SAW ANALYSIS DETERMINATION OF MICRO BUSINESS CREDIT RECIPIENTS AT DISKOPDAGIN

Abstract: Abstract : In building community economic independence, each year DISKOPDAGIN provides micro business loans sourced from the Asahan Regency Regional Revenue and Expenditure Budget (APBD) funds which aim to help strengthen… n capital for micro business actors. However, in providing micro business credit, certain conditions or criteria are required so that the DISKOPDAGIN can determine whether the customer receiving the micro business loan is eligible to receive credit or not. The problem that is often faced by the Department of Industry and Trade at this time is the difficulty in making decisions to determine recipients of micro business loans. The purpose of this research is to facilitate the Department of Industry and Trade in selecting micro business credit customers. The Simple Additive Weighting (SAW) method in this study aims to select the best alternative from a number of alternatives to be used based on specified criteria. The results of this study are micro business credit decision support systems, where the application of this system shows that the results of the ranking process with the SAW method are the same if calculated manually. The calculation uses 7 criteria where the highest alternative is the Asmah alternative (A7) with a preference value of 1.   Keywords: decision support system; micro business credit; simple additive weighting; Abstrak: Dalam membangun kemandirian ekonomi masyarakat, tiap tahunnya DISKOPDAGIN mengadakan kredit usaha mikro yang bersumber dari dana Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Asahan yang bertujuan untuk membantu penguatan modal kepada pelaku usaha mikro. Permasalahan yang sering dihadapi oleh pihak DISPERINDAG saat ini ialah kesulitan dalam mengambil keputusan untuk menentukan penerima kredit usaha mikro. Tujuan dari penelitian ini untuk memudahkan pihak DISPERINDAG dalam menyeleksi nasabah kredit usaha mikro. Metode Simple Additive Weighting (SAW) dalam penelitian ini bertujuan untuk menyeleksi alternatif terbaik dari sejumlah alternatif yang akan digunakan berdasarkan kriteri yang ditentukan. Hasil penelitian ini sistem pendukung keputusan kredit usaha mikro, dimana penerapan sistem ini menunjukkan bahwa hasil dari proses perangkingan dengan metode SAW sama jika dihitung secara manual. SMART IMPLEMENTATION IN DETERMINING EXAMPLE EMPLOYEES PDAM TIRTA SILAUPIASA ASAHAN REGENCY

The services… s provided to customers are closely related to human resources and employee performance. Employee performance has a very important role in the company's success so that we can see the strengths, weaknesses, and potential managerial gaps in the organization. The problem faced by PDAM Tirta Silaupiasa is the lack of motivation experienced by employees. One of the efforts to increase employee motivation is to select role models/exemplary employees who will later become examples for other employees. Based on this, it is necessary to use technology, namely the design of a decision support system in determining exemplary employees by applying the Simple Multi-Attribute Rating Technique (SMART) method. The SMART method has advantages, namely in deciding with many alternatives and criteria. It is more complex to make a decision, and the decision results are better. Pelayanan yang diberikan kepada pelanggan tentunya erat kaitannya dengan sumber daya manusia dan kinerja karyawan. Kinerja karyawan memiliki peran yang sangat penting bagi keberhasilan perusahaan sehingga dapat dilihat kekuatan, kelemahan, dan potensi kesenjangan manajerial dalam organisasi. Permasalahan yang dihadapi PDAM Tirta Silaupiasa adalah kurangnya motivasi yang dialami oleh pegawai. Salah satu upaya untuk meningkatkan motivasi pegawai adalah dengan memilih role model/pegawai teladan yang nantinya akan menjadi contoh bagi pegawai lainnya. Berdasarkan hal tersebut maka perlu digunakan teknologi yaitu perancangan sistem pendukung keputusan dalam menentukan pegawai teladan dengan menerapkan metode Simple Multi Attribute Rating Technique (SMART). Metode SMART memiliki kelebihan yaitu dalam keadaan pengambilan keputusan dengan banyak alternatif dan kriteria sehingga lebih kompleks dalam pengambilan keputusan dan akurasi hasil keputusan yang lebih baik. PAPUA PROVINCE OF MSME DATA COLLECTION APPLICATION WITH LARAVEL FRAMEWORK

Abstract: Abstract: MSMEs are an essential sector in regional economic growth. Up to now, Papua Province has been trying to improve the economy. Still, it seems not optimal, as seen from the Human Development Index and the Percentage… age of the Poor Population, where Papua occupies the last rank. One of the causes found here is the processing of MSMEs that have not been optimal. MSME data collection services are still done manually with Microsoft Excel. This impacts making strategic policies for SMEs that are not optimal because their data are not updated. This study aims to develop a web-based MSME data collection application to facilitate the SME field admin and MSME actors for the data collection process. The method used in making this application is the waterfall method, where the development of this application is done sequentially. The final result of this study resulted in an easy application for collecting data on SMEs and updating data. Salah satu penyebab yang di temukan disini adalah pengolahan UMKM yang belum optimal. Pelayanan pendataan UMKM masih dilakukan secara manual dengan Microsoft Excel. Hal tersebut berdampak dalam pengambilan kebijakan strategis UMKM yang tidak optimal, karena data yang dimiliki tidak up to date. Penelitian ini bertujuan tunk mengembangkan aplikasi pendataan UMKM berbasis web untuk mempermudah admin bidang UKM maupun pelaku UMKM untuk proses pendataan. Metode yang digunakan dalam pembuatan aplikasi ini adalah metode waterfall, dimana pengembangan aplikasi ini lakukan secara berurutan. Hasil akhir penelitian ini menghasilkan aplikasi yang mudah untuk untuk pendataan UMKM  serta updating data. This study aims to cut the manual business process by using a website-based performance monitoring and measurement system so that it is hoped that the performance monitoring process can be carried out optimally in real time and easily. Fiscal Decentralization and Regional Financial Independence in Indonesia: A Systematic Literature Review

Abstract: This study examines the development of fiscal decentralization and its relationship to regional financial independence in Indonesia through a systematic literature review. The objective is to synthesize empirical and conceptual… ceptual findings published between 2017 and 2026 concerning the determinants, measurement, and consequences of regional financial independence, particularly the role of local own-source revenue (PAD), intergovernmental transfers, and capital expenditure. Using a systematic search of Scopus, Google Scholar, and Garuda databases, 30 relevant articles were screened, selected, and analyzed following defined inclusion and exclusion criteria. The review finds that fiscal decentralization consistently strengthens local revenue mobilization and administrative accountability when accompanied by adequate institutional capacity, transparent governance, and effective management of natural and economic resources. However, the effectiveness of decentralization varies considerably across regions due to disparities in economic potential, human resources, and political commitment. The synthesis further shows that financial independence positively affects the quality of public services and regional economic growth, although the relationship is moderated by expenditure efficiency and governance quality. The novelty of this review lies in its integrative framework linking revenue-side determinants, expenditure behavior, and governance mechanisms within a single analytical narrative, an integration rarely addressed jointly in prior single-country studies. The findings offer practical implications for policymakers designing fiscal transfer formulas and for future researchers seeking to test moderating variables such as digitalization and institutional quality in the fiscal decentralization–financial independence nexus.

Tourism as an Alternative Sector for Regional Economic Transformation in Kutai Kartanegara Regency: A Systematic Literature Review

Abstract: Kutai Kartanegara Regency, East Kalimantan Province, has long depended on coal mining and petroleum as its primary economic drivers. This dependence creates structural vulnerability to global commodity price fluctuations… and long-term sustainability challenges. This article presents a systematic literature review examining tourism as an alternative sector for regional economic transformation in Kutai Kartanegara. Drawing on 15 peer-reviewed studies from 2016–2024, the review synthesizes evidence on: (1) the role of tourism-led growth and its multiplier effects on local economies; (2) community-based tourism (CBT) as an inclusive development model; (3) structural transformation theory as a framework for economic diversification; and (4) the specific potentials and constraints facing tourism development in resource-dependent regions. The review finds that tourism exhibits significant forward and backward economic linkages, stimulates SME growth and creative economy, and can meaningfully reduce reliance on extractive industries. Key barriers include infrastructure gaps, limited human resource capacity, and suboptimal governance coordination. The findings provide a theoretical and empirical foundation for the ongoing field research into tourism's transformative role in Kutai Kartanegara's regional economy.

The Effect of Population and Investment on Gross Regional Domestic Product and Unemployment in East Kalimantan Province

Abstract: This study analyzes the effect of population and investment on the Gross Regional Domestic Product (GRDP) and unemployment in East Kalimantan Province during the 2016–2025 period. The research employs a quantitative explanatory… planatory design using secondary time-series data obtained from Statistics Indonesia (BPS) of East Kalimantan. Path analysis was applied through two structural equations using SPSS 21, complemented by the Sobel test to examine the mediating role of GRDP. The results show that population and investment each have a positive and significant direct effect on GRDP, and jointly explain 97.4% of its variation. GRDP, in turn, has a negative and significant effect on unemployment, accounting for 76.3% of its variation. The Sobel test confirms that GRDP significantly mediates the indirect effects of both population (Z = 2.295) and investment (Z = 2.628) on unemployment. These findings indicate that economic growth, as reflected in GRDP, acts as a strategic transmission channel converting demographic potential and capital accumulation into employment opportunities, thereby reducing unemployment in the region.

Legal Review of Local Government Institutions in Papua under Government Regulation No. 106/2021

Abstract: The Province of Papua holds a special constitutional status under Law No. 2 of 2021, implemented through Government Regulation (PP) No. 106 of 2021, which assigns 23 governmental functions to regional authorities. The regulation… gulation embodies asymmetric decentralization intended to protect the rights of Indigenous Papuans (OAP) and address local needs. However, it raises legal concerns regarding ambiguous authority distribution between central, provincial, and municipal levels, as well as the unclear operational role of the Papuan People’s Assembly (MRP). The main research problem is whether PP No. 106/2021 provides a coherent and constitutionally consistent governance framework. This study applies doctrinal legal research using normative-analytical methods, including statutory interpretation, constitutional tests, and comparative perspectives. The findings indicate weak accountability mechanisms in managing Special Autonomy Funds, limited integration of customary law, and institutional fragility in newly established bodies such as BP-DOP and UPAP. The study concludes that PP No. 106/2021 does not fully align with the constitutional principles of legal certainty and decentralization. It recommends substantial revisions, strengthening MRP’s legal status, formal recognition of customary law through Perdasus, and an institutional blueprint with clear performance indicators to ensure effective, inclusive, and adaptive governance in Papua

Analysis of the Influence of Audit Service Quality on Auditee Satisfaction in the Internal Audit Division

Abstract: The increasing complexity and dynamics of the business environment at local, regional, and global levels have driven PT PLN (Persero)’s Internal Audit Unit (SPI) to adopt a Purpose-Driven Internal Audit approach, positioning… ioning the audit function as a strategic partner for long-term organizational success. However, the Internal Stakeholder Satisfaction Index for assurance services in the Construction, Generation, and New Renewable Energy Audit Division (AKP) fell short of its targets in 2023 and 2024. This study aims to analyze the impact of audit service quality—comprising tangibles, reliability, responsiveness, assurance, and empathy—on auditee satisfaction. Using a quantitative approach with PLS-SEM and Importance–Performance Map Analysis (IPMA), data were collected from AKP Division auditees in 2024. The results show that all dimensions of audit service quality positively and significantly influence satisfaction, with responsiveness and empathy being the most dominant factors. The findings offer practical insights for SPI PLN in prioritizing service improvements based on user perceptions and provide theoretical support for the SERVQUAL model as a key psychological mechanism in fostering satisfaction within trust-based professional services

Analysis of the Influence of Motivation and Job Satisfaction on Employee Performance in the Regional Office of the Ministry of Religious Affairs, Maluku Province

Abstract: This study examines the influence of motivation and job satisfaction on employee performance at the Ministry of Religious Affairs in Maluku Province. Motivation and job satisfaction are critical factors that drive employee&#8230; ee productivity and create a conducive work environment. Using quantitative methods, data were analyzed through regression tests, including T-test, F-test, and determination coefficient analysis, to explore the relationships between these variables. The results indicate that motivation has a strong and significant positive effect on employee performance, supported by a regression coefficient of 0.661 and a significance level of p < 0.001. Similarly, job satisfaction also significantly impacts performance, with a coefficient of 0.325 and p < 0.001, although its influence is comparatively lower than motivation. The simultaneous effect of motivation and job satisfaction was confirmed by an F-value of 396.748 and an R² of 0.922, indicating that 92.2% of the variation in employee performance can be explained by these two factors. The findings emphasize the importance of fostering both motivation and job satisfaction to improve employee performance effectively. Therefore, organizations should develop policies that enhance motivation through rewards and career development opportunities, as well as improve job satisfaction by ensuring supportive working conditions and recognizing employee contributions.
