t women, postpartum mothers, and children aged 0-59 months, providing counseling, facilitating referral services, receiving social assistance and surveillance of families at risk of stunting. Stunting is a growth and development disorder characterized by a child's height that is not appropriate for their age. This study aims to analyze the performance of the family support team in an effort to reduce the incidence of stunting and the factors that influence the performance of the family support team. This study uses a qualitative method using a purposive sampling technique with 38 informants, through interviews, focus group discussions, observations and document reviews. The results of the study revealed that the indicators of the quality and quantity of TPK work in West Sumatra Province that were not in accordance with expectations were neatness, success capability, speed, work results, facilities and infrastructure and coordination between agencies where reports were not in accordance with the existing family system data in the BKKBN application caused by the lack of TPK knowledge in using the elsimil application and four indicators of the national sensitive intervention program were not achieved from the predetermined targets and the increase in stunting cases. Factors that influence TPK performance are the support and commitment of the government and the community, the existence of programs that have a direct impact on the community and, socialization that changes community behavior to care about stunting prevention programs, strengthening the competence of TPK cadres, strengthening convergence and multi-stakeholder involvement, integrated monitoring and evaluation and utilization of stunting risk family data in handling stunting cases.

amines infrastructure management on Miangas Island, one of Indonesia’s northernmost outer islands bordering the Philippines. Although Miangas already has several basic and strategic infrastructures, including roads, an airport, a port, electricity facilities, clean water sources, telecommunications, health facilities and security infrastructure, these assets have not yet functioned as an integrated and reliable system. The main problem is therefore not the absence of infrastructure, but the gap between physical availability and functional performance. This study uses a qualitative descriptive-analytical approach based on field observation, semi-structured interviews and document review. Data were analysed using the Miles and Huberman model, supported by STEEP+M and SWOT analysis. The findings show that infrastructure management in Miangas is influenced by three main indicators: infrastructure availability and quality, connectivity and accessibility, and infrastructure sustainability. Internally, Miangas has strengths in its strategic geography, existing infrastructure assets, state institutional presence, social cohesion and strong national identity. However, these strengths are constrained by weak service quality, limited maintenance, unstable connectivity, a fragile local economy and inadequate maritime surveillance. Externally, Miangas benefits from national legal support, strategic policy status and Indonesia–Philippines cooperation, but faces threats from cross-border dependence, illegal fishing, border violations, environmental pressure and geopolitical sensitivity. The SWOT analysis places Miangas in the WO quadrant, meaning that external opportunities should first be used to overcome internal weaknesses. This article proposes the Civil-Military Corridor Resilience Model as an integrated framework that connects public services, logistics, energy, local markets, maritime security and territorial defence in one border resilience system.

forcement in maritime areas presents its own challenges due to the need to monitor vast territories, limited facilities and infrastructure, as well as the complex modus operandi employed by illegal immigration offenders. In this context, the Water Police (Pol-Air) serves as the main actor in maintaining maritime security and order, particularly in efforts to prevent the entry of illegal immigrants. This study aims to analyze the strategies and actions undertaken by Pol-Air in performing this function, as well as to evaluate the obstacles faced. The research method used is normative legal research with a qualitative approach, through analysis of existing laws and regulations as well as empirical practices in the field. The results of the study indicate that Pol-Air conducts various preventive measures, such as routine sea patrols in vulnerable areas, the use of maritime surveillance technology, improvement of personnel competencies, and public dissemination of immigration law among coastal communities as a form of participatory prevention. In addition, Pol-Air also engages in cross-sectoral coordination with relevant agencies to strengthen institutional synergy. Nevertheless, the implementation of Pol-Air's duties still faces structural and operational challenges, such as budget limitations, lack of integrated information systems, and weak law enforcement against human smuggling networks. Therefore, a reformulation of policies is needed to support institutional strengthening and sustainable inter-agency collaboration.

dy examines the methods of cropping techniques, image enhancement through intensity measurement, and histogram analysis to improve the contrast and distribution of image intensity. In addition, the Viola-Jones algorithm is used to detect key facial features such as eyes, nose, and mouth. The results of the analysis are then applied in the feature evaluation stage, where usually between facial features are applied to measure the ratio of facial proportions. Furthermore, the comparison of proportional ratios of several images was analyzed using bar graphs and line graphs to evaluate the trend and stability of facial proportions. The results showed the best ratio stability with a smaller variation of the on-off ratio of image 2 which is 0.4762 pixels to 0.4983 pixels. Image 2 is the most ideal for face measurement systems based on geometric ratios because it provides more consistent and visible results.

A good image must pay attention to several factors, namely high resolution, good contrast, image sharpness, consistent colors, lack of noise and appropriate lighting conditions. In this face recognition research, using canny edge detection method for 10 original images paired with 10 other images. The original faces taken are male and female. Canny edge detection has a low error rate in image segmentation compared to other edge detections. The purpose of this study is to determine the edge of the image in I-rat and can display the results of a good segmentation of facial images. The results of the test data with data stored in the database in the study is 1 face image produces 67.69% accuracy and 26.92% and 8 other face images produce 100% accuracy. The average success rate of 10 experiments using image segmentation is 89.461%. In conclusion, the canny edge detection method can provide accurate results in the face recognition process.

Abstrak : Pengenalan wajah banyak digunakan dalam diberbagai bidang seperti pengawasan video dan manajemen basis data. Gambar wajah telah digunakan sebagai ciri biometrik yang disukai di banyak sistem pengenalan identitas untuk mendapatkan hasil citra yang bagus dalam segmentasi citra. Citra yang baik harus memperhatikan beberapa faktor yaitu resolusi tinggi, kontras yang baik, ketajaman citra, warna yang konsisten, kurangnya noise dan kondisi pencahayaan yang sesuai. Pada penelitian pengenalan wajah ini, menggunakan metode deteksi tepi canny untuk 10 citra asli yang dipasangkan dengan 10 citra lainnya. Wajah asli yang diambil berjenis kelamin laki-laki dan perempuan. Deteksi tepi canny memiliki tingkat kesalahan rendah dalam segmentasi citra dibandingkan dengan deteksi tepi lainnya. Tujuan dari penelitian ini adalah menentukan tepi gambar secara akurat dan dapat menampilkan hasil segmentasi citra wajah yang baik. Hasil dari data uji dengan data yang tersimpan di database dalam penelitian adalah 1 citra wajah menghasilkan akurasi 67,69% dan 26,92% dan 8 citra wajah lainnya menghasilkan akurasi 100%. Rata-rata tingkat keberhasilan dari 10 kali percobaan dengan menggunakan segmentasi citra adalah 89,461%. Kesimpulan, metode deteksi tepi canny dapat memberikan hasil yang akurat dalam proses pengenalan wajah.

This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

This study aims to evaluate the effectiveness of the existing legal framework for investor protection against stock fraud, analyse its practical implementation, and recommend measures to strengthen both preventive and repressive mechanisms. Employing a normative legal research design with a qualitative approach, the study integrates statute, conceptual, and case approaches, focusing on Law No. 8 of 1995 on Capital Markets, OJK regulations, the Criminal Code, and notable cases such as PT Hanson International Tbk. The findings reveal that while the legal framework normatively aligns with the Legal Protection Theory, Justice Theory, and Legal Effectiveness Theory, substantial gaps remain between regulation and enforcement. Weak supervisory coordination, delayed intervention, lengthy judicial processes, and low investor legal literacy reduce effectiveness. Recommended reforms include adopting regtech and suptech, enhancing cross-agency data integration, implementing AI-based surveillance, establishing a specialised capital market court, and strengthening investor education. The study concludes that combining regulatory improvements, adaptive enforcement, and public legal empowerment is essential to safeguard investors, maintain market integrity, and promote sustainable economic growth.

This study aims to analyse the needs and components of a robust maritime surveillance architecture in the Malacca Strait, particularly in dealing with the impacts of extreme weather and climate change. Additionally, this research will explore the role of geospatial maritime intelligence in enhancing situational awareness and response to maritime incidents. The study findings indicate that a resilient surveillance architecture in the Malacca Strait requires the integration of advanced sensor systems (including multi-spectral radar and meteorological/oceanographic sensors), redundant communication networks, and AI/ML-based intelligent data processing. The adaptive capabilities of the system, including the use of UAVs and USVs, are critical to maintaining operational effectiveness in adverse weather conditions. Additionally, international cooperation and a robust policy framework, encompassing climate change adaptation and ethical considerations, are fundamental to the successful implementation and sustainability of surveillance systems. The Malacca Strait case study highlights specific vulnerabilities and proposes concrete solutions, illustrating a shift from a reactive to a proactive paradigm in maritime security. Building a resilient surveillance architecture in the Malacca Strait is a strategic imperative to safeguard global trade, regional stability, and environmental sustainability amid increasing climate uncertainty.
