nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

faktor-faktor yang mempengaruhinya. Penelitian menggunakan pendekatan kualitatif dengan jenis deskriptif. Informan penelitian berjumlah 13 orang yang terdiri dari informan kunci dan informan pendukung yang dipilih secara purposive. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi, sedangkan analisis data menggunakan model interaktif Miles, Huberman, dan Saldana.Hasil penelitian menunjukkan bahwa implementasi SIASN telah berjalan dan mendukung transformasi digital dalam manajemen kepegawaian, namun belum optimal. Dari aspek komunikasi, penyampaian informasi dilakukan melalui berbagai media seperti rapat, bimbingan teknis, dan grup digital, meskipun masih terdapat perbedaan pemahaman teknis antar pegawai. Dari aspek sumber daya, kendala utama terletak pada keterbatasan infrastruktur teknologi, terutama jumlah komputer dan stabilitas jaringan internet, serta kompetensi SDM yang belum merata. Dari aspek disposisi, mayoritas pegawai menunjukkan sikap positif terhadap SIASN, namun masih dalam tahap adaptasi terhadap sistem digital. Dari aspek struktur birokrasi, pembagian tugas dan koordinasi telah berjalan cukup baik, meskipun masih bersifat insidental.Faktor yang mempengaruhi implementasi SIASN meliputi faktor pendukung seperti dukungan pimpinan, kebijakan nasional, dan pendampingan teknis, serta faktor penghambat seperti keterbatasan jaringan internet, sarana prasarana, kompetensi SDM, dan kedisiplinan pegawai. Oleh karena itu, diperlukan peningkatan kapasitas SDM, perbaikan infrastruktur, serta penguatan koordinasi untuk mengoptimalkan implementasi SIASN.

retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

Penelitian ini bertujuan untuk menganalisis peran komunitas Penangulangan AIDS Sekolah (KOMPAS) di lingkungan sekolah, faktor pendukung dan penghambat pelaksanaannya, serta dampaknya terhadap peningkatan kesadaran siswa. Pendekatan kualitatif deskriptif digunakan melalui wawancara, observasi, dan dokumentasi terhadap anggota komunitas P3, guru pembina, dan siswa. Hasil penelitian menunjukkan bahwa KOMPAS berperan sebagai edukator, fasilitator, konselor teman sebaya, dan penggerak kegiatan kampanye kesehatan. Faktor pendukung meliputi dukungan sekolah dan mitra kesehatan, sedangkan hambatannya adalah keterbatasan sumber daya, kurangnya pelatihan lanjutan, dan stigma terkait HIV/AIDS. Secara keseluruhan, keberadaan KOMPAS mampu meningkatkan pengetahuan, kesadaran, dan sikap positif siswa terhadap pencegahan HIV/AIDS.

Data yang digunakan bersumber dari Badan Pendapatan Daerah (Bapenda), Badan Pusat Statistik (BPS), dan Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kabupaten Merauke periode tahun 2020–2025. Metode yang digunakan adalah pendekatan deskriptif-kuantitatif dengan analisis korelasi sederhana antara realisasi PAD kendaraan bermotor (PKB dan BBNKB) terhadap realisasi pembangunan dan peningkatan jalan. Hasil penelitian menunjukkan adanya kecenderungan positif antara peningkatan PAD kendaraan bermotor dengan alokasi anggaran infrastruktur jalan. Namun demikian, masih terdapat kendala seperti tingkat kepatuhan pajak kendaraan yang rendah dan keterbatasan efisiensi anggaran. Pemerintah daerah diharapkan memperkuat kolaborasi antara Bapenda, Samsat, dan Dinas PUPR untuk optimalisasi penerimaan PAD serta perbaikan infrastruktur jalan secara berkelanjutan.

and communication. This study aims to evaluate the effectiveness of the KIM program's implementation, covering aspects of planning, execution, and its impact on the community. The research method employed is a qualitative approach, with data collection techniques including interviews, observations, and document studies. The evaluation results indicate that the KIM program has positively contributed to improving community information literacy, particularly in rural areas. However, several challenges were identified, such as limited human resources, uneven technological infrastructure, and low community participation in certain activities. Therefore, strategic measures are needed, including enhancing the capacity of KIM members, expanding access to information technology, and optimizing synergy between local government, local communities, and other stakeholders. This study is expected to serve as a reference for developing a more effective and sustainable KIM program in the future.

since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.
