By using qualitative descriptive, it aims to better understand the problem more deeply. The results showed that transformational leadership plays a central role in shaping a positive and inclusive organizational culture, focusing on empowerment, shared vision, and open communication. The dimension of individual empowerment through responsibility and autonomy creates a work climate that supports creativity and growth. A shared vision clearly articulated by the transformational leader provides strong direction for team members, creates meaning in every action, and increases employee engagement. Open communication maintained by transformational leaders provides space for ideas and opinions to flourish, creating a collaborative work environment. The importance of applying transformational leadership in the context of educational organizations is also recognized in the implications of this research. Contributions to the understanding of transformational leadership can help educational leaders develop more contextualized and relevant leadership strategies. The practical implications of this research include the development of leadership training and development programs as well as the formulation of educational policies that support organizational growth and educational quality improvement. BPOM (Food and Drug Supervisory Agency). This research aims to detect pork contamination in unbranded nuggets and meatballs sold by producers and traders in Mamuju. The method used was to carry out tests using a Porkcine detection kit on unbranded nugget and meatball food samples. The positive control used was a sample of processed meat containing pork. The test results showed that all food samples of nuggets (3 types) and meatballs (3 types) did not contain pork protein (negative results). This way the food is safe for consumption. Even though in this study the food tested negative contained non-halal food ingredients, consumers should still be careful in choosing the food they want to consume, especially products that do not have the product name, list of ingredients used, net weight or net content, name and address of the party. Bahan hukum yang digunakan terdiri dari bahan hukum primer dan bahan hukum sekunder yang berkaitan dengan kewenangan Mahkamah Konstitusi dalam sistem ketatanegaraan Indonesia. Hasil penelitian menunjukkan bahwa Mahkamah Konstitusi memiliki kewenangan untuk melakukan pengujian undang-undang terhadap UUD 1945 sebagai bentuk pelaksanaan fungsi judicial review guna menjaga supremasi konstitusi. Namun demikian, dalam Putusan Nomor 90/PUU-XXI/2023 muncul perdebatan mengenai batas kewenangan Mahkamah Konstitusi dalam menjalankan fungsi sebagai negative legislator, karena putusan tersebut dipandang memberikan penafsiran yang berimplikasi pada terbentuknya norma hukum baru dalam undang-undang yang sedang diuji.

Metode penelitian yang digunakan adalah penelitian hukum normatif dengan pendekatan peraturan perundang-undangan dan pendekatan kasus, khususnya terhadap UNCLOS 1982 dan Putusan Permanent Court of Arbitration (PCA) tahun 2016. Hasil penelitian menunjukkan bahwa klaim nine dash line tidak memiliki dasar hukum dan bertentangan dengan ketentuan UNCLOS 1982, serta bahwa mekanisme penyelesaian sengketa yang diatur dalam UNCLOS telah tersedia secara normatif namun menghadapi keterbatasan dalam penerapannya akibat ketergantungan pada kepatuhan negara.

ction, convenience, administrative certainty, and equitable access for prospective pilgrims in an archipelagic province. A qualitative descriptive approach was used. Data were collected through observation, document review, and in-depth interviews with officials and employees involved in umrah service management at the Regional Office during August-October 2023. The analysis applies six public-policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings show that the policy has generally met the six criteria. Effectiveness is reflected in administrative preparation, document control, security, and comfort before departure, during the stay in Saudi Arabia, and during return. Efficiency is shown through the use of available resources, a service process of approximately three to ten days, and continuous monitoring of travel providers. Adequacy is reflected in supervision of facilities, accommodation, safety standards, information, and complaint mechanisms. Equity is pursued through equal access, affordable costs, gender sensitivity, and protection of pilgrims. Responsiveness appears in rapid responses to complaints, emergency coordination, and service improvement based on feedback. Appropriateness is demonstrated through compliance with Islamic values, business ethics, regulations, and Saudi Arabian procedures. The study implies that digital registration, transparent quota management, cost audits, emergency response teams, and certified service personnel are needed to strengthen umrah service governance.
