STRATEGI PENGEMBANGAN JARINGAN INTERNET PADA DINAS KOMUNIKASI DAN INFORMATIKA KABUPATEN MERAUKE UNTUK OPTIMALISASI PELAYANAN PUBLIK

Abstract: This research aims to analyze the strategies implemented by the Merauke Regency Communications and Information Service in developing internet networks to improve public services. This research uses qualitative research methods… ethods and a descriptive analysis approach. Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

Evaluasi Sistem Pemungutan dan Penerimaan Pajak Bumi dan Bangunan Pada Badan Pendapatan Daerah Kabupaten Merauke

Abstract: The aim of this research is to evaluate the PBB P2 acceptance procedures at the Merauke Regency Bapenda based on the government's internal control system policy.  The type of research used is qualitative research with a… descriptive approach and data obtained through interviews and documentation. The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

The Role of Village Heads in Development Human Resources of Productive Age

Abstract: Improving the quality of public services is very important to improve community welfare and the competitiveness of human resources (HR). However, in remote areas such as Papua, unequal access to education, health and infrastructure… rastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

Penerapan e-Government di Merauke: Studi Kasus Sistem Pelayanan Publik Berbasis Teknologi Informasi

Abstract: This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing… mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.   Keywords: e-Government, public services, information technology  

Analisis Kemampuan Sumberdaya Manusia Dalam Perencanaan dan Pengelolaan Anggaran Desa di Kampung Kweel Kabupaten Merauke

Abstract: Penelitian ini bertujuan untuk menganalisis kemampuan sumber daya manusia (SDM) dalam perencanaan dan pengelolaan anggaran desa di Kampung Kweel, Kabupaten Merauke. Masalah utama yang diidentifikasi adalah rendahnya kapasitas… sitas SDM dalam memahami dan mengimplementasikan prinsip-prinsip perencanaan serta pengelolaan anggaran secara efektif, yang berpotensi menghambat pencapaian pembangunan desa. Studi ini mengisi celah (gap) penelitian sebelumnya yang lebih banyak berfokus pada aspek regulasi dan struktur kelembagaan tanpa mengeksplorasi kapasitas individu dalam proses anggaran desa. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif, dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan analisis dokumen anggaran desa. Informan penelitian terdiri atas perangkat desa, tokoh masyarakat, dan pendamping desa. Analisis data dilakukan melalui teknik triangulasi untuk memastikan validitas temuan. Hasil penelitian menunjukkan bahwa SDM di Kampung Kweel menghadapi sejumlah kendala, seperti minimnya pemahaman terhadap regulasi keuangan desa, rendahnya keterampilan teknis dalam menyusun dan mengelola anggaran, serta keterbatasan akses pelatihan dan pendampingan. Temuan ini menegaskan perlunya program peningkatan kapasitas SDM melalui pelatihan intensif, penyediaan panduan teknis, dan supervisi berkelanjutan oleh pemerintah daerah. Dengan peningkatan kapasitas SDM, diharapkan perencanaan dan pengelolaan anggaran desa dapat lebih transparan, akuntabel, dan berorientasi pada pembangunan yang berkelanjutan. Transformasi Kebijakan Pembangunan Berkelanjutan di Kabupaten Merauke: Dari Teori ke Praktik

Tujuan penelitian… an ini adalah untuk menganalisis efektivitas implementasi kebijakan berkelanjutan serta mengidentifikasi dampaknya terhadap pembangunan lokal dan kesejahteraan masyarakat. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi partisipatif. Hasil temuan menunjukkan variasi dalam efektivitas implementasi kebijakan, dengan beberapa program berhasil meningkatkan kondisi lingkungan dan ekonomi masyarakat, sementara program lain mengalami kendala seperti kurangnya koordinasi dan partisipasi masyarakat. Efektivitas Hak-Hak Warga Negara dalam Sistem Administrasi Publik: Studi Kasus pada Pelayanan Publik di Kabupaten Merauke

Abstract: This research aims to evaluate the effectiveness of fulfilling citizens' rights within the public administration system in Merauke Regency, South Papua. The focus of the study is on services related to civil administration,… on, healthcare, education, and licensing, as well as the challenges encountered in accessing these services, particularly in remote rural areas. The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders. The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services. Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

The Effectiveness of Employee Performance at the Kelapa Lima Sub-District Office Merauke Regency

The research employs a descriptive qualitative approach, with data collected through interviews, observations, and document analysis. The findings indicate that employee performance is generally good but not yet optimal. The organizational characteristics show that duties and functions have been carried out properly, although challenges remain, particularly regarding employee capabilities, which affect the timeliness of task execution. The work environment is divided into external and internal environments. The external environment, which includes factors outside the organization, influences decision-making and organizational actions. The internal environment, which encompasses the organizational climate, plays a crucial role in the overall functioning of the organization. Regarding employee characteristics, there is a variation in educational levels and employee competencies, which contribute to delays in completing tasks. Efforts to improve performance are being made through training provided by the sub-district head, which gradually helps employees master their duties.  

ANALISIS KINERJA PEGAWAI DALAM MENINGKATKAN EFEKTIFITAS DINAS KETAHANAN PANGAN

Abstract: This study aims to understand employee performance and factors that influence organisational work effectiveness at the Food Security Office of Boven Digoel Regency. Using a qualitative approach, data was collected through… h in-depth interviews with key and additional informants. The results showed that there is a decline in the quality and quantity of employee performance, such as high absenteeism, lack of discipline, and vacant positions in the organisational structure. Factors affecting employee performance include technological understanding, work motivation, and work environment factors. From the perspective of organisational effectiveness, employee performance has a significant impact. A decline in individual performance can hinder the achievement of overall organisational goals. This research contributes to theoretical understanding in public administration and provides practical insights for practitioners in managing employee performance and improving organisational effectiveness in the field. The recommended improvement measures include developing technological understanding, increasing work motivation, and improving the work environment. Peran Pemuda dalam Mendukung E-Government di Era Pemerintahan Berbasis Digital 5.0

Abstract: This research examines the role of youth in supporting e-government in the era of digital-based government 5.0, highlighting how the younger generation can be the main agent in the digital transformation of government. In… n this context, youth not only act as users of technology, but also as developers of innovations that support the efficiency, transparency, and responsiveness of public services. Secondary data collected through document searches of literature, journal articles, government reports, and other official documents form the basis of this research analysis. The descriptive-analytical qualitative method is used to describe and criticise various aspects of the role of youth in e-government. Case studies such as "LAPOR!" and "Qlue," as well as hackathon initiatives, show how youth directly contribute to the development of digital solutions. In addition, their participation in e-participation platforms such as "Musrenbang Online" shows active engagement in technology-based decision-making processes. Youth also play a role in digital literacy campaigns, helping less tech-savvy communities to utilise e-government services. Involvement in advocacy and research further underlines the potential of youth as a source of innovative ideas and solutions. The results of this study confirm that the contribution of youth in supporting e-government is significant and covers various aspects, from technology development, participation in policy processes, to education and advocacy. Thus, youth are the main key in accelerating the digital transformation of government, ensuring that technology can be maximally utilised to improve the quality of public services and meet the needs of society in the digital era 5.0.
