ssion in this study aims to optimize the selection process for candidates for Student Council President at SMP Negeri 11 Tanjung Balai through the implementation of a Decision Support System (DSS) based on the MOORA (Multi-Objective Optimization on the Basis of Ratio Analysis) method. The MOORA method is used to normalize values, weight criteria, and calculate optimization values to produce the best alternative ranking. Data were obtained through observation, interviews with school officials, and literature studies. The results of the study indicate that the MOORA method is able to provide objective and transparent ranking results, where M. Asril Sitorus Pane obtained the highest score of 0.347 (Rank 1), followed by M. Rian with a score of 0.333 (Rank 2). The implementation of this system is expected to be able to provide recommendations for the best candidates regularly and accurately, so that it can support fairer and more accountable decision-making in the next Student Council President election.

Abstrak: Pemilihan Ketua OSIS merupakan proses penting dalam membangun budaya kepemimpinan yang demokratis, bertanggung jawab dan berintegritas di lingkungan sekolah. Selain itu, melalui pokok pembahasan pada penelitian ini bertujuan untuk dapat mengoptimalkan proses seleksi calon Ketua OSIS di SMP Negeri 11 Tanjung Balai melalui penerapan Sistem Pendukung Keputusan berbasis metode MOORA (Multi-Objective Optimization on the Basis of Ratio Analysis). Metode MOORA digunakan agar dapat melakukan normalisasi nilai, pembobotan kriteria serta perhitungan nilai optimasi guna menghasilkan peringkat alternatif terbaik. Data diperoleh melalui observasi, wawancara dengan pihak sekolah serta dan studi kepustakaan. Hasil penelitian menunjukkan bahwa metode MOORA mampu memberikan hasil peringkat yang objektif dan transparan, yang dimana M. Asril Sitorus Pane memperoleh nilai tertinggi sebesar 0,347 (Peringkat 1), diikuti oleh M. Rian dengan nilai 0,333 (Peringkat 2). Penerapan sistem ini diharapkan mampu memberikan rekomendasi kandidat terbaik secara sistematis dan akurat, sehingga dapat mendukung pengambilan keputusan yang lebih adil dan akuntabel dalam pemilihan Ketua OSIS selanjutnya.

This study aims to analyze the implications of technological development for constitutional law and propose the concept of a digital constitution as an adaptive framework in the AI era. This study employs a normative legal method, using both conceptual and statutory approaches. Legal materials consist of primary, secondary, and tertiary sources, which are analyzed qualitatively and descriptively. The findings reveal that, while digital transformation enhances governmental efficiency and public transparency, it also generates serious risks, including data misuse, digital surveillance, and political disinformation. These dynamics demand a reinterpretation of constitutional norms to protect citizens' digital rights in cyberspace. The concept of a digital constitution is proposed as a normative response that integrates digital rights into constitutional rights and reaffirms the principle of the rule of law within technological governance. To achieve a democratic and just constitutional order, it is crucial to strengthen regulatory frameworks, ensure algorithmic accountability, and foster collaboration among state institutions, civil society, and the private sector. Ultimately, constitutional law must evolve into an adaptive, transparent, and fair system that can address the profound challenges of the digital and AI-driven era.

5 Constitution. The threshold requiring a party or coalition to hold 20% of DPR seats or 25% of the popular vote has been controversial for limiting voter choice and reinforcing oligarchic dominance. Using a normative legal research method, the study applies doctrinal interpretation through grammatical, systematic, historical, and teleological approaches to evaluate whether the threshold is consistent with constitutional democracy. The analysis identifies a disconnect between the legislative rule and the constitutional concept of sovereignty residing with the people, informed by theories of democracy, sovereignty, and progressive legal thought. While procedurally legitimate, the threshold lacks substantive constitutional validity because of its exclusionary impact on political participation. The study proposes four reform options: repeal, proportional adjustment, judicial reinterpretation, and constitutional amendment. These reforms would realign electoral rules with democratic principles and restore voters’ political agency. A doctrinal reinterpretation model is offered, framing the threshold as a regulatory instrument rather than a rigid barrier, advocating a legal structure that promotes inclusivity and reflects the people’s general will.

tain a comprehensive understanding of the legal aspects that regulate freedom of expression in the country. Recognized as an essential human right, freedom of expression is explicitly protected by the 1945 Constitution of the Republic of Indonesia. The focus of this research is to examine the legal norms governing freedom of expression, which include provisions such as Article 28E paragraph (3) and Article 19 of the Constitution 1945, as well as other statutory regulations. The research results show that freedom of expression is recognized as an inalienable right by the state and is one of the foundations for the realization of a just and democratic society. Although freedom of expression is guaranteed by the constitution, this research also highlights the obstacles and challenges in its implementation. In Indonesia, challenges arise in navigating diverse interpretations of freedom of expression, with concerns about potential exploitation by entities harming public interest. Striking a balance between freedom of expression and societal stability/security is deemed crucial. The research aims to better understand the complexity of freedom of expression within the country's constitutional law and its role in promoting equality. This research aims to find useful insights for creating better policies. These policies should strike a good balance between individual freedom and public interest, ultimately fostering a fair and democratic society.

The central research question is how can meaningful public participation be conceptualized and operationalized as the essence of constitutionalism in legislative processes? It examines constitutional provisions, statutory frameworks, and judicial interpretations in selected jurisdictions. The analysis is enriched by theoretical frameworks of deliberative democracy and participatory constitutionalism, which highlight the normative value of inclusivity, transparency, and accountability in law making. The article concludes that embedding meaningful public participation transforms law-making from a formal exercise of authority into a constitutional practice that legitimizes governance, strengthens democracy.

The target of this activity was the staff of the Pharmacy Installation at RSUD Latemmamala, who experienced a decline in overall trust due to leadership perceived as lacking firmness in directing the team. The methods employed included direct observation through workplace interactions, interviews with the head and staff of the Pharmacy Installation, and direct observation of real working conditions within the hospital environment. The proposed activities consisted of obtaining permission to conduct the program, organizing workshops or socialization sessions on the application of visionary leadership to support improvements in pharmaceutical service quality, documenting all stages of the activity, and preparing a comprehensive report containing observations, analysis, constraints, and recommendations for future activities. Overall, the results indicate that visionary leadership is highly effective in a dynamic work environment such as the Pharmacy Installation of RSUD Soppeng. The findings reveal a strong relationship between the implementation of visionary leadership and improvements in staff discipline, responsibility, and professionalism. Thus, the leader’s ability to clearly communicate a shared vision and inspire subordinates is a key factor in building a solid pharmacy team that is adaptive to change and oriented toward improving the quality of patient services at RSUD Soppeng.
