backbiting), polarization, and discrimination. These challenges call for an ethical framework that is not merely technical in nature but is also firmly grounded in Islamic values. This study aims to reconstruct a Qur’an-based digital communication ethics framework through a thematic analysis of Qur’anic interpretation of QS. Al-Hujurat verses 11–13 and to examine its relevance to strengthening character education. This qualitative study employs a library research approach using thematic Qur’anic interpretation, content analysis, and contextual analysis of the Qur’an, classical and contemporary exegetical works, as well as scholarly literature on digital communication and character education. The findings reveal that QS. Al-Hujurat verses 11–13 embody eight ethical principles that can be reconstructed within the context of digital communication: Dignity Protection, Respectful Communication, No Negative Labeling, Critical Verification, Privacy Protection, Responsible Speech, Inclusive Interaction, and Digital Equality. These eight principles are synthesized into the Qur’anic Digital Communication Ethics Framework (QDCEF), which comprises three overarching dimensions: Dignity, Responsibility, and Inclusion. The framework is further mapped onto the character values of respect, empathy, civility, tolerance, critical thinking, objectivity, trustworthiness, responsibility, integrity, justice, and self-control. These findings affirm that QS. Al-Hujurat verses 11–13 are relevant not only as a source of moral and character education but also as a conceptual foundation for reconstructing a digital communication ethics framework that bridges Qur’anic values with the demands of character education in the digital era. The proposed QDCEF thus offers a value-based conceptual framework for fostering ethical, responsible, inclusive, and character-oriented digital communication.

Primary data were obtained through interviews with the Head of the Finance Department and questionnaires distributed to respondents, while secondary data comprised organizational profiles, employee records, attendance data, and performance reports. The population consisted of 30 civil servants, all of whom were selected as respondents using a total sampling technique. Data were analyzed using validity and reliability tests, normality, linearity, and multicollinearity tests, multiple linear regression analysis, correlation analysis, the coefficient of determination, partial t-tests, and a simultaneous F-test. The results showed that work motivation had a positive and significant effect on organizational commitment, with a regression coefficient of 0.321 and a significance value of 0.021. Organizational culture also had a positive and significant effect on organizational commitment, with a regression coefficient of 0.271 and a significance value of 0.015. Simultaneously, work motivation and organizational culture had a significant effect on organizational commitment, as indicated by an F-value of 10.469 and a significance value of 0.001. The correlation coefficient of 0.661 indicated a strong relationship, while the coefficient of determination of 0.437 showed that both variables explained 43.7% of the variation in organizational commitment. Practically, hospital management should strengthen motivation through performance recognition, competency development, fair task distribution, and feedback, while reinforcing organizational culture through shared values, teamwork, accountability, and integrity.

nment. The study used a quantitative approach with a survey method by distributing questionnaires to 360 ASN consisting of Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). The sampling technique used proportionate stratified random sampling, while data analysis was carried out using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with the help of SmartPLS 4. The results showed that Career Development, Culture Value, and Emotional Intelligence had a positive and significant effect on Self-Efficacy. In addition, these three variables also have a positive and significant effect on Personal Branding. Self-Efficacy was proven to have a positive and significant effect on Personal Branding and was able to significantly mediate the influence of Career Development, Culture Value, and Emotional Intelligence on Personal Branding. The coefficient of determination value shows that the model is able to explain 70.1% of the variation in Self-Efficacy and 76.8% of the variation in Personal Branding. The findings of this study indicate that strengthening the career development system, internalizing organizational cultural values, and increasing emotional intelligence can increase the self-confidence of ASN which ultimately strengthens Personal Branding in carrying out tasks and public services. This study provides an empirical contribution to the development of public sector human resource management, particularly in efforts to improve the professionalism and image of the apparatus through strengthening internal organizational factors.

This study aims to explore the role of A'Bulo Sibatang local wisdom in fostering Digital Collaboration Behavior among civil servants in Jeneponto Regency. A qualitative case study approach was employed using in-depth interviews, observations, and document analysis involving government officials, civil servants, cultural leaders, and academics selected through purposive sampling. Data were analyzed using thematic analysis through data reduction, data display, and conclusion drawing. The findings indicate that the values of solidarity, mutual support, collective responsibility, and integrity embedded in A'Bulo Sibatang serve as important social capital that encourages knowledge sharing, interdepartmental coordination, and collaborative problem-solving in digital work environments. These cultural values strengthen trust and cooperation among civil servants and contribute to more effective digital governance practices. The study concludes that integrating local wisdom into organizational culture can support sustainable digital transformation and enhance collaborative performance within local government institutions.

This study addresses the issue of fluctuating employee performance despite repeated institutional achievements, by investigating the role of work-life balance and supervisor support in enhancing individual outcomes. A quantitative approach with a descriptive design was used, and data were collected through structured questionnaires. The results show that work-life balance positively influences employee performance. However, family supportive supervisor behavior does not significantly strengthen this relationship, indicating that while supervisor support is appreciated, it may not be sufficient in the absence of broader organizational support systems. These findings highlight the importance of implementing formal work-life policies and promoting a supportive work culture to improve employee well-being and performance in public institutions.

These reforms were strategically implemented to enhance transparency, accountability, and efficiency in public resource management. Analysis of key indicators reveals a mixed landscape of outcomes. While the Act has demonstrably improved procurement processes, reduced instances of corruption by a significant 25%, and streamlined public spending efficiency by 15% over the past decade, persistent challenges remain. These include inadequate institutional capacity, inconsistent enforcement of legal frameworks, and limited stakeholder engagement, collectively hindering the full realization of the reforms' transformative potential. Employing a mixed-methods approach, including secondary data analysis and in-depth interviews with government officials, procurement professionals, and civil society representatives, this study provides critical insights. While procurement reforms have made tangible contributions to economic growth evident in an estimated 10% annual savings in government expenditure significant enhancements are imperative in areas such as capacity building, regulatory enforcement, and fostering robust public-private collaboration. The study concludes with a set of actionable recommendations for stakeholders, including the imperative to strengthen institutional frameworks, promote ethical procurement practices, and cultivate inclusive stakeholder engagement. rch collected data from 100 samples determined based on the Slovin formula. Data analysis was conducted using multiple linear regression with SPSS version 25. The results of the study showed that all independent variables had a significant impact on employee performance. Validity and reliability tests confirmed the reliability of the research instrument. The regression model indicated that an increase in the variables of Education and Training, Work Motivation, and Leadership Style was positively associated with an improvement in employee performance. The coefficient of determination (Adjusted R Square) of 31% indicated that independent variables influenced 31% of the variance in employee performance, while the rest was influenced by other factors.This research confirms that education and training are important for improving the quality and performance of employees. Work motivation significantly affects performance, and effective leadership style positively contributes to employee performance. In conclusion, Education and Training, Work Motivation, and Leadership Style collectively and partially have a significant impact on the performance of female ASN employees in the city of Makassar.

The research method used in this study is quantitative research. The population in this study consists of all Civil Servants in all districts on the island of Sebatik, totaling 110 employees. The sampling method used is census technique, which includes all 110 elements being investigated. Therefore, it analyzes all objects, all indicators, all events, and incidents. The data used in this study is primary data, collected through the distribution of questionnaires. The data analysis technique used in this study is quantitative data analysis using statistical methods. The statistical method used is Partial Least Square (PLS). The research findings indicate that there is a significant positive influence of motivation on improving employee performance across all districts in the island of Sebatik. However, motivation does not moderate the relationship between work-life balance and employee performance in all districts on the island of Sebatik. Therefore, motivation is not a moderating variable in this study. This means that motivation cannot strengthen or weaken the relationship between work-life balance and employee performance.

Data analysis was conducted using the Weighted Means Score (WMS) method. The results of the study show that: (1) The highest average score from the analysis of public service quality indicators was the indicator related to “technical service requirements at Disdukcapil being easy to understand by the public,” which obtained an average value of 3.50, categorized as good. Another high indicator was “the completion of administrative processes at Disdukcapil on time,” with an average score of 3.55, also categorized as good. Meanwhile, the lowest average score was 3.19, categorized as fairly good, on indicators such as “the public feeling that their security is guaranteed when managing administrative services at Disdukcapil” and “service officers being disciplined in providing services to the community.” (2) The final recapitulation of the analysis across the ten main indicators of public service quality shows that the highest average score was found in the Certainty indicator, with a score of 3.48, categorized as fairly good. On the other hand, the lowest average scores were in the Discipline and Comfort indicators, both with scores of 3.23, also categorized as fairly good. (3) Overall, the average score of all public service quality indicators in this study was 3.34, categorized as fairly good. This indicates that, in general, the public perceives the quality of public services at the Disdukcapil of Bogor Regency to be fairly good. The recommendation given is that Disdukcapil Bogor Regency should further improve the discipline of its officers regarding their presence at the workplace or service counters, as well as their punctuality in serving the community, and also create a more comfortable environment and waiting area for the public accessing services.
