welfare challenges, especially in terms of poverty which is still relatively high compared to other provinces on the island of Java. The poverty rate in East Java is on a downward trend, but it still remains above the national average. This condition indicates an imbalance in the welfare of the community in the East Java region. Welfare is measured based on the ability of the community to meet decent, healthy, and productive basic needs, with the Human Development Index (HDI) as one of the main indicators. HDI can measure human development achievements based on several basic components of quality of life, including the education dimension, the age and health dimension, and the standard of decent living. Therefore, the government needs to group regions with appropriate characteristics to make it easier to make policies. One of the statistical analyses that can be used in this study is cluster analysis. The results of this study are that East Java Province in 2023 shows a diversity of welfare indicators, such as TPT, HDI, and AHH, reflecting differences in economic, educational, and health conditions between regions. The cluster method with the best assessment in this study is the K-Means method with five clusters. The characteristics in clusters I and II tend to have low welfare, while clusters III, IV, and V show better welfare. The results of this study show a change in the number of clusters compared to previous research conducted by Muhammad Fikry Al Farizi et al. in 2022. The previous study produced four clusters using the average linkage method.

the Bulutellue Village community. This research applies qualitative research methods. Data was collected through literature review and field research. Field data was collected by conducting participant observation and in-depth interviews with 9 people. Data analysis was carried out by applying the Miles and Huberman technique, namely data collection, data reduction, data presentation and drawing conclusions. The results of the research show that: (1) the mattoana bola celebration is carried out by small families who have successfully built a house and lived in it for approximately three years in a healthy condition and with sufficient sustenance. The mattoana bola celebration is an expression of gratitude to Allah by carrying out several stages, including mattanra esso, maddareheng, massolong bola, mabbarasanji, and mabbaca doang salama. (2) the implementation of the mattoana bola celebration has an important meaning for the people of Bulutellue Village because it contains several values, namely, the value of mutual cooperation, the value of togetherness, religious values, and the value of obedience to leaders.

Increasing the creativity and productivity of the people of Babakan Village who face several obstacles in strengthening the fish cultivation population, including the dry season causing drought, this has an impact on the development of fish cultivation, the outreach and training by the Babakan Village Government for fish cultivation groups regarding their potential, the cultivator community has not been maximized. Fish lack insight and knowledge so that fish farming management is carried out by autodidacts. The conclusions obtained show that the role of the village government in strengthening the "Mina Kariya" fisheries cultivation group in Babakan Village, Pangandaran District, Pangandaran Province is basically functioning and very good. However, it still faces several obstacles, such as the lack of consensus among all breeders and it is still not optimal. So far we have not found an alternative to making our own food, so fish food still needs to be purchased. Farmers' skills and knowledge are still low and there are no alternative aquaculture techniques that can help farmers run their operations effectively. There is no research that focuses on the role of the Village Head in empowering community business groups, especially in Pangandaran Regency, so it is urgent in this research to find solutions to solve the problems that occur.

method used is a qualitative method with an auto ethnographic approach. The data collection technique used was interviews with 5 community leaders. The research results show that Pasue culture is a culture that has existed for a long time, and is practiced in the Ndao Island community (Ndao people). At a certain time, namely before the harvest season, there is a Kalela tradition, which is a tradition of visiting friends from one village to another bringing provisions from the harvest. The Christian pedagogical values contained in this culture are: 1) Friendship knows no boundaries, just as Christ called us his friends; 2) Friendship begins with a bond of promise and promises must be steadfast; 3) Chickens are cut and blood Chicken is a symbol (of life) that is shed for togetherness, therefore it must be maintained so that it continues to live together; 4) Eating together is a way to sit side by side in all circumstances, regardless of ethnic or religious differences. These teaching values are the basis for religious moderation in the Ndao Island community or Ndao people.

Primary data consists of news articles from BatamPos.co.id and BatamNews.co.id published during the period of May-June 2024. Secondary data is derived from literature related to framing theory and previous studies. Data collection was conducted through purposive sampling, and analysis was performed by identifying main themes, categorizing the news coverage, and evaluating the impact of framing on public perception. The analysis reveals that the framing of news about Amsakar Achmad on BatamPos.co.id tends to emphasize strong political support, popularity, and Amsakar’s concrete visions and programs. In contrast, BatamNews.co.id focuses more on Amsakar’s direct interactions with the public, local community support, and political communication. Both media construct a positive image of Amsakar, albeit with different approaches. BatamPos.co.id creates the perception that Amsakar is a strong candidate with solid political backing and a clear plan for Batam’s progress, while BatamNews.co.id portrays Amsakar as a leader who is close to the people, adaptive, and collaborative. This research provides insights into how media framing can influence public perception of political candidates.

SMP Negeri 6 Satap Baraka, including supportive and inhibiting factors affecting the implementation of these strategies. The approach used is qualitative with a descriptive analysis. Data sources include the school principal, vice principal, PR team, committee, and the community. Data collection methods consist of interviews, observations, and documentation. Data analysis techniques involve data collection, data reduction, data display, and conclusion drawing. The results of this study indicate that public relations management strategies to increase student enrollment at SMP Negeri 6 Satap Baraka include: 1) Operational Strategies such as the PR team having specific efforts or mechanisms to manage PR programs involving the community and school committee; 2) Persuasive and Educational Strategies including distributing brochures containing the school's vision, mission, and advantages, as well as conducting socialization to emphasize the importance of education for children; 3) Social Responsibility Strategies like door-to-door visits to maintain relationships between the school and the community, and participating in community and institutional activities; 4) Collaboration Strategies involving partnerships with local health centers and participating in community work activities; 5) Supporting factors such as community support and maintaining harmonious relationships fostering good school credibility; 6) Inhibiting factors such as inadequate road infrastructure and the majority of parents being farmers, making it difficult to reach them. The triggering factor discouraging enrollment in this school is the presence of more competitive schools with larger student bodies and an Islamic environment.

Data collection techniques are literature study, field study (observation and interviews) and documentation. The author uses qualitative data analysis techniques by processing data from interviews and observations to draw conclusions so that they can answer the problems in the research. Based on the research results, it is known that: The village government has not optimally carried out its role in developing the Pasir Bentang tourist attraction considering that there are several indicators of the dimensions of the role that have not been optimal, causing the development of the Pasir Bentang tourist attraction to be less than expected. This includes, among other things, a lack of response from the community in activities. deliberations on planning the development of tourist attractions and the lack of an active role in managing tourist attractions. Budget limitations mean that it has not been optimal in structuring the Pasir Bentang tourist attraction. Apart from that, the collaboration between Pokdarwis and LMDH has not been able to increase the development of the tourist attraction due to the lack of clear authority in managing the tourist attraction. In the current era of globalization, the wetonan tradition is faced with various challenges that threaten its survival. Changes in people’s attitudes and mindsets, urbanization, and doubts about traditional values are some of the main challenges. Shifting values and priorities in society, changes in value and belief systems, and doubts about the role of tradition in the era of globalization are some of the main challenges. However, preserving the wetonan tradition is crucial to maintaining a rich and diverse cultural identity and strengthening the solidarity of Javanese indigenous communities. To maintain and face the challenges of the wetonan tradition remaining relevant and valued by the community, concrete steps are needed. In facing this challenge, it is important to continue to educate the public about the cultural and spiritual values contained in the wetonan tradition, as well as to replant these values to strengthen the sustainability of the wetonan tradition amid the ongoing flow of modernization and globalization. Thus, the wetonan tradition can continue to live and develop as an integral part of the cultural identity of Javanese society. The preservation of this tradition not only ensures the continuity of a rich cultural heritage, but also strengthens solidarity and togetherness in Javanese indigenous communities. Therefore, measures to maintain and preserve the wetonan tradition need to be continuously strengthened to ensure that this cultural heritage remains alive and relevant for future generations.
