IMPLEMENTASI KEBIJAKAN PEMASYARAKATAN DALAM PEMENUHAN HAK PELAYANAN KESEHATAN WARGA BINAAN DENGAN HIV DI LAPAS NARKOTIKA KELAS IIA JAKARTA

Abstract: Pelaksanaan kebijakan pemasyarakatan dalam pemenuhan hak pelayanan kesehatan warga binaan dengan HIV/AIDS masih menghadapi persoalan mendasar yang bersifat menyeluruh. Meskipun Undang-Undang Nomor 22 Tahun 2022 tentang Pemasyarakatan… emasyarakatan secara tegas mengamanatkan bahwa setiap warga binaan berhak mendapatkan pelayanan kesehatan yang setara dengan standar nasional, realitas di lapangan menunjukkan bahwa keterbatasan tenaga medis, lemahnya sosialisasi regulasi kepada pelaksana di level operasional, prosedur birokrasi yang belum sepenuhnya disesuaikan dengan regulasi terbaru, serta melemahnya jejaring pendampingan dari lembaga swadaya masyarakat menjadi hambatan nyata dalam pelaksanaannya. Penelitian ini bertujuan menganalisis implementasi kebijakan pemasyarakatan dalam pemenuhan hak pelayanan kesehatan warga binaan dengan HIV/AIDS di Lapas Narkotika Kelas IIA Jakarta menggunakan model implementasi kebijakan George C. Edwards III. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap 13 informan. Hasil penelitian menunjukkan bahwa implementasi telah berjalan, namun belum optimal, dengan dimensi disposisi menjadi kekuatan utama, sementara keterbatasan tenaga medis dan kesenjangan sosialisasi regulasi menjadi hambatan paling kritis. Melalui empat dimensi Edwards III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi, penelitian ini mengidentifikasi celah sekaligus kekuatan dalam pelaksanaan kebijakan agar warga binaan dengan HIV/AIDS dapat memperoleh pelayanan kesehatan yang manusiawi dan bermartabat. The implementation of correctional policy faces ongoing systemic obstacles in fulfilling the health service rights of inmates with HIV/AIDS. Despite Law Number 22 of 2022 on Corrections mandating equivalent health services for inmates, practical challenges persist, including a shortage of medical personnel, inadequate dissemination of regulations, misaligned bureaucratic procedures, and limited support from non-governmental organizations. This study argues that these barriers significantly hinder the realization of humane and dignified health services for inmates with HIV/AIDS. Using George C. Edwards III's policy implementation model, the study examines these issues at the Class IIA Narcotics Correctional Institution in Jakarta. Employing a descriptive qualitative approach, it draws on in-depth interviews, field observations, and document analysis with 13 informants. Findings indicate that while policy implementation is underway, it is not yet fully optimal; disposition emerges as a strength, but medical resource limitations and weak regulatory communication remain significant barriers. Through Edwards III’s four dimensions—communication, resources, disposition, and bureaucratic structure—the study identifies gaps and strengths to guide more effective health service delivery for inmates with HIV/AIDS. Army Human Resources Development Strategy through Human Capital Approach

Abstract: The focus of research on the statement is the strategy of developing human resources (HR) of the Army through a human capital approach in increasing the professionalism, capability, and effectiveness of military personnel… l to support the operational success of the Army in facing various security challenges. The purpose of this research is to analyze the Human Resource Development Strategy of the Indonesian Army through the Human Capital Approach.  The method used in this research is descriptive qualitative with SWOT analysis tools and tree analysis. The theory used in this research is human capital. The results showed that the strategies used for HR development with a human capital approach are (1) Improving the quality of education and training of soldiers through evaluation and inclusive curriculum development. (2) Utilizing good education and training to improve soldiers' capabilities through an integrated and sustainable human capital approach. (3) Improving the professionalism of soldiers through merit-based personnel management system reform. (4) Improving soldiers' welfare by providing access to specialized higher education through the Defense University. (5) Improving transparency and efficiency through information and communication technology, keeping soldiers' focus on the main task of defense. By adopting a human capital approach, the Army is expected to improve the quality and capability of soldiers, so that they are ready to face future challenges and support the achievement of the organization's strategic goals.  

HOSPITAL RESPONSIBILITY FOR MEDICAL MALPRACTICE IN THE PERSPECTIVE OF INDONESIAN CRIMINAL LAW

Abstract: This study aims to analyze the concept and application of hospital criminal liability in cases of medical malpractice in the Indonesian criminal law system, as well as examine the relationship between the individual responsibility… onsibility of medical personnel and the responsibility of hospital institutions. This study uses a qualitative approach with case study methods and a juridical-normative approach enriched with empirical data. Data was collected through in-depth interviews with legal practitioners, medical personnel, and hospital managers, accompanied by a documentary study of laws and regulations, court rulings, and related literature. The results of the study show that criminal liability in cases of medical malpractice is generally still focused on individual medical personnel as direct perpetrators, while the accountability of hospital institutions has not been optimally applied in criminal law enforcement practices. In addition, it was found that there is a complex relationship between the professional responsibilities of medical personnel and the institutional obligations of hospitals in ensuring health service standards, including aspects of supervision, risk management, and medical service systems. This study concludes that it is necessary to strengthen the concept of corporate criminal liability for hospitals in cases of medical malpractice in order to create legal certainty and more balanced protection for patients, medical personnel, and health service institutions. The findings of this study contribute to the development of health law studies and become a basis for consideration for policymakers in formulating more effective regulations and law enforcement mechanisms.

DETERMINANT FACTORS INFLUENCING NURSING RESILIENCE ON NURSING WORK EFFICIENCY AT KING FAHAD SPECIALIST HOSPITAL – QASSIM CLUSTER 2026

Abstract: The complexity of modern healthcare services has led nursing personnel to face high workloads, intensive emotional demands, and dynamic, high-risk working environments. These conditions make nursing resilience an essential&#8230; al psychological factor in maintaining the effectiveness and efficiency of nursing performance. This study aimed to analyze the determinant factors influencing nursing resilience and its impact on nursing work efficiency at King Fahad Specialist Hospital in 2026. This study employed a quantitative cross-sectional design using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) approach. The study population consisted of all active nurses at the Qassim Health Cluster, totaling 4,425 nurses. A total of 356 respondents were selected using stratified random sampling. Data were collected using the Nursing Resilience Scale, Nursing Work Efficiency Scale, Utrecht Work Engagement Scale, and Perceived Organizational Support Scale, all of which had been tested for validity and reliability. Data analysis was conducted using SmartPLS 4. The results showed that organizational support (β = 0.431; p < 0.001), work engagement (β = 0.388; p < 0.001), psychological well-being (β = 0.362; p < 0.001), and a supportive work environment (β = 0.295; p < 0.001) had significant positive effects on nursing resilience. Conversely, high workload negatively affected nursing resilience (β = -0.276; p < 0.001). Nursing resilience was also found to have a significant positive effect on nursing work efficiency (β = 0.614; p < 0.001). The R-square value of 0.71 indicated that the research model explained 71% of the variance in nursing work efficiency. Nursing resilience is a strategic psychological resource influenced by organizational, psychological, and work environment factors in improving nursing work efficiency. This study is expected to provide theoretical contributions to the development of nursing management and healthcare organizational behavior literature, as well as practical contributions for hospitals in designing strategies to strengthen healthcare workers’ psychological resilience based on human-centered healthcare management.

THE RELATIONSHIP BETWEEN EMOTIONAL INTELLIGENCE AND NURSING WORK EFFICIENCY AT KING FAHAD SPECIALIST HOSPITAL – QASSIM CLUSTER 2026

Abstract: Improving the quality of modern healthcare services largely depends on the effectiveness and efficiency of nursing personnel as the frontline providers of patient care. The complex and high-pressure work environment of specialized&#8230; pecialized hospitals requires nurses to cope with emotional demands, heavy workloads, and rapid decision-making in critical situations. These conditions make emotional intelligence one of the important psychological factors influencing nursing performance quality. This study aimed to analyze the relationship between emotional intelligence and nursing work efficiency at King Fahad Specialist Hospital – Qassim Cluster, Saudi Arabia, in 2026. This study employed a quantitative approach with a cross-sectional design. The study population consisted of all active nurses working at King Fahad Specialist Hospital, Qassim Health Cluster. A total of 312 nurses were selected using stratified random sampling. Data were collected using the Emotional Intelligence Scale and Nursing Work Efficiency Scale, both of which had been tested for validity and reliability. Data analysis was conducted using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4 software. The results revealed that emotional intelligence had a positive and significant effect on nursing work efficiency, with a path coefficient of 0.642, t-statistics of 9.871, and p-value < 0.001. The R-square value of 0.58 indicated that emotional intelligence explained 58% of the variance in nursing work efficiency. Emotional regulation and empathy emerged as the dominant indicators contributing to improved communication quality, clinical decision-making, and patient care effectiveness. This study concludes that emotional intelligence is an important psychological resource in improving nursing work efficiency in specialized hospitals. The findings strengthen the Job Demands–Resources (JD-R) Theory and Emotional Intelligence Theory in explaining the relationship between psychological resources and nursing performance. This study is expected to provide theoretical contributions to the development of nursing management literature and practical contributions for hospitals in designing healthcare human resource development strategies based on psychological well-being.

IMPLEMENTATION OF THE EMERGENCY RESPONSE PROGRAM TO ACHIEVE COMMUNITY INDEPENDENCE IN ROBAN VILLAGE, CENTRAL SINGKAWANG DISTRICT

Abstract: The purpose of this study is to describe and analyze the process of organizing, interpreting and applying the implementation process of the Active Emergency Village program in realizing community independence in Roban Village,&#8230; llage, Singkawang City. The results of the study indicate that the Implementation of the Active Emergency Village program in Realizing Community Independence in Roban Village, Singkawang Tengah District, Singkawang City has been implemented but has not been maximized. This can be seen from the implementation of the organizing process that has not been carried out in accordance with the activities of selecting the administrators and cadres of the Active Emergency Village through a special meeting of the formal leaders of the Village and community leaders and several community representatives. The election was carried out through deliberation and consensus, in accordance with the applicable procedures and criteria, facilitated by the Roban Health Center. The implementation of the interpretation process of the implementation of the socialization process through the transmission or distribution of information is not clearly received by the implementers such as the village head and the health center, so that not all people know or understand the program. The implementation of the application process such as the adequacy of implementing personnel, authority as authority or legitimacy for implementers in implementing the established policies is still limited, so the power of the implementors in implementing the program in the eyes of the community is not in accordance with the Decree of the Minister of Health of the Republic of Indonesia, Number 1529 / MENKES / SK / X / 2010 Concerning General Guidelines for the Development of Active Emergency Villages and Sub-districts.

PERFORMANCE OF CIVIL PPARATUS IN THE PUBLIC WELFARE SECRETARIAT OF THE SINGKAWANG CITY REGIONAL SECRETARIAT

Abstract: The problem in this study stems from the ASN of the Public Welfare Section not having direct access, so that it affects the implementation of the main tasks and functions. In addition, there is a lack of professional personnel&#8230; sonnel in the field of Public Welfare in carrying out Duties and Functions and ASN has not been able to optimally read the interests of the community to obtain the priority in the field of Public Welfare that is expected. The purpose of the study is to describe and analyze the performance of ASN of the Public Welfare Section of the Regional Secretariat of Singkawang City in carrying out Duties and Functions. This study uses a descriptive research type with a qualitative approach. The results of this study indicate that the Performance of ASN of the Public Welfare Section has not been in accordance with expectations, this can be seen from the aspect of the quality of ASN performance which is not optimal, the level of consistency of program policies is not in accordance with its duties and functions. From the aspect of the quantity of ASN performance, it has not achieved results according to expectations and from the aspect of the time for completing ASN work, it can be seen that the availability of time in implementing program activities is still relatively lacking. As a suggestion or recommendation, namely to realize the quality, quantity and working time of ASN, it is necessary to understand the vision and mission and objectives of the People's Welfare Section, by socializing the vision, mission and objectives of the organization to all existing ASNs, both through staff meetings, discussions and in informal meetings and to increase the quantity of ASN work in carrying out tasks and functions, it is necessary to increase the number of ASNs with the expertise needed to implement program activities in the field of People's Welfare.

CERTIFIED PCR TRAINING AS AN INNOVATIVE PROGRAM FOR ENHANCING THE COMPETENCE OF HEALTH LABORATORY HUMAN RESOURCES

Abstract: The increasing threat of emerging and re-emerging infectious diseases necessitates the strengthening of the capacity of the Health Laboratory (Labkes) network, including Public Health Laboratories (Labkesmas), through the&#8230; e availability of competent and standardized laboratory human resources (HR). Polymerase Chain Reaction (PCR) testing has become the primary diagnostic method for pathogen detection, both in routine services and in public health emergency situations. The development of a PCR training curriculum and modules by the Center for Health Biology Laboratory (BBLBK) represents a strategic step toward standardizing the competencies of laboratory personnel. This article aims to describe the urgency of implementing certified PCR training policies as part of a national system for enhancing the competence of health laboratory human resources. The writing method employs policy analysis based on document review and the framework of national health regulations. The analysis results indicate variations in laboratory personnel competencies, the absence of a national certification scheme, limited availability of trainers, and the need for continuous curriculum updating. Certified PCR training is therefore recommended as a national instrument for fulfilling competency standards in health laboratories. The integration of training into the health human resource development system, along with the strengthening of quality- and safety-based approaches, is key to the successful implementation of this policy.

THE INFLUENCE OF THE IMPLEMENTATION OF E-ATTENDANCE ON THE DISCIPLINE OF STATE CIVIL APPARATUS IN THE REGIONAL PERSONNEL AGENCY OF GORONTALO PROVINCE

Abstract: This research aims to determine the effect of the implementation of e-attendance on the discipline of State Civil Apparatus (ASN) at the Regional Personnel Agency of Gorontalo Province. This research uses a quantitative&#8230; approach with a sample of 80 State Civil Apparatus members. The data types in this study are both primary and secondary. Data collection was done by distributing questionnaires to employees at the Regional Personnel Agency of Gorontalo Province. Data analysis was performed using simple linear regression analysis, with data processing conducted using SPSS 25. The results of this research show that e-attendance has a positive effect on the discipline of State Civil Apparatus in the Regional Personnel Agency of Gorontalo Province, with an R Square value of 0.608, meaning that 60.8% of ASN discipline is influenced by e-attendance, while the remaining 39.2% is influenced by variables not included in this study.

THE INFLUENCE OF LEADERSHIP STYLE, ORGANIZATIONAL CULTURE, AND WORK MOTIVATION ON ORGANIZATIONAL COMMITMENT OF LIBRARY PERSONNEL IN PUBLIC SENIOR HIGH SCHOOLS IN JAMBI PROVINCE

Abstract: This study aims to analyze the influence of leadership style, organizational culture, and work motivation on organizational commitment among library staff of public senior high schools (SMA Negeri) in Jambi Province, both&#8230; h directly and indirectly. The research employed a quantitative approach with a cluster sampling technique across three regions Jambi City, Tanjung Jabung Timur Regency, and Merangin Regencywith a total of 132 respondents, 97 of whom were included in the analytical sample. Data were processed using SmartPLS 3.0 through structural model testing (inner model) to examine causal relationships among variables.The results indicate that leadership style does not have a significant direct effect on work motivation, whereas organizational culture shows a strong and significant direct effect on the work motivation of library staff. Additionally, leadership style and organizational culture jointly have a significant impact on work motivation. Regarding organizational commitment, the findings reveal that leadership style, organizational culture, and work motivation each have a positive and significant direct effect. Further results show that both leadership style and organizational culture exert significant indirect effects on organizational commitment through work motivation, suggesting that work motivation functions as a mediating variable in these relationships. Overall, this study concludes that organizational culture is the most dominant factor influencing both work motivation and organizational commitment, while work motivation strengthens the relationship between leadership and cultural factors and the commitment of library staff. Therefore, efforts to enhance organizational commitment among library personnel in public senior high schools in Jambi Province should focus on cultivating a positive organizational culture, improving effective leadership practices, and providing continuous motivational support.
