that the structural transformation process in Aceh has not yet taken place optimally, so that the economic growth that occurs tends to be quantitative, marked by an increase in aggregate output, but does not fully reflect an increase in the quality of the economic structure. This study aims to analyze the influence of the agriculture, manufacturing industry, and mining sectors on the growth of the Regional Gross Regional Domestic Product (GRDP) of Aceh Province. The approach used is quantitative with secondary data sources from the BPS of Aceh Province. This study uses panel data which is a combination of cross-regional data and time series data from 2019 to 2023. The results of the study indicate, first; the agricultural sector has a positive effect on GRDP. This is based on the probability value of the agricultural sector variable, which is 0.002. This value is smaller than 0.05. Second; the industrial sector has no effect on GRDP. This is based on the probability value of the industrial sector variable, which is 0.610. This value is greater than 0.05. Third; the mining sector has a positive effect on GRDP. This is based on the probability value of the mining sector variable, which is 0.001. The research employs a qualitative approach using a literature review combined with observation and interviews with key stakeholders in the fisheries sector. The study includes a feasibility analysis and utilizes a SOAR (Strengths, Opportunities, Aspirations, Results) analysis to develop strategic recommendations for logistics and infrastructure improvements. The findings reveal that West Sulawesi has significant potential to support IKN through its fisheries sector, given its strategic location and existing infrastructure. However, challenges such as limited cold storage facilities, infrastructure readiness, and supply chain coordination need addressing. The government’s draft Presidential Regulation (RPerpres) outlines a plan for port development and cold storage expansion to improve logistics. The study also suggests that collaboration with the private sector and technological adoption could enhance distribution efficiency and product quality. The research contributes to logistics and supply chain literature by addressing the specific challenges and opportunities in the fisheries sector of a developing region like West Sulawesi. A descriptive qualitative approach was applied with data collected through in-depth interviews, observation, documentation, and questionnaires. The main informants consisted of program officers, while additional informants were farmers selected using the snowball sampling technique. Data were analyzed using the interactive model of Miles and Huberman with the assistance of NVivo software to facilitate thematic coding and data triangulation. The results of the study indicate that the Integrated Service Vehicle Program has generally achieved its objectives by providing animal health services, extension activities, and technical assistance to farmers in remote areas. However, several challenges remain, including limited resources, inconsistent scheduling, and insufficient public outreach. Based on the SWOT analysis, the recommended improvement strategies focus on enhancing coordination, strengthening staff capacity, utilizing information technology, and expanding service coverage. These findings are expected to contribute to improving the quality and effectiveness of the Integrated Service Vehicle Program under the Department of Animal Husbandry and Fisheries of Blitar Regency.

The entity concept, which emphasizes the separation between business and personal finances, is essential in producing reliable financial information and ensuring business sustainability. However, in practice, many small-scale fishermen still combine business and household finances, leading to difficulties in assessing financial performance. This research employs a qualitative descriptive approach to examine existing financial practices and evaluate the application of accounting principles based on the Financial Accounting Standards for Micro, Small, and Medium Entities (SAK EMKM). Data were collected through observation, interviews, and documentation of financial transactions. The results indicate that prior to the intervention, the business applied a simple and manual recording system without structured financial statements and without implementing the entity concept. After applying SAK EMKM-based financial reporting, including the preparation of income statements and statements of financial position, the financial condition of the business became more transparent and measurable. The business recorded a net profit of IDR 11,449,235 and showed a balanced financial position. Furthermore, the implementation of the entity concept improved financial control, enabled accurate profit measurement, supported asset management planning, and increased credibility with external stakeholders. In conclusion, the application of the entity concept and standardized financial reporting significantly enhances financial management practices and contributes to the sustainability of MSMEs in the fisheries sector.

Weak financial management skills, especially in managing the fluctuating catch yields and income, are often the main obstacle to achieving economic stability and growth in the fisheries sector.
The implementation method utilized was participatory and application-based training and mentoring, tailored to the income and expenditure patterns of the fishing community. The program involved a series of workshops that simplified basic accounting concepts, such as transaction recording. The effectiveness of the program was measured by comparing the results of a pre-test and post-test to gauge the increase in knowledge, as well as through observation and questionnaires to assess changes in financial management behavior.
The results showed a significant increase in the understanding of financial management concepts among the Seri Village fishermen, evidenced by the improvement in the average post-test scores. Post-training mentoring also demonstrated positive changes in financial management practices, including the ability to set aside savings for boat/gear maintenance and the ability to control daily debt.
In conclusion, practical accounting education is an effective and crucial instrument in community empowerment programs, particularly for the fishing sector. This PkM successfully equipped the fishermen with practical tools to make better and more planned financial decisions, directly contributing to the improvement of economic independence and the well-being of the fishing families.

The purpose of this research is to determine priorities for BUMDes Sepenuh Hati in managing the fishery potential of Loa Duri Ilir Village. The data collection technique used by the researcher involved questionnaires and interviews. The data analysis method uses the Analytic Hierarchy Process (AHP). This method allows for the analysis of the optimization of BUMDes Sepenuh Hati in managing fishery potential based on four aspects: the human resource aspect, the financial aspect, the marketing aspect, and the production aspect. The research results indicate that the main priority criteria for optimizing BUMDes are the human resource aspect, followed by the production aspect, the financial aspect, and lastly the marketing aspect. Based on the analyzed alternatives, BUMDes Sepenuh Hati received a facilitator recommendation from the fish farming group (Pokdakan) to assist in managing the fishery potential of Loa Duri Ilir Village.

This research employs a literature review and exploratory content analysis of scientific literature, policy documents, and social media content from relevant institutions, such as the Ministry of Maritime Affairs and Fisheries (MMAF) and the CTI-CFF Regional Secretariat. The findings indicate that Indonesia utilizes the CTI-CFF not only as a policy cooperation instrument but also as a strategic communication medium that combines the framing of environmental and food security issues. The "healthy ocean = safe food" framing is a key narrative used to frame environmental issues within the context of national security. Furthermore, using social media as a digital diplomacy tool demonstrates Indonesia's efforts to expand the influence of environmental communication in a public and participatory manner. This study emphasizes the importance of strategic communication in ecologically based regional cooperation. It opens up opportunities for further research on the effectiveness of digital diplomacy and public engagement in national environmental campaigns.

This research aims to analyze the prospective added value stemming from the pempek businesses in Melayu Sub-District, Tenggarong, Kutai Kertanegara. The acquired data underwent meticulous processing, tabulation, and subsequent analytical examination, characterized by both descriptive and value-added analyses, utilizing the Hayami model. The research showed that the managed pempek businesses are predominantly of small scale, utilizing relatively simple technology. On average, a single production cycle yields 126.64 kg, or monthly output of 633.2 kg. The value-added analysis reveals a figure of 186,734 IDR per kg, with a commendable value-added ratio of 70.95%. This signifies that the conversion of belida fish into pempek not only imparts substantial value but also presents a highly promising avenue for further expansion and development.
