Currently, the development of Information and Communication Technology (ICT) is experiencing very rapid growth. The development of information technology, especially the internet, has provided many positive benefits for its users. However, the use of internet technology also has negative impacts that cannot be ignored. The increase in Cybercrime cases in Indonesia is also caused by the impact of advances in Information Technology. Based on this explanation, the aim of this research is to find out how to study law enforcement procedures for hacking victims on digital platforms and how to ensure that digital platform users are more regulated regarding cyber security. The research method used is a descriptive analytical method. The results and discussion in this research are that handling crime cases in the field of information and electronic transactions is a responsibility that has been established for investigators, especially cyber patrols, to investigate and uncover these crimes. The investigation process has a very important and strategic role in determining the success of criminal law enforcement. The quality of a good investigation greatly determines the possibility of success in the prosecution process and makes it easier to reveal material truths during the trial. In order to prevent cybercrime, it is important for individuals and governments to have a deep understanding of crime patterns in the digital realm as well as current and ongoing internet trends and behavior carried out by perpetrators of these crimes.     Keywords : Hacking, cyber, digital platform

PERLINDUNGAN HUKUM TERHADAP HAK-HAK TERDAKWA DALAM PENYELESAIAN PERKARA PIDANA DI GORONTALO

The human rights law must be fulfilled and there are several violations committed by the investigator both intentionally or unintentionally. The defendant's human rights are listed in Law No. 8 of 1981 concerning criminal procedural law in article 98 paragraph 1 explains"If an act which forms the basis of an indictment in an examination of a criminal case by a district court results in a loss for another person, the presiding judge may at the request of that person determine to incorporate the case for the compensation claim to the criminal case".Paragraph (2) explains;"The request referred to in paragraph (1) may only be submitted at the latest before the public prosecutor recommends a criminal charge. In the event that the public prosecutor is not present, the request is submitted no later than before the judge passes the sentence ".The defendant's human rights law is a right that must be carried out by the investigator from the beginning of the process until the end of the investigation process.  

SOSIALISASI PENANGGULANGAN BULLYING BERBASIS TEAM BUILDING MENGGUNAKAN PSIKOEDUKASI DI SMK BINA SRIWIJAYA INDONESIA PALEMBANG

Abstract: Bullying cases in Indonesia occupy the top ranking. Bullying behavior often occurs when someone has shortcomings, both physically and mentally. The impact of bullying on students is in the form of decreased appetite, headaches,… daches, embarrassment, and feeling afraid to socialize in social environments. Increasing students' understanding regarding bullying behavior can reduce bullying cases. Bullying can start from uncontrolled levels of aggressive behavior during childhood. However, this can be prevented by increasing supervision of negative associations from children and friends, starting from modeling good things, filtering out children's friends who have a positive effect. The aim of this intervention is to provide students with understanding and knowledge regarding bullying, its types, etc. Bullying affects both boys and girls. The method based on this intervention consists of 4 stages, namely needs assessment for the Counseling Guidance teacher, distribution of bullying questionnaires to students, Focus Group Discussion (FGD) with students, provision of materials and games in team building. The series of activities were attended by 40 students consisting of 20 men and 20 women from several representatives of departments at Bina Sriwijaya Indonesia Palembang Vocational School. The results of the intervention activities that have been implemented are that students feel openness in terms of both thoughts and feelings regarding bullying behavior. The service activities at Bina Sriwijaya Indonesia Palembang Vocational School have had a very good impact on the entire school community, especially students, subject teachers, guidance and counseling teachers and all staff and equipment at the school. The Principal welcomed and looked forward to further positive activities at Bina Sriwijaya Indonesia Palembang Vocational School. From the results of a questionnaire conducted on community service participants, 87.5% of students strongly agreed with socialization activities to overcome bullying and 12.5% ​​agreed.

Evaluasi Sistem Pemungutan dan Penerimaan Pajak Bumi dan Bangunan Pada Badan Pendapatan Daerah Kabupaten Merauke

Abstract: The aim of this research is to evaluate the PBB P2 acceptance procedures at the Merauke Regency Bapenda based on the government's internal control system policy.  The type of research used is qualitative research with a… descriptive approach and data obtained through interviews and documentation. The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

Pemanfaatan Teknologi Digital dalam Layanan Konseling: Efektivitas dan Aksesibilitas

Abstract: This study examines the utilization of digital technology in counseling services as a response to the transformation of mental health service demands that require flexibility, efficiency, and broad reach. The research problem… oblem focuses on the extent of e-counseling effectiveness, the level of service accessibility for the community, and the key challenges influencing its implementation. The study employs a qualitative approach using a systematic literature review method of 25 reputable scientific articles published between 2015 and 2025. The synthesis results indicate that e-counseling demonstrates a high level of effectiveness, reflected in service flexibility (92%), client openness (88%), cost efficiency (85%), satisfaction level (81%), and intervention success rate (76%), particularly for mild to moderate cases. The accessibility aspect also shows significant achievements, including ease of access (90%), expanded geographical reach (87%), and reduced social stigma (83%), thereby reinforcing the role of e-counseling as an inclusive alternative solution. Nevertheless, implementation still faces several challenges, such as limitations in nonverbal communication, data security risks, digital inequality, and low technological competence among counselors. The findings conclude that e-counseling is a strategic innovation that is both effective and adaptive; however, it requires adequate infrastructure support, improved digital literacy, and appropriate regulatory frameworks to ensure optimal and sustainable implementation. The novelty of this study lies in its integrative approach, which simultaneously examines effectiveness and accessibility alongside the technical, psychological, and structural factors influencing them, resulting in a more comprehensive analytical framework compared to previous studies that tend to be partial.

Strategi Komunikasi BP3MI dalam Meningkatkan Kesadaran Masyarakat tentang Hak-hak Pekerja Migran Indonesia

Abstract: Indonesian Migrant Workers constitute a labor group that makes a significant contribution to the national economy through remittances, particularly from regions with high migration intensity such as East Nusa Tenggara Province;… ovince; however, the strong public interest in working abroad is often not accompanied by adequate understanding of safe migration procedures, protection mechanisms, and the rights and obligations of migrant workers. This condition has led to serious problems, including the increasing number of non-procedural migrant workers, deportation cases, and vulnerability to human trafficking crimes, indicating an information and communication gap between migrant worker protection institutions and prospective migrant workers. This study aims to analyze the communication strategies implemented by the Indonesian Migrant Workers Protection Service Center of East Nusa Tenggara Province in enhancing public awareness of migrant workers’ rights. A qualitative approach with a descriptive method was employed to provide an in-depth portrayal of the communication practices carried out by the institution, with data collected through in-depth interviews, observation of socialization activities, and documentation studies. Data analysis was conducted using the interactive model of Miles and Huberman, while the conceptual analytical framework was based on the Shannon–Weaver Two-Way Communication Model to assess message delivery effectiveness, communication channels, message recipients, and feedback mechanisms. The findings indicate that the Indonesian Migrant Workers Protection Service Center of East Nusa Tenggara Province has implemented various communication strategies, including direct community outreach, pre-departure orientation, the use of visual and audio media, and cross-sector collaboration with local governments and community leaders. Although these strategies contribute to increasing public knowledge regarding migration procedures and migrant workers’ rights, their effectiveness remains constrained by low literacy levels, challenging geographical conditions, and weak feedback mechanisms from target communities. The study concludes that strengthening dialogic and participatory communication, simplifying messages to improve comprehensibility, and adapting communication media to local cultural contexts are essential for improving migrant worker protection. The novelty of this study lies in integrating a two-way communication model with the socio-cultural context of East Nusa Tenggara as a basis for formulating more contextual, adaptive, and community-empowering communication strategies for migrant worker protection.

Abstract: The enactment of Law Number 3 of 2024, as the second amendment to Law Number 6 of 2014 concerning Villages, has introduced new challenges in the governance of village administration, particularly in the legal accountability… ity of village heads in managing village finances. Although the law outlines the authority of village heads, it does not explicitly stipulate provisions for criminal or civil sanctions in cases of abuse of power. This normative gap poses potential risks of harm to village communities due to the weak legal accountability mechanisms. This study aims to examine and analyze the legal implications of the normative vacuum in village regulations and to emphasize the urgency of establishing more specific and binding implementing regulations. Employing a normative juridical research method through statutory and conceptual approaches, this study analyzes relevant legislation and supporting legal literature. The findings reveal that the absence of clear legal sanction provisions in the Village Law creates a legal grey area that can be exploited for administrative misconduct and corruption. Therefore, regulatory reform is required in the form of amendments or the formulation of implementing regulations that explicitly define the types of sanctions and legal accountability mechanisms for village heads. The novelty of this study lies in its systematic identification of legal loopholes that have received limited attention in existing village law literature, as well as its concrete proposals for regulatory reformulation aimed at strengthening accountability and transparency in village financial management.

The Benefits of Ultrasonic Waves on Therapy: A Review of Literature

Abstract: Physical fitness is a very important part of everyday life and almost everything that’s done depends on the physical member. In order to function properly, it is essential for us to maintain physical health so as not to… o cause problems and risk illness. In addition to the illness caused by physical activity, it can also be caused by age actors. In the field of health continues to undergo rapid development, one of the breakthroughs that has been used is the use of ultrasonic waves. Ultrasonic waves are the result of mechanical vibrations produced by the movement of isolated molecules in their diffusion media. If tissues receive ultrasound waves, the impact includes biological effects, mechanical effects and thermal effects. Some of the findings that have been established are the application of ultrasound waves to therapies in cases that appear on physical limbs. On this article aims to be able to contribute in the field of health so that it is easier to develop the use of ultrasonic therapy. This article is compiled using a literature review method taken from the references that have been collected. Of all the references collected, ultrasonic waves are used as therapies for some physical function problems. This therapy also collaborates with several paractic methods of health to address the existing problems. Therapy using ultrasonic modality has been shown to reduce pain, muscle cramps and minor injuries. It can be concluded that ultrasound therapy can help deal with patients suffering from disorders in their physical bodies, either to reduce pain or during the recovery process.

Pemanfaatan Teknologi Web Gis Untuk Monitoring Kasus Stunting Di Kabupaten Asahan

Abstract: Abstract: The issue of stunting represents a significant obstacle in public health development efforts, particularly in the Asahan Regency area. Stunting not only affects children’s physical growth but also has implications… tions for intellectual capacity and productivity in the future. This study aims to develop an information system based on a Web Geographic Information System (Web GIS) to monitor the geographic distribution of stunting cases and assist the Asahan Regency Health Office in making data-driven policy decisions. The method applied in this research is a quantitative descriptive approach, encompassing the stages of problem identification, data collection, system requirements analysis, design, implementation, and system evaluation. The research findings show that the developed Web GIS platform successfully displays stunting data by district through interactive digital map representation, facilitates data input and updates by healthcare workers, and provides information accessible to the general public. The system is considered capable of improving the effectiveness and efficiency of stunting case monitoring, while also supporting information transparency and the planning of more targeted intervention programs. With the implementation of this Web GIS, stunting prevention efforts in Asahan Regency can be carried out in a more structured manner and based on accurate spatial data.             Keywords: stunting; geographic information system; monitoring; mapping; asahan regency Abstrak: Permasalahan stunting merupakan hambatan signifikan dalam upaya pengembangan kesehatan publik, terutama di wilayah Kabupaten Asahan. Stunting tidak hanya mempengaruhi aspek pertumbuhan jasmani anak, namun juga berimplikasi pada kemampuan intelektual dan daya produktif di masa mendatang. Studi ini memiliki tujuan untuk membangun sistem informasi yang berbasiskan Web Geographic Information System (Web GIS) dengan maksud memantau distribusi kasus stunting secara geografis dan memfasilitasi Dinas Kesehatan Kabupaten Asahan dalam proses pengambilan kebijakan yang berdasarkan data. Metode yang diterapkan dalam riset ini adalah pendekatan deskriptif kuantitatif, meliputi fase identifikasi permasalahan, koleksi data, kajian kebutuhan sistem, perancangan, penerapan, dan penilaian sistem. Temuan penelitian menunjukkan bahwa platform Web GIS yang dikembangkan berhasil menampilkan data stunting per kecamatan melalui representasi peta digital yang interaktif, memfasilitasi proses input dan pemutakhiran data oleh tenaga kesehatan, serta menyediakan informasi yang dapat diakses oleh khalayak umum. Sistem tersebut dianggap mampu meningkatkan keefektifan dan keefisienan dalam monitoring kasus stunting, sekaligus mendukung keterbukaan informasi dan perencanaan program intervensi yang lebih tepat sasaran. Dengan adanya implementasi Web GIS ini, langkah-langkah penanggulangan stunting di Kabupaten Asahan dapat dilaksanakan dengan pendekatan yang lebih terstruktur dan berdasarkan data spasial yang tepat. KLASTERISASI PENYAKIT MENULAR DI INDONESIA MENGGUNAKAN METODE K-MEANS CLUSTERING

Abstract: bstract: Disease is an abnormal condition in which the body or mind experiences discomfort or dysfunction in the person it affects. Every day the number of people suffering from infectious diseases always increases with… different types of diseases. Therefore, there is a need for a grouping to help the government find information about the diseases most commonly suffered by citizens. In this research, patient disease data was grouped using multidimensional clustering data mining techniques. K-Means Clustering is a non-hierarchical data clustering method that groups data in the form of one or more clusters. Data that has the same characteristics is grouped in one cluster and data that has different characteristics is grouped in another cluster so that the data in one cluster has a small level of variation. This research aims to make the government pay more attention to areas that have high rates of infectious diseases both from the environment and other things. The results of research from 34 provinces and 8 infectious diseases show data where 32 areas are very vulnerable, 2 areas are vulnerable and 2 areas are quite vulnerable. Keywords: Data Mining, Disease Cases, K-Means Abstrak: Penyakit adalah suatu keadaan abnormal dimana tubuh ataupun pikiran mengalami ketidaknyamanan atau disfungsi terhadap orang yang dipengaruhinya. Setiap harinya jumlah warga yang menderita penyakit menular selalu bertambah dengan jenis penyakit yang berbeda. Oleh sebab itu, perlu adanya pengelompokan untuk membantu pihak pemerintah menemukan informasi mengenai penyakit yang paling banyak diderita oleh warga. Pada penelitian ini dilakukan pengelompokkan data penyakit pasien menggunakan teknik data mining clustering multidimensi. K-Means Clustering merupakan salah satu metode data clustering non-hirarki yang mengelompokkan data dalam bentuk satu atau lebih cluster. Data-data yang memiliki karakteristik yang sama dikelompokkan dalam satu cluster dan data yang memiliki karakteristik berbeda dikelompokkan dengan cluster yang lain sehingga data yang berada dalam satu cluster memiliki tingkat variasi yang kecil. Penelitian ini bertujuan agar pemerintah lebih perhatian terhadap daerah yang memilki angka tinggi terhadap penyakit menular baik dari lingkungan maupun dari hal lainnya. Hasil dari penelitian dari 34 Provinsi dan 8 Penyakit menular menunjukkan data dimana 32 daerah dengan sangat rawan, 2 daerah rawan dan 2 daerah cukup rawan.
