Abstract: The Fifth Industrial Revolution (Industry 5.0) presents both challenges and opportunities for global economic development, where advanced technologies such as Artificial Intelligence (AI), big data, and the Internet of Things… hings (IoT) are transforming industries and societies. The main challenges include the lack of human capital preparedness to quickly adapt to technological advancements and the low level of environmental awareness in many industrial sectors. Economic growth that focuses excessively on natural resource exploitation exacerbates environmental degradation and climate change. Therefore, collaboration between human resources, technology, and environmental consciousness is essential to achieving sustainable and inclusive development. This study aims to identify gaps in human resource readiness, technological utilization, and environmental awareness and to propose economic development strategies for the industry 5.0 era that address these challenges. The research method employed is a literature review, analyzing various academic papers, reports, and secondary data from scientific journals, government reports, and industry-related articles. The findings show that technology serves as a primary driver of innovation, but human-technology collaboration is crucial for creating sustainable value. Additionally, the rising environmental awareness offers opportunities for industries to shift towards more eco-friendly business models, such as the circular economy and renewable energy. Collaboration between governments, the private sector, academia, and civil society is needed to realize inclusive and sustainable development in this era.

Currently, the development of Information and Communication Technology (ICT) is experiencing very rapid growth. The development of information technology, especially the internet, has provided many positive benefits for its users. However, the use of internet technology also has negative impacts that cannot be ignored. The increase in Cybercrime cases in Indonesia is also caused by the impact of advances in Information Technology. Based on this explanation, the aim of this research is to find out how to study law enforcement procedures for hacking victims on digital platforms and how to ensure that digital platform users are more regulated regarding cyber security. The research method used is a descriptive analytical method. The results and discussion in this research are that handling crime cases in the field of information and electronic transactions is a responsibility that has been established for investigators, especially cyber patrols, to investigate and uncover these crimes. The investigation process has a very important and strategic role in determining the success of criminal law enforcement. The quality of a good investigation greatly determines the possibility of success in the prosecution process and makes it easier to reveal material truths during the trial. In order to prevent cybercrime, it is important for individuals and governments to have a deep understanding of crime patterns in the digital realm as well as current and ongoing internet trends and behavior carried out by perpetrators of these crimes.     Keywords : Hacking, cyber, digital platform

Penerapan e-Government di Merauke: Studi Kasus Sistem Pelayanan Publik Berbasis Teknologi Informasi

Abstract: This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing… mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.   Keywords: e-Government, public services, information technology

Abstract: This article aims to comprehensively explore the management of education financing in schools across Indonesia. The research adopts a literature review approach, gathering data through meticulous source searches and synthesizing… hesizing information from diverse references, including books, journals, and previous research. The findings of this study reveal that the education budget encompasses the allocation of funds used to facilitate educational services. Whether for public schools or governmental entities (at both central and regional levels), the authority for budget utilization is governed by legal frameworks. Nationally, the Ministry of Education and Culture (Kemendikbud) and the Ministry of Research, Technology, and Higher Education (Kemenristek Dikti) play pivotal roles in determining the education budget, specifying its sources and objectives. At the regional level, Provincial, District, and City governments, through the Education Service Unit (Satker Dinas Pendidikan), are accountable for planning and overseeing the utilization of education budgets in line with their respective jurisdictions and discretion. Simultaneously, at the school level, active involvement in planning and executing agreed-upon school programs funded by the budget is undertaken by the school principal in collaboration with the school community.

Strategi Komunikasi BP3MI dalam Meningkatkan Kesadaran Masyarakat tentang Hak-hak Pekerja Migran Indonesia

Abstract: Indonesian Migrant Workers constitute a labor group that makes a significant contribution to the national economy through remittances, particularly from regions with high migration intensity such as East Nusa Tenggara Province;… ovince; however, the strong public interest in working abroad is often not accompanied by adequate understanding of safe migration procedures, protection mechanisms, and the rights and obligations of migrant workers. This condition has led to serious problems, including the increasing number of non-procedural migrant workers, deportation cases, and vulnerability to human trafficking crimes, indicating an information and communication gap between migrant worker protection institutions and prospective migrant workers. This study aims to analyze the communication strategies implemented by the Indonesian Migrant Workers Protection Service Center of East Nusa Tenggara Province in enhancing public awareness of migrant workers’ rights. A qualitative approach with a descriptive method was employed to provide an in-depth portrayal of the communication practices carried out by the institution, with data collected through in-depth interviews, observation of socialization activities, and documentation studies. Data analysis was conducted using the interactive model of Miles and Huberman, while the conceptual analytical framework was based on the Shannon–Weaver Two-Way Communication Model to assess message delivery effectiveness, communication channels, message recipients, and feedback mechanisms. The findings indicate that the Indonesian Migrant Workers Protection Service Center of East Nusa Tenggara Province has implemented various communication strategies, including direct community outreach, pre-departure orientation, the use of visual and audio media, and cross-sector collaboration with local governments and community leaders. Although these strategies contribute to increasing public knowledge regarding migration procedures and migrant workers’ rights, their effectiveness remains constrained by low literacy levels, challenging geographical conditions, and weak feedback mechanisms from target communities. The study concludes that strengthening dialogic and participatory communication, simplifying messages to improve comprehensibility, and adapting communication media to local cultural contexts are essential for improving migrant worker protection. The novelty of this study lies in integrating a two-way communication model with the socio-cultural context of East Nusa Tenggara as a basis for formulating more contextual, adaptive, and community-empowering communication strategies for migrant worker protection.

Analisa Proses Seleksi Pendanaan Renovasi Mesjid dengan SAW

The Ministry of Religion of Tanjungbalai City is one of the governments that provides services… related to religion, especially in requests for assistance for mosque renovations. The decision-making process in determining mosque renovation assistance at the Ministry of Religion of Tanjungbalai City is still done manually. The purpose of this research is to help provide solutions in the process of determining mosque renovation assistance to be faster because the process of utilizing information technology as a tool to help run the government system more effectively and efficiently. The SAW method is more efficient because the time required for calculations is faster. From the results of making a decision support system for determining mosque renovation assistance, it can improve and assist the performance of the Ministry of Religion of Tanjungbalai City, so that the performance of the agency and the decision-making process becomes faster, more accurate and efficient.   Keywords: Simple Additive Weighting; Decision Support System; Mosque Renovation     Abstrak: Renovasi mesjid merupakan salah satu kegiatan pelayanan yang diberikan pemerintah kepada warga yang mengajukan permohonan. Kementerian Agama Kota Tanjungbalai merupakan salah satu pemerintahan yang menyediakan pelayanan seputar keagamaan terkhusus dalam permohonan bantuan renovasi mesjid. Proses pengambilan keputusan dalam penentuan bantuan renovasi mesjid di Kementerian Agama Kota Tanjungbalai masih dilakukan secara manual. Adapun tujuan penelitian ini adalah untuk membantu memberikan solusi dalam proses penentuan bantuan renovasi mesjid menjadi lebih cepat karena proses pemanfaatan teknologi informasi sebagai alat untuk membantu menjalankan sistem pemerintahan secara lebih efektif dan efesien. Metode SAW ini lebih efisien karena waktu yang dibutuhkan dalam perhitungan lebih cepat. Dari hasil pembuatan sistem pendukung keputusan penentuan bantuan renovasi mesjid dapat meningkatkan dan membantu kinerja di Kementerian Agama Kota Tanjungbalai, sehingga kinerja instansi dan proses pengambilan keputusan tersebut menjadi lebih cepat, akurat dan efesien.   Kata Kunci: Simple Additive Weighting; Sistem Pendukung Keputusan; Renovasi Mesjid      

INTUITIVE UI DESIGN FOR MANGROVE TREE DETECTION APP

Abstract: Abstract: The rapid degradation of mangrove ecosystems threatens coastal biodiversity, shoreline stability, and carbon sequestration capacity, particularly in areas experiencing intense human activity. However, community-based… -based participatory mangrove monitoring remains limited due to the lack of accessible and user-friendly digital tools. This study aims to design an intuitive mobile application for mangrove tree detection and participatory ecological monitoring using a User-Centered Design (UCD) approach. The research was conducted iteratively through user needs analysis, prototype development, and usability evaluation involving local governments, conservation practitioners, and non-expert users. The proposed application integrates machine learning for automated mangrove recognition with geospatial visualization and real-time feedback to support field-based monitoring. Usability evaluation using the System Usability Scale (SUS) yielded an overall score of 82.3, categorized as excellent usability, indicating high user satisfaction and intuitive interaction. The results demonstrate that integrating UCD and machine learning enhances usability, user engagement, and the accuracy of mangrove documentation under real field conditions. Overall, this study presents a field-ready, user-centered mobile solution that bridges usability engineering and participatory mangrove monitoring as a replicable model for inclusive ecological application development.   Keywords: Carbon sequestration; mangrove monitoring; mobile application; user-centered design; usability evaluation   Abstrak: Degradasi ekosistem mangrove yang semakin cepat mengancam keanekaragaman hayati pesisir, stabilitas garis pantai, dan kapasitas sekuestrasi karbon, terutama di wilayah dengan aktivitas manusia yang intens. Namun, pemantauan mangrove secara partisipatif berbasis komunitas masih terbatas akibat kurangnya perangkat digital yang mudah diakses dan ramah pengguna. Penelitian ini bertujuan merancang aplikasi mobile yang intuitif untuk deteksi pohon mangrove dan pemantauan ekologi partisipatif dengan menggunakan pendekatan User-Centered Design (UCD). Penelitian dilakukan secara iteratif melalui analisis kebutuhan pengguna, pengembangan prototipe, dan evaluasi kegunaan dengan melibatkan pemerintah daerah, praktisi konservasi, serta pengguna non-ahli. Aplikasi yang diusulkan mengintegrasikan pembelajaran mesin untuk pengenalan mangrove secara otomatis dengan visualisasi geospasial dan umpan balik waktu nyata guna mendukung pemantauan di lapangan. Evaluasi kegunaan menggunakan System Usability Scale (SUS) menghasilkan skor keseluruhan sebesar 82,3 yang termasuk dalam kategori kegunaan sangat baik, menunjukkan tingkat kepuasan pengguna yang tinggi dan interaksi yang intuitif. Hasil penelitian menunjukkan bahwa integrasi UCD dan pembelajaran mesin meningkatkan kegunaan, keterlibatan pengguna, serta akurasi dokumentasi mangrove dalam kondisi lapangan. Secara keseluruhan, penelitian ini menyajikan solusi mobile berbasis UCD yang siap digunakan di lapangan dan menjembatani rekayasa kegunaan dengan pemantauan mangrove partisipatif sebagai model replikatif bagi pengembangan aplikasi ekologi yang inklusif.   Kata kunci: Carbon sequestration; mangrove monitoring; mobile application; user-centered design; usability evaluation

ENTERPRISE ARCHITECTURE DESIGN ON IMPROVING DISKOMINFO SERVICES IN CENTRAL LOMBOK REGENCY USING TOGAF 9.2

Abstract: Abstract: Currently, the increasing needs of the community to obtain efficient, effective, transparent and accountable public services. Various applications are designed in order to realize a transparent work system of accountable… ccountable funds and an increase in work processes that are fast, precise, and accurate. Therefore, local governments are now developing e-Government or in the Indonesian government known as the Electronic-Based Government System (SPBE). In running SPBE, the Central Lombok Regency Government, especially the Department of Communication and Informatics, participates in developing SPBE, one of which is in the Informatics Application Division which has an Informatics Application Management Program. This research aims to support SPBE-based informatics application management services for OPDs in Central Lombok Regency and the public. This SPBE design adopts the TOGAF 9.2 approach, and is also adjusted to the Presidential Regulation on Electronic-Based Government Systems in designing. This research focuses on the Informatics Application Management Program with business process architecture domain, service architecture domain, data and information architecture domain, application architecture domain, and technology (infrastructure) architecture domain. The result of this research is a blueprint that will be used as a solution or support for the running of SPBE in the Informatics Application Management Program. Berbagai aplikasi di rancang agar dapat mewujudkan sistem kerja yang transparan dana akuntabel serta adanya peningkatan proses kerja yang cepat, tepat, dan akurat. Maka dari itu, Pemerintah daerah kini mengembangkan e-Government atau di pemerintahan Indonesia dikenal sebagai Sistem Pemerintahan Berbasis Elektronik (SPBE). Dalam menjalankan SPBE Pemerintah Kabupaten Lombok Tengah khususnya Dinas Komunikasi dan Informatika ikut serta mengembangkan SPBE salah satunya pada Bidang Aplikasi Informatika yang memiliki Program Pengelolaan Aplikasi Informatika. Dalam penelitian ini memiliki tujuan untuk menunjang layanan pengelolaan aplikasi informatika berbasis SPBE bagi OPD yang ada di Kab. Lombok Tengah dan juga publik. Perancangan SPBE ini mengadopsi pendekatan TOGAF 9.2, dan juga di sesuaikan dengan Peraturan Presiden tentang Sistem Pemerintahan Berbasis Elektronik dalam melakukan perancangan. Penelitian ini berfokus pada Program Pengelolaan Aplikasi Informatika dengan domain arsitektur proses bisnis, domain arsitektur layanan, domain arsitektur data dan informasi, domain arsitektur ap-likasi, dan domain arsitektur teknologi (infrastruktur). Hasil dari penelitian ini yaitu suatu blueprint yang nantinya akan dijadikan solusi ataupun penunjang berjalannya SPBE dalam Program Pengelolaan Aplikasi Informatika. The Transition from Conventional Constitutions to Digital Law: Constitutional Law Challenges in the Age of Artificial Intelligence

Abstract: The rapid advancement of digital technology and artificial intelligence (AI) in the twenty-first century has fundamentally transformed the structure of modern constitutional governance. Digitalization has reshaped the interactions… teractions between governments and citizens, altered the patterns of political participation, and presented major challenges to constitutional principles. This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

Identification of Flood Prone Areas in Sumatra Barat Province Using Remote Sensing Data and Geographic Information System Based on Machine Learning

Abstract: This research aims to identify flood-prone areas in West Sumatra Province using remote sensing data and Machine Learning-based Geographic Information System. By utilizing variables such as distance from the river, Normalized… ized Difference Water Index (NDWI), elevation, Topographic Position Index (TPI), Normalized Difference Vegetation Index (NDVI), and Rainfall Data, this research was conducted on the Google Earth Engine platform. This analysis method supports resource optimization, public education, increased environmental safety, and the development of new technologies and research. The results of the research are expected to assist in mitigation and adaptation to future flood disasters, as well as provide more accurate and comprehensive insights for local governments, disaster management agencies, and communities. With this approach, it is expected to reduce flood risk and increase community resilience to natural disasters.
