gulation embodies asymmetric decentralization intended to protect the rights of Indigenous Papuans (OAP) and address local needs. However, it raises legal concerns regarding ambiguous authority distribution between central, provincial, and municipal levels, as well as the unclear operational role of the Papuan People’s Assembly (MRP). The main research problem is whether PP No. 106/2021 provides a coherent and constitutionally consistent governance framework. This study applies doctrinal legal research using normative-analytical methods, including statutory interpretation, constitutional tests, and comparative perspectives. The findings indicate weak accountability mechanisms in managing Special Autonomy Funds, limited integration of customary law, and institutional fragility in newly established bodies such as BP-DOP and UPAP. The study concludes that PP No. 106/2021 does not fully align with the constitutional principles of legal certainty and decentralization. It recommends substantial revisions, strengthening MRP’s legal status, formal recognition of customary law through Perdasus, and an institutional blueprint with clear performance indicators to ensure effective, inclusive, and adaptive governance in Papua

cle aims to systematically examine eight empirical publications from 2021 to 2025 that explore the application of this model within IRE contexts. The review focuses on instructional design, pedagogical outcomes, and implementation challenges. Findings from the analyzed studies suggest that applying the flipped classroom model in IRE can enhance students’ cognitive understanding, foster learning motivation, and develop critical and collaborative thinking skills. However, the effectiveness of this model depends heavily on the quality of digital learning design, the teacher’s readiness to facilitate active learning, and the ability to meaningfully integrate Islamic values into the learning process. In addition, this model faces several challenges, including limitations in technological infrastructure, lack of professional teacher training, and the need for curriculum adaptation. This study highlights the importance of systemic support and digital competency development among educators to ensure that flipped classroom implementation is not merely a technical strategy, but a means of strengthening the spiritual dimension and core values of Islamic education in the digital age.

. Each cycle consists of planning, action implementation, observation, and reflection stages. The subjects of this research are third-semester students totaling 32 individuals. Data were collected through observation and tests using observation sheets and test instruments. Data analysis was conducted qualitatively and quantitatively. The results of the study indicate: 1) There is a significant improvement in students' academic performance from the pre-cycle to cycle 2, indicating that the learning model used is effective in enhancing students' understanding and achievement. 2) Changes in teaching strategies successfully increased the average scores and classical mastery percentages, confirming that adjustments in teaching methods have a positive impact on students' learning outcomes. 3) The number of students who have not reached the learning targets decreased from cycle 1 to cycle 2, indicating an improvement in the quality of learning and the success of additional efforts in addressing learning challenges.

Metode penelitian ini melibatkan penggunaan basis data ilmiah dan akademik yang relevan, pengembangan strategi pencarian, penentuan kriteria inklusi dan eksklusi, serta proses pencarian dan seleksi literatur yang cermat. Hasil tinjauan literatur mengungkapkan bahwa faktor-faktor seperti stimulasi perkembangan psikososial, bullying, tekanan akademik, dan peran pola asuh, disiplin, dan motivasi memiliki dampak yang signifikan terhadap kesehatan mental remaja SMA di Indonesia. Implikasi dari temuan-temuan ini menunjukkan perlunya pelayanan kesehatan mental yang dini, pendidikan kesehatan yang menyeluruh, dukungan institusi pendidikan, serta intervensi yang efektif untuk meningkatkan kesejahteraan remaja SMA. System. This article details the design and development of the system using the waterfall method. The main objective of this system is to make it easier for administrative staff and students to process tuition payments. The research method used a needs analysis approach, consisting of observation and interviews. The waterfall approach was utilized for system implementation. The process involved requirements analysis, system design, implementation, testing and operation. The Unified Modeling Language (UML) served as an object-based system design visualization tool. The tuition payment information system provides login access with divided access rights for students, the Academic Administration Bureau, and the Financial Administration Bureau. The system includes features such as student data management, tuition payment verification, and report preparation. The results of implementation show positive changes in the efficiency and convenience of the tuition payment process for students and administrative staff. This article highlights the role of information systems in improving the efficiency of financial administration and services at Universitas Bhayangkara Jakarta Raya. By allowing students to monitor payments online, the system provides significant support for tuition payment management. Hopefully, this system will contribute positively to improving the quality of educational services at this university, creating efficiency in financial administration, and providing a basis for further development of the information system.

Metode penelitian menggunakan pendekatan analisis kebutuhan yang terdiri dari observasi dan wawancara. Pendekatan waterfall digunakan untuk implementasi sistem. Prosesnya melibatkan analisis persyaratan, desain sistem, implementasi, pengujian dan operasi. Unified Modeling Language (UML) berfungsi sebagai alat visualisasi desain sistem berbasis objek. Sistem informasi pembayaran SPP menyediakan akses aktor login dengan hak akses terbagi untuk mahasiswa, Biro Administrasi Akademik, dan Biro Administrasi Keuangan. Sistem ini mencakup fitur-fitur seperti pengelolaan data siswa, verifikasi pembayaran SPP, dan penyusunan laporan. Hasil implementasi menunjukkan perubahan positif pada efisiensi dan kenyamanan proses pembayaran SPP bagi mahasiswa dan tenaga administrasi. Over a five-month period, the researcher actively engaged in activities at the batik house, observing production processes, interacting with craftsmen, and creating works using Shibotik coloring techniques. The findings reveal that Batik Komar successfully developed Shibotik as an innovative form of textile art. By combining six basic Shibori dyeing techniques—Arashi, Itajime, Kanoko, Kumo, Miura, and Nui—they created new patterns that blend the clarity of traditional batik motifs with the unpredictable edges of Shibori motifs. This collaboration not only produces beautiful and narrative fabrics but also has a positive impact on the community. The increased interest in Shibori, particularly among young entrepreneurs, creates economic opportunities and new jobs. However, suggestions for further research highlight the creative potential of coloring techniques and their economic and cultural impact, particularly on Indonesia's cultural heritage. The study also outlines practical implications, such as enhancing education and training opportunities in batik and Shibori techniques at the local level.
