The contribution of MSMEs is not only felt in the absorption of labor and income of the local community, but also supports the tourism sector through souvenir products and services related to tourist destinations such as Bantimurung Tourism Park and Rammang-rammang Kart Area to support more sustainable growth, access to business legality and ease in the licensing process are crucial factors that need to be considered. earch is grounded in issues of low institutional responsiveness in following up on complaints, mismatches between actual service completion time and the Standard Operating Procedure (SOP), and uneven public socialization of the system. This study employs a descriptive method with a qualitative approach, using 3-dimensional e-government success model, namely Support, Capacity, and Value, as the analytical framework. Data were collected through field observation, regulatory documentation review, and in-depth interviews. The findings indicate that the Support dimension is backed by strong political will, allocated funding, and multi-channel socialization that has driven growth in registered users, though technical assistance responsiveness outside office hours remains weak. The Capacity dimension shows adequate human resources and staff competence, but the technological infrastructure remains prone to disruptions such as OTP delivery failures and server downtime. The Value dimension has produced tangible benefits in efficiency and service transparency, yet this value is undermined by document processing delays exceeding SOP standards, driven by a "digital red tape" practice among internal verification officers. This study recommends strengthening online technical support and adopting contingency resource mechanisms to improve service.

Abstrak
Penelitian ini bertujuan untuk menganalisis Penerapan Sistem Informasi Pelayanan Perizinan Terpadu (SIPINTER) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tangerang. Latar belakang penelitian ini didasari oleh masih rendahnya responsivitas instansi dalam menindaklanjuti laporan, ketidaksesuaian durasi penyelesaian layanan dengan Standar Operasional Prosedur (SOP), serta sosialisasi yang belum merata kepada masyarakat. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif, dengan analisis berlandaskan model keberhasilan e-government tiga dimensi yaitu Support, Capacity, dan Value. Hasil penelitian menunjukkan bahwa dimensi Support telah didukung oleh political will yang kuat, alokasi anggaran, dan sosialisasi multikanal yang mendorong pertumbuhan pengguna terdaftar, namun masih lemah dalam responsivitas bantuan teknis di luar jam kerja. Dimensi Capacity menunjukkan kecukupan sumber daya manusia dan kompetensi petugas, tetapi infrastruktur masih rentan mengalami gangguan teknis seperti kegagalan pengiriman OTP dan server down. Dimensi Value menghasilkan manfaat nyata berupa efisiensi dan transparansi pelayanan, namun nilainya terdegradasi akibat keterlambatan penyelesaian dokumen yang melampaui SOP, yang dipicu oleh praktik birokrasi digital (digital red tape) di tingkat verifikator internal. Penelitian ini merekomendasikan penguatan dukungan teknis daring serta penerapan mekanisme kontingensi sumber daya untuk meningkatkan layanan.

It examines recurring issues ambiguities in “derivative works,” conflicts between non-commercial and commercial exploitation clauses, and failures to observe attribution requirements through practical case studies of software, e-books, music, and video tutorials. Drawing on Satjipto Rahardjo’s progressive legal theory, the research argues for a functional, transformative approach that aligns domestic copyright doctrine with globally harmonized open-licensing principles and substantive justice. The analysis reveals that, under Indonesian law, permissibility hinges on strict adherence to each license’s specific terms; however, current regulations lack clarity, generating legal uncertainty for both creators and users. To address these gaps, the study proposes interpretative guidelines and legislative reforms that (1) define “derivative works” in accord with CC International’s porting model, (2) reconcile non-commercial provisions with legitimate digital markets, and (3) institutionalize attribution standards. Such measures would safeguard creators’ moral and economic rights while fostering equitable digital access and innovation, thereby enhancing Indonesia’s knowledge economy.

The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

e Industry Food Production Certificate (SPP-IRT) as a guarantee of food safety. This community service activity aims to assist Arifin Snack MSME in Pati in obtaining the SPP-IRT certification to comply with applicable regulations. The methods used include socialization, administrative assistance, and guidance in fulfilling technical requirements and laboratory testing. The results indicate that Arifin Snack MSME successfully understood the licensing procedures and met the requirements set by the relevant authorities, enabling them to obtain the SPP-IRT. With this certification, it is expected that Arifin Snack MSME can enhance consumer trust and expand its market reach.

Abstrak: Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran penting dalam perekonomian lokal, namun seringkali menghadapi kendala dalam legalitas dan standarisasi produk. Salah satu persyaratan penting bagi UMKM makanan adalah Sertifikat Produksi Pangan–Industri Rumah Tangga (SPP-IRT) sebagai bentuk jaminan keamanan pangan. Kegiatan pengabdian ini bertujuan untuk mendampingi UMKM Arifin Snack di Pati dalam proses pembuatan SPP-IRT agar dapat memenuhi standar regulasi yang berlaku. Metode yang digunakan meliputi sosialisasi, pendampingan administrasi, serta asistensi dalam pemenuhan persyaratan teknis dan uji laboratorium. Hasil pendampingan menunjukkan bahwa UMKM Arifin Snack berhasil memahami prosedur perizinan serta memenuhi syarat yang ditetapkan oleh dinas terkait, sehingga dapat memperoleh SPP-IRT. Dengan adanya sertifikasi ini, diharapkan UMKM Arifin Snack dapat meningkatkan kepercayaan konsumen dan memperluas jangkauan pasar.
