Abstract: Taxes are the main source of government and state revenue used to finance government spending and national development. This research aims to examine the effect of taxpayer awareness,tax penalties, tax knowledge, tax service… vice quality to the taxpayers compliance of motor vehicles in District Southeast Aceh. The population used in this study is taxpayers who own motorized vehicles registered at the SAMSAT Office in Southeast Aceh Regency. The number of samples in this study were 100 respondents with the sampling method using the Simple Random Sampling technique. The data used in this study is primary data from the result of distributing questionnaires. The test method uses the Valadity and Reliability test, Classical Assumption test, and Multiple Regression Analysis with the SPSS for Windows Version 25 program. The results of this study found that the variables of Taxpayes Awareness, Tax Sanctions, Tax Knowledge and Fiscus Services have a positive and significant effect on Motor Vehicle Taxpayer Compliance in District Southeast Aceh. With the result of this study it is hoped that the Southeast Aceh District SAMSAT office will continue to improve its performance so that people have confidence in paying taxes

So, to meet the needs of good community service, District Offices need to innovate a DIGITAL queuing system. Integrated Service (PATENT) problems at the Winongan District Office, Pasuruan Regency with a MANUAL queuing system. From some information gathered from people queuing, services using a manual queuing system are less effective and efficient. So, to meet the needs of good community service, District Office Agencies need to innovate a DIGITAL queuing system. Innovation is a shift from traditional management principles, processes and practices or a shift from old organizational forms to modern management. Government services to the community, known as public services, are a very strategic issue because of the interaction between the government and the community. This research uses a qualitative descriptive approach to determine public service innovation. The data used are primary data and secondary data. Data collection techniques were carried out using observation, interviews and documentation. The research results show that public service innovation with a digital queuing system is a conceptual innovation which gives rise to new paradigms, ideas, thinking and breakthroughs. Meanwhile, delivery innovation includes new ways or ways of solving problems, providing services or interacting with clients for the purpose of providing special services to customers.

Abstract: The Karimun Regency Government is improving fisheries business services through the Fisheries Service creating an online-based service innovation in the form of the ARAHKAN (Let's Realize Harmonious Fisheries) Application… n in realizing fisheries administration services that are fast, cheap, efficient and transparent. This research discusses matters related to the implementation of fisheries business services using technology and obstacles in application services. The aim of this research is to find out how application-based fisheries business services are at the Fisheries Business Services UPT, Kundur District, Karimun Regency. The method used in this research is a qualitative descriptive method with informants consisting of elements from the Fisheries Service, UPT and the community and using data collection techniques and tools in the form of observation, interviews and documentation. The overall research results of this application have been said to meet expectations based on the following 4 indicators: a) input: human resources, finances, adequate facilities and infrastructure. b). Process: easy procedure, more time and cost efficient. c). Output: service levels increase, such as Kube, fuel recommendations, benefits received by fisheries business actors increase. d). Outcome: fisheries business services are more effective and efficient. However, in terms of the implementation process it cannot be said to have met expectations because there are still obstacles or obstacles such as network problems, the community is not yet technologically independent. ANALISIS TATA KELOLA CAGAR BUDAYA DI KABUPATEN LINGGA

Abstract: Cultural Heritage in Lingga Regency is spread in several areas, which requires attention. The Cultural Heritage is managed by the Lingga Regency Cultural Office by involving programs, activities sub-activities and at the… same time coordinating with other related parties to succeed the management of Cultural Heritage in Lingga Regency. The purpose of this study is to analyze the Governance of Cultural Heritage in Lingga Regency using the theory of governance from Widyananda (2008) with four indicators. The method used is qualitative descriptive with 10 informants and uses data collection techniques and tools in the form of observation, interviews, and documentation. The results of the study found that in the management of Cultural Heritage in Lingga Regency that the Cultural Office involved related parties, namely the Cultural Preservation Agency, cultural activists and regional and provincial apparatus organizations to succeed in management, in its management the Lingga Regency Cultural Office encountered problems regarding geographical location, lack of budget and weak human resources owned, knowing this, the Cultural Office carries out policies to overcome these problems by submitting proposals to the National Research and Development Agency for Culture, collaborating with other related agencies and by conducting routine mutual assistance to Cultural Heritage. In the process of Cultural Heritage Governance in Lingga Regency, it can be said that there is less role in technology in the media social sector. Peningkatan Kualitas Pelayanan Pemandian Air Panas “Citra” Melalui Transformasi Digital Pengelolaan Pondok dan Kantin

Abstract: Citra Teluk Sibayan Hot Springs is the first geothermal hot spring in Batubara Regency. The hot spring has gained recognition among the public and faces challenges in managing its canteen and lodges. The community service… e program aims to enhance service quality through digital transformation. The initiative is based on the need to improve operational efficiency and visitor satisfaction through technology. The method of the program consists of three phases: first, a needs analysis and design of a digital system for food ordering and lodge management. Second, the implementation of technology, including the development of an application, integration of a payment system, and installation of hardware. Third, staff training to ensure effective use of the system. The initial results of the program show improved record-keeping of canteen sales and visitor satisfaction. The digital payment system accelerates transactions, reduces errors, and streamlines sales tracking. Positive feedback from visitors and staff indicates a better experience and the potential for increased revenue. This program is expected to serve as a successful model for the application of digital technology in managing tourism facilities.

Muslim Minority and Religious Freedom in Rantepao City, North Toraja Regency

Abstract: This anthropological study examines the experiences of the Muslim minority in Rantepao City, North Toraja Regency, focusing on religious freedom and interfaith dynamics. In a predominantly Christian region, the Muslim community… mmunity navigates its religious identity within a deeply rooted Torajan cultural landscape. Through ethnographic methods, including participant observation and in-depth interviews, this research explores how minority Muslims practice their faith, access public space, and maintain communal harmony. The findings reveal that religious freedom in Rantepao is negotiated through a balance of cultural assimilation and religious preservation. While formal rights are generally respected, subtle social boundaries exist, particularly regarding religious expression and ritual intersections with traditional Torajan customs (Aluk To Dolo). This study highlights the resilience of the Muslim minority and demonstrates how local cultural mechanisms facilitate daily coexistence, offering crucial insights into religious tolerance and minority-majority relations in contemporary Indonesia.

Respect for Ancestors in the Bau Lolon Riteln Kolilanang Village, Adonara Subdistrict East Flores Regency

Abstract: This study examines the Bau Lolon ritual in Kolilanang Village, Adonara Sub-district, East Flores Regency, focusing on its role as a traditional practice of ancestral veneration. The Bau Lolon ritual serves as a sacred medium… edium for the local community to express gratitude, seek blessings, and maintain a spiritual connection with their ancestors. Utilizing a qualitative approach with ethnographic methods, data were gathered through field observations, structured interviews with traditional elders (Tua Adat), and documentation of the ritual steps. The findings reveal that the ritual embodies deep philosophical values, including cosmic balance, kinship solidarity, and cultural identity preservation. Furthermore, the Bau Lolon ritual functions as a social mechanism that strengthens communal bonds among the villagers. Despite modern societal shifts, the people of Kolilanang continuously preserve this ritual, demonstrating a resilient synthesis between ancestral traditions and contemporary community life.

Development and Utilization of the Rammang-Rammang Tourism Area in Maros Regency

Abstract: This study examines the development of the Rammang-Rammang karst landscape in Maros Regency, South Sulawesi, into a prominent ecotourism destination, through an anthropological perspective. Utilizing qualitative methods—including… ��including in-depth interviews, participant observation, and focus group discussions—this research explores how the local community navigates the rapid shift from a traditional agrarian and riverine lifestyle to a tourism-based economy. Anthropological analysis reveals that while ecotourism provides alternative livelihoods and fosters local pride, it also introduces challenges regarding cultural commodification, shifts in communal values, and spatial contestation. The findings indicate that the local community exercises significant agency by integrating their ancestral kinship networks (siri’ na pacce) into modern tourism management. This cultural adaptation serves as a mechanism for community resilience, ensuring that external commercial pressures do not fully erode local identity. This study concludes that sustainable tourism development in heritage sites like Rammang-Rammang depends on recognizing local communities not merely as stakeholders, but as active cultural custodians of the karst landscape

The Strategy Of The Merauke Regency Government In Managing Wamanggu Market

Abstract: This study aims to analyse the strategy of the Merauke Regency Government in managing Wamanggu Market and to identify the factors influencing its implementation. The research employed a qualitative descriptive approach,… with data collected through interviews, observations, and documentation. The informants included the Head of the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises (SMEs) of Merauke Regency, the Head of the Trade Division, the Head of the Wamanggu Market Technical Implementation Unit (UPTD), the Chairperson of HIPPAM, market traders, and consumers. Data were analysed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that the management strategy of Wamanggu Market is implemented through four main aspects: trader registration, trader regulation and enforcement, market management evaluation, and the enforcement of trader discipline. However, the implementation of these strategies has not yet been fully effective. Trader registration continues to rely on outdated data, resulting in discrepancies between administrative records and actual field conditions. Regulatory measures have not been entirely successful, as some traders continue to operate outside the designated market area and kiosk allocation does not always comply with established zoning arrangements. Market management evaluations are conducted regularly; however, follow-up actions have not been sufficient to resolve existing problems significantly. Furthermore, the enforcement of trader discipline remains constrained by low levels of compliance among traders and the inconsistent application of regulations.The study also reveals that market management strategies are influenced by internal factors, including limitations in human resources, infrastructure, budget availability, and inter-agency coordination, as well as external factors such as regulatory frameworks, trader participation, environmental conditions, market dynamics, and consumer behaviour. Therefore, improvements in human resource capacity, stronger institutional coordination, enhanced infrastructure, and the development of adaptive management strategies are necessary to achieve more effective and sustainable management of Wamanggu Market.

Implementasi Peraturan Menteri Dalam Negeri Nomor 72 Tahun 2022 di Kabupaten Merauke

Abstract: This study provides an overview of the implementation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency. The purpose of this study is to analyze and comprehensively describe the implementation… mentation of the Regulation of the Minister of Home Affairs Number 72 of 2022 in Merauke Regency and to identify the factors inhibiting its implementation in the region. This study applies Edward C. III’s policy implementation theory and uses a qualitative research approach through in-depth interviews with 16 informants to explore their meanings, perceptions, and understandings. A semi-structured interview approach was employed to enable the researcher to obtain flexible yet focused data, as stated by Prof. Dr. Lexy J. Moleong (2014). The study utilized an interactive data analysis technique consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the Digital Population Identity (IKD) policy in Merauke Regency has been carried out in accordance with directives from the central government through a tiered and continuous communication mechanism. However, its implementation has not yet been optimal at the regional level. The main obstacles include limited socialization, low understanding and acceptance of the policy among implementers, the absence of specific Standard Operating Procedures (SOPs) for IKD, and the lack of motivation, commitment, and integrity of human resources, ICT infrastructure, and budgetary support. In addition, the social, economic, cultural, and geographical conditions of the community also hinder the utilization of IKD, resulting in its limited use and the continued dominance of physical population documents. The findings of this study emphasize the need to strengthen communication aspects, resources, implementers’ commitment, and policy adjustments to local conditions in order to achieve the objectives of the IKD policy effectively and equitably.
