rs or practitioners of cryptography are called cryptographers. A cryptographic algorithm, called a cipher, is a mathematical equation used for the encryption and decryption processes. Usually the two mathematical equations (for encryption and description) have a fairly close mathematical relationship. In cryptography, text messages can be disguised with various methods so that the message can only be understood by certain people. These methods have their own techniques and solutions. Several methods of securing text messages are by using the Reverse Cipher and Vigenere Cipher algorithms. In today's modern era, the development of technology is increasing rapidly, especially in terms of communication. Due to the rapid development of technology, there are currently many cases related to the misuse of technology in criminal acts. One of the most frequent cases is the theft of personal information, up to confidential documents. Computers as a means of storing and sending important and confidential data, information and documents can often be easily accessed by irresponsible people. Several cases involving computer security are currently a job that requires such a large amount of handling and security costs.

Abstrak: Kriptografi (Cryptography) merupakan ilmu dan seni untuk menjaga pesan agar aman. (Cryptography is the art and science of keeping messages secure) “Crypto†berarti “secret†(rahasia) dan “graphy†berarti “writing†(tulisan). Para pelaku atau praktisi kriptografi disebut cryptographers. Sebuah algoritma kriptografik (cryptographic algorithm), disebut cipher, merupakan persamaan matematik yang digunakan untuk proses enkripsi dan deskripsi. Biasanya kedua persamaan matematik (untuk enkripsi dan deskripsi) tersebut memiliki hubungan matematis yang cukup erat. Pada kriptografi, pesan teks dapat disamarkan dengan berbagai macam metode agar pesan tersebut hanya bisa dimengerti oleh orang-orang tertentu. Metode-metode tersebut memiliki teknik dan cara penyelesaiannya tersendiri. Beberapa metode pengamanan pesan teks tersebut adalah dengan menggunakan algoritma Reverse Cipher dan Vigenere Cipher. Di era modern saat ini, perkembangan teknologi semakin pesat terutama dalam hal berkomunikasi. Karena pesatnya perkembangan teknologi, saat ini telah banyak kasus yang berkaitan dengan penyalahgunaan teknologi dalam tindakan kriminal. Salah satu yang paling sering terjadi adalah pencurian informasi pribadi, hingga dokumen-dokumen rahasia. Komputer sebagai sarana penyimpanan dan pengiriman data, informasi, dan dokumen yang penting dan rahasia sering dapat dengan mudah diakses oleh orang yang tidak bertanggungjawab. Beberapa kasus menyangkut keamanan komputer saat ini menjadi suatu pekerjaan yang membutuhkan biaya penanganan dan pengamanan yang sedemikian besar.

theft, and unauthorized access. This research aims to design a secure internet system using a Virtual Private Network (VPN) on a WiFi network at the Bireuen Technology Innovation Store. The proposed solution involves implementing a VPN system that ensures encrypted and secure communication between clients and servers. The study employs a multi-stage method: data collection, system analysis, design, implementation, and testing. The system was developed using the Ubuntu 14.04 (32-bit) operating system and OpenVPN software. Testing results show that the VPN successfully encrypts user data and secures communication channels from public WiFi to the VPS server. This proves that VPN implementation is an effective solution to enhance internet security in public network environments. The study concludes that a VPN system is essential for protecting data transmission and user privacy, especially in unsecured wireless networks.

Abstrak: Perkembangan teknologi internet yang pesat telah meningkatkan kebutuhan akan transmisi data yang aman, terutama saat menggunakan jaringan WiFi publik yang sangat rentan terhadap ancaman seperti penyadapan akun, pencurian data, dan akses tidak sah. Penelitian ini bertujuan untuk merancang sistem internet yang aman menggunakan Virtual Private Network (VPN) pada jaringan WiFi di Toko Inovasi Teknologi Bireuen. Solusi yang diusulkan melibatkan penerapan sistem VPN yang memastikan komunikasi terenkripsi dan aman antara klien dan server. Penelitian ini menggunakan metode multi-tahap: pengumpulan data, analisis sistem, perancangan, implementasi, dan pengujian. Sistem ini dikembangkan menggunakan sistem operasi Ubuntu 14.04 (32-bit) dan perangkat lunak OpenVPN. Hasil pengujian menunjukkan bahwa VPN berhasil mengenkripsi data pengguna dan mengamankan saluran komunikasi dari WiFi publik ke server VPS. Hal ini membuktikan bahwa implementasi VPN merupakan solusi yang efektif untuk meningkatkan keamanan internet di lingkungan jaringan publik. Penelitian ini menyimpulkan bahwa sistem VPN sangat penting untuk melindungi transmisi data dan privasi pengguna, terutama dalam jaringan nirkabel yang tidak aman.

Abstrak: Sistem keamanan sepeeda motor dengan menggunakan teknologi Bluetooth merupakan sebuah metode baru dalam mengamankan kendaraan khususnya pada sepeda motor. Sistem ini dibangun dengan maksud memberikan keamanan ganda pada kendaraan khususnya sepeda motor. Sistem keamanan yang ada pada sepeda motor sebelumnya masih terlihat rentan akan kejahatan Curanmor (Pencurian Sepeda Motor). Dalam perancangan dan pembuatan sistem ini tidak terlepas dengan yang namanya media kontroler (mikrokontroler). Mikrokontroler yang berperan penuh dalam sistem keamanan ini juga tidak terlepas dengan beberapa komponen pendukung lainnya seperti modul Bluetooth, relay dan smartphone yang merupakan media komunikasi yang memberikan instruksi berupa data yang nantinya akan diproses oleh mikrokontroler melalui komunikasi wireless terkhusus komunikasi bluetooth. Dengan adanya sistem yang dibangun ini tentunya dapat memberikan keamanan tambahan bagi sepeda motor dari tindakan kejahatan curanmor. Penelitian ini memakai metode hukum normatif dengan pendekatan perundang-undangaan dan konseptual. Bahan hukum primer, sekunder, dan tersier dianalisis secara kualitatif. Hasil penelitian menjelaskan bahwa penyalahgunaan data pribadi melalui WhatsApp umumnya dilakukan melalui phishing, pencurian identitas, pengambilalihan kaun, dan pemanfaatan informasi pribadi secara melaawan hukum. Perlindungan hukum sudah diatur dalam Undang-Undang Nomor 27 Tahun 2022 tentang Pelindungan Data Pribadi, Undaqng-Undang Nomor 1 Tahun 2024 tentang Informasi dan Transaksi Elektronik, serta Kitab Undaqng-Undang Hukum Pidana. Berdqasarkan teori pertanggungjawaban pidana Roeslan Saleh, pelaku bisa dimintai pertanggungjawaban apabila memenuhi unsur tindak pidana, mempunyai kebisaan bertanggung jawab, terdapat kesalahan, serta tidak terdapat alasan ppembenar ataupun pemaaf. Namun, penerapannya masih menghadapi kendala berupa rendahnya literasi digital, perkembangan modus kejahatan siber, dan belum optimalnya penegakan hukum. Oleh sebab itu, diperlukan peningkatan literasi digital dan efektivitas penegakan hukum guna memperkuat pelindungan data pribadi.
Advancements in information and communication technology have increased social media usage but also created risks regarding the misuse of personal data, including via WhatsApp. This study aims to analyze fraud involving the misuse of personal data on WhatsApp within the Indonesian legal system and the criminal liability of perpetrators under prevailing legislation. The research employs a normative legal method utilizing statutory and conceptual approaches, with qualitative analysis of primary, secondary, and tertiary legal materials. The findings indicate that the misuse of personal data via WhatsApp typically occurs through phishing, identity theft, account takeovers, and the unlawful use of personal information. Legal protections are established under Law Number 27 of 2022 concerning Personal Data Protection, Law Number 1 of 2024 concerning Electronic Information and Transactions, and the Criminal Code. Based on Roeslan Salehs theory of criminal liability, a perpetrator can be held liable if the elements of the criminal offense are met, the individual possesses the capacity for liability, fault is established, and there are no grounds for justification or excuse. However, implementation faces challenges such as low digital literacy, evolving cybercrime methods, and suboptimal law enforcement. Therefore, enhancing digital literacy and the effectiveness of law enforcement is essential to strengthen personal data protection.

s Tobi, was found legally and convincingly guilty of committing aggravated theft as stipulated under Article 363 paragraph (1) point 4 of the Indonesian Penal Code (KUHP). The objective of this research is to analyze the application of criminal law in the aforementioned case, with a particular focus on two principal legal issues: (1) how law enforcement was implemented in the case in question, and (2) how the judicial decision aligns with the foundational legal principles of justice, legal certainty, and utility. The research employs a normative juridical method with a descriptive-analytical approach, and utilizes both the theory of law enforcement and the theory of criminal acts as the conceptual framework. The findings indicate that all elements of the criminal offense under Article 363 paragraph (1) point 4 of the Penal Code were fulfilled, and that the panel of judges duly considered both aggravating and mitigating factors in a balanced manner. Nonetheless, further analysis reveals that the Defendant’s role in the commission of the offense was more auxiliary in nature, thereby suggesting that the normative application of Article 55 of the Penal Code would have been more appropriate. This misapplication of legal provisions potentially gives rise to substantive injustice and opens the possibility for further legal remedies. The study concludes that although the formal procedures of law enforcement were conducted in accordance with prevailing legal standards, there exists a substantive deficiency in the identification of the perpetrator’s role, which adversely affects the overall fairness of the verdict. The novelty of this research lies in its critical analysis of the accuracy of judicial application of substantive criminal norms and the imperative of rigorous judicial reasoning in sentencing, aimed at reinforcing the integrity and consistency of the Indonesian criminal justice system.

Penelitian ini menggunakan Sistem Informasi Geografi (SIG) yang merupakan bagian dari pengetahuan berdasarkan pada perangkat lunak komputer yang dimanfaatkan dalam menyajikan informasi dalam bentuk digital dan analisa terhadap geografis bumi sehingga membentuk suatu informasi keruangan. Tujuan penelitian ini menerapkan informasi geografis berbasis web dalam memberikan informasi lokasi-lokasi rawan kriminalitas di Kota Kisaran dan nantinya membantu masyarakat dalam mendapatkan informasi lokasi rawan kriminalitas di Kota Kisaran. The data used in this study is motorcycle theft report data from 2018 to 2019 wich was obtained from the Tanjung Balai Police. The benefits of this research can be used by the Tanjung Balai police to determine the extent of the motorcycle theft crime that will occur in a shorter, easier and more accurate manner so that it can take optimal prevention. With the Exponential Smoothing method the alpha value will be searched randomly to find an alpha value that was a minimum error value calculated using Means Absolute Percetage Error (MAPE). Then the prediction results that have an alphan with a minimum error are the best of recommended as a prediction result for the next period. Based on this research, the prediction results obtained from the prediction of the number of motorcycle theft cases the occurred in the city of Tanjung Balai in 2020 were 12 units with an MAPE error value of 0,153%.

Abstrak : Penelitian ini bertujuan untuk menentukan tingkat kriminalitas kasus pencurian sepeda motor dengan menggunakan bahasa pemrograman PHP dan MySQL sebagai basis data serta penerapan metode Exponential Smoothing untuk menentukan tingkat kriminalitas pencurian sepeda motor yang terjadi di kota Tanjung Balai untuk periode berikutnya. Data yang digunakan dalam penelitian ini adalah data laporan pencurian sepeda motor dari tahun 2018 sampai dengan tahun 2019 yang diperoleh dari POLRES Tanjung Balai. Manfaat dari penelitian ini dapat digunakan oleh kepolisian Tanjung Balai untuk menentukan seberapa besar tindak kriminalitas pencurian sepeda motor yang akan terjadi secara lebih singkat, mudah dan akurat sehingga dapat melakukan pencegahan yang optimal. Dengan metode Exponential Smoothing akan dicari nilai alpha secara acak sampai menemukan nilai alpha yang memiliki nilai error yang minimum yang dihitung menggunakan Means Absolute Percetage Error (MAPE). Maka hasil prediksi yang memiliki alpha dengan error minimumlah yang paling baik atau direkomendasikan sebagai hasil prediksi untuk periode selanjutnya. Berdasarkan penelitian ini diperoleh hasil prediksi peramalan jumlah kasus pencurian sepeda motor yang terjadi di kota Tanjung Balai tahun 2020 adalah 12 unit dengan nilai error MAPE sebesar 0,153%.
