cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

Sebagian besar petani sawit swadaya di Papua Selatan masih menghadapi kendala pada literasi digital, akses teknologi, kelembagaan yang lemah, serta belum adanya sistem ketertelusuran (traceability system) yang memenuhi standar keberlanjutan seperti Indonesian Sustainable Palm Oil (ISPO) dan European Union Deforestation Regulation (EUDR). Penelitian ini bertujuan menganalisis kesiapan petani sawit swadaya terhadap implementasi sistem pemetaan digital rantai nilai di Papua Selatan, dengan fokus pada tiga dimensi utama: kelembagaan lokal, kapasitas digital petani, dan dukungan kebijakan. Pendekatan penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam terhadap petani, aparat kampung, koperasi, dan dinas terkait di Kabupaten Merauke dan Boven Digoel, serta studi dokumentasi terhadap kebijakan daerah dan laporan keberlanjutan. Analisis data menggunakan model Miles dan Huberman (1994) yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan tingkat kesiapan digital petani masih tergolong rendah hingga sedang akibat minimnya literasi dan infrastruktur penunjang, namun terdapat potensi penguatan kelembagaan koperasi serta dukungan pemerintah daerah. Penelitian ini menawarkan kerangka kesiapan digital petani sawit berbasis konteks lokal Papua Selatan yang mengintegrasikan aspek kelembagaan, teknologi, dan kebijakan untuk mewujudkan sistem ketertelusuran berbasis komunitas yang inklusif dan berkelanjutan.

system saturated with visualizations of ideal lifestyles disseminated through platforms like TikTok, Instagram, and Twitter. Constant exposure to such content creates anxiety about missing out on seemingly important social experiences. FOMO then triggers consumptive actions, not due to functional needs, but because of symbolic impulses and social pressure to remain relevant within digital communities. This study employs a descriptive qualitative method with in-depth interviews of informants aged 20–26 years. The analysis results show that content such as unboxing, product reviews, and personal lifestyles have a significant impact on creating social pressure and shaping consumption-based identity. These findings underscore the importance of digital literacy and critical awareness so that Generation Z does not get trapped in a cycle of impulsive consumption, which poses risks to both mental and financial health. As an alternative, the Joy of Missing Out (JOMO) approach is introduced to build healthier and more authentic digital relationships.

The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

Metode pelaksanaan menggunakan pendekatan partisipatif yang terdiri dari tiga tahap utama: (1) analisis kebutuhan melalui studi pendahuluan, observasi, wawancara, dan focus group discussion; (2) implementasi yang mencakup pembuatan website berbasis Content Management System (CMS) WordPress dan pelatihan pemberdayaan dengan metode hands-on practice; serta (3) evaluasi dan pendampingan berkelanjutan untuk memastikan keberlanjutan program. Hasil pelaksanaan program menunjukkan bahwa implementasi website telah berhasil meningkatkan akses informasi dan partisipasi masyarakat dalam pengawasan dana kampung. Pelatihan pemberdayaan menunjukkan peningkatan signifikan kemampuan pengelolaan website, peserta mampu mengoperasikan website secara mandiri setelah pelatihan dibandingkan sebelumnya.
