ceptual findings published between 2017 and 2026 concerning the determinants, measurement, and consequences of regional financial independence, particularly the role of local own-source revenue (PAD), intergovernmental transfers, and capital expenditure. Using a systematic search of Scopus, Google Scholar, and Garuda databases, 30 relevant articles were screened, selected, and analyzed following defined inclusion and exclusion criteria. The review finds that fiscal decentralization consistently strengthens local revenue mobilization and administrative accountability when accompanied by adequate institutional capacity, transparent governance, and effective management of natural and economic resources. However, the effectiveness of decentralization varies considerably across regions due to disparities in economic potential, human resources, and political commitment. The synthesis further shows that financial independence positively affects the quality of public services and regional economic growth, although the relationship is moderated by expenditure efficiency and governance quality. The novelty of this review lies in its integrative framework linking revenue-side determinants, expenditure behavior, and governance mechanisms within a single analytical narrative, an integration rarely addressed jointly in prior single-country studies. The findings offer practical implications for policymakers designing fiscal transfer formulas and for future researchers seeking to test moderating variables such as digitalization and institutional quality in the fiscal decentralization–financial independence nexus.

secara mendalam bagaimana emosi dan belajar sosial memengaruhi proses pembelajaran di sekolah dasar melalui perspektif neuropedagogik dan brain‑based learning. A mixed methods approach was used by combining quantitative analysis (meta-analysis of 173 respondents and 47 indicators of NP, EC, OB, MS, BS) and descriptive qualitative analysis using thematic analysis techniques on semi-structured interviews with five elementary school teachers. The meta-analysis results showed a very strong average effect of the latent construct relationship (t(128) = 12.92; p < 0.001; r ≈ 1.00) with almost zero heterogeneity (Qₑ(128) = 1.67; τ² = 0; I² = 0%), and no significant moderating effects were found for all indicators; the partial meta-regression coefficients for all items were very close to zero and the R² value was 0.000. Qualitatively, three main themes emerged: (1) positive emotions as the foundation of learning readiness, (2) social interaction as a reinforcement of meaning formation, and (3) contextual learning that integrates cognitive, emotional, and social dimensions. Although most teachers have not yet mastered the concepts of neuropedagogy and brain-based learning theoretically, they have intuitively implemented its principles through motivation, praise, humor, group work, collaborative projects, and learning experiences relevant to students' real lives. These findings support the latest theory that places emotions and social interactions as the main drivers of brain function in learning (Immordino Yang, 2016; Tyng et al., 2017; Vygotsky, 1978; Jensen, 2008), and emphasizes the importance of strengthening teachers' competence in understanding and designing brain- and emotion-based learning to support the holistic development of elementary school students.

In response to these challenges, neuroscience provides a theoretical and empirical foundation for designing learning media that align with how the brain processes, stores, and retrieves information. This study aims to systematically examine the integration of neuroscience principles into science learning media and their effects on elementary students' scientific literacy. A Systematic Literature Review (SLR) was conducted using the PICO framework (Population, Intervention, Comparison, Outcome). Relevant peer-reviewed studies published between 2019 and 2024 were retrieved from Scopus, Google Scholar, ERIC, and DOAJ databases. The review followed four stages: identification, selection, quality appraisal, and thematic synthesis. The results indicate that neuroscience-based interventions—such as Augmented Reality (AR), Brain-Based Learning (BBL), interactive multimedia, and multisensory instructional strategies—consistently improve students' motivation, attention, conceptual understanding, critical thinking, and scientific literacy compared to conventional instructional approaches. The novelty of this study lies in its systematic synthesis of neuroscience-based science learning media through a PICO-oriented framework, highlighting the interaction between cognitive, affective, and technological dimensions of learning. The findings provide important implications for science education, particularly in guiding the development of neuroscience-informed learning media and instructional designs to enhance scientific literacy in elementary schools.

The results from the experts in media, language, and subject matter showed that the e-module using Heyzine flipbooks was valid for use, with an average percentage of 96%. In the testing phase, 32 students provided responses that were highly suitable for use, with an average percentage of 96%. Based on the research results, it can be concluded that the e-module learning material using Heyzine flipbooks on the topic of energy transformation developed in this study is proven to be valid, easy, and engaging for students to use, and highly suitable for study.

The research results show that although technology has been adopted by most Islamic educational institutions, significant challenges arise related to infrastructure limitations, teachers' digital skills, and access disparities in various regions. Adaptive and technology-based leadership plays a crucial role in designing policies that support digital transformation in Islamic educational institutions. Moreover, the integration of Islamic values with technology has also proven to be important in maintaining the identity and morality of Islamic education. This research suggests the importance of intensive training for educators and equitable access to technology so that Islamic education management can be more responsive to social and technological changes, and capable of improving the quality of education in the future.

The research method used in this research is a qualitative method. The data analysis technique used in this research is a data analysis technique developed by Creswell including data collection, data reduction, data display, and drawing conclusions. The results of this research are that there are 6 teacher obstacles. The first teacher has difficulty identifying the readiness stages of educational units in designing modules and project assessments to strengthen the profile of Pancasila students (P5). Second, teachers have difficulty determining dimensions and themes in designing modules and assessments for projects to strengthen the profile of Pancasila students (P5). Third, teachers have difficulty designing and determining time allocation in module design and assessment as well as implementing projects to strengthen the profile of Pancasila students (P5). Fourth, teachers have difficulty developing topics and activity lines in designing modules and assessments for projects strengthening the profile of Pancasila students (P5). Fifth, teachers have difficulty creating and designing project modules for strengthening Pancasila student profiles (P5). e authentic assessment offers various advantages that should not be taken for granted. This study aimed at investigating, 1) the assessment practice in the classroom, 2) the effectiveness of authentic assessment practice for assessing writing skill, and 3) the challenges of the practice. This study was a descriptive case study. The population of the study encompassed 31 learners in grade-5 elementary school. The instruments used for collecting the data were field notes yielded from classroom observation, transcript interview, and related documents. The result of the study performed that (1) the teacher employs several types of assessment, yet authentic assessment is the most preferrable in the practice, (2) the authentic assessment practice in the classroom is effectively depicting learners’ actual competence, comprising real-world relevance, and encouraging evaluation, and (3) the teacher encounters the challenging experience in designing acceptable assessment for learners with diverse level of English competence and the sufficient time, as well. In summary, this study has torched a light on the practice of authentic assessment in originally realizing the function of assessment. The different school setting, teaching experiences, learners’ language proficiency skills, and classroom environment might bring about a distinct result.
