Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future.

The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

rastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

The results of this study illustrate that the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency in the implementation of services has not been carried out effectively. This happens because there is still a lack of government responsibility, especially village officials in providing good services to the community. The lack of initiative of the village officials to adapt to the community environment and also the lack of village office facilities so that all activities do not run well and efficiently. For the Yanggandur village apparatus to be able to improve the quality of service, meet the needs of the community well and also build relationships with a more participatory approach with the community so that the services provided will produce good results.

mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology.
The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

the frontline in serving health problems in the community, the type of research used is a case study by observing the phenomena that occur. The method used is descriptive qualitative and data collection in the form of observation interviews and documentation. The data analysis technique uses three stages: data reduction, data presentation and conclusion drawing. The theory used is Jim Ife’s Role theory with 4 indicators, namely facilitative role, educational role, representative role, and techinal role. In this study, there were 12 informants. The results of study show that the role of Puskesmas Kuprik in declining stunting in the Semangga district has been carried out by running program such as providing additional food, holding classes for pregnant women and toddlers classes, conducting counseling on environmental health, collaborating with other institusions and using applications in recording and reporting nutrition results in the Semangga district area, the role carried out by Puskesmas Kuprik has not been optimized enough because there are still obstacles that occur in several indicators when measured using 4 indicators according to Jim Ife.

The research employs a descriptive qualitative method, collecting data through in-depth interviews, field observations, and document studies. The informants include citizens using public services, government officials, and community leaders.
The findings reveal a significant disparity in access and quality of services between urban and rural areas in Merauke. Residents in remote areas face various challenges, such as limited infrastructure, a shortage of healthcare workers and teachers, as well as geographical barriers that delay the fulfillment of their basic rights, particularly in healthcare, education, and civil administration services. The digitization of services is also uneven, as limited internet access in rural areas hampers licensing services.
Based on these findings, the study proposes a new theory, Geographically Adaptive Public Service, which emphasizes the importance of adapting public services to local geographical and socio-cultural conditions. This theory offers a more flexible and innovative approach to public service delivery in remote areas, aiming to ensure the equitable fulfillment of citizens' rights. In conclusion, service innovation and a more adaptive approach are needed to improve the quality of public services in Merauke Regency, particularly in reaching communities in hard-to-access areas.

The organizational characteristics show that duties and functions have been carried out properly, although challenges remain, particularly regarding employee capabilities, which affect the timeliness of task execution. The work environment is divided into external and internal environments. The external environment, which includes factors outside the organization, influences decision-making and organizational actions. The internal environment, which encompasses the organizational climate, plays a crucial role in the overall functioning of the organization. Regarding employee characteristics, there is a variation in educational levels and employee competencies, which contribute to delays in completing tasks. Efforts to improve performance are being made through training provided by the sub-district head, which gradually helps employees master their duties.

The purpose of this study is to determine the quality of service at the Bambu Pemali village office, Merauke Regency. The method used is a qualitative research method. Data collection techniques are observation, interviews, and documentation. The number of informants in this study is 8 people. Data analysis techniques consist of the data reduction stage, the data presentation stage, the conclusion making stage, and the verification stage. The results of the research on 5 (five) indicators that exist in the quality of public services in Bambu Pemali village are tangible (physical evidence), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), and emphaty (empathy). Based on the results of the above research, it can be concluded that the quality of service of the Bambu Pemali village office, Merauke Regency, has not been optimal in providing services to the community because there are still poor services and have not run optimally so that it has quite an effect on community satisfaction, the service is slow and not on time because the community is still confused in file management and employees are not able to provide clear information. Problems related to inadequate facilities and infrastructure at the Bambu Pemali Village Office, Merauke Regency, so that it can affect the performance of employees in providing services.
