Abstract: Graduation marks the completion of a certain level of schooling. This study aims to predict the graduation of students at SDN 016528 BP Mandoge based on their abilities. The goal of this research is to reduce the rate of… student failure to graduate by making predictions based on examination scores collected by the institution. The method used in this study is Naive Bayes, a technique in Data Mining that utilizes probability and statistics to predict future outcomes based on previous data. This method was chosen due to its advantage in predicting graduation rates from concrete data, ensuring the results are reliable and applicable for future predictions. The dataset used in this study includes graduation data for SDN 016528 BP Mandoge students for the 2019/2020 academic year, comprising 171 students, with 120 students used for training data and 51 students for testing data, achieving a model accuracy of 98%.

Abstract: This research examines the persistence of the Mangrara Banua Tongkonan ceremony in Akung Village through a cultural anthropology approach. As a sacred Torajan ritual, this traditional house consecration ceremony endures… due to its deep cultural significance for the local community. Anthropological analysis reveals that Mangrara Banua is not merely a physical celebration of a new structure, but a cultural institution rich in symbolic meaning. First, the ritual serves as a collective expression of gratitude to God the Creator. Second, it functions to articulate and legitimize the family's social status (tana') within the community hierarchy. Third, this momentum acts as a unifying medium for the extended family (tongkonan) to reinforce kinship ties. Finally, the ritual embodies sacred reverence for the ancestors. Through an anthropological lens, the continuity of this tradition proves that the Tongkonan remains the cosmic, social, and spiritual center for the people of Akung Village amid modernization.

Abstract: This anthropological study examines the implementation of the 5S culture (Senyum, Sapa, Salam, Sopan, Santun) as a mechanism for character education at State Elementary School 232 Dampang. Utilizing a qualitative ethnographic… aphic approach, this research investigates how daily cultural practices shape the moral values and behavioral patterns of students within the school ecosystem. Data were gathered through participant observation, in-depth interviews with teachers and students, and document analysis. The findings reveal that the 5S culture functions as a vital enculturation process, transforming abstract moral values into lived, daily habits. Teachers act as primary cultural models, fostering a respectful social environment. However, challenges persist, such as the social dissonance between the school's structured discipline and the students' varied external home environments. Ultimately, this study demonstrates that embedding repetitive cultural rituals within educational institutions effectively instills core values of empathy, respect, and social harmony, providing a sustainable model for early childhood character development.

The Strategy Of The Merauke Regency Government In Managing Wamanggu Market

Abstract: This study aims to analyse the strategy of the Merauke Regency Government in managing Wamanggu Market and to identify the factors influencing its implementation. The research employed a qualitative descriptive approach,… with data collected through interviews, observations, and documentation. The informants included the Head of the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises (SMEs) of Merauke Regency, the Head of the Trade Division, the Head of the Wamanggu Market Technical Implementation Unit (UPTD), the Chairperson of HIPPAM, market traders, and consumers. Data were analysed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that the management strategy of Wamanggu Market is implemented through four main aspects: trader registration, trader regulation and enforcement, market management evaluation, and the enforcement of trader discipline. However, the implementation of these strategies has not yet been fully effective. Trader registration continues to rely on outdated data, resulting in discrepancies between administrative records and actual field conditions. Regulatory measures have not been entirely successful, as some traders continue to operate outside the designated market area and kiosk allocation does not always comply with established zoning arrangements. Market management evaluations are conducted regularly; however, follow-up actions have not been sufficient to resolve existing problems significantly. Furthermore, the enforcement of trader discipline remains constrained by low levels of compliance among traders and the inconsistent application of regulations.The study also reveals that market management strategies are influenced by internal factors, including limitations in human resources, infrastructure, budget availability, and inter-agency coordination, as well as external factors such as regulatory frameworks, trader participation, environmental conditions, market dynamics, and consumer behaviour. Therefore, improvements in human resource capacity, stronger institutional coordination, enhanced infrastructure, and the development of adaptive management strategies are necessary to achieve more effective and sustainable management of Wamanggu Market.

Abstract: Forest and land fires constitute a strategic environmental issue affecting ecological stability, public health, and sustainable regional development. As a newly established autonomous region, South Papua Province faces institutional… nstitutional and structural challenges in developing an effective and integrated fire control system. This study aims to analyze the implementation of forest and land fire control policies and identify factors influencing their effectiveness. A qualitative descriptive approach was employed through in-depth interviews, field observations, and document analysis. The study applies Edward III’s policy implementation framework focusing on communication, resources, disposition, and bureaucratic structure. The findings indicate that although the regulatory framework is adequate, implementation remains constrained by limited resources, suboptimal inter-agency coordination, and low public awareness. Compared to provinces such as Riau and Central Kalimantan, South Papua is still in the institutional strengthening phase. This study proposes a collaborative and community-based preventive approach rooted in local wisdom as a long-term strategy for sustainable fire management.

Leadership Style Enhancing Work Motivation of Civil Servant at General Bureau of the Regional Secretariat of South Papua Province

Abstract: This study examines the role of leadership style in enhancing the work motivation of Civil Servants (Aparatur Sipil Negara/ASN) at the General Bureau of the Regional Secretariat of South Papua Province. The study is theoretically… retically grounded in Amirullah’s (2017) leadership framework, which emphasizes leader–member relations, task structure, and position power, and Sariani’s (2020) motivation theory, focusing on educational background, personal expectations, and job satisfaction. A qualitative descriptive approach was employed to capture in-depth perspectives on leadership practices and motivational dynamics within a newly established provincial government organization. Data were collected through observations, in-depth interviews, and document analysis. A total of 22 informants, comprising senior officials, section heads, and staff members, were purposively selected based on their institutional roles and direct involvement in organizational processes. The findings indicate that leadership style significantly influences employees’ work motivation. Effective leadership is reflected in open and transparent communication, participatory decision-making, clear task delegation, consistent supervision, and fair recognition of employee performance. Moreover, job satisfaction, clarity of work roles, coordination across organizational units, availability of work facilities, and opportunities for capacity building emerged as critical supporting factors in sustaining motivation. The study concludes that a communicative, participative, and supportive leadership style is essential for strengthening work motivation and improving organizational effectiveness in public sector institutions, particularly within developing regional government contexts.

Abstract: This study aims to analyze the strategic planning of Tof-Tof Village development in Eligobel District, Merauke Regency, using the SWOT analysis approach. The main problem studied is how an effective development strategy… can be designed to optimize village potential, overcome internal weaknesses, and take advantage of opportunities and face external threats. This study uses a qualitative method with data collection techniques through observation, in-depth interviews, and documentation studies. The results of the study indicate that Tof-Tof Village has strengths in the form of potential natural resources and strong social cohesion, but faces weaknesses such as limited basic infrastructure and village apparatus capacity. Development opportunities come from the support of Papua's special autonomy policy and partnerships with external institutions, while threats include geographical isolation and dependence on external assistance. The conclusion of this study shows the need for participatory and adaptive strategic planning in facing the dynamics of sustainable village development.

Abstract: This study aims to analyze the effect of work discipline on the performance of employees at the Police Pamong Praja and Fire Department of Merauke Regency. Work discipline is considered one of the factors that is expected… d to enhance employee performance, especially in carrying out operational tasks that require punctuality and responsibility. This study uses a quantitative method with a simple linear regression approach to test the effect of work discipline (independent variable) on employee performance (dependent variable). The sample used in this study consists of 40 respondents, who are employees of the Police Pamong Praja and Fire Department of Merauke Regency. The results of the study show that the t-value for work discipline (X) is 8.479, which is greater than the t-table value of 2.026. In addition, the significance value for work discipline (X) is 0.000, which is smaller than the probability value of 0.005. Therefore, it can be concluded that H0 is rejected and H1 is accepted, meaning that there is a significant effect of work discipline on employee performance at the Police Pamong Praja and Fire Department of Merauke Regency. These findings indicate that the better the work discipline of employees, the higher the performance produced. This study provides important contributions in understanding how work discipline can play a role in improving employee performance in government institutions, particularly in the fire department sector.

Kuota 30% Perempuan di Parlemen: Implementasi dan Efektivitasnya di Indonesia

Abstract: Abstract Women's representation in parliament is an important indicator in realising gender equality and inclusive democracy. To support this, Indonesia has adopted a 30% quota policy for women in legislative candidacy since… since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. Analysis of the Service Quality of the Social Security Administering Agency (BPJS) at the Merauke Regency Regional General Hospital

Abstract: BPJS services certainly cannot be separated from efforts to maintain service quality standards which at least include service procedures, completion time, service costs, service products, facilities and infrastructure, as… s well as the competence of service personnel. Therefore, BPJS as an institution that provides health insurance to the public should measure the quality of services provided, especially through the HIS program. The aim of this research is to describe how the Health Insurance Administering Agency (BPJS) provides services at the Merauke Regency Regional General Hospital (RSUD Merauke Regency). The research method used is a qualitative descriptive technique. Based on the research results, the availability of adequate health facilities and equipment at BPJS counters can help officers in carrying out their duties in providing services to BPJS participants and is a factor that influences services at BPJS counters in Merauke-General Region. the affected hospitals are physical evidence. In accessing health services, officers must be sensitive in handling patient complaints and nursing staff must be responsive in resolving complaints from BPJS participants. Apart from that, nurses or civil servants must be punctual and each have an educational background related to BPJS. This applies to both training in the health and non-health sectors and the last is certainty, namely that to get services from BPJS, patients must follow the procedures set out in regional regulations, do not follow
