Abstract:Social assistance is a form of government intervention aimed at reducing the economic burden on the poor. However, in its implementation, many problems remain, such as inaccurate targeting of recipients due to invalid or…
poorly structured data. This results in unfair distribution of aid and has the potential to trigger social conflict in the community. Web-based systems also facilitate real-time data management and access. With a web-based system integrated with the K-Means algorithm, the process of identifying eligible community groups for social assistance can be carried out objectively and transparently The development of this application will significantly assist village officials and social institutions in making accurate, data-driven decisions. Therefore, this study aims to develop and implement a web-based information system that can group social assistance recipients in villages using the K-Means Clustering method. Based on the results of research and data analysis conducted in Weekombaka Village in Southwest Sumba, it can be concluded that the number of clusters generated is not significantly different and is even nearly the same.
Abstract:This study aims to analyze strategies for optimizing social assistance program planning in Jeneponto Regency using the Next Generation Social Welfare Information System (SIKS-NG). Accurate and efficient planning is key to…
o ensuring accurate targeting of social assistance beneficiaries, ensuring the program achieves its objectives and delivers optimal impact. Using SIKS-NG is expected to improve the accuracy of recipient data, accelerate the verification process, and facilitate social service field workers in proposing beneficiary families. This eliminates the need for in-person visits to the Social Service office. The research method used was a qualitative approach, analyzing responses from three informants: the Head of Service, Village Facilitator, SIKS-NG Operator, and Beneficiary Families.
The results indicate that implementing the SIKS-NG application improves the accuracy of recipient data, accelerates the verification process, and facilitates monitoring of aid distribution. Furthermore, the application is easily accessible through https://siks.kemensos.go.id, thus supporting the overall program effectiveness.

Abstract:The direct cash assistance (BLT) program was implemented as a response to the increase in world fuel prices at that time, and the main aim of this program was to help poor people continue to meet their daily needs for welfare.…
lfare. The BLT program is a priority for the central government and regional governments by selecting potential recipients and distributing the Direct Cash Assistance program to regions selectively and objectively to avoid public dissatisfaction and causing injustice during the implementation process. This BLT program is expected to be able to improve the welfare of the poor in Indonesia, especially in North Morowali Regency. To find out how the BLT program policy was implemented in North Morowali Regency, researchers used Edward III's theory to look at aspects of communication, disposition, resources, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. Data collection methods are carried out through observation, direct interviews, and documentation. The informant selection technique uses a purposive technique. From field research, the BLT program has contributed to the economic lives of poor communities in North Morowali Regency, especially pregnant women and schoolchildren. Implementation of the Family Hope Program (BLT) policy in North Morowali district has not been effective. There are still shortcomings in several aspects. Among them is the resource aspect; the resource aspect in question is human resources. This is because there are still several field assistants (PKH assistants) in certain villages who do not have adequate qualifications, which has an impact on implementation. The second aspect is the bureaucratic structure. Which is related to standard operating procedures. Other aspects that have been implemented well are the communication aspect and the disposition aspect.
Abstract:This study aims to evaluate the strategic development of the government grant program for goat farming groups in Kediri Regency through a SWOT analysis approach. The program, launched in 2022, serves as an economic empowerment…
erment initiative to support small-scale farmers by increasing livestock populations and improving rural welfare. Data were collected using a descriptive quantitative method through in-depth interviews with program managers and grant recipients, supported by direct field observations. The Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) matrices were used to determine the program’s strategic position, while the Cartesian SWOT diagram identified the appropriate development quadrant. The results show that the program is situated in Quadrant II, indicating strong internal conditions but significant external threats. With IFE and EFE scores of 2.9252 and 3,1333 respectively, the analysis suggests that the program should implement Strength–Threat (S-T) strategies, including consistent quarterly reporting, increased technical staff, and public reinforcement of the program’s catalytic function. These findings are expected to guide the formulation of more effective strategies for sustainable livestock empowerment in Kediri Regency.
Abstract:This research aims to apply the Naïve Bayes method to determine the eligibility of receiving the Smart Indonesia Program (PIP) at the 017107 Kisaran Naga State Elementary School by analyzing 207 student data. The CRISP-DM…
DM approach was used through six stages: business understanding, data understanding, data preparation, modeling, evaluation, and implementation. The variables analyzed included means of transportation, KPS and KIP recipients, worth a pip, reasons for eligibility, number of siblings, distance from home to school, and parents' income.
The results showed that this method achieved 89% accuracy, 85% precision for the positive class, and 92% for the negative class. A total of 125 students (59.9%) were declared eligible to receive assistance, while 82 students (40.1%) did not meet the criteria. The Naïve Bayes method is effective in supporting decision-making for the provision of targeted educational assistance
Abstract:Education plays an important role in improving the quality of human life, but economic constraints often prevent many students from continuing their education. The Smart Indonesia Program (PIP) was launched to address these…
ese issues by providing educational assistance. However, in its implementation, the selection of PIP recipients at IT Al-Ikhsan Private Junior High School is still inaccurate. This research aims to classify the eligibility of PIP recipients using the Naive Bayes method. This method is applied to student data from the school's Dapodik in 2024 which consists of 265 students. The data is processed through CRISP-DM data mining stages, namely Business Understanding, Data Understanding, Data Preparation, Modeling, Evaluation, and Deployment. As a result, the Naive Bayes model showed an accuracy of 92.31% with a precision value for the “Yes” class of 89%, recall 100%, and F1-score 94%. In conclusion, variables such as means of transportation, KPS and KIP recipients, parents' income, and distance from home to school affect the eligibility of PIP recipients.

Abstract:Ancient Israelite tradition reflects a patriarchal social structure that positioned men at the center of social, legal, and religious authority, resulting in limitations on women’s rights and roles, including access to inheritance…
inheritance law. This article addresses theological and juridical issues concerning the mechanism of legal change through the narrative of the daughters of Zelophehad in Numbers 27:1-11, which constitutes a significant turning point in Israelite legal tradition. The research problem focuses on the lack of attention in previous studies to the theological meaning of God’s decision in Numbers 27:7, as earlier research has tended to emphasize socio-cultural aspects, contextual relevance, or purely linguistic analysis. This study employs a qualitative approach based on a literature review, utilizing Hebrew textual exegesis, analysis of Israel’s patriarchal context, and a critical reading through the lens of feminist theology. The findings indicate that the daughters of Zelophehad’s claim was not merely a response to a legal vacuum, but a conscious action that positioned women as active subjects in the process of legal formation. God’s decision affirming their claim underscores divine justice that transcends the limitations of the patriarchal system and corrects institutionalized structural injustice. The conclusion affirms that this narrative presents God as the source of justice who sides with the restoration of the dignity of marginalized groups and opens space for women’s participation as agents of legal change. The novelty of this study lies in its theological interpretation that positions women not only as recipients of inheritance rights, but as pioneers of legitimate and divinely recognized legal transformation. These findings contribute to the development of feminist theology and Old Testament legal studies, while also providing a reflective foundation for gender equality discourse in contemporary theological and religious practice across cultures.
