauke Regency, South Papua Province. MSS are crucial… cial instruments for guaranteeing community rights to quality basic services, including civil administration services. Despite their establishment, challenges persist in ensuring that services provided align with the stipulated standards. The research employed a descriptive qualitative approach, collecting data through in-depth interviews, observation, and document analysis. Key informants included the head of the department, service-providing staff, and representatives of community service users. The findings indicate that MSS implementation at Merauke Disdukcapil has generally been underway, though its effectiveness varies across service types. Some MSS indicators, such as service waiting times and cost certainty, have been well-met. However, challenges are still present in aspects like the availability of adequate human resources, sub-optimal socialization of MSS to the community, and the need for improved supporting infrastructure. Limited access to information and public understanding of service rights also act as inhibiting factors. Thus, the effectiveness of MSS at Merauke Disdukcapil can be enhanced through strengthening human resource capacity, improving facilities and infrastructure, and intensifying socialization efforts. This study recommends the necessity of regular evaluation and continuous improvement to ensure excellent civil administration services for all communities in Merauke.

Abstract: This study aims to analyze the strategic planning of Tof-Tof Village development in Eligobel District, Merauke Regency, using the SWOT analysis approach. The main problem studied is how an effective development strategy… can be designed to optimize village potential, overcome internal weaknesses, and take advantage of opportunities and face external threats. This study uses a qualitative method with data collection techniques through observation, in-depth interviews, and documentation studies. The results of the study indicate that Tof-Tof Village has strengths in the form of potential natural resources and strong social cohesion, but faces weaknesses such as limited basic infrastructure and village apparatus capacity. Development opportunities come from the support of Papua's special autonomy policy and partnerships with external institutions, while threats include geographical isolation and dependence on external assistance. The conclusion of this study shows the need for participatory and adaptive strategic planning in facing the dynamics of sustainable village development.

PENERAPAN PELAYANAN PEMBUATAN KARTU TANDA PENDUDUK BERBASIS ELECTRONIK (E-KTP)

Abstract: E-KTP is one of the innovations in population administration services based on electronics. This study aims to analyze the application of electronic-based identity card (E-KTP) making services. The method used is a qualitative… tative method. Data collection techniques through interviews, observations, and documentation. Meanwhile, data analysis uses: data reduction, data presentation, and conclusion drawn. Based on the results of the study, it shows that the service of making an electronic-based identity card (E-KTP) at the Merauke Regency Population and Civil Registration Office has not been maximized in its application. This can be seen from: The creativity of employees in working has been good but has not been maximized, often running out of money in making digital ID cards. The agency has not been able to protect the need for ID card blanks. The new innovation developed, namely the digital population system, is transformed into a smartphone for each individual. . The responsiveness carried out in anticipating every form of change that occurs, both in terms of policies, laws, and community demands in the service of making ID cards at the population and civil registry offices has been running well.

STRATEGI PENGEMBANGAN JARINGAN INTERNET PADA DINAS KOMUNIKASI DAN INFORMATIKA KABUPATEN MERAUKE UNTUK OPTIMALISASI PELAYANAN PUBLIK

Abstract: This research aims to analyze the strategies implemented by the Merauke Regency Communications and Information Service in developing internet networks to improve public services. This research uses qualitative research methods… ethods and a descriptive analysis approach. Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

Penerapan e-Government di Merauke: Studi Kasus Sistem Pelayanan Publik Berbasis Teknologi Informasi

Abstract: This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing… mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.   Keywords: e-Government, public services, information technology  

Peran Puskesmas Kuprik Dalam Menurunkan Stunting Di Distrik Semangga

Abstract: In testing the problem of stunting the government works continously with various health agencies such as the Ministry of Health, the Health Office, the Hospital to the Puskesmas. Puskesmas is the first-level facility and… the frontline in serving health problems in the community, the type of research used is a case study by observing the phenomena that occur. The method used is descriptive qualitative and data collection in the form of observation interviews and documentation. The data analysis technique uses three stages: data reduction, data presentation and conclusion drawing. The theory used is Jim Ife’s Role theory with 4 indicators, namely facilitative role, educational role, representative role, and techinal role. In this study, there were 12 informants. The results of study show that the role of Puskesmas Kuprik in declining stunting in the Semangga district has been carried out by running program such as providing additional food, holding classes for pregnant women and toddlers classes, conducting counseling on environmental health, collaborating with other institusions and using applications in recording and reporting nutrition results in the Semangga district area, the role carried out by Puskesmas Kuprik has not been optimized enough because there are still obstacles that occur in several indicators when measured using 4 indicators according to Jim Ife.

Abstract: The Effectiveness of Employee Performance at the Kelapa Lima Sub-District Office, Merauke Regency. This study aims to evaluate the effectiveness of employee performance at the Kelapa Lima Sub-District Office, Merauke Regency.… ency. The research employs a descriptive qualitative approach, with data collected through interviews, observations, and document analysis. The findings indicate that employee performance is generally good but not yet optimal. The organizational characteristics show that duties and functions have been carried out properly, although challenges remain, particularly regarding employee capabilities, which affect the timeliness of task execution. The work environment is divided into external and internal environments. The external environment, which includes factors outside the organization, influences decision-making and organizational actions. The internal environment, which encompasses the organizational climate, plays a crucial role in the overall functioning of the organization. Regarding employee characteristics, there is a variation in educational levels and employee competencies, which contribute to delays in completing tasks. Efforts to improve performance are being made through training provided by the sub-district head, which gradually helps employees master their duties.
