Defisit Firewall Normatif Dan Kerentanan Ganda Taruna Penerbang Dalam Pelaporan Keselamatan Penerbangan Indonesia

Abstract: Penelitian ini menganalisis defisit firewall normatif dalam perlindungan data keselamatan pada pendidikan penerbang Indonesia serta membangun konsep Double Burden Vulnerability (DBV) pada taruna pra-lisensi. Metode socio-legal… -legal digunakan dengan bobot dominan analisis doktrinal terhadap ICAO Annex 19 Edisi Ketiga, Undang-Undang Nomor 1 Tahun 2009 tentang Penerbangan, Undang-Undang Nomor 1 Tahun 2023 tentang KUHP, PM 2 Tahun 2026, dan Safety Management System Manual, yang didukung wawancara semi-terstruktur terhadap 14 informan. Tiga belas transkrip dikodekan dalam NVivo melalui dua siklus, sedangkan satu wawancara ahli digunakan untuk validasi doktrinal. Hasil menunjukkan bahwa Pasal 359 Undang-Undang Penerbangan membentuk firewall hanya untuk hasil investigasi kecelakaan dan kejadian serius, sementara Pasal 584 ayat (1) KUHP 2023 memidana kealpaan biasa tanpa mensyaratkan korban. Ketidakpastian status taruna berulang pada tingkat internasional, nasional, dan institusional, serta termanifestasi sebagai ketakutan melapor, quiescent silence, penyaringan oleh senioritas, dan anonimitas yang bersyarat. Reformasi memerlukan ambang kesalahan yang lebih tinggi, perlindungan pelapor yang operasional, dan pengakuan eksplisit taruna sebagai subjek yang dilindungi. This study examines the normative firewall deficit in safety-data protection within Indonesian pilot education and develops the concept of Double Burden Vulnerability (DBV) for pre-licence cadets. A socio-legal design was employed, weighted toward doctrinal analysis of ICAO Annex 19 Third Edition, Law Number 1 of 2009 on Aviation, Law Number 1 of 2023 on the Penal Code, Minister of Transportation Regulation PM 2 of 2026, and the institutional Safety Management System Manual, supported by semi-structured interviews with 14 informants. Thirteen transcripts were coded in NVivo through two cycles, while one legal-expert interview was used for doctrinal validation. The findings show that Article 359 of the Aviation Law provides a firewall only for investigation records concerning accidents and serious incidents, whereas Article 584(1) of the 2023 Penal Code criminalises ordinary negligence without requiring a victim. Cadets’ uncertain legal status recurs across international, national, and institutional rules and manifests socially as fear of reporting, quiescent silence, seniority-based filtering, and conditional anonymity. Reform requires a higher culpability threshold, operational reporter protection, and explicit recognition of cadets as protected reporting subjects.

Penerapan Sanksi Administratif Terhadap Pelanggaran Persetujuan Lingkungan Pada Kegiatan Izin Usaha Pertambangan Nikel Di Kabupaten Luwu Timur

Abstract: Penelitian ini dilatarbelakangi oleh maraknya pelanggaran Persetujuan Lingkungan dalam kegiatan pertambangan nikel di Kabupaten Luwu Timur yang berdampak pada kerusakan ekologis, sementara penjatuhan sanksi administratif… belum memberikan efek jera. Penelitian ini bertujuan untuk menganalisis efektivitas penegakan sanksi administratif, mengidentifikasi kendala hukum, serta merumuskan solusi penegakan hukum lingkungan di daerah. Metode yang digunakan adalah penelitian hukum normatif dengan pendekatan perundang-undangan dan konseptual. Hasil penelitian menunjukkan bahwa penerapan sanksi masih didominasi oleh teguran tertulis dan tindakan perbaikan teknis. Hambatan utama bersumber dari resentralisasi wewenang pasca-Undang-Undang Cipta Kerja, keterbatasan personel pengawas bersertifikasi, dan gugatan korporasi ke Pengadilan Tata Usaha Negara. Sebagai solusi, penelitian ini merumuskan pengoptimalan rekomendasi Berita Acara Pengawasan ke pusat, penerapan prinsip pencemar membayar (polluter pays principle), peluncuran Program Penilaian Peringkat Kinerja Perusahaan dalam Pengelolaan Lingkungan Hidup (PROPER) daerah, penggunaan diskresi darurat, serta pembentukan Satuan Tugas Terpadu lintas yurisdiksi. Solusi ini menjadi langkah strategis untuk menguatkan kolaborasi kelembagaan dan menjamin kelestarian lingkungan yang berkelanjutan. This study is motivated by widespread violations of Environmental Approvals in nickel mining activities in East Luwu Regency, resulting in ecological damage, while administrative sanctions have failed to provide a deterrent effect. This research aims to analyze the effectiveness of administrative sanction enforcement, identify legal obstacles, and formulate environmental law enforcement solutions at the regional level. The method employed is normative legal research utilizing statutory and conceptual approaches. The results indicate that sanction implementation is still dominated by written warnings and technical corrective actions. Primary obstacles stem from the recentralization of authority post-Job Creation Law, a shortage of certified supervisory personnel, and corporate lawsuits filed with the State Administrative Court. As a solution, this study proposes optimizing Supervision Minutes recommendations to the central government, applying the polluter pays principle, launching regional Company Performance Rating Programs in Environmental Management (PROPER), utilizing emergency discretion, and establishing a cross-jurisdictional Integrated Task Force. These solutions serve as strategic steps to strengthen institutional collaboration and ensure sustainable environmental protection. 

Multi-Criteria Evaluation Of Student Career Readiness Using An Intelligent Topsis-Based Decision Support System

Abstract: The assessment of student career readiness requires a systematic approach that considers multiple competencies and experiences relevant to workplace demands. This study develops an intelligent decision support system based… ed on the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to evaluate and map student career readiness. The study uses 20 student samples and five assessment criteria: field-specific competence (C1), internship experience (C2), communication skills (C3), digital literacy (C4), and English language proficiency (C5). Each criterion is assigned a weight based on its relative importance. The TOPSIS method involves decision matrix construction, normalization, weighted normalization, determination of positive and negative ideal solutions, distance calculation, and preference value calculation. The results show that Y11 achieved the highest preference value of 0.8296, followed by Y6 (0.7951), Y19 (0.7274), Y5 (0.7116), and Y2 (0.6999), while Y9 obtained the lowest preference value of 0.3112. Based on the classification results, 1 student (5%) was categorized as Highly Ready, 5 students (25%) as Ready, 12 students (60%) as Moderately Ready, and 2 students (10%) as Not Ready. These findings demonstrate that TOPSIS can effectively rank and classify student career readiness based on multiple assessment criteria. The proposed system can support higher education institutions in identifying students’ readiness levels and developing more objective, targeted, and data-driven career development strategies.

STUDENTS’ SELF-ASSESSMENT EXPERIENCE USING DUOLINGO SPEAK: A CASE STUDY IN SPEAKING CLASS

Abstract: This study aims to analyze students’ experiences in conducting self-assessment using the Duolingo Speak application in speaking skills learning at a higher education institution in Indonesia. The focus of this research covers… covers five main aspects, namely: students’ self-assessment strategies, increased speaking confidence, improved vocabulary mastery, challenges encountered while using Duolingo Speak, and the enhancement of learner autonomy. This study employs a qualitative approach with a case study method, which aims to gain an in-depth understanding of students’ experiences in utilizing Duolingo Speak as a self-assessment tool in speaking learning. Data were collected through semi-structured interviews and documentation involving five students selected through purposive sampling, namely students who had used Duolingo Speak for at least one semester. The data were analyzed using thematic analysis through data organization, coding, theme identification, and conclusion drawing. The findings show that the use of Duolingo Speak provides positive learning experiences for students. The application helps students apply various self-assessment strategies, increases speaking confidence, enriches vocabulary mastery, and fosters learner autonomy. However, several challenges were also found, such as limitations in speech recognition accuracy and feedback that is not yet sufficiently detailed to support optimal reflective learning. Overall, Duolingo Speak can serve as an effective supporting tool in speaking skills instruction when combined with structured self-assessment guidance from lecturers, thereby enhancing the effectiveness of English as a Foreign Language (EFL) learning.

IMPLEMENTASI PROGRAM STUDI PENGEMBANGAN PROFESI DALAM PENGUATAN KOMPETENSI PEDAGOGIK MAHASISWA PADA MATA KULIAH PERENCANAAN PEMBELAJARAN SEMESTER IV DI INSTITUT AGAMA ISLAM AT-TAQWA BONDOWOSO

Abstract: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi Program Studi Pengembangan Profesi dalam penguatan kompetensi pedagogik mahasiswa pada Mata Kuliah Perencanaan Pembelajaran Semester IV di Program… ram Studi PGMI Institut Agama Islam At-Taqwa Bondowoso. Penelitian menggunakan pendekatan kualitatif dengan jenis studi kasus. Data diperoleh melalui observasi partisipatif, wawancara mendalam semi-terstruktur, dan dokumentasi terhadap dosen pengampu, mahasiswa Program Magister PGMI UIN Kiai Haji Achmad Siddiq Jember sebagai peserta Program Studi Pengembangan Profesi, mahasiswa semester IV PGMI, serta Ketua Program Studi. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña melalui kondensasi data, penyajian data, serta penarikan kesimpulan yang diperkuat dengan triangulasi sumber, teknik, waktu, member checking, dan peer debriefing. Hasil penelitian menunjukkan bahwa implementasi Program Studi Pengembangan Profesi mampu memperkuat kompetensi pedagogik mahasiswa melalui lima bentuk kegiatan utama, yaitu presentasi akademik, diskusi kelompok, pendampingan penyusunan perencanaan pembelajaran, pengelolaan proses pembelajaran, dan refleksi profesional. Pengalaman mengajar secara langsung di perguruan tinggi mitra mendorong mahasiswa mengintegrasikan pengetahuan pedagogik dengan praktik pembelajaran, meningkatkan kemampuan komunikasi akademik, pengelolaan kelas, penyusunan perangkat pembelajaran, serta kesiapan profesional sebagai calon pendidik. Kebaruan penelitian ini terletak pada pengungkapan implementasi Program Studi Pengembangan Profesi sebagai model penguatan kompetensi pedagogik pada jenjang magister melalui praktik pembelajaran di perguruan tinggi mitra, yang berbeda dengan penelitian sebelumnya yang lebih berfokus pada Program Pendidikan Profesi Guru (PPG), Praktik Pengalaman Lapangan (PPL), atau microteaching. Penelitian ini berkontribusi dalam memperkaya kajian pembelajaran berbasis pengalaman (experiential learning) pada pendidikan guru sekaligus memberikan rekomendasi bagi perguruan tinggi dalam merancang program pengembangan profesi yang lebih kontekstual, kolaboratif, dan berorientasi pada penguatan kompetensi pedagogik calon pendidik.

Implementation Of The Advanced Encryption Standard-128 Algorithm And Huffman Compression To Protect Student Grade Data

Abstract: Student grade data is personal data that must be protected under Indonesian Law Number 27 of 2022 on Personal Data Protection, yet the rising number of data breaches in the education sector shows that such protection has… not been optimally implemented. This study implements the 128-bit Advanced Encryption Standard (AES) algorithm combined with Huffman compression to protect the confidentiality and integrity of student grade files in Excel (.xlsx) format, and evaluates its effectiveness through functional, performance, and security testing. The system was developed as a Python desktop application with a CustomTkinter interface, in which the encryption process runs Huffman compression before AES-128, while integrity verification uses SHA-256 hashing. Testing was conducted on seven student grade files from MA Ma'ahid Kudus. The results show that all files were successfully encrypted and decrypted without failure or data alteration, with encryption times of 0.0142-0.0828 seconds and decryption times of 0.0046-0.1417 seconds. The SHA-256 hash values of the original and decrypted files were identical for all samples, yielding 100% recovery accuracy, while the file size increase from padding and header insertion ranged only from 1,092 to 1,101 bytes. The study concludes that the combination of AES-128 and Huffman compression is an effective and efficient solution for protecting student grade data in educational institutions.

Digital Financial Transparency and Sustainable Public Governance: Evidence From Local Governments in West Java Province

Abstract: Digital financial transparency is crucial for achieving the Sustainable Development Goals (SDGs), particularly for building accountable and trustworthy public institutions. Limited studies examine whether digitalization&#8230; actually delivers accessible financial information and whether such transparency strengthens sustainable public governance. This study addresses that gap by constructing an original, multi-dimensional, portal-level Digital Financial Transparency Index (DFTI) and linking it to sustainable public governance, an association not previously tested at the Indonesian subnational level. Using a quantitative, explanatory design, financial management and public information portals are assessed through content analysis. Twenty-one indicators covering organizational information, financial transparency, and website accessibility are aggregated into the DFTI. Sustainable public governance is proxied by the 2024 electronic-based government system (SPBE) index, the only nationally standardized, externally assessed, and annually published measure of digital public administration maturity in Indonesia. Ordinary least squares regression tests the hypothesis, complemented by Spearman correlation as a non-parametric robustness check suited to the small city and regency subsamples. The findings show DFTI has a positive and significant effect on SPBE (β = 0.026; p = 0.032). The effect operates through content rather than appearance: among regencies, organizational information and financial transparency correlate significantly (p < 0.05) with SPBE, website accessibility does not. The results provide recommendations that local governments should adopt a standardized minimum financial-disclosure content and prioritize the weakest indicators, which are raw data, citizen-friendly budget summaries, and personal data protection. Also the provincial government should channel budget-capacity support to low-DFTI regencies, where transparency and maturity are most strongly associated with budget resources to advance SDG 17.

PENGUATAN TALENT MANAGEMENT SEBAGAI FONDASI KEPEMIMPINAN ORGANISASI MAHASISWA: PENGABDIAN KEPADA MASYARAKAT MELALUI PEMBEKALAN MATERI PADA LATIHAN DASAR KEPEMIMPINAN MAHASISWA (LDKM) HIMPUNAN MAHASISWA PENDIDIKAN EKONOMI

Abstract: The leadership of student organizations is an important foundation for the sustainability and effectiveness of student activities in higher education institutions. However, many student organization leaders do not yet have&#8230; ve a sufficient understanding of how to identify, develop, and maintain the potential of members (talent management), resulting in the leadership regeneration process often being less than optimal. This community service activity was conducted in the form of material preparation for the Student Leadership Basic Training (LDKM) organized by the Student Association (HIMA) of Economic Education on August 9, 2026, at Villa Cantik, with the theme "The Urgency of Leadership." A total of 55 students participated as event participants. The material presented focuses on talent management within organizations, covering the identification of member potential, competency development strategies, and mapping the regeneration of management. The implementation methods include interactive lectures, group discussions, and organizational case studies. The results of the activity show an increase in participants' understanding of the concept of talent management, marked by high enthusiasm in discussions and the participants' ability to formulate strategies for managing members' potential in organizational case simulations. This activity made a tangible contribution to strengthening students' leadership capacities and opened up opportunities for sustainable collaboration between academics and student organizations within the Economics Education Study Program

A MODEL OF CROSS-BORDER UNIVERSITY COLLABORATION IN THE DISTRIBUTION OF HUMANITARIAN AID TO FLOOD VICTIMS IN KETAMBE SUBDISTRICT (SOUTHEAST ACEH)

Abstract: The flood disaster that occurred in Ketambe District, Southeast Aceh Regency, at the end of 2025 caused significant impacts on local communities, including damage to housing, disruption of economic activities, and increased&#8230; sed demand for basic necessities. These conditions required a rapid, targeted, and well-coordinated humanitarian response. This community service program aimed to provide clothing and food assistance to flood victims while developing a cross-border university collaboration model for disaster response. The program was implemented through a partnership involving Universitas Gunung Leuser (UGL), Universiti Poly-Tech Malaysia (UPTM), and Insan Cakna. The implementation stages included needs assessment, institutional coordination, aid procurement, aid distribution, and program evaluation. UGL was responsible for needs assessment, local coordination, and aid distribution, while UPTM served as the primary donor providing financial assistance, clothing, and food supplies. Insan Cakna acted as the liaison and coordination facilitator between both institutions. The results demonstrated that the collaboration model improved the effectiveness and accuracy of aid distribution while strengthening institutional synergy in disaster response efforts. Beyond providing direct benefits to affected communities, the program generated a cross-border university collaboration model that can be replicated in future humanitarian and disaster management initiatives. The findings highlight that the success of humanitarian programs depends not only on the availability of aid but also on effective coordination, clear division of responsibilities, and sustainable institutional partnerships.

THE RELATIONSHIP BETWEEN PARENTING STYLES AND CHILDREN'S NUTRITIONAL STATUS IN KUTA BARO DISTRICT

Abstract: The issue of nutritional status among toddlers in Aceh Province, particularly in Kuta Baro Subdistrict, remains a serious concern due to the high prevalence of undernutrition and stunting. This study aims to determine the&#8230; e relationship between parenting practices and children’s nutritional status in Kuta Baro Subdistrict. A descriptive-correlational method with a quantitative approach was used. The study population consisted of all 2,132 toddlers in Kuta Baro Subdistrict, with a sample of 96 toddlers selected using simple random sampling. Data on parenting practices were collected via a questionnaire, while nutritional status was measured using the weight-for-age indicator. Data analysis was conducted using a correlation test to determine the relationship between parenting practices and children’s nutritional status. The results indicate a significant relationship between parental child-rearing practices and children’s nutritional status (p=0.000). Positive and attentive child-rearing practices are correlated with optimal nutritional status, whereas inappropriate child-rearing practices are associated with poor to very poor nutritional status. Based on these findings, it is recommended that the Department of Health and educational institutions enhance parenting education and support programs for parents to improve children’s nutritional status in the region. Future research is expected to examine other factors influencing children’s nutritional status using more comprehensive methods.
