Advokasi Revolusi Mental ASN Kota Jayapura: Peningkatan Kapasitas ASN Untuk Akselerasi Pembangunan Ekonomi Daerah

Abstract: Abstract: The 2024 Bureaucratic Reform Index (IRB) of Jayapura City, categorized as "CC", reflects sub-optimal civil servant management and public service quality, rooted in weak work culture and organizational capacity.… This Community Service activity aims to enhance civil servants' understanding of the strategic position of Mental Revolution in bureaucratic reform through the lens of Public Value Governance. The method used is participatory advocacy through material presentation and Focused Group Discussion (FGD) involving the Government Division, Inspectorate, and Organization and Management Division of the Jayapura City Regional Secretariat. The results showed an increase in collective understanding among civil servants regarding the importance of behavioral transformation for substantive public services. The concrete output of this activity is the presentation of strategic recommendations containing proposals for the 2025-2030 Mental Revolution roadmap and the reorientation of training curricula based on local competencies. In conclusion, strengthening integrity, work ethic, and mutual cooperation through this approach serves as a strategic foundation to reinforce governance and increase public value in Jayapura City. Keywords: civil servant; mental revolution; participatory advocacy; public value governance; bureaucratic reform.   Abstrak: Indeks Reformasi Birokrasi (IRB) Kota Jayapura tahun 2024 yang berada pada kategori "CC" mencerminkan belum optimalnya manajemen ASN dan kualitas pelayanan publik, yang berakar pada lemahnya budaya kerja dan kapasitas organisasi. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan pemahaman ASN mengenai posisi strategis Revolusi Mental dalam reformasi birokrasi melalui lensa Public Value Governance. Metode yang digunakan adalah advokasi partisipatif melalui paparan materi dan diskusi terfokus (Focused Group Discussion) yang melibatkan Bagian Pemerintahan, Inspektorat, dan Bagian Organisasi dan Tata Laksana Sekretariat Daerah Kota Jayapura. Hasil kegiatan menunjukkan peningkatan pemahaman kolektif ASN mengenai pentingnya transformasi perilaku untuk pelayanan publik substantif. Output nyata kegiatan ini berupa paparan rekomendasi strategis terkait roadmap Revolusi Mental ASN 2025-2030 dan reorientasi kurikulum diklat berbasis kompetensi lokal. Kesimpulannya, penguatan integritas, etos kerja, dan gotong royong melalui pendekatan ini menjadi fondasi strategis untuk memperkuat tata kelola dan meningkatkan nilai publik di Kota Jayapura. Pemanfaatan Buah Kelapa Menjadi Virgin Coconut Oil Bagi Kaum Perempuan Jemaat Marturia Kupang NTT

Abstract: Virgin Coconut Oil (VCO) is extracted coconut oil containing medium chain fatty acids that have been believed to have many health functions. These fatty acids are easily digested and absorbed by the intestines because the… e size of the molecules is relatively small so that they can be directly burned by the body to produce energy. In addition, VCO contains lauric acid which can dissolve the virus membrane in the form of lipids so that it will interfere with the immunity of the virus, so that the virus becomes inactive. VCO is processed without heating, no additional chemicals, dyes, and preservatives so that it can survive as pure vegetable oil so that it does not change the composition or characteristics of the oil. VCO has high economic value. The manufacturing process is easy. The methods in this Community Service are Counseling, direct Practice and discussion. It is hoped that the use of coconuts will not only be sold in the form of unprocessed fruit but coconuts are processed into pure coconut oil or Virgin Coconut Oil and can be developed more widely through group entrepreneurship programs so as to increase the income of the congregation, especially the Women's group in the GMIT Marturia Oesapa Selatan Congregation, Kelapa Lima District, Kupang City. Virgin Coconut Oil (VCO) merupakan minyak kelapa yang diekstraksi yang mengandung asam lemak yang memiliki rantai sedang yang telah dipercaya memiliki banyak fungsi untuk kesehatan. asam lemak tersebut mudah dicerna dan diserap oleh usus karena ukuran molekulnya relatif kecil sehingga dapat  langsung dibakar oleh tubuh untuk memproduksi energi. Selain itu, VCO mengandung asam laurat yang dapat melarutkan membran virus berupa lipid sehingga akan mengganggu kekebalan virus, sehingga virus menjadi inaktif. VCO diproses tanpa pemanasan, tidak  ada  tambahan  bahan  kimia,  pewarna,  dan  pengawet  sehingga  dapat bertahan sebagai minyak nabati murni sehingga tidak merubah komposisi atau karakteristik minyak. VCO  mempunyai nilai ekonomis yang tinggi. Proses pembuatannya mudah. Metode dalam Pengabdian Masyarakat  ini adalah  Penyuluhan,  langsung Praktek dan diskusi. Diharapkan pemanfaatan buah kelapa tidak hanya dijual dalam bentuk buah tanpa diolah tetapi buah kelapa diolah menjadi minyak kelapa  murni atau  Virgin Coconut Oil dan dapat dikembangkan secara lebih luas lagi melalui program kewirausahaan kelompok  sehingga meningkatkan pendapatan jemaat, khususnya kelompok Kaum Perempuan di Jemaat GMIT Marturia Oesapa Selatan,  Kecamatan Kelapa Lima Kota Kupang. Peningkatan Pengetahuan Dan Praktik Ibu Balita Tentang Komposisi Dan Informasi Nilai Gizi Makanan Kemasanan

Abstract: Public awareness and ability to read food labels is still very low. A National Consumer Protection Agency survey stated that 6.7% of people in Indonesia pay attention to the completeness of food labels. One of the Messages… es of Balanced Nutrition is reading food labels. S1 Nutrition Study Program STIK Sint Carolus together with Nutritionists from the Galur Supporting Community Health Center provided counseling to mothers of toddlers on the topic "Let's Check the Coins (Composition and Nutritional Value Information) on Food Packaging" to 20 mothers of toddlers who visited the Posyandu. Counseling participants are given an identity and pretest form to fill out. The first session included material on definitions and food labels, and the second session provided material on how to read composition and nutritional value information. The third session involved practicing reading packaged food and conducting questions and answers and filling in the posttest form. After 3 days of providing material, monitoring and evaluation was carried out via Whatsapp. Based on the results of statistical analysis, 55% of mothers were classified as lacking knowledge during the pretest. However, it increased after nutrition education was carried out to 95% of mothers who were classified as well informed. The results of the Wilcoxon analysis show that there is a difference in knowledge between before and after counseling with p-value = 0.007. The results of monitoring and evaluation from 5 mothers, 100% of mothers had paid attention to food labels on packaging, especially composition and nutritional information. Pendampingan Desain Iklan Media Sosial Untuk Meningkatkan Strategi Pemasaran Digital Dan Omzet Penjualan Produk Teaching Factory SMK Negeri 6 Yogyakarta

Abstract: Product marketing strategy in the digital business era need to utilize optimal use of social media platforms. According to the situational analysis, the target audience for community service was unable to create social media… edia ads for teaching factory products. As a solution to this problem, the service team is committed to providing community service related to assisting in the design of teaching factory product social media advertisements for the target audience. There were 34 participants in this service activity consisting of students and accompanying teachers. The results of the service activities show that overall the activities ran successfully and smoothly. The evaluation results show that there has been an increase in the target audience's understanding of product design for social media advertising. Increased understanding can be seen from the ability to design product advertisements for social media posts by considering color composition, image quality, font size, typeface, and graphic design layout of social media advertisements. The success of implementing this service activity can also be reflected in the increase in sales turnover of teaching factory products. Analisis situasi menunjukkan bahwa khalayak sasaran pengabdian kepada masyarakat belum mampu melakukan desain iklan produk teaching factory pada media sosial. Sebagai solusi atas permasalahan tersebut, tim pengabdi berkomitmen untuk melakukan pengabdian kepada masyarakat terkait pendampingan desain iklan media sosial produk teaching factory bagi khalayak sasaran. Peserta kegiatan pengabdian ini sebanyak 34 orang yang terdiri atas siswa dan guru pendamping. Hasil kegiatan pengabdian menunjukkan bahwa secara keseluruhan kegiatan berjalan sukses dan lancar. Hasil evaluasi menunjukkan bahwa terjadi peningkatan pemahaman khalayak sasaran tentang desain produk untuk iklan media sosial. Peningkatan pemahaman terlihat dari kemampuan mendesain iklan produk untuk postingan media sosial dengan mempertimbangkan komposisi warna, kualitas gambar, ukuran huruf, jenis huruf, dan tata letak desain grafis iklan media sosial. Keberhasilan pelaksanaan kegiatan pengabdian ini juga dapat tercermin dari adanya peningkatan omzet penjualan produk teaching factory.   Kata kunci: desain iklan; media sosial; omzet penjualan; produk; teaching factory  

Pencegahan Stunting Melalui Pengoptimalan Kearifan Lokal Tanaman Bergizi Tinggi Dan Pijat Tui Na

Abstract: Abstract: Barongan Hamlet is part of Donorojo Village, Tegalrejo District, Magelang Regency. In October 2022, Barongan Hamlet is in the top position for the number of stunting cases in the Donorojo Village area. The number&#8230; er of cases of stunting was recorded in 8 children out of 15 children aged < 5 years. In addition, there were 2 pregnant women, one of whom was detected as having KEK (chronic energy deficiency), so that they have the potential to give birth to stunted babies. One of the factors causing stunting is the lack of knowledge about nutrition during pregnancy and toddlerhood. Seeing the potential and natural resources of the Barongan area which is a rural area, the PPMT Team has a program to optimize the potential for local wisdom of family medicinal plants (toga), especially highly nutritious plants and baby/toddler massage. This activity was carried out using educational methods for cadres, youth, pregnant women and mothers of toddlers in Barongan Hamlet about risk factors, causal factors, prevention and management of stunting in the community. PPMT Team will train cadres, pregnant women and mothers of toddlers in utilizing highly nutritious plants that are easily found in the surrounding environment and doing Tui Na massage for toddlers. This activity is expected to support the resolution of stunting cases and prevent the emergence of new stunting cases. The results of the education and training activities carried out are an increase in knowledge about stunting, an increase in skills in empowering highly nutritious plants as a menu variation for toddlers, and skills in practicing Tui Na massage for toddlers. Keywords: Stunting; Toga; Tui Na massage Abstrak: Dusun Barongan merupakan bagian dari Desa Donorojo, Kecamatan Tegalrejo, Kabupaten Magelang. Pada Oktober 2022, Dusun Barongan berada pada posisi teratas jumlah kasus stunting di wilayah Desa Donorojo. Jumlah kasus stunting tercatat 8 anak dari 15 anak usia < 5 tahun. Selain itu, terdapat 2 ibu hamil yang salah satunya terdeteksi mengalami KEK (kekurangan energi kronis), sehingga berpotensi melahirkan bayi stunting. Salah satu faktor penyebab stunting adalah kurangnya pengetahuan tentang pemenuhan nutrisi di masa kehamilan dan masa balita. Melihat potensi dan sumber daya alam wilayah Barongan yang merupakan wilayah pedesaan, Tim PPMT memiliki program untuk mengoptimalkan potensi kearifan lokal tanaman obat keluarga (toga) khususnya tanaman bergizi tinggi serta pijat bayi/balita. Kegiatan ini dilaksanakan dengan metode edukasi bagi kader, remaja, serta ibu hamil dan ibu balita di Dusun Barongan tentang faktor risiko, faktor penyebab, upaya pencegahan dan tatalaksana stunting di masyarakat. Kemudian, Tim PPMT akan melatih kader, ibu hamil dan ibu  balita di Dusun Barongan dalam mendayagunakan tanaman bergizi tinggi yang mudah ditemukan di lingkungan sekitar dan melakukan pijat Tui Na untuk balita. Hasil dari kegiatan edukasi dan pelatihan yang dilaksanakan adalah peningkatan pengetahuan tentang stunting, dan mendukung penuntasan kasus stunting, pencegahan munculnya kasus stunting yang baru peningkatan ketrampilan dalam pemberdayaan tanaman bergizi tinggi sebagai variasi menu bagi balita dan ketrampilan melakukan pijat Tui Na untuk balita. ANALYSIS OF PUBLIC OPINION SENTIMENT REGARDING POLICE INSTITUTIONS BASED ON TWITTER USING THE SUPPORT VECTOR MACHINE (SVM) METHOD

Abstract: Abstract: Twitter occupies the top position of the most popular social media platform in Indonesia. Police and other related issues were the subject of much discussion. The aim of this research is to analyze public sentiment&#8230; ment towards the National Police Agency using Twitter with the support vector machine method. The research started by crawling Twitter data. The data contains a total of 6,925 entries for three keywords. Next, we move on to the preprocessing stage consisting of (cleaning, case folding, tokenization, and filtering). Next is the tf-idf feature extraction stage, finally the classification and evaluation stage. The results of manual data inspection (73:27) showed accuracy of 70.66%, precision of 70.68%, and recall of 99.76%. Testing the second data (82:18), found accuracy 86%, precision 86.21%, recall 99.71%. The results of manual data checking (82:18) showed accuracy of 70.66%, precision of 70.68%, recall of 99.76%. Testing the second data (82:18), found accuracy 86%, precision 86.21%, recall 99.71%. From the data system testing results (80:20), accuracy was 87.55%, positive precision 87.53%, negative precision 88.24%, positive recall 99.48%, and negative recall. the rate is 99.48.% – The result is 21.43%. Data testing results (60:40) showed accuracy of 86.89%, positive precision of 86.84%, negative precision of 88.46%, positive recall of 99.61%, and negative recall of 16.43%. Single test data validation system (80:20), accuracy 87.55, overall test cross validation system (k fold 5 accuracy) 86.673%. PAPUA PROVINCE OF MSME DATA COLLECTION APPLICATION WITH LARAVEL FRAMEWORK

Abstract: Abstract: MSMEs are an essential sector in regional economic growth. Up to now, Papua Province has been trying to improve the economy. Still, it seems not optimal, as seen from the Human Development Index and the Percentage&#8230; age of the Poor Population, where Papua occupies the last rank. One of the causes found here is the processing of MSMEs that have not been optimal. MSME data collection services are still done manually with Microsoft Excel. This impacts making strategic policies for SMEs that are not optimal because their data are not updated. This study aims to develop a web-based MSME data collection application to facilitate the SME field admin and MSME actors for the data collection process. The method used in making this application is the waterfall method, where the development of this application is done sequentially. The final result of this study resulted in an easy application for collecting data on SMEs and updating data. In addition, it is also in the form of data collection reports for MSMEs and mapping of beneficiaries each year.             Keywords: Laravel Framework; UMKM Data Collection; Waterfall     Abstrak: UMKM merupakan sektor yang penting dalam pertumbuhan perekonomian daerah.  Selama ini Provinsi Papua berusaha meningkatkan perekonomian, namun terkesan belum optimal, dapat dilihat dari Indeks pembangunan Manusia serta Persentasi penduduk Miskin, dimana Papua menempati Posisi terakhir di Indonesia. Salah satu penyebab yang di temukan disini adalah pengolahan UMKM yang belum optimal. Pelayanan pendataan UMKM masih dilakukan secara manual dengan Microsoft Excel. Hal tersebut berdampak dalam pengambilan kebijakan strategis UMKM yang tidak optimal, karena data yang dimiliki tidak up to date. Penelitian ini bertujuan tunk mengembangkan aplikasi pendataan UMKM berbasis web untuk mempermudah admin bidang UKM maupun pelaku UMKM untuk proses pendataan. Metode yang digunakan dalam pembuatan aplikasi ini adalah metode waterfall, dimana pengembangan aplikasi ini lakukan secara berurutan. Hasil akhir penelitian ini menghasilkan aplikasi yang mudah untuk untuk pendataan UMKM  serta updating data. UTILIZATION OF BOOSTER CIRCUIT JOULE THIEF FOR GARDEN LIGHTING SOURCE OF VOLTAGE FROM THE SUN

Abstract: Abstract: Garden lighting from a sun source utilizes a series of joule thieves so that the lighting of the garden lights at night is bright. This research method uses a quantitative method because it must be tested on each&#8230; ch module so that it finds that there are three types of module systems to be combined, the booster or joule electronic thief module, the supply media solar module circuit, and finally, the control system with the Arduino nano board. The solar module used is a 1-watt solar module with 1n4004 diodes, which will convert the heat of sunlight into voltage. The voltage will be sent via the IC TP4056 input, the output from the IC TP4056 will charge the 18650 battery, which aims to ignite the booster circuit on the 12 W lamp, or the 3.7VDC input from the 18650 battery capable of turning on the 12W/220VAC led light. While the controller is connected to the LDR sensor and relay when the user makes the command, LDR > 800 of the provisions, the relay position from NC becomes open, or during the day, the relay will be in the NC position and turn off the 12W light in the booster circuit, while at night the relay will remain in the no position, so that it will connect the booster circuit voltage and turn on the 12W lamp (LDR < 800). Keywords: booster circuit; campus park lighting; solar panels   Abstrak: Penerangan taman dari sumber matahari memanfaatkan rangkaian joule thief agar penerangan lampu taman pada malam hari terang. Metode penelitian ini menggunakan metode kuantitatif dikarenakan harus diuji coba pada tiap modul, sehingga mendapati ada tiga jenis sistem modul yang akan digabungkan, modul elektronika rangkaian booster atau joule thief, rangkaian modul surya media pensuplly, dan terakhir sistem controller dengan board arduino nano. Modul surya yang digunakan modul surya 1 watt dengan dioda 1n4004, akan mengubah panas cahaya matahari menjadi tegangan . Tegangan akan dikirimkan melalui input IC TP4056, output dari IC TP4056 akan mengisi baterai 18650 yang bertujuan sebagai penyala rangkaian booster pada lampu 12 W, atau input 3.7VDC dari baterai 18650 mampu menyalakan lampu led 12W/220VAC. Sementara controller terhubung kesensor ldr dan relay, ketika perintah yang dibuat oleh user, ldr > 800 dari ketentuan, posisi relay dari nc menjadi open, atau siang hari, relay akan diposisi nc dan mematikan lampu 12W pada rangkaian booster, sementara jika malam hari relay akan diposisi no, sehingga akan menghubungkan tegangan rangkaian booster dan menyalakan lampu 12W (ldr < 800).   Kata kunci : panel surya, penerangan taman, rangkaian booster.  

IMPLEMENTASI MONITORING PARAMETER LOCALIZER BERBASIS INTERNET OF THINGS

Abstract: Abstract: In this study, one of the 4.0 industrial technologies was used to monitor the parameters of the localizer using an android based internet of things application to simplify and shorten the time for monitoring instrument&#8230; strument landing system (ILS) equipment. Technicians, management of the Public Company (Perum) Indonesian Aviation Navigation Service Organizing Agency, and the Navigation Inspector do not have to go the runway to check the performance of the landing system instrument, simply use the android application to monitor the parameters of the localizer instrument. In the experiment, measuring the input voltage to the Arduino pin with a negative ground position and positive in the A9 pin position with the playing condition o Tx1 in the on position using a multimeter, the voltage value is 2.99 volt, while the main position on Tx1 is in the off condition, the voltage value is obtained 4.88 volts.       Keywords: instrument landing system; internet of things     Abstrak: Pada penelitian ini digunakan salah satu teknologi industri 4.0 untuk memonitoring parameter dari Localizer menggunakan aplikasi android berbasis Internet of Things (IoT) untuk mempermudah dan mempersingkat waktu dalam monitoring peralatan instrument landing system (ILS). Teknisi, manajemen Perusahaan Umum (Perum) Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia LPPNPI dan Inspektur Navigasi tidak harus ke landasan pacu untuk mengecek kinerja instrument landing system cukup menggunakan aplikasi android untuk memonitoring parameter Localizer instrument landing system (ILS). Pada percobaan pengukuran tegangan input ke pin arduino dengan negatif pada posisi ground dan positif berada pada posisi pin A9 dengan kondisi main di TX1 pada posisi on dengan menggunakan multimeter didapat nilai tegangan 2,99 Volt, sedangkan posisi main di TX1 pada kondisi off didapat nilai tegangan 4,88 Volt.   Kata kunci: instrument landing system; internet of things

This machine can be damage quickly. And photo copy’ s&#8230; ™ s machine is not a simple machine, becase all spare part in this machine is connecting one another. This condition can be worst because the comparison between machine and  technicians not balance and this condition make user need more time to fix that machine. Expert System is Computer Based system which adopting the expert skill to solve the problem base on the expert. This system is very suitable to solve the problem because with expert system, the user can know the machine damage and know how to fix this machine. And this sistem can be useful for user.with forward Chaining method. And the purpose from this research to make an expert system to analize the problem which can be realize from the machine’s operational dan fix it.   Keyword: Expert System; Damage analysis; Forward Chaining; Photocopy Machine   Abstrak:Mesin fotokopi merupakan mesin yang digunakan untuk menggandakan dokumen dalam bentuk kertas yang akan digunakan untuk berbagai keperluan, tingginya kebutuhan akan mesin fotokopi ini membuat pengoperasionalan mesin sangat tinggi dalam waktu yang lama. Keadaan ini membuat kondisi mesin menjadi turun dan mudah mengalami kerusakan. Mesin fotokopi merupakan salah satu mesin yang kompleks yang saling berhubungan satu sama lain, sehingga perlu penanganan ahli dalam memperbaikinya. Keterbatasan jumlah teknisi membuat mesin yang rusak lama untuk diperbaiki, sehingga diperlukan sebuah sistem yang dapat menggantikan posisi pakar dalam memperbaiki mesin fotokopi. Sistem pakar merupakan sistem yang berbasis komputer yang mengadopsi cara kerja pakar dalam menganalisa suatu masalah dengan metode yang telah disesuaikan dengan masalah yang ada, berdasarkan masalah yang telah dijabarkan diatas. Tujuan dari penelitian ini adalah bagaimana menciptakan sebuah aplikasi sistem pakar dengan metode forward chaining untuk menganalisa kerusakan mesin dan memberikan solusi untuk memperbaiki mesin fotokopi tersebut.   Kata Kunci: Analisa Kerusakan; Forward Chaining; Fotokopi; Sistem Pakar.
