since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. With these steps, it is hoped that gender equality in parliament can be achieved better in the future.

The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation.
The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.

ng Sub-District, Ciamis Regency. The research method employed was qualitative with a descriptive approach, involving 12 informants including village officials and Karang Taruna administrators. The findings indicate that youth empowerment by Karang Taruna in Dewasari Village has been initiated but not yet optimal according to empowerment theory. Challenges identified include low youth interest in training, lack of awareness about the importance of organizations, and constraints in entrepreneurship and funding. Efforts to address these barriers involve more intensive approaches, enhanced socialization and networking, and knowledge enhancement through seminars, workshops, and training sessions. Additionally, providing financial support is crucial to enhance empowerment effectiveness. This study provides insights into real challenges faced in enhancing youth participation in community development. By implementing appropriate strategies, it is expected that youth empowerment through Karang Taruna will become more effective and significantly contribute to Dewasari village's progress.

The main problem addressed in this research concerns the lack of learning models capable of integrating cooperation, creativity, and critical thinking skills with digital competencies relevant to 21st-century demands. Employing a descriptive qualitative method supported by a literature review, the data were collected from various scientific sources such as books, journals, articles, and previous studies. The findings indicate that Collaborative Learning effectively enhances students’ Literasi digital skills through activities emphasizing interaction, discussion, problem-solving, and the use of digital platforms such as Google Classroom, Canva, Kahoot, and Padlet. The teacher’s role as a facilitator is crucial in creating an active, adaptive, and student-centered learning environment. Challenges such as limited devices and internet access still arise, yet these can be mitigated through teacher competency development, parental support, and the optimal use of accessible digital resources. The study concludes that integrating Collaborative Learning with Literasi digital not only improves academic competence but also fosters a learning ecosystem that is engaging, participatory, and aligned with technological advancements. The novelty of this research lies in highlighting that student collaboration, when combined with appropriate technological integration, can serve as an effective strategy for strengthening Literasi digital sustainably at the elementary school level.

e field shows a gap between the expected ideals and the realities faced by teachers. This gap between ideals and realities in the field is one of the issues that needs to be researched and assessed so that teachers' readiness as differentiated learning instructors receives attention and can be improved. This study aims to analyze literature related to teacher readiness in implementing differentiated learning in Indonesia. This study uses a literature review approach by reviewing 10 relevant national journals. The 10 national journals represent the results of research conducted in various schools in Indonesia, where these schools have implemented differentiated learning. The results of this descriptive research indicate that most teachers are still in the early stages of understanding differentiated learning and face implementation challenges that include limited training, homogenous learning needs, and suboptimal system support. Thus, the need for teacher readiness in implementing differentiated learning is still far from optimal. In this case, not only teachers are required to be able to carry out their duties in implementing differentiated learning optimally, but related parties in the education sector should also contribute significantly to promoting teacher readiness. The definition of readiness is not only focused on teachers, but as teachers carry out their primary duties as educators, primary readiness is the foundation that teachers must possess. Therefore, a redefinition of the meaning of teacher readiness is needed, which is not only seen from the aspect of individual abilities, but also as part of an educational system that supports structurally, culturally, and professionally.

The research findings indicate that the use of digital technology, such as flipped classroom models, interactive learning materials, and digital platforms, can encourage increased motivation and participation among students in IPS learning. However, the success of implementing this technology is highly influenced by several factors, including infrastructure readiness, teachers' competencies in integrating technology, and equitable access to technology. Adequate infrastructure readiness and teachers' ability to effectively utilize technology are key factors in creating engaging and meaningful learning experiences. Additionally, ensuring equitable access to technology for all students is crucial to ensure that every student can benefit from technology in learning. Based on these findings, this study recommends the development of continuous training programs for teachers to enhance their digital competencies and emphasizes the importance of implementing innovative teaching methods that can fully leverage the potential of technology. On the other hand, strengthening technology-based educational policies is also necessary to ensure that the implementation of technology in learning can be optimal and equitable. With the proper use of digital technology, IPS learning at the Junior High School level can become more engaging, interactive, and effective, thus supporting the overall improvement of education quality.

As an alternative, he proposed a dynamic education approach oriented toward real-life experiences, aiming to prepare students for democratic life through the development of critical thinking and social skills. Further research is needed to evaluate the effectiveness of this approach in enhancing learning outcomes and fostering personal development in students. However, implementing approaches based on Dewey's philosophical values, such as Outcome-Based Education (OBE) and Student-Centered Learning (SCL), faces significant challenges. Barriers such as content-based curricula, unsupportive teaching policies, insufficient infrastructure, limited facilities, and high faculty workloads remain major obstacles, as found in the context of education in Afghanistan. This highlights the need for educational reform that focuses not only on curriculum development but also on strengthening infrastructure, policies, and operational support.

On the other hand, the modern era also presents significant opportunities, such as utilizing technology for interactive learning, integrating local, national, and global values through digital media, and fostering collaboration among schools, families, and communities. Additionally, the development of relevant and flexible curricula is also an important factor in supporting character education. Although the challenges are considerable, character education in elementary schools can be optimized by implementing innovative strategies, strengthening collaboration among various stakeholders, and wisely utilizing technology. MPN 281 Jakarta. This research employs a quantitative descriptive approach to evaluate the effectiveness of P5 activities in improving the creativity of eighth-grade students. Data were collected through questionnaires completed by 70 students and interviews with 3 teachers, including the P5 coordinator. The research findings indicate that the effectiveness of P5 activities in enhancing student creativity reaches a very high category, with a percentage of 92%. Student creativity experiences a significant improvement, particularly in generating new ideas, viewing problems from various perspectives, seeking alternative solutions, and daring to undertake challenging tasks. However, there is still room for improvement, especially in aspects of creativity related to unconventional thinking to express oneself. Teachers and the P5 coordinator play crucial roles in designing and implementing P5 activities to create an environment conducive to student creativity growth. In conclusion, P5 activities are effective in enhancing the creativity of eighth-grade students at SMPN 281 Jakarta, yet continuous improvement is needed to achieve maximum creative potential.
