PENERAPAN E-KINERJA DALAM PENINGKATAN AKUNTABILITAS DI DINAS LINGKUNGAN HIDUP KABUPATEN POHUWATO

Abstract: Penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) mendorong instansi pemerintah untuk mengadopsi teknologi digital dalam pengelolaan kinerja Aparatur Sipil Negara (ASN). Salah satu implementasinya adalah penggunaan… n aplikasi E-Kinerja yang bertujuan meningkatkan efektivitas, transparansi, dan akuntabilitas kinerja pegawai. Penelitian ini bertujuan untuk menganalisis penerapan E-Kinerja dalam peningkatan akuntabilitas di Dinas Lingkungan Hidup Kabupaten Pohuwato yang ditinjau dari aspek akuntabilitas waktu, akuntabilitas hasil, dan akuntabilitas finansial. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap lima informan yang terdiri atas pejabat struktural, operator sistem, dan staf pelaksana. Analisis data dilakukan melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan dengan teknik triangulasi sumber untuk menjamin keabsahan data. Hasil penelitian menunjukkan bahwa penerapan E-Kinerja mampu meningkatkan akuntabilitas kinerja pegawai di Dinas Lingkungan Hidup Kabupaten Pohuwato. Pada aspek akuntabilitas waktu, sistem E-Kinerja mendorong kedisiplinan pegawai dalam melaporkan aktivitas kerja secara tepat waktu melalui kewajiban penginputan kinerja harian. Pada aspek akuntabilitas hasil, setiap aktivitas kerja harus sesuai dengan Sasaran Kinerja Pegawai (SKP) dan didukung oleh bukti fisik yang diverifikasi oleh atasan sehingga hasil kerja menjadi lebih terukur dan dapat dipertanggungjawabkan. Pada aspek akuntabilitas finansial, E-Kinerja meningkatkan transparansi dan objektivitas dalam pemberian Tambahan Penghasilan Pegawai (TPP) yang didasarkan pada capaian kinerja. Dengan demikian, penerapan E-Kinerja berkontribusi dalam menciptakan sistem penilaian kinerja yang lebih akuntabel, transparan, dan berbasis kinerja di lingkungan Dinas Lingkungan Hidup Kabupaten Pohuwato.

PENGUATAN TATA KELOLA SAMPAH KERING MELALUI DIGITALISASI BANK SAMPAH BERBASIS BUMDES DI DESA SIDOWUNGU KABUPATEN GRESIK

Abstract: Pengelolaan sampah di Desa Sidowungu, Kecamatan Menganti, Kabupaten Gresik masih menghadapi permasalahan berupa rendahnya pemilahan sampah dari sumber, pencatatan transaksi yang dilakukan secara manual, keterbatasan data,… , serta kurangnya transparansi nilai ekonomi sampah bagi masyarakat. Kegiatan pengabdian kepada masyarakat ini bertujuan memperkuat tata kelola sampah kering melalui penerapan Bank Sampah Digital berbasis web yang dikelola oleh Badan Usaha Milik Desa (BUMDes). Pelaksanaan kegiatan menggunakan pendekatan community development melalui tahapan observasi dan identifikasi kebutuhan, koordinasi dengan mitra, pengembangan sistem, sosialisasi, pelatihan, uji coba, pendampingan, serta evaluasi. Subjek kegiatan meliputi pengelola BUMDes, pemerintah desa, kader PKK, dan sekitar 150 kepala keluarga pada fase implementasi awal. Program menghasilkan platform digital yang mendukung pengelolaan data nasabah, kategori dan harga sampah, pencatatan hasil penimbangan, perhitungan nilai transaksi, saldo tabungan, riwayat setoran, stok, dan pelaporan. Implementasi sistem membantu pengelola BUMDes melakukan pencatatan transaksi secara lebih terstruktur, mempercepat penghitungan nilai setoran, serta meningkatkan keterlacakan dan transparansi informasi bagi nasabah. Kegiatan pelatihan dan pendampingan juga meningkatkan kemampuan awal pengelola dalam mengoperasikan sistem serta mendorong keterlibatan kader PKK dalam edukasi pemilahan sampah kepada masyarakat. Meskipun demikian, keberlanjutan program masih memerlukan penguatan kapasitas operator, konsistensi partisipasi warga, pemeliharaan sistem, kemitraan dengan pengepul, dan pengukuran dampak secara berkala. Program Smart Waste Village memberikan fondasi awal bagi pengelolaan sampah berbasis data, pemberdayaan masyarakat, penguatan peran BUMDes, dan pengembangan ekonomi sirkular di tingkat desa secara berkelanjutan.

Application Of Mamdani's Fuzzy Logic In Modeling The Prediction Of Drug Abuse Levels In Padang City

Abstract: Drug abuse is a problem that can be influenced by various interrelated factors. This study aims to apply Mamdani Fuzzy logic in predicting the level of drug abuse in Padang City based on several factors obtained from documentation… umentation and interviews. The input variables used consist of the Age of the Perpetrator, Environment, Socializing, Gender, and Family, while the output variable is the Level of Drug Abuse with Low and High categories. The research stages include data collection, determining variables and fuzzy sets, fuzzification, forming if-then rules, inference using the minimum operator, composition using the maximum operator, and defuzzification using the centroid method. A total of 64 fuzzy rules are used to connect the combination of input variables with the output. Testing is done through manual calculations and implementation using MATLAB. The test results show that the output categories from manual calculations and MATLAB are the same in three test data, namely High, High, and Low. These results indicate that the Mamdani Fuzzy method can be used in modeling the level of drug abuse based on the variables used.

Analysis of Sharia-Based Governance in The Takaful Industry: A Review of Contemporary Literature

Abstract: This study aims to explore and evaluate the development of studies on shariah-based governance in the takaful industry through a systematic literature review approach. Sharia governance has an important role in ensuring… that all processes, policies, and operational activities of takaful companies are implemented in accordance with sharia regulations, while supporting the principles of transparency, accountability, fairness, and protection of participants' rights. This study uses the Systematic Literature Review (SLR) method by adopting the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2020 guidelines. The databases used are Scopus and Google Scholar with the keywords "Shariah Governance", "Islamic Governance", "Takaful Industry", "Takaful Governance", and "Shariah Governance in Takaful". Through the process of identification, screening, and feasibility assessment, 7 articles that meet the inclusion criteria were obtained for thematic analysis. The results of the study show that the effectiveness of sharia governance in the takaful industry is determined by five main elements: the role and competence of the Sharia Supervisory Board (DPS), the sharia compliance and audit system, the corporate governance mechanism, the transparency of information disclosure based on AAOIFI standards, and the support of the regulatory framework. This research provides theoretical contributions to the development of the concept of sharia governance in the Islamic insurance industry as well as practical recommendations for regulators, takaful operators, and Sharia Supervisory Boards.

The Effect Of Packing Machine Automation On Operator Productivity With Moderation Of Technical Competence And Workload Perception

Abstract: This study aims to analyze the influence of packing machine automation on operator productivity in the facial tissue industry by considering the role of moderation, technical competence and operator workload perception.… The method used is Systematic Literature Review (SLR) by reviewing scientific articles published in the 2020–2026 range from reputable databases such as Scopus. The selection process was carried out using the PRISMA approach through the identification, screening, eligibility, and inclusion stages, resulting in a number of articles relevant to the topics of industrial automation, labor productivity, technical competence, and workload. The results of the study show that the implementation of packing machine automation in general has a positive impact on increasing operator productivity through time efficiency, quality consistency, and reduction of manual errors. Nevertheless, the effectiveness of automation is highly dependent on the level of technical competence of the operator, especially in the operation, maintenance and troubleshooting of the machine. In addition, workload perception has also been shown to moderate the relationship, where automation can lower physical workloads but potentially increase mental workloads due to the demands of automated system supervision. Other findings suggest that an imbalance between automation levels and human resource readiness can hinder productivity optimization. Conceptually, this study confirms that the relationship between packing machine automation and operator productivity is not linear, but is influenced by individual and psychological factors. The practical implications of this study are the importance of technical competency-based training as well as adaptive workload management in supporting the successful implementation of automation in the manufacturing industry. This research contributes to the development of an integrative model that connects technology, people, and operational performance in the context of the tissue processing industry.

Factors Driving Purchase Intention of Reject Fashion Products at Factory Outlets: An Empirical Study in Makassar, Indonesia

Abstract: This study investigates factors driving purchase intention toward reject fashion products at factory outlets in Makassar, Indonesia. Reject products garments that fail manufacturer quality control standards but are sold… legally at discounted prices represent an underexplored segment of circular fashion consumption. Drawing on the Theory of Planned Behavior and the Value-Based Adoption Model, this study tests a structural model in which four antecedents defect transparency, price perception, environmental consciousness, and store reputation influence purchase intention through the mediating role of perceived value. A quantitative survey was conducted with 250 consumers who visited factory outlets in Makassar. Data were analyzed using PLS-SEM via SmartPLS 4.0. Common Method Bias was confirmed absent using Harman's Single Factor Test and Full Collinearity VIF. Results indicate that all four antecedents positively influence perceived value, which strongly predicts purchase intention. Price perception is the dominant driver, followed by store reputation, environmental consciousness, and defect transparency. Perceived value fully mediates the effect of defect transparency and partially mediates the remaining three antecedents. These findings contribute to circular fashion consumer behavior literature and offer practical guidance for factory outlet operators in Eastern Indonesia.

PENDAMPINGAN DESAIN TATA LETAK GUDANG EFISIEN MENGGUNAKAN METODE ARC–ARD BERBASIS SIMULASI FLEXSIM DI PT MIKRON PRESISI INDONESIA

Abstract: This study aims to design the warehouse tata letak at PT MIKRON PRESISI INDONESIA that experiences post-relocation irregularities in production facilities, along with adjustments to the area area and available rental costs.… ts. The absence of a racking system and clear classification of goods has caused the storage, retrieval, and work safety processes to not run efficiently. The research approach uses a qualitative descriptive method by collecting data through field observations, interviews, and documentation. The tata letak design was carried out by implementing the Activity Relationship Chart (ARC) and Activity Relationship Diagram (ARD) methods, then tested through simulations using FlexSim software with two operator scenarios. The simulation results showed that the proposed alternative tata letak design was able to improve the workflow by grouping goods into seven categories and arranging shelves based on the level of proximity of activities. However, the utilization rate of operators is still relatively low, namely 17.65% and 19.78%, due to the periodic pattern of goods arrival and efficient search times due to a more structured storage system. These findings indicate opportunities for human resource optimization through reducing the number of operators or adjusting workloads. The resulting tata letak design makes a practical contribution to improving warehouse space efficiency and operations, and can be used as a reference for applications for companies with similar characteristics.  

ANALISIS TEKNOLOGI INFORMASI DALAM MENINGKATKAN PELAYANAN PUBLIK DI DESA PANTUNGO TELAGA BIRU

Abstract: Penelitian ini bertujuan untuk mengkaji penerapan teknologi informasi dalam upaya meningkatkan kualitas pelayanan publik di Desa Pantungo, Kecamatan Telaga Biru. Kajian penelitian difokuskan pada pengelolaan data dan informasi,… ormasi, pemanfaatan komunikasi serta kolaborasi digital, otomatisasi layanan administrasi, dan berbagai faktor yang memengaruhi efektivitas penggunaan teknologi informasi dalam pelayanan publik di tingkat desa. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data penelitian dikumpulkan melalui wawancara mendalam yang melibatkan kepala desa, sekretaris desa, perangkat desa, operator Sistem Informasi Desa (SID), serta masyarakat sebagai pengguna layanan. Selain itu, data pendukung diperoleh melalui kegiatan observasi langsung di lapangan dan dokumentasi yang berkaitan dengan penyelenggaraan pelayanan administrasi berbasis teknologi informasi di Desa Pantungo. Hasil penelitian menunjukkan bahwa penerapan teknologi informasi di Desa Pantungo telah dimanfaatkan dalam pengelolaan data administrasi, penyebaran informasi melalui website dan media sosial, serta mendukung proses pelayanan dan pengambilan keputusan desa. Berdasarkan hasil wawancara dan observasi lapangan, pemanfaatan teknologi informasi telah memberikan kemudahan dalam pengelolaan data, mempercepat pelayanan administrasi, dan mendukung koordinasi antarperangkat desa. Namun, penerapannya belum berjalan optimal karena pengelolaan data masih sebagian dilakukan secara manual, komunikasi digital belum dimanfaatkan secara merata oleh masyarakat, serta pelayanan administrasi belum sepenuhnya terintegrasi dalam satu sistem digital. Analisis penelitian menunjukkan bahwa efektivitas penerapan teknologi informasi masih dipengaruhi oleh keterbatasan sumber daya manusia, rendahnya literasi digital masyarakat, dan keterbatasan infrastruktur jaringan internet. Oleh karena itu, diperlukan pengembangan sistem pelayanan digital yang lebih terintegrasi, peningkatan kapasitas aparatur desa, serta penguatan sarana dan prasarana teknologi informasi guna mewujudkan pelayanan publik yang lebih efektif, cepat, dan responsif terhadap kebutuhan masyarakat.

MODIFICATION OF TYRE MACHINE SYSTEM WITH MITSUBISHI PLC AUTOMATIC FOOT LENGTH GAUGE

Abstract: One of the steps in the tyre manufacturing process is the Tyre Building Machine. The tread is the last component to be fitted to the tyre carcass after all other components have been installed. When measuring the length… of the pre-adjusted tread, errors or variations often occur in the measurements taken by the measuring device due to its lack of accuracy. This prevents operators from using the tyre tread and can result in a large amount of scrap and wasted time during the tyre manufacturing process. To overcome this problem, a redesigned tread length measurement system with a higher level of accuracy was created to minimise tread length fluctuations during tyre manufacturing. The results of the tread length measurement procedure using the ENC-1-1-24-N type rotary encoder can function according to the program created. This is validated by the tread length measurement data. The results of the HMI display design and the software created can operate according to the desired instructions. To change the tread length, the operator only needs to enter the number on the HMI panel.

CUSTOMER-DRIVEN EXCELLENCE STRATEGY: LEVERAGING SERVICE QUALITY, BRAND CREDIBILITY, AND PERCEIVED VALUE IN THE UMRAH TRAVEL INDUSTRY IN DEPOK CITY

Abstract: This study examines the implementation of customer-driven excellence strategy in the Umrah travel industry in Depok City by investigating the relationships between service quality, brand credibility, perceived value, and&#8230; customer-driven excellence outcomes. Using a quantitative research approach with Partial Least Squares Structural Equation Modeling (PLS-SEM), data were collected from 105 customers who have utilized Umrah travel services within the past two years. The measurement model demonstrated excellent reliability and validity, with all constructs meeting stringent psychometric criteria for convergent and discriminant validity. The structural model reveals that all three hypotheses are strongly supported, with brand credibility emerging as the most influential factor (β = 0.398, p < 0.001), followed by perceived value (β = 0.356, p < 0.001) and service quality (β = 0.285, p < 0.001). The integrated model explains 74.2% of variance in customer-driven excellence, demonstrating strong explanatory power and large predictive relevance (Q² = 0.486). These findings provide empirical evidence that successful customer-driven excellence strategy requires integrated approaches prioritizing brand credibility development while simultaneously enhancing perceived value and service quality. The study offers valuable insights for Umrah travel operators seeking to optimize competitive advantage through comprehensive customer excellence strategies that address both functional and emotional dimensions of religious tourism services.
