Nonet and Selznick’s responsive law theory, this study examines the legal politics underpinning the formation of Law No. 11 of 2020, PERPPU No. 2 of 2022, and Law No. 6 of 2023 within Indonesia’s civil‐law framework. Using normative legal research methods including statutory interpretation, constitutional doctrinal analysis, and comparative legal study this article traces the procedural trajectory from initial draft to successive judicial reviews (Decision Nos. 91/PUU-XVIII/2020 and 168/PUU-XXI/2023). The findings reveal systemic procedural deficiencies: exclusion of affected stakeholders, lack of meaningful public participation, and executive reliance on emergency powers instead of mandated legislative revision. The Constitutional Court’s interventions have served as corrective “strange attractors,” introducing “meaningful participation” requirements (right to be heard, right to be considered, and right to explanation) and compelling the government to adopt legislative reforms. However, persistent executive resistance underscores enduring tensions between efficiency‐oriented omnibus reforms and procedural legitimacy. The study concludes that forthcoming legislative efforts particularly the mandated separate Employment Law will determine whether Indonesia’s legal system advances toward genuinely responsive law or reverts to repressive practices. These insights hold broader significance for comparative constitutionalism and the global discourse on omnibus legislation in developing democracies.

dren, including children with disabilities, are considered as a mandate given by Allah SWT to parents. Therefore, parents have a great responsibility in caring for, protecting and guiding their children comprehensively, including physical, mental and spiritual aspects. The focus of research in writing this thesis is the responsibility of parents towards children with special needs. The purpose of the study is to analyze and understand the perspective of Islamic law on parental responsibility towards children with disabilities comprehensively in Kisaran Barat District, Asahan Regency. This method uses a qualitative research method which is a process of various steps involving researchers, theoretical and interpretative paradigms, research strategies, data collection methods and empirical data analysis as well as the development of interpretations and presentation of research results. Children with disabilities have physical limitations, hearing limitations, vision limitations, intellectual limitations, emotional behavioral limitations and communication limitations. Islamic law teaches that parents must provide affection and fair treatment without discriminating between children with special needs and children without, and requires parents to seek education and life skills that will enable children with disabilities to participate well in society. In an effort to meet their needs, Islam also allows parents to seek professional help, such as therapy or health services, to support their child's development.

s context, children with mild intellectual disabilities present unique challenges, particularly related to limitations in cognitive aspects, social adaptation, and self-regulation. The main issue addressed in this study is how structured individual learning strategies can be effectively implemented to support the achievement of competencies for students with mild intellectual disabilities in inclusive elementary school settings. The aim of this research is to conduct a theoretical review of the effectiveness of the Individualized Education Program (IEP) as a pedagogical approach based on individual needs, responsive to the unique characteristics of learners. The method used is a systematic literature review with a qualitative-descriptive approach through the examination of scientific publications, academic books, and national policies related to inclusive education and differentiated learning services. The analysis results show that the IEP plays a strategic role in optimally accommodating the learning needs of students with mild intellectual disabilities, emphasizing flexible planning, realistic goals, and progress-oriented evaluation. The effectiveness of the IEP increases significantly when it is designed through cross-professional collaboration among general education teachers, special education teachers, and parents. The conclusion of this study affirms that the implementation of IEP not only strengthens the pedagogical dimension of inclusive education but also promotes a paradigm shift towards more adaptive and humanistic education. The novelty of this study lies in the conceptual integration and practical implementation of the IEP for students with mild intellectual disabilities in elementary schools, which remains limited within the scope of national research.

At SMP Negeri 1 Bosar Maligas presence, tidiness, personality and order are aspects of discipline which are used as references to measure the level of student discipline. The mechanism for measuring the level of discipline of each student is measured manually, namely by accumulating points of violations committed by students, then determining the sanctions that will be given. The purpose of this study is to analyze and design a decision support system to determine the level of discipline and sanctions for student violations using the TOPSIS (Technique Order Preference by Similarity To Ideal Solution) method and implement the system to assist counseling teachers in monitoring student discipline levels, and can be effective and efficiently find the number of points of violation committed by students. The system is designed using the MySQL database, PHP programming language, and Macromedia Dreamweaver application software.

Di SMP Negeri 1 Bosar Maligas kehadiran, kerapian, kepribadian dan ketertiban merupakan aspek kedisiplinan yang dijadikan sebagai acuan untuk mengukur tingkat kedisiplinan siswa. Mekanisme pengukuran tingkat disiplin dari masing-masing siswa diukur dengan cara manual, yaitu dengan mengakumulasi point pelanggaran yang dilakukan siswa, kemudian ditentukan sanksi yang akan diberikan. Tujuan dari penelitian ini untuk menganalisis dan merancang sistem pendukung keputusan untuk menentukan tingkat kedisiplinan dan sanksi pelanggaran siswa menggunakan metode TOPSIS (Technique Order Preferenceby Similarity ToIdeal Solution) dan mengimplementasikan sistem tersebut untuk membantu guru BK dalam memantau tingkat kedisiplinan siswa, dan dapat dengan efektif dan efesien mencari jumlah point pelanggaran yang di lakukan oleh siswa.Sistemdi rancang menggunakan database MySQL,bahasa pemrograman PHP, dan software aplikasi macromedia dreamweaver.

ta Tanjungbalai, as the frontline of education, often lack an adequate understanding of digital literacy and how to handle cybercrimes, such as the spread of false information, data theft, and violations of digital ethics. This community service activity aims to enhance the digital literacy capacity of teachers in preventing and addressing Cybercrime within the school environment. The methods used include intensive training, group discussions, case studies, and practical simulations, implemented in three stages: preparation, implementation, and evaluation. The solutions offered encompass providing digital literacy materials, Cybercrime prevention training, and developing practical guidelines. Evaluation results show that teacher understanding increased significantly, with the average score rising from 45 to 78 (p<0.05). The targeted outputs of this activity are the publication of a scientific article in a Sinta 5 accredited national journal as a mandatory output, and a popular article in mass media as an additional output. This activity is expected to increase teachers' awareness and skills in creating a safe and healthy digital education environment.

Abstrak: Pesatnya perkembangan teknologi digital di dunia pendidikan menghadirkan manfaat besar, namun juga memunculkan tantangan serius berupa meningkatnya ancaman Cybercrime. Guru di SD Negeri 132408 Kota Tanjungbalai, sebagai garda terdepan pendidikan, seringkali belum memiliki pemahaman yang memadai tentang literasi digital dan cara menghadapi kejahatan siber, seperti penyebaran informasi palsu, pencurian data, dan pelanggaran etika digital. Kegiatan pengabdian ini bertujuan untuk meningkatkan kapasitas literasi digital guru dalam mencegah dan mengatasi Cybercrime di lingkungan sekolah. Metode yang digunakan berupa pelatihan intensif, diskusi kelompok, studi kasus, dan simulasi praktik, yang dilaksanakan dalam tiga tahap: persiapan, pelaksanaan, dan evaluasi. Solusi yang ditawarkan mencakup pemberian materi literasi digital, pelatihan pencegahan Cybercrime, dan penyusunan panduan praktis. Hasil evaluasi menunjukkan pemahaman guru meningkat signifikan dari skor rata-rata 45 menjadi 78 (p<0.05). Target luaran dari kegiatan ini adalah publikasi artikel ilmiah pada jurnal nasional terakreditasi Sinta 5 sebagai luaran wajib, dan artikel di media massa sebagai luaran tambahan. Diharapkan kegiatan ini mampu meningkatkan kesadaran dan keterampilan guru dalam menciptakan lingkungan pendidikan digital yang aman dan sehat.

The activity was carried out in the form of a Workshop on managing the BKPRMI Homepage. The BKPRMI website is based on the Wordpress. WordPress is a widely used CMS for developing company profile web services for small, medium and large companies. So the selection of this CMS is very suitable for the BKPRMI homepage. Apart from that, the Wordpress CMS is very easy to install and use. The features provided are very complete for organizational website services.

Abstrak: Badan Komunikasi Pemuda Remaja Masjid Indonesia (BKPRMI) merupakan sebuah organisasi kader dakwah dan wahana komunikasi pemuda remaja masjid di Indonesia. Pentingnya penyebaran informasi sebagai upaya dalam memberikan/ mensosialisasikan kegiatan-kegiatan BKPRMI kepada masyarakat. Dari hasil observasi yang kami lakukan masyarakat sangat banyak yang tidak tahu tentang kegiatan-kegiatan BKPRMI Kabupaten Asahan. Saat ini BKPRMI Kabupaten Asahan belum memiliki fasilitas website yang dapat digunakan sebagai media untuk menyampaikan berbagai informasi kepada seluruh anggota maupun masyarakat umum. Website sudah menjadi fasilitas wajib yang harus disediakan sebagai media untuk menyebarkan informasi kepada seluruh masyarakat. Kegiatan pengabdian kepada masyarakat yang akan dilaksanakan di Badan Komunikasi Pemuda Remaja Masjid Indonesia (BKPRMI) Asahan merupakan suatu bentuk tridharma perguruan tinggi yang dilakukan. Kegiatan dilaksanakan dalam bentuk Workshop pengelolaan Homepage BKPRMI. Website BKPRMI ini berbasis Wordpress. the Ambalan Scout Organization of Sunan Kalijaga and Dewi Masitoh Madrasah Aliyah Negeri (MAN) 2 Banyumas. Although participation is mandatory, the number of those who remain in this organization is decreasing. The scouting movement is considered less popular than others. Based on this, the Ambalan Scouts Sunan Kalijaga and Dewi Masitoh Madrasah Aliyah Negeri (MAN) 2 Banyumas collaborated with the Communication Studies Program at University of Amikom Purwokerto to optimize the management of their information media (website, social media and wall magazines) through comprehensive training with the group achievement method. A mentoring method that emphasizes efforts to build group productivity by referring to input from group members and the achievement of output targets that were prepared jointly between the Ambalan Scouts Sunan Kalijaga and Dewi Masitoh Madrasah Aliyah Negeri (MAN) 2 Banyumas and the Communication Studies Program at the University of Amikom Purwokerto. The training, which was held on February 5, 2022, was a success with more than 39 participants. The final result of this activity shows that the participants' cognitive needs regarding media management have begun to be fulfilled, the ability of participants to develop media content and distribute it appropriately, and the formation of members' commitment to maintaining the continuity of media management has begun. However, to achieve even better results, this activity requires continuous training, particularly related to aspects of media technology and media visibility strategies.

Abstrak: Gerakan pramuka merupakan salah satu organisasi besar di Indonesia. Namun kebesaran tersebut berpotensi pudar jika anak muda mulai tidak mengenal gerakan pramuka. Kondisi inilah yang dialami Organisasi Pramuka Ambalan Sunan Kalijaga dan Dewi Masitoh Madrasah Aliyah Negeri (MAN) 2 Banyumas. Meski keikutsertaannya bersifat wajib namun diisinyalir jumlah yang bertahan di organisasi ini semakin menurun. Gerakan pramuka dinilai kalah populer dibandingkan lainnya. Salah satu penyebabnya adalah belum optimalnya pengelolaan media informasi. Berdasarkan hal tersebut, Pramuka Ambalan Sunan Kalijaga dan Dewi Masitoh MAN 2 Banyumas menggandeng Program Studi Ilmu Komunikasi Universitas Amikom Purwokerto untuk melakukan optimalisasi pengelolaan media inofrmasinya (website, media sosial dan mading) melalui pelatihan komprehensif dengan metode group achievement. Sebuah metode pendampingan yang menekankan upaya membangun produktivitas kelompok dengan mengacu pada input dari anggota kelompok dan pencapaian target output yang disusun bersama antara mitra dan anggota kelompok. Pelatihan yang diadakan tanggal 5 Februari 2022 ini berjalan sukses dengan diikuti oleh lebih dari 39 peserta. Hasil akhir kegiatan ini memperlihatkan mulai terpenuhinya kebutuhan kognisi peserta mengenai pengelolaan media, terbentuknya kemampuan peserta dalam menyusun konten media serta mendistribusikannya dengan tepat, dan terbentuknya komitmen anggota untuk menjaga kontinuitas pengelolaan medianya.
