tu pondok yang ada di Bandung. Pada kasus ini, terdakwa melakukan pencabulan terhadap 13 santriwatinya dan beberapa ada yang hingga mengandung bahkan melahirkan. Penelitian ini menganalisis penerapan hukum pidana dalam kasus tindak pidana pencabulan terhadap anak di bawah umur dengan terdakwa Herry Wirawan alias Heri bin Dede dalam putusan No.86/Pid.Sus/2022/PT.Bdg. Analisis dilakukan terhadap penerapan unsur-unsur tindak pidana, penjatuhan sanksi pidana mati, pelaksanaan restitusi bagi anak korban, serta kebijakan pemidanaan dari perspektif hak asasi manusia. Hasil penelitian menunjukkan bahwa penerapan unsur-unsur tindak pidana pencabulan terhadap anak telah terpenuhi dalam perbuatan terdakwa. Penjatuhan pidana mati didasarkan pada pertimbangan bahwa perbuatan terdakwa merupakan kejahatan sangat serius, namun masih menimbulkan kontroversi dari perspektif hak asasi manusia. Pelaksanaan restitusi bagi anak korban telah diatur dalam putusan, namun mekanisme pembayaran oleh pemerintah masih perlu dievaluasi. Penguatan mekanisme restitusi, evaluasi kebijakan pemidanaan, serta penerapan pendekatan terpadu dalam pencegahan dan penanganan kasus menjadi rekomendasi untuk perbaikan ke depan.

Metode penelitian ini adalah metode penelitian kualitatif, lnforman penelitian terdiri dari informan kunci yaitu sekertaris Kecamatan Tallo, sedangkan informan pendukung adalah kasubag pelayanan umum, petugas pelayanan kecamatan tiga orang dan masyarakat dengan jumlah total informan tujuh orang. Tehnik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Teknik analisis data melalui Penyajian data, dan reduksi data. Berdasarkan hasil penelitian dapat disimpulkan bahwa kelima indikator kualitas pelayanan, yaitu: tangible, reliability, responsiveness, assurance, dan empaty menunjukkan bahwa pelayanan publik di Kantor Kecamatan Tallo Kota Makassar telah berjalan dengan baik. Demikian juga penerapan prinsip-prinsip Good Govemace berdasarkan asas transparansi, akuntabel, partisipatif, efektifitas dan efesiensi telah berhasil terimpelementasikan dengan baik. Namun demikian, terdapat beberapa indikator yang masih perlu perbaikan, diantaranya: dimensi bukti fisik (tangible), dimensi kehandalan (reliability), dan dimensi empati (empathy). Pada ketiga indikator tersebut masih perlu ditingkatkan lagi pelayanan yang diberikan kepada masyarakat, agar proses pelayanan dapat berjalan sesuai dengan standar pelayanan dan tata kelola pemerintahan yang baik (Good Governance) sehingga pengguna layanan akan merasa puas dengan pelayanan yang diberikan khususnya di Kecamatan Tallo Kata Makassar. Adanya faktor-faktor yang mempengaruhi, seperti Sumber Daya Manusia (SDM), koordinasi dengan pemerintah kelurahan, sarana dan prasarana, maka implementasi reformasi birokrasi pelayanan publik sepenuhnya belumlah maksimal untuk menciptakan suasana nyaman bagi pemohon pelayanan. Oleh karena itu, kepuasan yang diharapkan dari pelanggan belum terlaksana dengan baik.

Based on the interest in studying Malcolm X's speech further, the thesis writer decided to analyze Malcolm X's speech at the Oxford Union Debate using Fairclough's Critical Discourse Analysis framework with a qualitative method that will focus on linguistic issues as part of social and humanitarian issues. The results of this study showed deconstruction result of Malcolm X's speech text by analyzing various linguistic features from the dimensions of text practice (including positive and negative lexical items, key terms of ideology and belief, modality, and rhetorical devices), discursive practice (including intertextuality and shared knowledge), and sociocultural (including formality and personal pronouns), then continued with a discussion of the relationship between discourse, power, and ideology and the role of Malcolm X's speech in the historical context at that time. It can be concluded that Malcolm X's speech highlights his advocacy for revolutionary justice and self-defense for oppressed black people. He also challenged the power structures of his time, opposing segregation and exposing the hypocrisy of the American and Western governments with white supremacy and colonialism behind the mask of democracy.

Penelitian ini bertujuan untuk menganalisis penerapan metode Economic Order Quantity (EOQ) dalam sistem pengadaan barang PT. POMI guna memastikan ketersediaan stok yang optimal tanpa menyebabkan overstocking. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui observasi langsung, wawancara dengan pihak terkait dalam pengadaan barang, serta analisis dokumen sistem pengelolaan persediaan yang digunakan, yaitu Maximo system. Hasil penelitian menunjukkan bahwa PT. POMI menerapkan EOQ dalam menentukan jumlah dan waktu pemesanan barang untuk menyeimbangkan biaya pemesanan dan penyimpanan. Sistem Maximo berperan dalam mengotomatisasi perhitungan reorder point (ROP) dan pemantauan stok secara real-time, sehingga memudahkan proses pengambilan keputusan dalam pengadaan barang. Selain itu, PT. POMI menetapkan kebijakan safety stock dan batas maksimum persediaan untuk mencegah risiko kekurangan stok atau penumpukan barang yang tidak efisien. Sistem ini memungkinkan pemantauan stok berbasis data historis dan analisis permintaan barang secara periodik. Namun, terdapat tantangan dalam implementasi, seperti ketergantungan pada data terdahulu serta keterbatasan fleksibilitas dalam menghadapi fluktuasi permintaan mendadak. Penelitian ini memberikan wawasan tentang bagaimana penerapan EOQ dan sistem manajemen persediaan berbasis digital dapat meningkatkan efisiensi pengadaan barang di industri energi. Rekomendasi lebih lanjut mencakup optimalisasi parameter EOQ berdasarkan pola permintaan aktual serta peningkatan integrasi sistem Maximo dengan proses perencanaan strategis perusahaan guna meningkatkan responsivitas terhadap kebutuhan operasional.
