Abstract: Rural and Urban Land and Building Tax or what can be called PBB-P2 is one of the revenues included in Regional Original Income (PAD). With the existence of Law Number 23 of 2014 which is an amendment to Law Number 32 of… 2004 concerning Regional Government, and Law Number 33 of 2004 concerning Financial Balance between the Central Government and Regional Government which will give authority to the Government Regions to PBB-P2 areas in order to carry out government functions and increase regional income sources. The research method used is descriptive quantitative using several data obtained from research conducted by the Central Statistics Agency from 2017 to 2021. Based on the results of this research, it shows that the level of PBB-P2 effectiveness in Trenggalek Regency is classified as very effective. In contrast to the level of contribution of Rural and Urban Land and Building Tax to PAD, it is actually still not optimal. With this research, it is hoped that Trenggalek Regency can create new strategies and treatments to improve the system for managing Rural and Urban Land and Building Tax revenues in the context of optimizing Original Regional Income in Trenggalek Regency.

The Influence of Leadership Style on Public Service at the Teluk Ambon District Office, Ambon City

Abstract: This study examines the influence of leadership style on public service at the Teluk Ambon District Office, Ambon City. The research was motivated by practical service problems at the district level, including uneven implementation… lementation of frontliner service procedures, varying employee discipline, and weak coordination among organizational units. A quantitative survey design was applied to test the causal relationship between leadership style and public service quality. Data were collected from 50 respondents consisting of 24 district employees and 26 community service users through structured questionnaires supported by observation, interviews, and documentation. Leadership style was measured through decision-making ability, motivational ability, subordinate control, and emotional control, whereas public service quality was measured using the SERVQUAL dimensions of tangibles, reliability, responsiveness, assurance, and empathy. The data were processed using IBM SPSS with validity, reliability, normality, simple linear regression, t-test, and coefficient of determination procedures. The findings show that all questionnaire items were valid and reliable. The regression model produced a positive coefficient, a standardized beta of 0.906, and an R Square value of 0.820, indicating that leadership style explained 82.0% of the variation in public service quality. The novelty of this study lies in its focus on district-level public service governance in an archipelagic urban context, where leadership is not only administrative but also coordinative and adaptive. The study implies that stronger leadership supervision, staff arrangement, and service discipline are necessary to improve the consistency of public service delivery.

The Effect Of Using Scattergories Learning Media On English Learning Outcomes Of Students In ClassV State Elementary School 098166 Perumnas 2025/2026 Academic Year

Abstract: This research is focused on the effect of the use of scattergories learning media on the English learning outcomes of grade V students of SD Negeri 098166 Perumnas T.P 2025/2026. The purpose of this study is to determine… the significant influence of the use of Scattergories learning media on the English learning outcomes of grade V students of SD Negeri 098166 Perumnas T.A 2025/2026.This researcher used a quantitative method with a pre-test-post-test one group design. The sample consisted of 24 students. Data was collected through pre-tests and post-tests in the form of written tests and analyzed using t-test formulas and N-gain tests. Based on the data, it was found that mastery of vocabulary in English and English learning outcomes were better after using scattergories learning media. This can be seen from the average score before treatment, which is 25.6 with the low category, after the treatment, which is 86 with the high category. Then there was a significant influence after using scattergories learning media on the English learning outcomes of grade V students of SD Negeri 098166 Perumnas. Based on the calculation of the N-gain test, the researcher found that  the N-Gain test  showed a value criterion of 0.7979 categorized as high classification.

Transformasi Desa Menuju Era Digital Melalui Literasi Teknologi Informasi

Abstract: Akselerasi teknologi informasi memicu adanya kesenjangan digital (digital divide) di tingkat pedesaan akibat rendahnya literasi teknologi pada masyarakat non-produktif dan aparatur desa. Program Pengabdian kepada Masyarakat… kat (PKM) ini bertujuan mengatasi kendala operasional perangkat digital, kerentanan siber, serta mengoptimalkan administrasi publik di Desa Perapat Janji, Sumatera Utara. Melalui pendekatan Community-Based Education, program diwujudkan lewat dua klaster utama: Digital Literacy Academy untuk warga umum serta E-Government Literacy Workshop bagi aparatur desa. Hasil evaluasi menunjukkan dampak kuantitatif yang signifikan. Skor rata-rata literasi digital masyarakat umum melonjak sebesar 85,4%, naik dari nilai pre-test 42,5 menjadi 78,8 pada post-test. Sementara itu, kompetensi psikomotorik aparatur desa meningkat dari 48,0 menjadi 87,5, dengan tingkat keberhasilan 100% dalam pengarsipan berbasis cloud. Program ini berhasil mempercepat transformasi desa menjadi lebih cakap digital serta meningkatkan efisiensi layanan sosial kedesaan yang adaptif terhadap perkembangan teknologi. The acceleration of information technology has triggered a significant digital divide in rural areas due to low digital literacy among non-productive communities and village officials. This Community Service (PKM) program aimed to overcome operational digital device limitations, cyber vulnerabilities, and sub-optimal public administration services in Perapat Janji Village, North Sumatra. Utilizing a Community-Based Education approach, the project implemented two main initiatives: the Digital Literacy Academy for the general public and the E-Government Literacy Workshop for village officials. The evaluation showed significant quantitative impacts. The general public's average digital literacy score jumped by 85.4%, increasing from a pre-test score of 42.5 to 78.8 in the post-test. Meanwhile, the psychomotor competence of village officials rose from 48.0 to 87.5, achieving a 100% success rate in cloud-based digital archiving. This program successfully accelerated rural transformation toward digital proficiency and enhanced the efficiency of adaptive village social services.

The Implementation of Certain Goods and Services Tax (PBJT) Policy on Hotel Services on Local Original Revenue (PAD) in Bogor Regency

Abstract: This study examines the implementation of the Local Tax on Certain Goods and Services (PBJT) in hotels in Bogor Regency and its impact on Regional Original Revenue (PAD) after Law No. 1 of 2022. Using a quantitative approach&#8230; oach based on Edward III’s model, the study analyzes communication, resources, disposition, and bureaucratic structure. Data from 684 respondents were analyzed using multiple linear regression. Results show PBJT significantly increases PAD (R²: 71.7%–76.0%; p < 0.001), with bureaucratic structure and resources as the most influential factors. However, challenges remain, including unclear communication, limited resources, and low taxpayer compliance. Strengthening institutional capacity, improving coordination, and enhancing taxpayer compliance are recommended to optimize PAD.

THE RELATIONSHIP BETWEEN CHRISTIAN RELIGIOUS EDUCATION IN THE DIGITAL ERA AND THE FORMATION OF STUDENTS' SPIRITUALITY AT SMP NEGERI 1 MEDAN

Abstract: This study aims to determine the significant relationship between Christian Religious Education and the Formation of Spirituality of VIII-grade Students at SMP Negeri 1 Pulau-Pulau Batu, South Nias, Academic Year 2022/2023.&#8230; 23. The population in this study were all VIII-grade students at SMP Negeri 1 Pulau-Pulau Batu, totaling 25 people, because the population was small, namely only 25 people, the entire population became the research sample, namely 25 people. This study used a quantitative method with SMART PLS software data processing. The method of collecting data as a result of the study was a questionnaire using a Likert scale with 4 answer options. The results of the study in measuring validity where the outer loading results of all indicators were > 0.7, this indicates that all indicators of variables X and Y can represent the latern variable (construct). Likewise, reliability where CA, RO, CR, > 0.7 and AVE > 0.5, shows that all indicators are reliable, so this result can be continued with hypothesis testing which shows that there is a relationship between Christian Religious Education and the Formation of Student Spirituality with T. statistic > T. table, namely 2.109 > 1.96 and p. value 0.035 > 0.05. The conclusion of this study shows that there is a relationship between Christian Religious Education and the Formation of Student Spirituality. (X) with Spiritual Formation (Y) but not significant.

Influence​ Culture Organization and Employee Discipline towards Performance Employees at the Department Health Bogor Regency

Abstract: Public health organizations are required to maintain service quality through strong organizational culture and employee discipline. However, empirical studies that specifically examine both variables in local public health&#8230; th institutions remain limited. This study aims to analyze the effect of organizational culture and employee discipline on employee performance at Puskesmas Curug Bitung, Bogor Regency. The study used a quantitative associative approach with a survey design. The population consisted of 32 employees, and 25 respondents were selected as the sample using the Slovin formula. Data were collected through questionnaires, observations, and structured interviews, then analyzed using validity and reliability tests, Pearson Product Moment correlation, coefficient of determination, and partial t-test. The results show that organizational culture has a positive and significant effect on employee performance, with a correlation coefficient of 0.777, R square of 0.630, and t-value of 5.910. Employee discipline also has a positive and significant effect on employee performance, with a correlation coefficient of 0.808, R square of 0.653, and t-value of 6.583. The novelty of this study lies in its direct testing of organizational culture and discipline without mediating variables in a district-level public health service institution. Strengthening service-oriented culture and consistent discipline is therefore essential to improve employee performance.

Nepotism Practices in Recruitment Lead to Declining Performance of Educational Personnel: A Case Study at Bosowa University

Abstract: This study seeks to examine the impact of kinship-based recruiting practices (nepotism) on the reduction in educational staff performance at Bosowa University, with an emphasis on mass recruitment in 2025, which is expected&#8230; ted to include features of nepotism. An explanatory survey design is combined with a quantitative approach in the study methodology. The 107 educational staff members of Bosowa University in 2026 make up the study population, and a complete sampling technique is used. Questionnaires, interviews, observations, and personnel data recording were used to gather data. Descriptive statistics, basic linear regression, and various tests were employed in data analysis. Kinship-based recruitment procedures fall into the top category, according to the study's results (score 4.17). An estimated 52% of the 42 educational employees hired between 2023 and 2025 did so through non-competitive means that included nepotism. The performance of education staff hired prior to 2023 (score 3.70) and those hired between 2023 and 2025 (score 2.31) differs significantly, by 37.6%. 48.3% of the reduction in performance is positively and significantly impacted by family-based recruitment techniques. For education staff hired through non-merit methods, this report suggests implementing a meritocracy system, thorough HR audits, and competency improvement initiatives.

Analisis Kebijakan dan Desain TPV Blueprint untuk Sharing-Economy di Indonesia: Evaluasi Dampak serta Rekomendasi Solusi

Abstract: Sharing-economy merupakan model ekonomi yang telah ada sejak zaman dahulu, di mana pada awalnya manusia berburu, bekerja sama, dan saling barter selama ribuan tahun. Namun, model tersebut mengalami transformasi yang signifikan&#8230; ifikan ketika teknologi terintegrasi di dalamnya. Hanya dengan satu sentuhan, kebutuhan dan ketersediaan layanan dapat langsung ditemukan. Pada sisi lain, sharing-economy dapat menyebabkan disrupsi pasar, regulasi, dan perlakuan non-diskriminatif (e.g. UMR, cuti, dan keselamatan). Penelitian ini bertujuan untuk menganalisis perkembangan dan meninjau dampak sharing-economy dari berbagai aspek, seperti ekonomi, regulasi, persaingan usaha, dan inklusi sosial secara holistik melalui Streamlined TPV Blueprint. Kerangka ini mencakup agenda-agenda yang sistematis dan komprehensif berupa model teknologi UTAUT2, teori partisipasi, dan teori value basic. Selanjutnya, penelitian ini memberikan solusi berupa paket kebijakan strategis melalui kolaborasi Hexahelix dan strategi 3H (Hexa: Optimization, Reformation, Acceleration).  Penelitian ini disusun menggunakan metode penelitian jenis campuran, yaitu metode kuantitatif dengan pendekatan explanatory research dan quantitative descriptive, serta mengelaborasikan elemen-elemen kualitatif yang disajikan melalui pengumpulan informasi. Data dikumpulkan dengan metode triangulasi yang bersumber dari laporan industri, data statistik terkait, OECD, APJII, jurnal terakreditasi, dan internet. Kemudian, dilakukan pengkajian kembali atas data tersebut dalam memproyeksikan output penelitian berupa rekomendasi paket kebijakan ideal atas permasalahan yang diangkat. Hasil penelitian mengungkapkan bahwa sharing-economy memberikan manfaat seperti efisiensi sumber daya, pertumbuhan wirausaha, dan inklusi sosial. Namun, sharing-economy juga menimbulkan tantangan seperti persaingan tidak adil dengan bisnis konvensional, polemik regulasi, serta kesejahteraan pekerja yang tidak terjamin. Temuan utama menyoroti perlunya strategi 3H dan kolaborasi Hexahelix untuk mengoptimalkan perkembangan sharing-economy. Keterbaruan penelitian ini adalah menyajikan analisis komprehensif dari implikasi sharing-economy di berbagai sektor serta memberikan inovasi rekomendasi paket kebijakan yang holistik pada jangka pendek, menengah, dan panjang.

The Effectiveness of ADDIE-Based Negotiation Training among University Students

Abstract: This study examines the effectiveness of an ADDIE-based negotiation training program implemented for university students from multiple institutions. Using a quantitative one-group pre-test–post-test design, the study evaluates&#8230; valuates whether the structured application of the ADDIE instructional design model leads to measurable improvements in negotiation skills. Data were collected through pre-training and post-training surveys and analyzed using a paired-samples t-test. The results indicate a statistically significant increase in participants’ post-test scores compared to pre-test scores, confirming the effectiveness of the training intervention. The findings further demonstrate that the systematic alignment of needs analysis, instructional design, material development, interactive implementation, and quantitative evaluation contributed to positive learning outcomes. This study contributes to the literature on instructional design and talent development by providing empirical evidence that ADDIE-based training can effectively enhance negotiation skills in higher education contexts.
