Abstract: The consumption of sugar-sweetened beverages (SSBs) among adolescents has increased and may contribute to the rising prevalence of overweight due to their high sugar and energy content. This study aimed to analyze the relationship… lationship between the consumption of sugar-sweetened beverages and the incidence of overweight among adolescents at SMP Negeri 28 Surabaya. This study employed an analytical observational design with a cross-sectional approach. A total of 164 respondents were selected using proportional random sampling. Data on sugar-sweetened beverage consumption were collected using a Food Frequency Questionnaire (FFQ), while nutritional status was assessed using Body Mass Index-for-Age (BMI-for-Age). Data were analyzed using the Chi-square test. The results showed a significant association between the consumption of sweetened tea (p = 0.023) and carbonated soft drinks (p = 0.000) with overweight, whereas the consumption of coffee, bubble tea, sweetened milk, isotonic drinks, syrup, and yogurt was not significantly associated with overweight (p > 0.05). It can be concluded that frequent consumption of sweetened tea and carbonated soft drinks is associated with an increased risk of overweight among adolescents. Therefore, nutrition education and limiting the consumption of sugar-sweetened beverages are recommended as preventive strategies to reduce overweight among adolescents.

Implementasi Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 di Kabupaten Merauke

Abstract: This study provides an overview of the implementation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency. The purpose of this study is to analyze and comprehensively describe the implementation… mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

Efektivitas Pelayanan Penerbitan Surat Keterangan Tidak Mampu (SKTM) di Kelurahan Karang Indah Kabupaten Merauke

Abstract: This study aims to analyze the effectiveness of public service delivery in issuing Certificate of Indigency (SKTM) at Karang Indah Village Office, Merauke Regency. The background of this research is based on the increasing… ng number of SKTM applications each year, which has not been matched by optimal service quality improvements. This study employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation involving 11 informants consisting of village officials and community members. The results show that, in general, the SKTM service at Karang Indah Village Office is relatively effective, particularly in terms of procedures and costs, which are simple, transparent, and free of charge. The service completion time is also relatively fast, often completed within one working day. However, several challenges still affect service effectiveness, such as inconsistencies in procedural implementation, limited facilities and infrastructure, manual administrative systems, and insufficient public awareness regarding the requirements for obtaining SKTM. Additionally, coordination between neighborhood units (RT) and the village office remains suboptimal, potentially causing service delays. This study concludes that the effectiveness of SKTM service delivery in Karang Indah Village needs improvement through digital service innovation, capacity building for administrative staff, and strengthening supervision and public outreach.

Efektifitas Gabungan Kelompok Tani (GAPOKTAN) dalam Upaya Pemberdayaan Masyarakat Tani Kampung Jaya Makmur Distrik Kurik

Abstract: This study aims to identify the effectiveness of farmer group associations (Gabungan Kelompok Tani) in empowering the farming community in Kampung Jaya Makmur, Kurik District. The research employs a descriptive qualitative… ve approach. Data were collected through interviews, observations, and documentation. The study analyzes organizational effectiveness based on four indicators: Human Relations (focusing on organizational involvement), Open System Model (adaptation and innovation), Internal Process Model, and Rational Goal Model (productivity and goal achievement). The results show that in Kampung Jaya Makmur, the head of the farmer group association has never conducted socialization or training for farmer groups on how to produce or provide natural fertilizers using locally available materials, despite the uncertainty of continuous fertilizer supply. The effectiveness of farmer group associations in empowering the community is highly needed to support farmers in becoming more independent. Farmer group associations can provide services such as access to technological information and capital, as well as establish partnerships with external parties. This study recommends that farmer group associations strengthen participation and member involvement through more regular deliberation forums and active engagement of all levels of farmers. It also emphasizes the need to enhance the use of technology and alternative agricultural methods, such as organic fertilizers, and to expand training and mentoring programs so that farmers can reduce their dependence on chemical fertilizers. Presepsi Masyarakat terhadap Penerapan Prinsip Good Governance di Kampung Gurinda Jaya Kabupaten Merauke

Abstract: This research is motivated by the suboptimal implementation of good governance principles in public services at the village level, which influences public perceptions of the performance of government officials. The purpose… se of this study is to analyze public perceptions of the implementation of the principles of accountability, transparency, openness, and the rule of law in public services in Gurinda Jaya Village, Merauke Regency, and to identify supporting and inhibiting factors. This study used a qualitative approach with a descriptive approach through observation, in-depth interviews, and documentation of village officials and community service users. The results indicate that the implementation of good governance principles has not been optimal, characterized by discrepancies in service delivery times with established standards, limited public understanding of service information, inconsistent transparency practices, and an unfulfilled sense of justice and legal certainty in public services. The study's conclusion confirms that strengthening apparatus capacity, improving discipline and integrity, and strengthening village government commitment and community participation are important implications for realizing more effective and accountable village governance.

Abstract: This study aims to analyze the quality of human resources (HR) in improving the effectiveness of public services at LPP RRI Merauke. This research employs a qualitative approach with a descriptive design. Data were collected… cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

Analisis Kebijakan Pengendalian Kebakaran Hutan dan Lahan di Provinsi Papua Selatan

Abstract: Forest and land fires constitute a strategic environmental issue affecting ecological stability, public health, and sustainable regional development. As a newly established autonomous region, South Papua Province faces institutional… nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

Determinants of Social Interdependence and Interaction Among the Kanum Ethnic Group

Abstract: This study aims to analyze the factors influencing the social interaction of the Kanum ethnic group as cross-border actors between the Sota area (Indonesia) and Waiber (Papua New Guinea). The Kanum people are indigenous… communities residing on both sides of the border, sharing strong historical, cultural, and economic ties. The research was conducted in Kampung Sota, Sota District, Merauke Regency, South Papua Province, using a qualitative method with a descriptive approach and interactive model analysis by Miles, Huberman, and Saldana. The findings reveal that the key supporting factors for social interaction are mostly located in Sota-Indonesia, including better geographic access, infrastructure availability, border pass policy, favorable security conditions, and active economic and educational activities. On the other hand, the main hindering factors are found in Waiber-PNG, such as difficult geographic access, lack of infrastructure, limited governmental policies, and issues related to civil registration. Culturally and socially, the Kanum people experience no barriers due to shared values, traditions, and language. This study concludes that cross-border interdependence is not solely determined by national boundaries but also shaped by socio-cultural dynamics and inclusive policies. The review findings indicate that positive attitudes, such as openness to change and work commitment, significantly support bureaucratic reform. A competency- and performance-based approach serves as the foundation for building an adaptive work culture. Abstract: This research aims to analyze the effectiveness of Minimum Service Standards (MSS) implementation at the Department of Population and Civil Registration (Disdukcapil) in Merauke Regency, South Papua Province. MSS are crucial… cial instruments for guaranteeing community rights to quality basic services, including civil administration services. Despite their establishment, challenges persist in ensuring that services provided align with the stipulated standards. The research employed a descriptive qualitative approach, collecting data through in-depth interviews, observation, and document analysis. Key informants included the head of the department, service-providing staff, and representatives of community service users. The findings indicate that MSS implementation at Merauke Disdukcapil has generally been underway, though its effectiveness varies across service types. Some MSS indicators, such as service waiting times and cost certainty, have been well-met. However, challenges are still present in aspects like the availability of adequate human resources, sub-optimal socialization of MSS to the community, and the need for improved supporting infrastructure. Limited access to information and public understanding of service rights also act as inhibiting factors. Thus, the effectiveness of MSS at Merauke Disdukcapil can be enhanced through strengthening human resource capacity, improving facilities and infrastructure, and intensifying socialization efforts. This study recommends the necessity of regular evaluation and continuous improvement to ensure excellent civil administration services for all communities in Merauke.
