Strengthening Resilience in U.S. Supply Chains: Risks, Vulnerabilities, and Policy Priorities

Abstract: In order to increase the resilience of the supply chains in the United States, this paper examines the risks and vulnerabilities that exist in them and suggests policy goals. By employing both numerical data and empirical… l proof, we pinpoint the primary obstacles endangering the steadiness and effectiveness of supply networks. These risks are exacerbated by elements like globalization, technological changes, and natural calamities. We examine different policy initiatives, such as international cooperation, investment plans, and regulations, and provide recommendations to reduce these vulnerabilities and strengthen the resilience of U.S. supply chains .

DISASTER RISK GOVERNANCE AND SOCIO-ECOLOGICAL VULNERABILITY IN THE DEVELOPMENT OF REMPANG ISLAND

Abstract: The development of Rempang Island through the Rempang Eco-City project has become one of Indonesia’s strategic initiatives to promote investment, industrialization, and regional economic growth in coastal areas. While the… the project is expected to strengthen economic competitiveness and attract large-scale investment, its implementation has generated significant social, environmental, and governance challenges. Existing studies on Rempang have primarily focused on land disputes, relocation issues, and agrarian conflicts, with limited attention given to disaster risk governance and socio-ecological vulnerability perspectives. This study aims to analyze the development of Rempang Island through the lens of Disaster Risk Governance (DRG) and socio-ecological vulnerability to understand how development policies, environmental change, and governance arrangements interact in shaping risks within coastal regions. This study employs a qualitative approach using literature review and policy analysis. Data were collected from government regulations, official reports, public policy documents, human rights reports, academic publications, and other credible secondary sources. The analytical framework integrates disaster risk governance, socio-ecological vulnerability, and public policy theories. The findings indicate that the Rempang conflict should not be understood solely as an agrarian dispute or community resistance to relocation. Instead, it reflects broader governance challenges associated with integrating disaster risk considerations into coastal development policies. The project has the potential to generate socio-ecological vulnerabilities related to land tenure uncertainty, livelihood transformation, cultural identity concerns, environmental pressures, and limited stakeholder participation. The study argues that sustainable coastal development depends not only on economic investment but also on the capacity of governance systems to manage emerging risks through collaborative, adaptive, and inclusive approaches. The article contributes to the literature by positioning the Rempang case as a governance-of-risk issue and highlighting the need to integrate economic development, environmental sustainability, and disaster risk reduction within coastal governance frameworks.

THE ROLE OF PROFESSIONAL ORGANIZATIONS IN EARLY CHILDHOOD EDUCATION POLICY IMPLEMENTATION IN EAST KALIMANTAN

Abstract: This study aims to examine the strategic role of professional associations in early childhood education policy implementation, focusing on HIMPAUDI East Kalimantan. Non-formal early childhood educators in developing regions… ons face severe structural vulnerabilities, characterized by a substantial policy gap between central government expectations and local capacities, geographical isolation, and low digital literacy. Utilizing a descriptive qualitative design, this research gathered empirical data through in-depth interviews with the Regional Head of HIMPAUDI East Kalimantan and document analysis. The findings reveal that the association does not merely serve as a gathering platform but functions as a vital strategic partner for local governments. Through multi-layered communication, self-funded tiered training programs, and data-driven political lobbying, the association successfully translates rigid macro-regulations into applicable classroom practices while securing local financial incentives for marginalized educators. This community-based resilience mechanism effectively mitigates administrative burdens and compensates for local government bureaucracy delays. The study implies that local governments should transition toward a co-governance model by formally involving professional networks in policy formulation to ensure equitable educational quality in the new capital city (IKN) era.

MARRIAGE AS A RESPONSE TO PREMARITAL PREGNANCY: SOCIO-CULTURAL CONFINEMENT, LEGAL PLURALISM, AND RELIGIOUS PRAGMATISM IN NORTH HALMAHERA

Abstract: Marriage involving pregnant women outside wedlock remains a critical socio-cultural and legal phenomenon in Indonesia, particularly in North Halmahera where family honor, religious authority, and customary law strongly influence… nfluence communal life. This study aimed to explore how such marriages are understood, legitimized, and practiced by families, community leaders, and legal institutions. Using a qualitative case study approach, data were collected through in-depth interviews with religious leaders, adat leaders, government officials, parents, and young women, complemented by participant observation and document analysis, and analyzed with an interactive model of reduction, display, and conclusion drawing. The findings reveal that marriage is primarily arranged to safeguard family honor, with communities regarding it as the only socially acceptable corrective measure, while religious leaders across traditions adopt pragmatic interpretations, invoking public interest or redemption to justify the practice, and customary rituals together with state dispensations further reinforce its legitimacy. Although marriage resolves immediate stigma and reintegrates families socially, it simultaneously generates long-term vulnerabilities, including interrupted education, economic dependence, marital instability, psychological stress, and increased maternal and neonatal health risks. This study contributes to the sociology of law and religion by demonstrating how socio-cultural confinement, Islamic legal pluralism, and adat practices converge in eastern Indonesia, while underscoring the urgent need for holistic interventions that integrate sexuality education, family communication, religious engagement, and legal reform to protect women and children more effectively.

IMPLEMENTASI SISTEM PENDUKUNG KEPUTUSAN UNTUK DISTRIBUSI LOGISTIK KEPOLISIAN DENGAN METODE MOORA

Abstract: Abstract: The distribution of police logistics involves various locations with differing needs, making the decision-making process highly complex. Manual decision-making often faces challenges, such as numerous factors or… r criteria that need to be considered, including the distance to the location, the level of logistic needs, the number of personnel at the location, and the availability of logistics in the warehouse. Additionally, difficulties frequently arise in determining priority locations during emergencies or disasters, as well as vulnerabilities to subjective errors due to human limitations in analyzing complex data. Another issue is the unequal allocation of logistics, where some locations receive more logistics than needed, while others experience shortages. A Decision Support System (DSS) is a computer-based system designed to assist decision-makers in analyzing data, evaluating various alternatives, and providing recommendations. DSS aims to simplify the decision-making process to make it more effective. Various methods are used in the decision-making process, one of which is the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method. This system aims to reduce subjectivity, increase efficiency, and ensure a more equitable allocation of logistics based on needs. It is expected that this DSS can serve as a solution that facilitates faster, more accurate, and transparent decision-making.    Keywords: decision support system; moora; logistics  Abstrak: Distribusi logistik kepolisian melibatkan berbagai lokasi dengan kebutuhan yang berbeda-beda, yang membuat pengambilan keputusan menjadi sangat kompleks. Pengambilan keputusan secara manual sering kali menghadapi tantangan, seperti banyaknya faktor atau kriteria yang harus dipertimbangkan, misalnya jarak lokasi, tingkat kebutuhan logistik, jumlah personel di lokasi, dan ketersediaan logistik di gudang. Selain itu, sering kali ada kesulitan dalam menentukan prioritas lokasi yang harus didahulukan dalam situasi darurat atau bencana, serta adanya kerentanannya terhadap kesalahan subjektif akibat keterbatasan manusia dalam menganalisis data yang kompleks.Permasalahan lain yang muncul adalah ketidakmerataan alokasi logistik, di mana beberapa lokasi menerima logistik melebihi kebutuhan, sementara lokasi lain mengalami kekurangan.  Sistem Penunjang Keputusan (SPK) adalah sistem berbasis komputer yang dirancang untuk mendukung pengambil keputusan dalam menganalisis data, menilai berbagai alternatif, dan memberikan rekomendasi. SPK bertujuan untuk mempermudah proses pengambilan keputusan agar lebih efektif. Terdapat berbagai metode yang digunakan dalam proses pengambilan keputusan, salah satunya adalah metode Multi Objective Optimization on the Basis of Ratio Analysis (MOORA). Sistem ini bertujuan mengurangi subjektivitas, meningkatkan efisiensi, dan memastikan alokasi logistik yang lebih merata berdasarkan kebutuhan. ASSESSING EFFECTIVENESS JEMBER REGENCY EDUCATION DEPARTMENT WEBSITE USING COBIT FRAMEWORK

This study evaluates the effectiveness of the Jember Regency Education… ation Department website using the COBIT 5 framework. This study aims to enhance the effectiveness and usability of the Department of Education website in Jember Regency by aligning it with stakeholders' evolving needs through comprehensive evaluation and targeted recommendations. Employing a qualitative descriptive approach, the research identifies challenges such as mobile optimization issues, slow loading times, security vulnerabilities, and content relevance concerns. Despite commendable accessibility, these challenges significantly impact user experience and website credibility. The findings underscore the urgent need for website optimization, improved security measures, and continuous content updates. This research provides actionable recommendations to align the website with IT governance standards, offering a roadmap for enhancement. Studi ini mengevaluasi efektivitas situs web Dinas Pendidikan Kabupaten Jember menggunakan kerangka kerja COBIT 5. Studi ini bertujuan untuk meningkatkan efektivitas dan kegunaan situs web Dinas Pendidikan di Kabupaten Jember dengan menyelaraskannya dengan kebutuhan yang berkembang dari para pemangku kepentingan melalui evaluasi komprehensif dan rekomendasi yang ditargetkan. Dengan pendekatan deskriptif kualitatif, penelitian ini mengidentifikasi tantangan seperti masalah optimasi seluler, waktu muat yang lambat, kerentanan keamanan, dan kekhawatiran tentang relevansi konten. Meskipun aksesibilitasnya baik, tantangan-tantangan ini secara signifikan memengaruhi pengalaman pengguna dan kredibilitas situs web. Temuan ini menegaskan perlunya pengoptimalan situs web, peningkatan langkah-langkah keamanan, dan pembaruan konten yang berkelanjutan. Penelitian ini memberikan rekomendasi yang dapat dilaksanakan untuk menyelaraskan situs web dengan standar tata kelola TI, menawarkan panduan untuk peningkatan. PENILAIAN RESIKO PADA SISTEM MONITORING KEGIATAN BELAJAR MENGAJAR DI PERGURUAN TINGGI SWASTA

Abstract: Abstract: The background of this research is that some of the risks of using technology that are classified as dangerous are often ignored by users of the monitoring system for learning activities at private universities… so that there are several obstacles such as not being able to open the system because the system is hacked by irresponsible parties, the computer network used is often disrupted so that hampers the operational process, and the level of computer security is still relatively weak. This study aims to measure the likelihood of threats and risk impacts on the teaching and learning activity monitoring system and to provide recommendations for risk control of security problems that could become a threat that causes losses to universities. The framework used as a tool to measure the level of threat and risk impact is to use the NIST Special Publication 800-30r-1 framework. The framework of the NIST Special Publication 800-30r-1 has nine phases in carrying out risk assessments, namely introduction of system characteristics, recognition of threats, recognition of vulnerabilities, analysis of handling systems, determining likelihood, determining impact, risk determination, recommending control and determination of results. There are six risk assessment systems for monitoring learning activities at private universities, two of which are high so they are classified as very dangerous and the rest are moderate. The results of this study are used as a reference in making risk control standard documents as a form of improving the quality of a private university.             Keywords: Monitoring System; NIST Spesial Publication 800-30r1; Risk Assessment.   Abstrak: Latarbelakang penelitian ini adalah resiko penggunaan teknologi yang tergolong berbahaya sering tidak dihiraukan oleh pengguna sistem monitoring kegiatan belajar pada perguruan tinggi swasta sehingga terjadi beberapa kendala seperti tidak bisa membuka sistem karena sistem diretas oleh pihak yang tidak bertanggung jawab, jaringan komputer yang digunakan sering terganggu sehingga menghambat proses operasional, serta tingkat keamanan komputer yang masih tergolong lemah. Penelitian ini mempunyai tujuan yaitu mengukur seberapa besar kemungkinan terjadi ancaman dan dampak resiko terhadap sistem monitoring kegiatan belajar mengajar serta memberikan rekomendasi pengendalian resiko dari permasalahan keamanan yang bisa menjadi suatu ancaman yang menimbulkan kerugian pada perguruan tinggi. Framework yang digunakan sebagai alat untuk mengukur tingkat ancaman dan dampak resiko adalah menggunakan kerangka kerja NIST Special Publication 800-30r-1. Kerangka kerja NIST Special Publication 800-30r-1 ini mempunyai sembilan fase dalam melakukan penilaian resiko yaitu pengenalan karakteristik sistem, pengenalan ancaman, pengenalan kerentanan, analisis penanganan sistem, menentukan kemungkinan terjadi (likelihood), menentukan dampak (impact), risk determination, merekomendasikan pengendalian dan penetapan hasil. Penilaian resiko sistem monitoring kegiatan belajar pada perguruan tinggi swasta ada enam resiko yang dua diantaranya termasuk tinggi sehingga digolongkan sangat berbahaya dan selebihnya termasuk sedang. Transformasi Desa Menuju Era Digital Melalui Literasi Teknologi Informasi

Abstract: Akselerasi teknologi informasi memicu adanya kesenjangan digital (digital divide) di tingkat pedesaan akibat rendahnya literasi teknologi pada masyarakat non-produktif dan aparatur desa. Program Pengabdian kepada Masyarakat… kat (PKM) ini bertujuan mengatasi kendala operasional perangkat digital, kerentanan siber, serta mengoptimalkan administrasi publik di Desa Perapat Janji, Sumatera Utara. Melalui pendekatan Community-Based Education, program diwujudkan lewat dua klaster utama: Digital Literacy Academy untuk warga umum serta E-Government Literacy Workshop bagi aparatur desa. Hasil evaluasi menunjukkan dampak kuantitatif yang signifikan. Skor rata-rata literasi digital masyarakat umum melonjak sebesar 85,4%, naik dari nilai pre-test 42,5 menjadi 78,8 pada post-test. Sementara itu, kompetensi psikomotorik aparatur desa meningkat dari 48,0 menjadi 87,5, dengan tingkat keberhasilan 100% dalam pengarsipan berbasis cloud. Program ini berhasil mempercepat transformasi desa menjadi lebih cakap digital serta meningkatkan efisiensi layanan sosial kedesaan yang adaptif terhadap perkembangan teknologi. The acceleration of information technology has triggered a significant digital divide in rural areas due to low digital literacy among non-productive communities and village officials. This Community Service (PKM) program aimed to overcome operational digital device limitations, cyber vulnerabilities, and sub-optimal public administration services in Perapat Janji Village, North Sumatra. Utilizing a Community-Based Education approach, the project implemented two main initiatives: the Digital Literacy Academy for the general public and the E-Government Literacy Workshop for village officials. The evaluation showed significant quantitative impacts. The general public's average digital literacy score jumped by 85.4%, increasing from a pre-test score of 42.5 to 78.8 in the post-test. Meanwhile, the psychomotor competence of village officials rose from 48.0 to 87.5, achieving a 100% success rate in cloud-based digital archiving. This program successfully accelerated rural transformation toward digital proficiency and enhanced the efficiency of adaptive village social services.

Strengthening Geospatial-Based Maritime Surveillance: A Case Study of Adaptation to Extreme Weather in Critical Shipping Lanes

Abstract: The Malacca Strait is a vital maritime route that faces significant challenges from high traffic volumes and increasingly frequent extreme weather scenarios. These conditions pose serious risks to navigational safety, environmental… vironmental integrity, and maritime operational security. This study aims to analyse the needs and components of a robust maritime surveillance architecture in the Malacca Strait, particularly in dealing with the impacts of extreme weather and climate change. Additionally, this research will explore the role of geospatial maritime intelligence in enhancing situational awareness and response to maritime incidents. The study findings indicate that a resilient surveillance architecture in the Malacca Strait requires the integration of advanced sensor systems (including multi-spectral radar and meteorological/oceanographic sensors), redundant communication networks, and AI/ML-based intelligent data processing. The adaptive capabilities of the system, including the use of UAVs and USVs, are critical to maintaining operational effectiveness in adverse weather conditions. Additionally, international cooperation and a robust policy framework, encompassing climate change adaptation and ethical considerations, are fundamental to the successful implementation and sustainability of surveillance systems. The Malacca Strait case study highlights specific vulnerabilities and proposes concrete solutions, illustrating a shift from a reactive to a proactive paradigm in maritime security. Building a resilient surveillance architecture in the Malacca Strait is a strategic imperative to safeguard global trade, regional stability, and environmental sustainability amid increasing climate uncertainty. Integrating cutting-edge technology with robust policies and international collaboration will ensure the safety and security of this vital waterway, making it a model for resilient maritime governance globally. A new aspect emphasised is the importance of adapting to climate change and the role of AI in predictive decision-making. This article presents a comprehensive and integrated approach to building a resilient maritime surveillance architecture, with a particular focus on the challenges of extreme weather in the Malacca Strait. Its originality lies in its emphasis on multi-sensor data fusion, the role of artificial intelligence in predictive analytics, and the integration of climate change adaptation into surveillance system design. Additionally, the article underscores the importance of a robust policy framework and international cooperation as the cornerstones of maritime surveillance resilience, offering a blueprint applicable to other critical maritime routes worldwide
