PROGRAM KEMITRAAN MASYARAKAT (PKM) KLUSTER 2 PETERNAK AYAM RAS PETELUR SKALA USAHA MIKRO DAN USAHA KECIL DI KOTA TOMOHON TENTANG PENERAPAN BIOSEKURITI PADA USAHA PETERNAKAN UNGGAS

Abstract: ABSTRACT The objective of community partnership program cluster 2 (CPP-C2) is to provide micro and small-scale layer chicken farmers in Tomohon city with business management procedures based on “biosecurity”.  Problems faced… blems faced by partners, both farm owners and farm workers: 1) lack of knowledge and understanding of the concept and application of biosecurity  2) lack of sanitation application, which increases the risk of diseases emerging and spreading 3) not yet aware that the use of open house system, unfenced farms and no procedures for entering the farm area, are not in accordance with the principles of biosecurity system. The activity was carried out in stages: survey, socialization on the concept and implementation of the 3-zone biosecurity system, provision of disinfectants and examples of regulation for laying hen farming as well as evaluation. The evaluation results show that during the extension activity, out of 8 participants only 2 were actively asking questions, and it turned out they were the farm owners, while the farm workers were passive.  It was found after the outreach activity, that the farm owners or farm workers who were partners had not been implemented the 3-zone biosecurity system, therefore outreach activities regarding biosecurity on poultry farm still need to be provided again to them, so that the concept and application of biosecurity will be truly understood and they would be willing to do so. However, at least 2 farms have prepared signboards with rules for entering the farm area.  The occurrence of outbreaks and pandemics should be a lesson-learned that biosecurity measures are highly relevant to the saying “it is better to prevent than cure”. If, chicken remain healthy, they produce high-quality and safe products, and so, farmers can minimize health costs and maximize profits, even enabling farms owner to expand their businesses scale.  In conclusion, this activity has not been given a significant impact on partner’s farm management because all partners have not been implemented the 3-zone biosecurity system, and it would be better if, all farm owners as decision makers to participate in this kind of activity, as well as the need for synergy between relevant agencies in the livestock sector in Tomohon city and academics with poultry farming business practitioners in an effort to maintain livestock health, poultry communities and maintain food security.  

EVALUATION OF THE IMPLEMENTATION OF THE STUNTING REDUCTION ACCELERATION PROGRAM POLICY WITH THE FAMILY DEVELOPMENT POPULATION PROGRAM AT THE BKKBN REPRESENTATIVE OFFICE OF WEST SUMATRA PROVINCE

Abstract: Stunting is a growth and development disorder in toddlers that impacts their physical, cognitive, and productivity development. Stunting can be prevented by optimizing family roles and functions. Family resilience isthe… ability of a family to adapt, overcome problems, and face pressure from within and outside so that it can continue to function harmoniously and achieve the well-being of its membersThe purpose of this study was to determine the implementation of the stunting reduction acceleration program policy with the Population and Family Development Program at the BKKBN Representative Office of West Sumatra Province in accordance with Presidential Regulation Number 72 of 2021 concerning the acceleration of stunting reduction. The research method used a qualitative approach with policy studies. The research informants numbered 28 people with data collection techniques through observation, in-depth interviews, focus group discussions and document reviews. The results of the research on the input component, namely Policy, human resources, facilities and infrastructure and funds for the stunting reduction acceleration program did not comply with the provisions. The process component, namely the suboptimal assistance and intervention by the Stunting Officer Unit, Technical Assistant and the family assistance team in utilizing data on families at risk of stunting and the lack of commitment and synergy between the Central, regional and village governments in implementing the acceleration of stunting reduction convention. The output component, namely the national sensitive intervention program indicators have not met the national target, the outcome component, namely Some of the main indicators of the family development population program have not reached the specified target and stunting cases have increased and are above the national target, the need to strengthen the synergy and commitment of the regional government and increase the knowledge and commitment of the family assistance team in implementing the stunting program. The conclusion is that the implementation of the accelerated stunting reduction program is in accordance with regulations, but is not yet optimal in terms of policy, human resources, facilities and infrastructure, and financing. Coordination and collaboration between the government and the community, optimization of data on families at risk of stunting, and regular monitoring and evaluation are needed.

DEFINING AN OPTIMAL EV CHARGING SERVICE RADIUS: A USER-BASED APPROACH FOR URBAN PLANNING IN PEKANBARU CITY

Abstract: The growing emphasis on sustainable urban mobility has positioned electric vehicles (EVs) as a strategic component of transport transformation, particularly in developing cities with constrained infrastructure systems. One… ne of the key challenges in supporting EV adoption is the provision of accessible charging infrastructure, which is closely related to user perception of acceptable service distance. This study aims to determine the optimal service distance of Electric Vehicle Charging Stations (EVCS) based on user preferences in Pekanbaru City, Indonesia, and to explore its implications for spatial planning. A quantitative approach was employed using a questionnaire survey of 51 respondents distributed across 15 administrative districts. All respondents were non-EV users, representing potential adopters in the early stage of transition. The survey captured preferred EVCS distance using interval-based categories, along with respondents’ awareness and intention toward EV adoption. The results indicate that the dominant preferred distance falls within the 2–4 km range, with an estimated mean of 3.08 km and a standard deviation of 1.98 km, resulting in an effective range of approximately 1–5 km. Considering urban road network constraints and detour factors, this range is further adjusted to 3–6 km to reflect more realistic travel conditions. These findings suggest that a relatively dense and accessible charging network is required to reduce range anxiety and support EV adoption. From a spatial planning perspective, a 4 km service threshold is proposed as a practical reference for EVCS deployment, representing the central tendency of user preferences within the adjusted range. This study highlights the importance of integrating user-based spatial parameters into infrastructure planning and contributes to the literature by emphasizing the role of perceived accessibility in shaping EV infrastructure demand in developing urban contexts.

THE EFFECT OF DEEP BREATHING RELAXATION TECHNIQUES ON BLOOD PRESSURE IN THE ELDERLY IN BATE LINTENG AND LAMBUNOT VILLAGES, ACEH BESAR

Abstract: Hypertension is a chronic condition characterized by increased blood pressure on the artery walls, which can lead to serious complications such as stroke, kidney failure, and heart disease. This study aimed to determine&#8230; the effect of deep breathing relaxation techniques on lowering blood pressure in elderly people in Bate Linteng and Lambunot Villages, Aceh Besar. This quantitative study used a pre-experimental design using a one-group pretest-posttest. The study was conducted from August 26 to August 31, 2024, with a population and sample of 16 elderly respondents with a history of hypertension. Data collection was conducted through observation using an observation sheet and the provision of deep breathing relaxation techniques. The results showed that the average blood pressure before the intervention was 148/90 mmHg with a standard deviation of 9.674, while after the intervention, it decreased to 143/87 mmHg with a standard deviation of 9.050. The statistical test results using the Paired Sample t-Test showed a significance value of 0.000 (p < 0.05), indicating a significant effect between deep breathing relaxation techniques and blood pressure reduction. The results of this study are expected to provide information for hypertension sufferers and their families that deep breathing relaxation techniques are a form of non-pharmacological therapy that can be performed independently to control blood pressure.

THE PHENOMENON OF SIRI MARRIAGE AND ITS IMPLICATIONS FOR ISLAMIC FAMILY LAW

Abstract: From an Islamic perspective, marriage is not merely a civil matter, nor merely a family or cultural matter, but also relates to religious issues and events, as it is conducted to fulfill the provisions of Allah SWT and the&#8230; he Prophet Muhammad (peace be upon him). A siri marriage is a marriage conducted without official state registration, thus having significant legal implications for women and children. While religiously, this marriage is considered valid, from a state legal perspective, unregistered marriages result in women losing their rights as wives, such as the right to maintenance, inheritance rights, and legal protection within the household. Furthermore, women in siri marriages lack a strong legal basis to file for divorce or assert their rights in court. Meanwhile, children born from siri marriages have only a civil relationship with their mothers, thus facing obstacles in obtaining birth certificates listing the father's name, inheritance rights, and rights to care and education from the father. Siri marriages are also often used as a way to freely practice polygamy without following proper procedures.

CRIMINAL RESPONSIBILITY OF CHILDREN IN BRAWLS THAT RESULTED IN DEATH IN REVIEW OF LAW NUMBER 35 OF 2014 (STUDY OF DECISION PN TANJUNG KARANG NUMBER 11/PID.SUS-ANAK/2025/PN TJK)

Abstract: Student brawls involving children remain a recurring social phenomenon in Indonesia and frequently result in serious criminal offenses, including those causing death. Children as perpetrators of criminal acts occupy a special&#8230; ecial position within the criminal justice system; therefore, their criminal liability cannot be equated with that of adults. This study aims to analyze the criminal liability of children involved in brawls resulting in death and to examine the application of legal provisions in the Decision of the Tanjung Karang District Court based on the Child Protection Act and the Juvenile Criminal Justice System. The research employs normative juridical and empirical juridical approaches through the study of statutory regulations, analysis of court decisions, and interviews with law enforcement officers. The data were analyzed qualitatively to describe the implementation of juvenile criminal law. The findings indicate that child offenders may still be held criminally liable while observing the principle of the best interest of the child. Judges consider both juridical and non-juridical aspects, including the child’s role in the offense, age, psychological condition, and social inquiry reports, resulting in sanctions that emphasize rehabilitation rather than retribution. This study concludes that the application of juvenile criminal law in cases of brawls resulting in death is in accordance with prevailing legal provisions; however, improvements in the quality of case handling by law enforcement agencies are still necessary to ensure balanced and sustainable child protection and justice for victims.

REORIENTATION OF MUNAKAHAT FIQH LEARNING FROM A NORMATIVE-LEGALISTIC APPROACH TO MAQASHID SYARIAH-BASED REASONING AT AL ANSOR ISLAMIC BOARDING SCHOOL, PADANGSIDIMPUAN

Abstract: The teaching of fiqh munakahat in Islamic boarding schools is generally still dominated by a normative-legalistic approach, which emphasizes the determination of legal status, such as halal–haram or valid–invalid, based&#8230; sed on texts and the authority of classical books. This approach is important in preserving the scholarly tradition of fiqh, but in practice it often does not encourage students to understand the legal objectives and social implications of fiqh provisions. This study aims to analyze how the maqāṣid syariah reasoning approach can be applied in the teaching of fiqh munakahat and how this approach influences the students' way of thinking. This study uses a qualitative approach with a case study design conducted at the Al-Ansor Islamic Boarding School in Padangsidimpuan. Data were collected through observation of the learning process in the classroom, discussions with students, and reflections from teachers during the field study. The results of the study show a shift in the students' way of thinking from a textual understanding of the law to a more reflective understanding, taking into account the social context and objectives of sharia. This research contributes by offering a more contextual, reflective, and relevant model of fiqh munakahat learning for the challenges of contemporary Muslim family life.

LEGAL DISCOVERY BY JUDGES IN ADDRESSING THE AMBIGUITY OF “DEALER” AND “USER” ELEMENTS IN ARTICLES 114, 112, AND 127 OF THE NARCOTICS LAW

Abstract: The ambiguity of the elements “dealer” and “user” in Articles 114, 112, and 127 of Law Number 35 of 2009 on Narcotics creates legal uncertainty in the practice of criminal justice. These three provisions often overlap in&#8230; erlap in law enforcement, particularly when investigators and public prosecutors apply more severe charges without comprehensively examining the legal construction of the defendant’s actions, including the social and situational context behind them. This study is a normative legal research that examines the doctrine of judicial legal discovery, principles of criminal law, and the principle of proportionality in sentencing in a more in-depth and structured manner. The results of the study indicate that judges have the authority to interpret the elements of narcotics criminal acts systematically, grammatically, and teleologically to clearly distinguish between “abusive users” and “dealers with the intent to distribute.” Legal discovery is needed to prevent overcriminalization and to ensure the protection of the rights of suspects and defendants throughout the entire criminal justice process. This study concludes that the appropriate method of interpretation is an integration of systematic interpretation, teleological interpretation, and the ratio legis of the Narcotics Law.

PUTREN VILLAGE DEVELOPMENT STRATEGY FOR IMPROVING THE VILLAGE DEVELOPMENT INDEX (IDM) STATUS

Abstract: Based onthe conditions of the Village Development Index (IDM) for Putren Village, usingscoring analysis in 2023, the score was 0.694, with a detailed Social Resilience Index (IKS) score ofSocial Resilience Index (IKS) is&#8230; 0.748, the Economic Resilience Index (IKE)is 0.667, and the Environmental Resilience Index (IKL) is 0.667. With this IDM score, Putren Villageis classified as a developing village because it has not yetoptimized its Economic Resilience Index and Environmental Resilience Index.This study aims to formulate a development strategy for Putren Villagetowards becoming an independent village based on the IDM. The analysis method applied inthis study is descriptive qualitative through content analysis. Thedata collection methods used are questionnaires and interviews. The results of the analysisshow that the development strategy for Putren Village towards becoming an independentvillage based on IDM criteria and community expectations is directed at the developmentand repair of village roads, the provision of integrated drainage, the formation of BUMDesand the improvement of the competence of the community

OVERVIEW OF MORINGA LEAF PUDDING ADMINISTRATION ON HEIGHT AND WEIGHT IN STUNTED CHILD An. M IN JETIS VILLAGE, KEMANGKON DISTRICT, PURBALINGGA REGENCY VILLAGE

Abstract: Stunting is a condition of failure to thrive in children under 5 years of age due to chronic malnutrition, especially in the first 1.000 days of life (HPK), which is apparent after the child is years old, resulting in the&#8230; e child being shorter than thein peers In Purbalingga Regency, the prevalence of stunting in toddlers is 26,8 %, wasting in toddlers is 6,5 %, and underweight in toddlers 16,1%. The prevalence of stunting in Purbalingga Regency remains relatively high, thus requiring affordable and safe local nutritional interventions to support the growth and development of children under five. One of the alternative approaches to address stunting is through the provision of moringa leaf pudding. This study aimed to determine the changes in body weight and height after the administration of moringa leaf pudding in a stunted toddler over a 14-day intervention. This qualitative case study was conducted on a two-year-old stunted toddler (An. M). The intervention consisted of providing 100 grams of moringa leaf pudding every two days (a total of seven servings) over 14 days. Anthropometric measurements were taken at baseline (before intervention), at the seventh meeting, and at the end of the intervention (fourteenth meeting). In addition, observation of pudding acceptance and a brief interview with the family regarding dietary habits were conducted. After receiving moringa leaf pudding every two days for 14 days, the toddler experienced a weight gain of 0.4 kg and an increase in height of 0.9 cm. Observations indicated that the child accepted the moringa leaf pudding well, although mild boredom occurred midway through the intervention. Interviews with the family revealed that the provision of moringa leaf pudding improved the toddler’s appetite, leading to measurable weight and height gains.  The provision of moringa leaf pudding every two days for 14 days had a positive effect on increasing body weight and height in this case of a stunted toddler. Therefore, moringa leaf pudding may serve as an alternative nutritional support to improve the growth of stunted children, particularly in regions with a high prevalence of stunting.
