APLIKASI PENJUALAN ONLINE KERAJINAN LOKAL KHAS MASYARAKAT NUSA TENGGARA TIMUR BERBASIS ANDROID

Abstract: Abstract: East Nusa Tenggara, especially Oemasi village has rich natural potential so that the people of Oemasi village can produce various kinds of high-quality local crafts and have high selling points. The craft that… is produced is usually in the form of woven cloth, scarf, ukulele, and others. The problem experienced by the Oemasi village community in selling crafts is the limited promotional media with conventional methods and the method of selling local crafts via social media also has shortcomings that are stock items that still have to be updated manually and sales history that is still recorded manually. This research aims to engineer the application of local craft sales in East Nusa Tenggara based on android which can be used as an alternative to assist the people of Oemasi village in selling local crafts in East Nusa Tenggara so that sales problems with conventional methods or through social media can be resolved. Kerajinan yang dihasilkan biasanya berupa kain tenun, selendang, ukulele dan lain-lain. Permasalahan yang dialami masyarakat desa Oemasi dalam menjual kerajinan adalah terbatasnya media promosi dengan metode konvensional dan metode penjualan kerajinan lokal via media sosial juga memiliki kekurangan yaitu stok barang yang masih harus diupdate secara manual dan history penjualan yang masih dicatat secara manual. Penelitian ini bertujuan untuk merekayasa aplikasi penjualan kerajinan masyarakat NTT berbasis android yang dapat dijadikan sebagai alternatif untuk membantu masyarakat desa Oemasi dalam melakukan penjualan kerajinan lokal masyarakat NTT sehingga permasalahan penjualan dengan metode konvensional atau melalui media sosial dapat diatasi. Along with the increasingprogress of computer technology, the role of computer technology has also increased for the benefit of humans. One of them is the field of human and computer interaction ( IMK)  or also called Human Computer Interaction ( HCI) . Although computer technology equipment is accurate and reliable, but the interaction model that is carried out is not natural as humans interact with each other, the use of such equipment to operate it requires direct contact between user and the computer. For people who dissabilities who do not have hands, it will be difficult to do so. Computer vision based interaction techniques are candidates for natural interaction techniques. The human head can also be used to replace the function of a mouse that can be used to move the cursor up and down left or right for and to click on the mouse using the blik an eye. Detection using head movements has been widely applied including in the fields of entertainment, education, and security. The camera is a tool used to make head recognition. The camera is used as a sensor to detect head movements. Seiring meningkatnya kemajuan teknologi komputer, peranan teknologi komputer juga semakin meningkat yang digunakan untuk kepentingan manusia. salah satunya adalah bidang interaksi manusia dan komputer (IMK), atau sering disebut Human Computer Interaction (HCI). Keyboard, mouse, dan joystick merupakan salah satu perangkat keras yang sering digunakan untuk interaksi antara manusia dan komputer yang bersifat mekanis. Meskipun peralatan-peralatan tersebut akurat dan handal (reliable), tetapi model interaksi yang dilakukan tidak bersifat alami sebagaimana manusia berinteraksi dengan sesamanya, penggunaan peralatan-peralatan tersebut untuk mengoperasikannya membutuhkan adanya  kontak langsung antara user dengan komputer. Untuk kaum difabel yang tidak mempunyai tangan, akan susah melakukan hal tersebut. Teknik interaksi berbasis visi komputer menjadi kandidat teknik interaksi yang bersifat alami. kepala manusia bisa juga digunakan untuk menggantikan fungsi mouse yang bisa digunakan untuk menggerakan cursor keatas kebawah kekiri maupun kekanan dan untuk melakukan klik pada mouse menggunakan kedipan mata. Pendeteksian menggunakan gerakan kepala telah diaplikasikan secara luas diantaranya pada bidang hiburan, pendidikan serta keamanan. Kamera  (webcam) merupakan alat yang digunakan untuk melakukan pengenalan kepala. Kamera ini digunakan sebagai sensor untuk mendeteksi pergerakan kepala. Pendeteksian gerakan kepala diimplementasikan dengan menggunakan opencv python.

Fiscal Decentralization and Regional Financial Independence in Indonesia: A Systematic Literature Review

Abstract: This study examines the development of fiscal decentralization and its relationship to regional financial independence in Indonesia through a systematic literature review. The objective is to synthesize empirical and conceptual… ceptual findings published between 2017 and 2026 concerning the determinants, measurement, and consequences of regional financial independence, particularly the role of local own-source revenue (PAD), intergovernmental transfers, and capital expenditure. Using a systematic search of Scopus, Google Scholar, and Garuda databases, 30 relevant articles were screened, selected, and analyzed following defined inclusion and exclusion criteria. The review finds that fiscal decentralization consistently strengthens local revenue mobilization and administrative accountability when accompanied by adequate institutional capacity, transparent governance, and effective management of natural and economic resources. However, the effectiveness of decentralization varies considerably across regions due to disparities in economic potential, human resources, and political commitment. The synthesis further shows that financial independence positively affects the quality of public services and regional economic growth, although the relationship is moderated by expenditure efficiency and governance quality. The novelty of this review lies in its integrative framework linking revenue-side determinants, expenditure behavior, and governance mechanisms within a single analytical narrative, an integration rarely addressed jointly in prior single-country studies. The findings offer practical implications for policymakers designing fiscal transfer formulas and for future researchers seeking to test moderating variables such as digitalization and institutional quality in the fiscal decentralization–financial independence nexus.

Telah Hadis Shahih Bukhari No. 1286 Tentang Menangisi Mayit

Abstract: Hadis tentang menangisi mayit khususnya riwayat Abdullah bin Umar, termasuk hadis yang mendapat perhatian khusus dalam khazanah studi hadis karena memuat keterangan bahwa mayit mengalami siksa akibat tangisan keluarganya,… , suatu persoalan yang kemudian memunculkan beragam interpretasi dan perdebatan di kalangan ulama. Riwayat ini menimbulkan perdebatan di kalangan ulama, terutama karena mendapat sanggahan dari Aisyah yang menilai pemahaman tersebut tidak sejalan dengan prinsip Al-Qur’an yang menegaskan bahwa seseorang tidak akan memikul dosa orang lain. Perbedaan periwayatan antara Abdullah bin Umar dan Aisyah menunjukkan adanya dinamika dalam transmisi hadis yang memerlukan kajian kritis terhadap sanad, matan, serta konteks penyampaian hadis. Berangkat dari persoalan tersebut, penelitian ini bertujuan untuk mengkaji makna hadis tersebut melalui pendekatan ilmu hadis dan analisis terhadap penafsiran para ulama. Metode yang digunakan adalah kajian kepustakaan dengan menelaah hadis-hadis terkait beserta syarah para ulama. Hasil kajian menunjukkan bahwa yang dimaksud dalam hadis bukanlah tangisan biasa, melainkan ratapan berlebihan (niyāhah) yang disertai keluhan, penyesalan terhadap takdir Allah Swt., atau kebiasaan yang dahulu diperintahkan maupun diridhai oleh mayit semasa hidupnya. Adapun tangisan yang bersifat wajar karena rasa sedih tidaklah dilarang dalam Islam, bahkan Nabi Muhammad Saw. sendiri pernah menangis ketika kehilangan orang-orang tercinta. Dengan demikian, hadis tersebut harus dipahami secara kontekstual agar tidak menimbulkan kesalahpahaman terhadap ajaran Islam tentang rahmat, keadilan, dan sikap menghadapi musibah kematian. This research employs a library research approach by examining the relevant hadith narrations along with their commentaries (syarah) by classical scholars. The findings indicate that the hadith does not refer to ordinary weeping but rather to excessive lamentation (niyāḥah), characterized by expressions of complaint, objection to Allah's decree, or practices that were encouraged, approved, or tolerated by the deceased during their lifetime. In contrast, natural weeping as an expression of grief is not prohibited in Islam. Indeed, the Prophet Muhammad (peace be upon him) himself wept upon the loss of his loved ones. Therefore, this hadith should be understood contextually to avoid misconceptions regarding Islamic teachings on divine mercy, justice, and the proper response to the calamity of death.

The Effect Of Giving Manure Type Growth Regulators On The Vegetative Phase Of Chili Plants (Capsicum Frutescens)

Abstract: Cayenne pepper (Capsicum frutescens L.) is a horticultural commodity with high economic value and continuously increasing market demand. The success of cayenne pepper production is largely determined by vegetative growth… in the early stages, which is influenced by the availability of nutrients and plant growth regulators. The use of manure as a source of organic matter and natural Plant Growth Regulators (PGRs) is expected to enhance vegetative growth. This study aimed to determine the effect of manure application and natural PGRs on the vegetative growth of cayenne pepper and to identify the treatment that produces the best growth.The research was conducted from December to January 2026 at the land of the Kopbun Suka Tani Sejahtera Business Research Center, Kota Juang District, Bireuen Regency. The study used a factorial Randomized Block Design (RBD) with a 4 × 3 pattern and three replications. The first factor was the dosage of manure consisting of 0 kg (control), 1 kg, 1.5 kg, and 2 kg per plant. The second factor was the type of natural PGR, consisting of shallot extract, rice water, and coconut water. The observed parameters included plant height, number of leaves, leaf width, and number of branches at 15, 30, and 45 days after planting (DAP). Data were analyzed using the F-test and continued with the Honestly Significant Difference (HSD) test at a 5% significance level if the results were significant.The results showed that manure application had no significant effect on all vegetative growth parameters up to 45 DAP. The application of natural PGRs also showed no significant effect at 15, 30, and 45 DAP, as well as on other parameters. There was no significant interaction between manure and natural PGRs on all observed parameters.

The Effect of Manure Dosage and Types of Plant Growth Regulators (PGRs) on the Generative Phase of Bird’s Eye Chili (Capsicum frutescens L)

Abstract: This study aims to determine the effect of manure dosage and types of plant growth regulators (PGRs), as well as their interaction, on the generative phase of bird’s eye chili plants (Capsicum frutescens L.) in order to… o improve productivity, which remains fluctuating due to suboptimal cultivation practices. The research was conducted from February to March 2026 at the experimental field of the Pusat Riset Bisnis Kopbun Suka Tani Sejahtera, Kota Juang District, Bireuen Regency, using a factorial Randomized Block Design (RBD) of 4 × 3 with three replications. The first factor was the dosage of manure (control, 1 kg/plant, 1.5 kg/plant, and 2 kg/plant), while the second factor was the type of natural PGR (onion extract, rice water, and coconut water). Data were collected through direct observations on several parameters, including number of fruits, fruit weight, fresh biomass weight, root fresh weight, and root length, and were then analyzed to determine the effects of treatments and their interactions.          The results showed that certain doses of manure had a significant effect on increasing yield and root growth, while natural PGRs were able to enhance flowering, reduce flower drop, and accelerate fruit formation. The interaction between both treatments indicated that the optimal combination produced higher results compared to single treatments. The novelty of this study lies in the use of a combination of manure and natural PGRs based on local materials as a strategy to improve the generative phase. The implications of this research are expected to serve as a scientific reference for the development of sustainable cultivation techniques, as well as learning material and further research in the fields of agronomy and horticulture.

Implementation of Brain-Based Learning to Reduce Mathematics Anxiety in the Teaching of Fractions at Primary School

Abstract: This research examines the application of the Brain-Based Learning (BBL) model to reduce math anxiety in teaching fractions at the elementary school level. This study used a quantitative approach with a pretest–posttest… t quasi-experimental control group design involving two fifth-grade classes: one experimental class that received fraction instruction through BBL and one control class that was taught using conventional methods, with 40 students in each group. Mathematics anxiety related to fractions was measured using a modified mathematics anxiety scale for elementary school students, while fraction achievement was evaluated through a valid written test. The results showed that both groups had relatively equivalent initial abilities, supported by normal and homogeneous pretest data and no significant differences in pretest scores. After the intervention, the experimental class showed consistently lower levels of anxiety related to fractions in all dimensions (tests/assessments, classroom learning situations, fraction tasks, and fraction avoidance) and significantly higher post-test scores than the control class, with an average difference of about seven points. The findings show that BBL, which aligns the learning process with the way the brain naturally learns by fostering positive emotions, multisensory experiences, and meaningful social interaction, is effective in improving students' understanding of fractions while simultaneously reducing their math anxiety. This study offers a unique perspective by conducting an experimental trial of BBL as a targeted intervention for math anxiety related to fractions in Indonesian elementary schools and highlighting its potential as a neuroeducation-based pedagogical strategy to foster numeracy and emotional well-being in math learning.

The paper under review deals with the practically important problem of suppressing oscillations at natural frequencies in control systems for a linear oscillator, which is traditionally considered a dynamic object described by a second-order differential equation with complex roots of the characteristic equation. The focus of the work is the question of the roughness of the system in relation to inaccurate knowledge of the resonant frequency of the controlled object (which is typical for many technical applications).

The Role of Fiscal Decentralization in Enhancing Regional Financial Independence in Indonesia

Abstract: This study aims to analyze the role of fiscal decentralization in enhancing regional financial independence in Indonesia. Using a qualitative approach and literature review methodology, the research examines the role of… fiscal decentralization in promoting regional financial autonomy in Indonesia. The analysis compares the effectiveness of fiscal decentralization policies in fostering financial independence across various regions in the country. Fiscal decentralization has demonstrated positive impacts by granting regions greater freedom to determine development priorities and explore funding sources. Regions with strong economic potential and natural resources can increase their locally generated revenue (Pendapatan Asli Daerah or PAD) to support development. However, this policy also creates disparities among regions, where wealthier regions manage their finances independently while poorer regions remain reliant on central government transfers. Moreover, limited managerial capacity in some regions hampers the policy's effectiveness. Fiscal decentralization can strengthen regional financial independence if accompanied by enhanced financial management capacity and fiscal policy adjustments.

Analysis of the Performance of Village Office Employees in Utilization Technology for Improving Administrative Services in Namohalu Esiwa, North Nias

This study aims to determine the level of performance of Sisobahili Village office employees in the use of technology to improve administrative services. This research uses a qualitative approach with a type of descriptive research, and the object of this study is carried out on natural objects. The data collection techniques used in this study are Observation, Documentation, and Interview. The researcher made observations by directly going into the field to see the object being studied. Then the researcher conducted interviews to explore information to data sources, namely the main informant, key informant, and supporting informant, then collected documents about the use of technology techniques in analyzing the data carried out in this study after data collection, then data reduction, data presentation, and conclusion or verification. Based on the results of the research, it was concluded that the Sisobahili Village Office still does not have adequate facilities to support administrative service activities to the community such as computers that are still not owned by the Sisobahili Village office, the facilities in the Sisobahili Village office, only in the form of laptops and printers . The limitations of these facilities are an obstacle for the Village apparatus in carrying out administrative activities related to the use of technology, so in this case information technology has not been used optimally. Human Resources in the use of information technology by the Sisobahili Village apparatus is still low, due to the low level of education of village apparatus in terms of technology utilization, so that some forms of services carried out still have obstacles, all forms of services related to technology are always charged to operators and other devices that are able to use technology, so it can be concluded based on the results of interviews at the level of human resources of the Village apparatus The use of technology is still minimal. The technology application system in Sisobahili Village has been running since 2018, but in 2022-2023, the Village information system, based semi-online, due to a lack of support, and for 2024 the plan will be carried out online through the website.
