Although the law outlines the authority of village heads, it does not explicitly stipulate provisions for criminal or civil sanctions in cases of abuse of power. This normative gap poses potential risks of harm to village communities due to the weak legal accountability mechanisms. This study aims to examine and analyze the legal implications of the normative vacuum in village regulations and to emphasize the urgency of establishing more specific and binding implementing regulations. Employing a normative juridical research method through statutory and conceptual approaches, this study analyzes relevant legislation and supporting legal literature. The findings reveal that the absence of clear legal sanction provisions in the Village Law creates a legal grey area that can be exploited for administrative misconduct and corruption. Therefore, regulatory reform is required in the form of amendments or the formulation of implementing regulations that explicitly define the types of sanctions and legal accountability mechanisms for village heads. The novelty of this study lies in its systematic identification of legal loopholes that have received limited attention in existing village law literature, as well as its concrete proposals for regulatory reformulation aimed at strengthening accountability and transparency in village financial management.

method used is a qualitative method with an auto ethnographic approach. The data collection technique used was interviews with 5 community leaders. The research results show that Pasue culture is a culture that has existed for a long time, and is practiced in the Ndao Island community (Ndao people). At a certain time, namely before the harvest season, there is a Kalela tradition, which is a tradition of visiting friends from one village to another bringing provisions from the harvest. The Christian pedagogical values contained in this culture are: 1) Friendship knows no boundaries, just as Christ called us his friends; 2) Friendship begins with a bond of promise and promises must be steadfast; 3) Chickens are cut and blood Chicken is a symbol (of life) that is shed for togetherness, therefore it must be maintained so that it continues to live together; 4) Eating together is a way to sit side by side in all circumstances, regardless of ethnic or religious differences. The method used in this study is a quantitative descriptive method with an Ex Post Facto approach. The population of this study is class X students of SMA Negeri 8 Pontianak for the 2023/2024 school year.The data collection techniques in this article are direct communication techniques and also use questionnaires. The validity test of the instrument is used to assess whether the instrument can accurately disclose the data of the variable being studied. The validity of the content and construct was assessed through expert assessment by three validators, consisting of two IT lecturers and one Informatics teacher, to evaluate the suitability of the questionnaire about learning interests and learning disciplines. The data from this research includes information about students of SMA Negeri 8 Pontianak class XA, XB, XC, XD, XE, XF, XG, XH, XI which amounted to 322 students who had previously been observed, this was done to find out the problems at SMA Negeri 8 Pontianak before a study was conducted. The research carried out included one bound variable, namely Learning Outcome (Y), and two independent variables, namely Learning Interest (X1) and Learning Discipline (X2) Variable Data for X1 and X2 was obtained from a questionnaire with a likert scale answer model of 4 (four) alternative answers that were distributed according to the sample needs to 167 students who were the research sample.

This involves the implementation of robust Standard Operating Procedures (SOP), effective mitigation procedures, optimal functioning of infrastructure, provision of adequate safety equipment, and continuous enhancement of staff competencies. Owners of tourist attractions bear the responsibility of ensuring both the safety and legal protection of visitors, acknowledging the mutual benefits derived from the presence of tourists. Knowing and understanding visitors' reading interests is the main key in improving the quality of library services. However, managing reading interest from various levels of society is not an easy task. Each individual has different reading preferences and interests. Therefore, a systematic and efficient approach is needed in identifying reading interests to be able to manage the addition of book collections. Currently, in the process of adding a book collection, the library only makes employee recommendations, and the latest books, as a reference in increasing the number of book collections, without considering which books are most in demand to increase the collection. This can have a negative impact if there is an addition to the collection of books that are not in demand to read, which can cause problems in terms of service and finance. Based on this, the application of data mining, especially the K-Means method, will be carried out, to support the management of book collection additions, by grouping the reading interests of library visitors who have the same identity, so that libraries are more precise in managing book collections in grouping books that are rarely borrowed, often borrowed and very often borrowed.

Abstrak: Dinas Perpustakaan Kabupaten Asahan merupakan perpustakaan umum daerah sedang berkembang dan terus memperbaiki, membenahi, dan meningkatkan layanan. Diberikannya layanan seperti pinjaman dan sirkulasi, dan penambahan koleksi buku setiap tahunnya. Mengetahui dan memahami minat baca pengunjung menjadi kunci utama dalam meningkatkan kualitas layanan perpustakaan. Namun, mengelola minat baca dari berbagai lapisan masyarakat bukanlah tugas yang mudah. Setiap individu memiliki preferensi dan minat baca yang berbeda-beda. Oleh karena itu, diperlukan suatu pendekatan yang sistematis dan efisien dalam mengidentifikasi minat baca untuk dapat mengelola penambahan koleksi buku. Saat ini, ketika perpustakaan meningkatkan koleksi bukunya, mereka hanya bergantung pada rekomendasi karyawan dan buku terkini untuk menambah jumlah buku. Mereka tidak mempertimbangkan buku mana yang paling diminati untuk menambah koleksi mereka. Hal ini dapat berdampak negatif jika terdapat penambahan koleksi buku yang kurang diminati untuk dibaca, yang dapat menimbulkan masalah dari sisi pelayanan maupun finansial. Berdasarkan hal tersebut maka akan dilakukan penerapan data mining khususnya metode K-Means, untuk mendukung pengelolaan penambahan koleksi buku, dengan cara mengelompokkan minat baca pengunjung perpustakaan yang memiliki kesamaan identitas, sehingga perpustakaan lebih tepat dalam mengelola koleksi buku dalam mengelompokan buku yang jarang dipinjam, sering dipinjam dan sangat sering dipinjam.

In its implementation, participants were guided directly using Microsoft Office Word software as the main tool in making official letters. The training method was carried out through material presentation, case studies, and direct practice. The evaluation results showed an increase in students' understanding of the structure of official letters and technical skills in designing letters using Microsoft Word features. This workshop is expected to be a practical provision for students in facing formal administrative needs both in the world of education and the world of work. In addition, this activity also encourages students to be more accustomed to using word processing applications professionally.

Abstrak: Kegiatan workshop ini bertujuan untuk meningkatkan pemahaman dan keterampilan siswa dalam menyusun serta mendesain surat resmi sesuai dengan kaidah penulisan yang berlaku. Workshop dilaksanakan di SMK Negeri 1 Setia Janji dengan melibatkan peserta dari berbagai jurusan. Materi yang disampaikan meliputi format surat resmi, penggunaan bahasa yang tepat, serta tata letak yang baik dan benar. Dalam pelaksanaannya, peserta dibimbing secara langsung menggunakan perangkat lunak Microsoft Office Word sebagai alat utama dalam pembuatan surat resmi. Metode pelatihan dilakukan melalui penyampaian materi, studi kasus, dan praktik langsung. Hasil evaluasi menunjukkan adanya peningkatan pemahaman siswa terhadap struktur surat resmi serta keterampilan teknis dalam mendesain surat menggunakan fitur-fitur Microsoft Word. Workshop ini diharapkan dapat menjadi bekal praktis bagi siswa dalam menghadapi kebutuhan administrasi formal baik di dunia pendidikan maupun dunia kerja. Selain itu, kegiatan ini juga mendorong siswa untuk lebih terbiasa menggunakan aplikasi pengolah kata secara profesional.

As a concrete step, the community service team compiled a Marriage Preparation handbook that is relevant to santri, made in a practical manner and equipped with attractive pictures. The method used was Participatory Action Research (PAR). This community service activity was carried out at the Irsyaduth Tholabah Islamic Boarding School in Bojonegoro and was attended by 55 santri consisting of male and female santri aged 17-22 years. The results of the community service showed that 49% of participants fully understood the material in the Marriage Preparation handbook that had been disseminated, and 82% of participants stated that this activity was very useful and served as a guideline for them before getting married. Through this community service, it is hoped that divorce among students can be avoided.

Abstrak: Pernikahan santri memiliki potensi besar untuk menjadi role model dan dianggap sebagai panutan potensial dalam pernikahan oleh masyarakat, karena tidak hanya berlandaskan pada ketentuan hukum, tetapi juga berakar kuat pada nilai-nilai agama. Sebagai langkah konkrit, tim pengabdian menyusun handbook Persiapan Nikah yang relevan bagi santri, dibuat secara praktis dan dilengkapi dengan gambar menarik. Metode yang digunakan yaitu participatory Action Research (PAR). Kegiatan pengabdian ini dilakukan di Pesantren Irsyaduth Tholabah Bojonegoro dan diikuti oleh 55 santri yang terdiri dari santri putra dan santri putri dengan rentang usia 17-22 tahun. Hasil pengabdian menunjukkan bahwa 49% peserta sangat paham dengan materi handbook Persiapan Nikah yang telah disosialisasikan dan 82% peserta menyatakan bahwa kegiatan ini sangat bermanfaat dan menjadi pedoman bagi mereka sebelum melangsungkan pernikahan. Melalui pengabdian ini, diharapkan perceraian di kalangan santri dapat terhindari.

In the current digital era, there has been a change in congregation behavior, and people are increasingly accustomed to conducting non-cash transactions through digital platforms such as mobile banking. However, the donation system in mosques is still dominated by conventional methods, such as using cash donation boxes, so congregations that do not carry physical cash experience obstacles in distributing donations. Furthermore, BKM also does not have an adequate understanding and infrastructure to manage the digital donation system optimally. This PKM activity was attended BKM administrators and congregation representatives. The methods used were participatory socialization, mentoring, and direct implementation. The activity results showed a knowledge transfer from the implementation team to the mosque management regarding the benefits and governance of digital donations. The main output of this activity is the realization of the implementation of digital donation services through the provision of QRIS codes connected to mosque accounts, equipped with standing banners placed in strategic areas of the mosque to facilitate the congregation in making donations practically and efficiently.

Abstrak: Kegiatan PKM ini bertujuan untuk memberikan sosialisasi dan implementasi praktis mengenai layanan donasi cashless berbasis QRIS bagi pengurus dan jemaah masjid Hidayatul Islamiyah Kampung Madong. Di era digital saat ini, terjadi perubahan perilaku jemaah yang semakin terbiasa melakukan transaksi non-tunai melalui platform digital seperti mobile banking. Namun demikian, sistem donasi di masjid masih didominasi oleh metode konvensional menggunakan kotak amal tunai, sehingga jemaah yang tidak membawa uang fisik mengalami kendala dalam menyalurkan donasi. Selain itu, pengurus masjid (BKM) juga belum memiliki pemahaman dan infrastruktur yang memadai untuk mengelola sistem donasi digital secara optimal. Kegiatan ini bertujuan untuk memberikan pengetahuan dan keterampilan teknis bagaimana donasi digital mampu meningkatkan kemudahan dan partisipasi jemaah. Kegiatan PkM ini dihadiri oleh para pengurus Badan Kemakmuran Masjid (BKM) dan perwakilan jemaah. Metode yang digunakan adalah sosialisasi-partisipatif, pendampingan, dan implementasi langsung. Hasil kegiatan menunjukkan adanya transfer pengetahuan dari tim pelaksana kepada pengurus masjid terkait manfaat dan tata kelola donasi digital. Output utama dari kegiatan ini adalah terwujudnya implementasi layanan donasi digital melalui penyediaan kode QRIS yang terhubung dengan rekening masjid, dilengkapi dengan standing banner yang ditempatkan di area strategis masjid untuk memfasilitasi jemaah dalam melakukan donasi secara praktis dan efisien.

y allowance. One of the specific nutritional interventions that can be implemented is the provision of supplementary food (PMT) based on local food. This community service activity aimed to improve the knowledge and skills of posyandu cadres regarding the PMT based on local food for toddlers and pregnant women. The program involved training 40 cadres in the working area of Dalu Sepuluh Health Center, Tanjung Morawa District, Deli Serdang Regency, on May 28, 2025. The training consisted of delivering material on the concept of local food-based PMT and hands-on practice in processing supplementary food. Knowledge was evaluated through pre- and post-tests. Skills were evaluated through observation during processing practices. The results indicated an increase in cadres’ knowledge, with the average score rising from 95.4 to 99.4. Skills also improved, particularly in the accuracy of ingredient measurement and appropriate portion determination. These findings imply that local food-based PMT training can enhance the capacity of posyandu cadres and contribute to strengthening community-based efforts in improving maternal and child nutrition.

Abstrak: Masa kehamilan dan balita merupakan fase penting yang menentukan kualitas tumbuh kembang anak. Di Desa Wonosari, asupan gizi ibu hamil dan balita di bawah angka kecukupan gizi yang dianjurkan, sehingga diperlukan intervensi gizi spesifik melalui PMT berbasis pangan lokal. Kegiatan pengabdian ini bertujuan untuk meningkatkan pengetahuan dan keterampilan kader posyandu mengenai pengolahan makanan tambahan berbasis pangan lokal untuk balita dan ibu hamil. Metode yang digunakan adalah pelatihan dengan sasaran 40 orang kader posyandu di wilayah kerja Puskesmas Dalu Sepuluh, Kecamatan Tanjung Morawa Kabupaten Deli Serdang. Pelatihan dilaksanakan pada 28 Mei 2025, terdiri dari penyampaian materi tentang PMT berbasis pangan lokal dan praktik pengolahan makanan tambahan untuk balita dan ibu hamil. Evaluasi pengetahuan melalui pre-test dan post-test menggunakan kuesioner. Keterampilan dievaluasi dengan observasi pada saat praktik pengolahan. Pelatihan menghasilkan peningkatan skor pengetahuan kader posyandu dari 95,4 menjadi 99,4, dan peningkatan keterampilan tentang ketepatan penggunaan jumlah bahan pangan dan porsi PMT untuk ibu hamil dan balita.

The entrepreneurial landscape at Universitas Sumatera Utara is continuously growing, marked by the emergence of young entrepreneurs from various programs such as the Student Entrepreneurial Program (PMW) and the Student Creativity Program (PKM). In 2023, there were 12 funding opportunities for PKM entrepreneurial schemes and three winners of the P2MW program. However, challenges remain, such as limited networking opportunities, market access, and minimal mentoring and education on financial management. The lack of mentors and supporting resources often causes campus startups to lose motivation. The methods used to address these issues include mentoring to enhance the capabilities of student startups, financial management literacy, the provision of business facilities, and training and guidance in marketing. This program provides valuable opportunities for students to develop digital business ideas and apply sustainable business principles. As a result, students are better prepared to contribute to sustainable economic growth.

Abstrak: Program inkubasi pengembangan usaha startup digital mahasiswa merupakan inisiatif untuk mendukung pengembangan usaha yang inovatif dan berkelanjutan. Tujuan program ini adalah membantu mahasiswa mengembangkan potensi usaha yang kompetitif. Situasi kewirausahaan di Universitas Sumatera Utara terus berkembang dengan munculnya wirausahawan muda dari berbagai program, seperti Program Wirausaha Muda (PMW) dan Program Kreativitas Mahasiswa (PKM). Pada tahun 2023, terdapat 12 pendanaan untuk skema kewirausahaan PKM dan tiga pemenang program P2MW. Namun, masih terdapat kendala berupa keterbatasan peluang jejaring, akses pasar, serta minimnya pendampingan dan edukasi terkait pengelolaan keuangan usaha. Kurangnya mentor dan sumber daya pendukung menyebabkan startup kampus sering kehilangan motivasi. Metode yang digunakan untuk mengatasi permasalahan ini meliputi pendampingan peningkatan kemampuan startup mahasiswa, literasi pengelolaan keuangan, penyediaan fasilitas usaha, serta pelatihan dan bimbingan pemasaran. Program ini membuka peluang berharga bagi mahasiswa untuk mengembangkan ide bisnis digital dan menerapkan prinsip bisnis berkelanjutan. Hasilnya, mahasiswa lebih siap berkontribusi pada pertumbuhan ekonomi yang berkelanjutan.
