ANALYSIS OF THE COMPLETENESS LEVEL OF EMERGENCY DEPARTMENT MEDICAL RECORDS FOR HYPERTENSIVE PATIENTS AT WANGAYA REGIONAL GENERAL HOSPITAL, DENPASAR

Abstract: A complete medical record is a crucial part of healthcare delivery, serving as a communication tool between healthcare professionals, legal evidence, and the basis for evaluating and planning hospital services. The completeness… eteness of medical record documentation, particularly in the emergency department, is an indicator of service quality that requires serious attention. The purpose of this study was to determine the percentage of completeness of identification, authentication, recording, and important reporting in the medical records of emergency patients diagnosed with hypertension at Wangaya Regional Hospital, Denpasar City. This study used a quantitative descriptive method. The population was all 330 medical records of emergency patients diagnosed with hypertension. A sample of 199 files was drawn using a probability sampling technique using a simple random sampling approach. The results showed that completeness of identification reached 100%, authentication reached 176 documents (88.44%), recording reached 174 documents (84.44%), and reporting reached 159 documents (79.90%). It can be concluded that identification had the highest level of completeness, while reporting had the lowest level of completeness. Researchers suggest that hospitals increase outreach and supervision of medical staff, especially in emergency installations, regarding the importance of completeness and timeliness of filling out medical record documents.  

WHEN WEIGHT DETERMINES CHILDBIRTH CHOICES: A DESCRIPTIVE STUDY OF OBESE PREGNANT WOMEN AT REGIONAL HOSPITAL DR. H. ABDUL MOELOEK OF LAMPUNG

Abstract: Obesity in mothers is a major worldwide health issue that significantly raises the need for obstetric procedures, especially cesarean sections. Numerous difficulties for both mothers and newborns have been linked to elevated… ated pre-pregnancy and gestational body mass indexes (BMI). The purpose of this study is to characterize the distribution of delivery methods among pregnant women who are obese at Dr. H. Abdul Moeloek Regional Hospital in Lampung Province, Indonesia. Total sampling was used to perform a quantitative, descriptive retrospective analysis. 58 pregnant women with a BMI of 30 kg/m² or above who gave birth between 2017 and 2023 were included. SPSS version 27.0 was utilized for data analysis. Findings out of the 58 instances that could be analyzed, 69.0% of obese pregnant women gave delivery via cesarean section, 27.6% gave birth spontaneous vaginally, and 3.4% had a vacuum induction. The majority (31.0%) were between the ages of 35 and 39, and 77.6% were multiparous. The type of delivery was found to be strongly influenced by maternal age, parity, and obesity. Being obese greatly raises the risk of having a cesarean section, especially for older and multiparous women. Reducing needless cesarean rates and improving mother and newborn outcomes may be possible with early treatments such as lifestyle modification education, prenatal counseling, and BMI-based risk assessment.

So, to meet the needs of good community service, District Office Agencies need to innovate a DIGITAL queuing system. Innovation is a shift from traditional management principles, processes and practices or a shift from old organizational forms to modern management. Government services to the community, known as public services, are a very strategic issue because of the interaction between the government and the community. This research uses a qualitative descriptive approach to determine public service innovation. The data used are primary data and secondary data. Data collection techniques were carried out using observation, interviews and documentation. The research results show that public service innovation with a digital queuing system is a conceptual innovation which gives rise to new paradigms, ideas, thinking and breakthroughs. Meanwhile, delivery innovation includes new ways or ways of solving problems, providing services or interacting with clients for the purpose of providing special services to customers.  

Efektivitas Pelayanan Penerbitan Surat Keterangan Tidak Mampu (SKTM) di Kelurahan Karang Indah Kabupaten Merauke

Abstract: This study aims to analyze the effectiveness of public service delivery in issuing Certificate of Indigency (SKTM) at Karang Indah Village Office, Merauke Regency. The background of this research is based on the increasing… ng number of SKTM applications each year, which has not been matched by optimal service quality improvements. This study employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation involving 11 informants consisting of village officials and community members. The results show that, in general, the SKTM service at Karang Indah Village Office is relatively effective, particularly in terms of procedures and costs, which are simple, transparent, and free of charge. The service completion time is also relatively fast, often completed within one working day. However, several challenges still affect service effectiveness, such as inconsistencies in procedural implementation, limited facilities and infrastructure, manual administrative systems, and insufficient public awareness regarding the requirements for obtaining SKTM. Additionally, coordination between neighborhood units (RT) and the village office remains suboptimal, potentially causing service delays. This study concludes that the effectiveness of SKTM service delivery in Karang Indah Village needs improvement through digital service innovation, capacity building for administrative staff, and strengthening supervision and public outreach.

Presepsi Masyarakat terhadap Penerapan Prinsip Good Governance di Kampung Gurinda Jaya Kabupaten Merauke

Abstract: This research is motivated by the suboptimal implementation of good governance principles in public services at the village level, which influences public perceptions of the performance of government officials. The purpose… se of this study is to analyze public perceptions of the implementation of the principles of accountability, transparency, openness, and the rule of law in public services in Gurinda Jaya Village, Merauke Regency, and to identify supporting and inhibiting factors. This study used a qualitative approach with a descriptive approach through observation, in-depth interviews, and documentation of village officials and community service users. The results indicate that the implementation of good governance principles has not been optimal, characterized by discrepancies in service delivery times with established standards, limited public understanding of service information, inconsistent transparency practices, and an unfulfilled sense of justice and legal certainty in public services. The study's conclusion confirms that strengthening apparatus capacity, improving discipline and integrity, and strengthening village government commitment and community participation are important implications for realizing more effective and accountable village governance.

Abstract: This study aims to analyze the quality of human resources (HR) in improving the effectiveness of public services at LPP RRI Merauke. This research employs a qualitative approach with a descriptive design. Data were collected… cted through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.

Efektivitas Hak-Hak Warga Negara dalam Sistem Administrasi Publik: Studi Kasus pada Pelayanan Publik di Kabupaten Merauke

Abstract: This research aims to evaluate the effectiveness of fulfilling citizens' rights within the public administration system in Merauke Regency, South Papua. The focus of the study is on services related to civil administration,… on, healthcare, education, and licensing, as well as the challenges encountered in accessing these services, particularly in remote rural areas. The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders. The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services. Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

Peran Artifical Intelligence (AI) dalam Layanan Konseling Online: Peluang, Tantangan, dan Implikasi Etis (Studi Literature)

Abstract: The advancement of digital technology has encouraged the adoption of Artificial Intelligence (AI) in online counseling services to enhance the accessibility and quality of mental health care. The emergence of AI through… chatbots, virtual counselors, and digital mental health platforms presents various opportunities, challenges, and ethical implications that require comprehensive examination. This study aims to analyze the opportunities offered by AI, the challenges associated with its implementation, and the ethical implications of its use in online counseling services. The study employed a literature review method with a qualitative approach, examining 15 scientific articles published between 2016 and 2026. Data were analyzed using content analysis through the synthesis of findings from previous studies. The results indicate that AI has the potential to expand access to counseling services, improve service efficiency, support preliminary assessments, and facilitate the delivery of more personalized and data-driven interventions. However, the use of AI continues to face several challenges, including limitations in understanding human emotions and social contexts, the risk of inaccurate responses, algorithmic bias, and the potential for user dependency on technology. The most prominent ethical concerns involve privacy protection, data security, algorithmic transparency, system accountability, and professional responsibility. This study concludes that AI is more appropriately positioned as a supportive tool or co-counselor for professional counselors rather than a replacement for human practitioners. The novelty of this study lies in its integration of the opportunities, challenges, and ethical implications of AI into a comprehensive analytical framework.

The Effect of Training, Discipline, and Commitment on the Performance of the Great Surabaya Cadres (KSH) in Medokan Ayu Sub-District, Surabaya

Abstract: The performance of Kader Surabaya Hebat (KSH) plays a crucial role in supporting the success of community service programs implemented by the Surabaya City Government. Variations in the levels of training, work discipline,… e, and organizational commitment are presumed to influence the quality of cadre performance and therefore require empirical investigation. This study aims to analyze the effects of training, work discipline, and organizational commitment on the performance of KSH in Medokan Ayu Sub-district, Surabaya. The research employed a quantitative approach with an associative research design involving 30 cadres selected through purposive sampling. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with the assistance of SmartPLS 4 software. The findings reveal that training has a positive and significant effect on performance (β = 0.312; p = 0.008), work discipline has a positive and significant effect on performance (β = 0.354; p = 0.004), and organizational commitment exerts the strongest positive and significant effect on performance (β = 0.421; p = 0.001). These results indicate that improving cadre performance requires the integrated enhancement of competencies, work discipline, and organizational commitment. The novelty of this study lies in its empirical evidence demonstrating that organizational commitment is the most dominant factor in improving cadre performance within community-based public service organizations, thereby extending the human resource management literature in the context of grassroots public service delivery.
