s Tobi, was found legally and convincingly guilty of committing aggravated theft as stipulated under Article 363 paragraph (1) point 4 of the Indonesian Penal Code (KUHP). The objective of this research is to analyze the application of criminal law in the aforementioned case, with a particular focus on two principal legal issues: (1) how law enforcement was implemented in the case in question, and (2) how the judicial decision aligns with the foundational legal principles of justice, legal certainty, and utility. The research employs a normative juridical method with a descriptive-analytical approach, and utilizes both the theory of law enforcement and the theory of criminal acts as the conceptual framework. The findings indicate that all elements of the criminal offense under Article 363 paragraph (1) point 4 of the Penal Code were fulfilled, and that the panel of judges duly considered both aggravating and mitigating factors in a balanced manner. Nonetheless, further analysis reveals that the Defendant’s role in the commission of the offense was more auxiliary in nature, thereby suggesting that the normative application of Article 55 of the Penal Code would have been more appropriate. This misapplication of legal provisions potentially gives rise to substantive injustice and opens the possibility for further legal remedies. The study concludes that although the formal procedures of law enforcement were conducted in accordance with prevailing legal standards, there exists a substantive deficiency in the identification of the perpetrator’s role, which adversely affects the overall fairness of the verdict. The novelty of this research lies in its critical analysis of the accuracy of judicial application of substantive criminal norms and the imperative of rigorous judicial reasoning in sentencing, aimed at reinforcing the integrity and consistency of the Indonesian criminal justice system.

This study aims to understand the dynamics of communication in the cadre training process between the management and members of the organization. The primary focus of the research is to explore how communication occurs between the management and members during cadre training activities. This research uses a qualitative approach with a descriptive type, along with data collection techniques involving interviews and documentation. To ensure data validity, the researcher employs triangulation of sources, techniques, and time. The findings of the study show that communication in the cadre training process is divided into two categories: internal and external communication. Internal communication involves interactions between the management and members within the organization, with freedom in conveying information between leaders, managers, and members. Meanwhile, external communication focuses on the relationship between the organization and other institutions, to convey aspirations in accordance with its tasks and authority. Additionally, the cadre system in this organization combines both formal and informal training, although there are differences in how each faculty representative conducts cadre training. Overall, this organization is able to implement a more optimal cadre system, especially in preparing the core management.

to get healing instructions. This research aims to uncover the ritual communication contained in Balian Bawo, which is communication between ancestors and the Balian Bawo. Researchers used hermeneutical phenomenology methodology by taking 6 people as sources. The data collection techniques used were observation, interviews, and documentation. The results of the research show that Balian Bawo ritual communication is seen in three ways, namely 1. Communication is with communicators, namely Balian and ancestors as communicants to convey messages about healing instructions through the intermediary of sowing rice which then includes dance and the sounds of bracelets as a connecting frequency amplifier; 2. Communion in the Balian Bawo Ritual in traditional medicine occurs not because of periodic activities every year, but is present when people need treatment; and 3. Common means that the local community can help the family prepare for the Balian Bawo Ritual activities and the Balian Bawo ritual procession can be followed by the local community as long as they comply with the existing regulations during the activity procession which is a form of community awareness of the existence of the Balian Bawo healing ritual.

However, it is often found that the hopes of the people are not fully articulated, resulting in certain issues never reaching a final resolution. This study aims to analyze the role of the DPR in voicing the people's interests based on the fourth principle of Pancasila. The method used in this research is qualitative with a literature study approach, where data is collected from various scientific sources. The results of the analysis show that the main functions of the DPR, namely in legislation, oversight, and budgeting, have not been fully optimized due to weak accountability and transparency. This crisis of representation impacts the decline in public trust, low political participation, and increased polarization in society. To address these issues, systemic reforms are needed, including enhancing transparency, strengthening accountability mechanisms, and involving the public actively in the decision-making process. Thus, the goal of the DPR’s existence, which can be achieved, is to voice the will of the people, realize deliberation for consensus, and ensure justice and welfare in line with the substance of Pancasila’s ideology, particularly its fourth principle. This study recommends the need to restore the essence of deliberation for consensus in accordance with the fourth principle of Pancasila, accompanied by better political education and electoral system reforms to ensure that elected representatives are truly competent and focused on the interests of the people.

Using a qualitative approach with literature study, this research analyzes various fatwas issued by the Indonesian Ulema Council (MUI) and the factors influencing the scholars' decisions, including technological advancements, societal needs, and globalization. Furthermore, this study identifies obstacles in the implementation of fatwas, such as limited public understanding and potential conflicts with government regulations. The research finds that, despite the challenges, there is significant potential for aligning fatwas with positive legal regulations in Indonesia. Collaboration between scholars, religious institutions, and the government is essential to ensure the effective implementation of fatwas and create an inclusive and just legal system for Muslims. The synergy between fatwas and regulations is expected to support the sustainable development of the Islamic economy and contribute to the building of a more prosperous and harmonious Indonesian society.

Various methods are employed in manuscript research. This study utilizes a combination of textual criticism and popular readings to analyze an ancient manuscript. Additionally, the study draws upon Islamic jurisprudence (fiqih) to examine and reinforce the content of the manuscript. The popular readings used as a reference are found in the book Fathul Qorib by Shaykh Syamsudin. The research method used is qualitative descriptive, and the conclusion of this study indicates that the CMC Tiga Warna Area has successfully integrated tourism activities with nature conservation and engaged the local community through the non-governmental organization Bhakti Alam Sendang Biru. Assessments carried out directly by coaches tend to be non-objective, so that students who are sent to participate in the National Student Sports Olympiad (O2SN) are not alternately. Inaccuracy in selecting eligible students not only harms potential students, but can also reduce the school's chances of achieving success in the O2SN event. Therefore, a Decision Support System (DSS) is needed that can help improve objectivity, accuracy, and efficiency in the selection process, so that it can produce more precise and fair decisions. The decision support system used is the MOORA method. This system is designed to assist schools in determining students who are eligible to represent the school in the O2SN competition based on several criteria such as age, weight, strength, technique (moves) and student attendance. These criteria are analyzed and weighted according to their level of importance. Furthermore, the MOORA method is applied to calculate and rank students. The results of this study indicate that the students selected to participate in O2SN Pencak Silat are Joko Satrio and Wisnu Ramadan with optimization values of 0.339 and 0.281.

Abstrak: Proses seleksi siswa Olimpiade Olahraga Siswa Nasional (O2SN) di bidang Pencak Silat di SMA Negeri 1 Air Joman sering kali dihadapkan pada berbagai tantangan yang mempengaruhi objektivitas dan keadilan dalam pengambilan keputusan. Penilaian yang dilakukan secara langsung oleh pelatih cenderung bersifat tidak objektif, sehingga siswa yang dikirimkan untuk mengikuti Olimpiade Olahraga Siswa Nasional (O2SN) tidak secara bergantian. Ketidaktepatan dalam pemilihan siswa yang layak tidak hanya merugikan siswa yang berpotensi, tetapi juga dapat mengurangi peluang sekolah untuk meraih prestasi di ajang O2SN. Oleh karena itu, diperlukan suatu Sistem Pendukung Keputusan (SPK) yang dapat membantu meningkatkan objektivitas, akurasi, dan efisiensi dalam proses seleksi, sehingga mampu menghasilkan keputusan yang lebih tepat dan adil. Sistem pendukung keputusan yang digunakan adalah dengan metode MOORA. Sistem ini dirancang untuk membantu pihak sekolah dalam menentukan siswa-siswa yang layak mewakili sekolah pada kompetisi O2SN berdasarkan beberapa kriteria seperti usia, berat badan, kekuatan, teknik (jurus) dan kehadiran siswa. Kriteria-kriteria tersebut dianalisis dan diberikan bobot sesuai dengan tingkat kepentingannya. Selanjutnya, metode MOORA diterapkan untuk melakukan perhitungan dan pemeringkatan siswa. Hasil dari penelitian ini menunjukkan bahwa siswa yang terpilih mengikuti O2SN Pencak Silat adalah Joko Satrio dan Wisnu Ramadan dengan nilai optimasi sebesar 0,339 dan 0,281.

The main exemplary employee is A05, represented by Irmaya Sari. The use of SAW provides objective and transparent evaluations, enhancing employee motivation and performance through fair recognition. This method also supports the establishment of consistent evaluation standards, contributing to the overall effectiveness of the organization.

Abstrak: Penelitian ini bertujuan mengembangkan metode penilaian pegawai teladan di Kantor Desa Air Teluk Hessa dengan menggunakan Simple Additive Weighting (SAW). Metode SAW dipilih karena dapat menyederhanakan pengambilan keputusan melalui penjumlahan bobot dari kriteria penilaian, yaitu kedisiplinan, etika, pelayanan masyarakat, kerjasama tim, dan kehadiran. Hasil analisis menunjukkan pegawai A05 sebagai yang terbaik dengan nilai 0,92, diikuti A06 (0,9125), A04 (0,8825), A03 (0,8575), A01 (0,8325), dan A02 (0,8075). Pegawai teladan utama adalah A05, diwakili oleh Irmaya Sari. Penggunaan SAW memberikan penilaian yang objektif dan transparan, meningkatkan motivasi dan kinerja pegawai melalui penghargaan yang adil. Metode ini juga mendukung penetapan standar penilaian yang konsisten, berkontribusi pada efektivitas organisasi.
