This… This article employs a literature review method to analyze the influence of attitudes in public organizational development. The review findings indicate that positive attitudes, such as openness to change and work commitment, significantly support bureaucratic reform. A competency- and performance-based approach serves as the foundation for building an adaptive work culture. Abstract: The palm oil industry plays a strategic role in Indonesia's economy, including in Merauke Regency, which is one of the developing palm oil plantation areas in Papua. However, challenges in production efficiency, environmental… ental sustainability, and competitiveness remain obstacles in the industry's value chain. Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

Abstract: E-KTP is one of the innovations in population administration services based on electronics. This study aims to analyze the application of electronic-based identity card (E-KTP) making services. The method used is a qualitative… tative method. Data collection techniques through interviews, observations, and documentation. Meanwhile, data analysis uses: data reduction, data presentation, and conclusion drawn. Based on the results of the study, it shows that the service of making an electronic-based identity card (E-KTP) at the Merauke Regency Population and Civil Registration Office has not been maximized in its application. This can be seen from: The creativity of employees in working has been good but has not been maximized, often running out of money in making digital ID cards. The agency has not been able to protect the need for ID card blanks. The new innovation developed, namely the digital population system, is transformed into a smartphone for each individual. . The responsiveness carried out in anticipating every form of change that occurs, both in terms of policies, laws, and community demands in the service of making ID cards at the population and civil registry offices has been running well.

Evaluasi Sistem Pemungutan dan Penerimaan Pajak Bumi dan Bangunan Pada Badan Pendapatan Daerah Kabupaten Merauke

Abstract: The aim of this research is to evaluate the PBB P2 acceptance procedures at the Merauke Regency Bapenda based on the government's internal control system policy.  The type of research used is qualitative research with a… descriptive approach and data obtained through interviews and documentation. The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

Penerapan e-Government di Merauke: Studi Kasus Sistem Pelayanan Publik Berbasis Teknologi Informasi

Abstract: This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing… mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.   Keywords: e-Government, public services, information technology  

Efektivitas Hak-Hak Warga Negara dalam Sistem Administrasi Publik: Studi Kasus pada Pelayanan Publik di Kabupaten Merauke

Abstract: This research aims to evaluate the effectiveness of fulfilling citizens' rights within the public administration system in Merauke Regency, South Papua. The focus of the study is on services related to civil administration,… on, healthcare, education, and licensing, as well as the challenges encountered in accessing these services, particularly in remote rural areas. The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders. The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services. Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

PELAYANAN ADMINISTRASI DI KELURAHAN BAMBU PEMALI KABUPATEN MERAUKE

Service is defined as a result/achievement by a person or group of people with efforts and abilities carried out in fulfilling… g the wishes and needs of the community in order to increase community satisfaction. The purpose of this study is to determine the quality of service at the Bambu Pemali village office, Merauke Regency. The method used is a qualitative research method. Data collection techniques are observation, interviews, and documentation. The number of informants in this study is 8 people. Data analysis techniques consist of the data reduction stage, the data presentation stage, the conclusion making stage, and the verification stage. The results of the research on 5 (five) indicators that exist in the quality of public services in Bambu Pemali village are tangible (physical evidence), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), and emphaty (empathy). Based on the results of the above research, it can be concluded that the quality of service of the Bambu Pemali village office, Merauke Regency, has not been optimal in providing services to the community because there are still poor services and have not run optimally so that it has quite an effect on community satisfaction, the service is slow and not on time because the community is still confused in file management and employees are not able to provide clear information. Problems related to inadequate facilities and infrastructure at the Bambu Pemali Village Office, Merauke Regency, so that it can affect the performance of employees in providing services. Pengaruh Penggunaan Gadged Terhadap Perilaku Sosial Anak Usia Dini di Dusun Seran, Desa Rumbuk Timur, Kecamatan Sakra Tahun 2023

Abstract: This study aims to determine the effect of Gadget use on the social behaviour of early childhood in Seran Hamlet, East Rumbuk Village, Sakra District in 2023. Research data were collected through questionnaires given to… parents or guardians of early childhood living in Seran Hamlet. The research method used is a quantitative approach with direct data collection. The research sample consisted of 28 early childhood. Data collection techniques include observation, questionnaires, and documentation. Data analysis was conducted using the simple regression method to evaluate the relationship between the independent variable, namely Gadget Use, and the dependent variable, namely Early Childhood Behaviour. The results showed that there is a correlation and influence between the use of Gadgets and early childhood behaviour, with a correlation coefficient that exceeds the alpha (5%) significance level, namely 0.45> 0.05. Based on the analysis conducted, the results showed that the use of Gadgets has a negative relationship with early childhood behaviour, with a significance level of -91.289. Therefore, it can be concluded that the use of Gadgets has a negative impact on early childhood behaviour in Seran Hamlet. Keywords: Early childhood, Gadged use, Social behaviour

Abstract: This research is motivated by the author's curiosity about how the role of the community in realising village independence. The purpose of this research is to find out the role of the community in realising village independence.… endence. The method used in this research is qualitative research method with descriptive type. The data collection techniques in this research are observation, interview, and documentation. The data analysis technique used is interactive analysis consisting of three flows, namely: data reduction, data presentation, and conclusion drawing. Data validity checking is done by triangulation. Triangulation is the process of finding conclusions by rechecking from various angles. Based on the results of the research and discussion that: 1) The role of the community in realising the independence of Sukamulya Village, Baregbeg Sub-district, Ciamis Regency has not fully run optimally. 2) The obstacles faced by the community in realising the independence of Sukamulya Village, Baregbeg District, Ciamis Regency are lack of information and confirmation and lack of understanding and the same agreement 3) The efforts made in overcoming these obstacles are carried out by dialogue and deliberation and providing input to the village government so that information can reach the community.
