itative approach, data were collected through purposive sampling, open data collection methods, and analysis of both textual and visual materials. The primary methods of data collection included participatory observation, in-depth interviews, and document review. The findings reveal that, although some awareness of Musrenbangdes has been achieved through existing announcement systems, the overall effectiveness of community participation remains limited. Many residents perceive the process as a formality, with decisions dominated by specific stakeholders, leading to low levels of trust and engagement. The study identifies significant barriers to active participation, such as inadequate information dissemination, lack of transparency, and limited involvement in both the implementation and benefit-sharing of development projects. The research suggests that for Musrenbangdes to be more effective, there needs to be a concerted effort to enhance transparency, ensure equitable information distribution, and create a more inclusive participatory framework. These findings have implications for improving governance and promoting sustainable development at the village level.

s use primary data and secondary data. Data collection techniques are carried out through observation, interviews, and documentation. The informant withdrawal technique uses purpose. The data analysis used is the Miles, Huberman, and Saldana model, namely data reduction, data presentation and drawing conclusions. Based on the results of the research conducted, community participatory planning in development in Lembah Sumara Village, Soyo Jaya District, North Morowali Regency still has many problems. When viewed from the planning stages, the dominant ones who appear active during village fund management deliberations are village officials, members of village consultative bodies and community figures who are considered influential. Meanwhile, most of the community does not play an active role at the planning stage because they do not receive invitations during deliberations, so that when decisions are made, they do not represent the aspirations of the community in general. Likewise, public awareness of the development implementation stages is still very low. Indications of this can be seen in the implementation of village fund management policies for development, starting from the planning process to implementing activities which are almost entirely carried out by the village government.

The research results show thatThe election stage is divided into two stages, namely preparation and implementation, in the discussion of implementation it is specified, namely starting from candidate registration, determining candidate pairs, campaigning, voting and counting votes, and determining selected candidate pairs and resolving violations and result disputes. The performance of the North Morowali Regency General Election Commission in holding the 2020 regional head and deputy regional head elections has been carried out well in accordance with applicable laws and regulations. Every activity and decision rule that is issued is based on KPU regulations. However, in the realization of the implementation of each stage of the regional elections, there is a possibility that the activities and decisions taken are not included in the KPU regulations, so a joint decision with the election participants is needed to make a decision which as long as it does not conflict with existing regulations. Several things that need to be corrected regarding improving service quality are the availability of adequate facilities, office facilities that are not optimal, especially office buildings that are old. This is the most basic thing that needs to be improved and there will even be a new office building built. Because a good building covers many aspects of maximum service. In terms of human resources, the service process has also been maximized which fulfills a sense of satisfaction. Because every data needed by the public and election participants can be fulfilled quickly and precisely.

Abstract:The direct cash assistance (BLT) program was implemented as a response to the increase in world fuel prices at that time, and the main aim of this program was to help poor people continue to meet their daily needs for welfare.…
lfare. The BLT program is a priority for the central government and regional governments by selecting potential recipients and distributing the Direct Cash Assistance program to regions selectively and objectively to avoid public dissatisfaction and causing injustice during the implementation process. This BLT program is expected to be able to improve the welfare of the poor in Indonesia, especially in North Morowali Regency. To find out how the BLT program policy was implemented in North Morowali Regency, researchers used Edward III's theory to look at aspects of communication, disposition, resources, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. Data collection methods are carried out through observation, direct interviews, and documentation. The informant selection technique uses a purposive technique. From field research, the BLT program has contributed to the economic lives of poor communities in North Morowali Regency, especially pregnant women and schoolchildren. Implementation of the Family Hope Program (BLT) policy in North Morowali district has not been effective. There are still shortcomings in several aspects. Among them is the resource aspect; the resource aspect in question is human resources. This is because there are still several field assistants (PKH assistants) in certain villages who do not have adequate qualifications, which has an impact on implementation. The second aspect is the bureaucratic structure. Which is related to standard operating procedures. Other aspects that have been implemented well are the communication aspect and the disposition aspect.
