facilities, infrastructure, and public utilities through the principle of mutual cooperation. BSPS recipients must meet several criteria, such as income, house ownership status, house size, floor type, wall type, roof type, and water source. To address issues based on these criteria, Data Mining techniques using the Naive Bayes method were employed. This study utilized a dataset of BSPS recipients in Air Genting Village, Air Batu Sub-district, comprising 88 samples. The classification results from applying Naive Bayes yielded a precision value of 84%, a recall value of 81%, an F1-score of 82%, and an accuracy of 81%. The objective of this research is to facilitate the classification of eligible and rightful recipients of government assistance in the form of BSPS. mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.

ttitudes, inter-organizational communication, as well as the economic, social, and political environment. The research method used is a qualitative approach with in-depth interviews conducted with key informants, including policy implementers, PKH assistants, and beneficiaries. The findings indicate that the PKH policy's objectives are well understood by the target community, but there are challenges related to uneven aid distribution, leading to social injustice among more vulnerable groups. The available resources, while adequate, have not been optimally utilized to reach all impoverished communities, especially those in remote areas. The characteristics of the implementing organization show good coordination, but improvements are needed in transparency and communication with the public, particularly those not registered as beneficiaries. The professional and empathetic attitude of the implementers greatly supports the program's success, although there are shortcomings in communication and outreach to the general public. The economic, social, and political environment plays a significant role in the successful implementation of PKH, with challenges such as social jealousy and local political factors affecting aid distribution. Therefore, it is recommended to enhance transparency in the data collection and aid distribution processes, strengthen the capacity of social assistants, and expand outreach efforts to ensure that the PKH program is more equitable and effective in achieving its goals.

The aim of this research is to determine the role of Village-Owned Enterprises in supporting the achievement of the objectives of the Sustainable Development Goals program in Sindangsari Village, Cikoneng District, Ciamis Regency. The method used in this research is descriptive qualitative method. Data was obtained in this research through observation, documentation and interviews with 11 informants, namely the village head, village secretary, BPD chairman, BUMDes director, BUMDes secretary, BUMDes supervisor, and 5 community leaders. The results of the research show that two of the five role indicators according to Siagian have not worked optimally, including the role as a pioneer and as an implementer himself. So it can be concluded that the role of BUMDes Bhinekasari Mandiri in supporting the Sustainable Development Goals (SDGs) has not gone well.

Problems arise when learning goals are predominantly formulated from an adult perspective, while the characteristics of children’s cognitive development are not fully taken into account, causing learning objectives to be difficult for children to understand and internalize. This study aims to examine the formation of learning goals for early childhood through the perspective of Jean Piaget’s cognitive development theory in order to obtain a conceptual understanding that is more aligned with children’s developmental stages. The research method employs a qualitative approach through a literature review of textbooks and national and international journal articles relevant to learning goals, cognitive development, and early childhood education, which are then analyzed descriptively through processes of identification, classification, and synthesis of theoretical concepts. The findings indicate that learning goals for early childhood tend to be concrete, short-term, contextual, and activity-oriented, and are not yet supported by mature self-regulation abilities. Based on Piaget’s framework, early childhood falls within the preoperational stage; therefore, understanding learning goals is highly dependent on direct experiences, play-based activities, simple symbols, and teacher guidance. The conclusion emphasizes that the design of learning goals must be consciously adjusted to children’s cognitive developmental stages so that learning objectives can be understood, meaningful, and optimally achieved. The novelty of this study lies in the conceptual integration of Piaget’s cognitive development theory with the practical formulation of learning goals in early childhood education as a theoretical–practical foundation for teachers.

dies subject. This research is based on the importance of preparing students for the challenges of the 21st century, which require critical, analytical, and creative thinking skills. The method used is Classroom Action Research (CAR) with 35 students from class VIII-3 as participants. There are two cycles in this study, consisting of planning, implementation, observation, and reflection phases. In the first cycle, although PBL was implemented, only 43% of students scored above the Minimum Mastery Criteria (KKM) of 80, with an average score of 71. Additionally, their activeness in asking questions, answering, expressing opinions, and solving problems was still low. Reflection indicated that students needed time to adapt to PBL and required more motivation from the teacher. In the second cycle, after improvements were made, there was a significant increase. As many as 89% of students scored above the KKM of 80, with an average score of 88. Student activeness also increased with more active participation in class activities. This shows that students better understood and adapted to the PBL model and received better encouragement from the teacher. In conclusion, the implementation of the PBL model is effective in improving students achievement and active participation in the Social Studies subject at SMP Negeri 172 Jakarta. This is evidenced by the significant increase in students average scores and their active participation in learning. The PBL model is capable of stimulating students critical, analytical, and creative thinking skills, as well as enhancing their engagement in learning, creating a more conducive and efficient environment for achieving educational goals.

The findings of this study reveal that the education budget encompasses the allocation of funds used to facilitate educational services. Whether for public schools or governmental entities (at both central and regional levels), the authority for budget utilization is governed by legal frameworks. Nationally, the Ministry of Education and Culture (Kemendikbud) and the Ministry of Research, Technology, and Higher Education (Kemenristek Dikti) play pivotal roles in determining the education budget, specifying its sources and objectives. At the regional level, Provincial, District, and City governments, through the Education Service Unit (Satker Dinas Pendidikan), are accountable for planning and overseeing the utilization of education budgets in line with their respective jurisdictions and discretion. Simultaneously, at the school level, active involvement in planning and executing agreed-upon school programs funded by the budget is undertaken by the school principal in collaboration with the school community.
