he AHP method is used to facilitate more objective and structured decision making in the employee selection process. This research involved interviews with MSME owners and related staff, direct observation in the employee selection process, as well as literature studies to gain an in-depth understanding of the concepts and applications of the AHP Method in the context of employee selection. The results show that the implementation of SPK using the AHP Method can improve objectivity, consistency, and efficiency in the employee selection process. Suggestions for the development and implementation of an effective SDM are also presented. This research contributes to the development of more scientific and measurable decision-making methods in human resource management, especially in the context of MSMEs.

This research is descriptive describing and analyzing collected data during the research with qualitative approach. The researcher made Mrs. Nurmalia Puspitarini as interviewee and main informant from BCA side; she is the Head of Service BCA Sumenep. The interviewee was chosen because she knows directly the strategy of employees quality development which is done by BCA. The result shows that the strategy of employees’ quality development of BCA Sumenep is done through training and education method. Training and education programs were done by on the job training, pre-service education and coaching, and also off the job training, regular training, e-learning, smartsolution reward program, video-based training, worklife balance, community of practice, and service dialogue. Coaching program, e-learning and regular training succeed to increase the employees’ quality and work rate. cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

This article employs a literature review method to analyze the influence of attitudes in public organizational development. The review findings indicate that positive attitudes, such as openness to change and work commitment, significantly support bureaucratic reform. A competency- and performance-based approach serves as the foundation for building an adaptive work culture. Recommendations include strengthening attitude development programs, effective communication, and inspiring leadership to support organizational change in the public sector.

d to enhance employee performance, especially in carrying out operational tasks that require punctuality and responsibility. This study uses a quantitative method with a simple linear regression approach to test the effect of work discipline (independent variable) on employee performance (dependent variable). The sample used in this study consists of 40 respondents, who are employees of the Police Pamong Praja and Fire Department of Merauke Regency.
The results of the study show that the t-value for work discipline (X) is 8.479, which is greater than the t-table value of 2.026. In addition, the significance value for work discipline (X) is 0.000, which is smaller than the probability value of 0.005. Therefore, it can be concluded that H0 is rejected and H1 is accepted, meaning that there is a significant effect of work discipline on employee performance at the Police Pamong Praja and Fire Department of Merauke Regency. These findings indicate that the better the work discipline of employees, the higher the performance produced. This study provides important contributions in understanding how work discipline can play a role in improving employee performance in government institutions, particularly in the fire department sector.
