ccountable funds and an increase in work processes that are fast, precise, and accurate. Therefore, local governments are now developing e-Government or in the Indonesian government known as the Electronic-Based Government System (SPBE). In running SPBE, the Central Lombok Regency Government, especially the Department of Communication and Informatics, participates in developing SPBE, one of which is in the Informatics Application Division which has an Informatics Application Management Program. This research aims to support SPBE-based informatics application management services for OPDs in Central Lombok Regency and the public. This SPBE design adopts the TOGAF 9.2 approach, and is also adjusted to the Presidential Regulation on Electronic-Based Government Systems in designing. This research focuses on the Informatics Application Management Program with business process architecture domain, service architecture domain, data and information architecture domain, application architecture domain, and technology (infrastructure) architecture domain. The result of this research is a blueprint that will be used as a solution or support for the running of SPBE in the Informatics Application Management Program.

Abstrak Saat ini, meningkatnya kebutuhan masyarakat untuk mendapatkan pelayanan publik yang efisien, efektif, transparan dan akuntabel publik. Berbagai aplikasi di rancang agar dapat mewujudkan sistem kerja yang transparan dana akuntabel serta adanya peningkatan proses kerja yang cepat, tepat, dan akurat. Maka dari itu, Pemerintah daerah kini mengembangkan e-Government atau di pemerintahan Indonesia dikenal sebagai Sistem Pemerintahan Berbasis Elektronik (SPBE). Dalam menjalankan SPBE Pemerintah Kabupaten Lombok Tengah khususnya Dinas Komunikasi dan Informatika ikut serta mengembangkan SPBE salah satunya pada Bidang Aplikasi Informatika yang memiliki Program Pengelolaan Aplikasi Informatika. Dalam penelitian ini memiliki tujuan untuk menunjang layanan pengelolaan aplikasi informatika berbasis SPBE bagi OPD yang ada di Kab. Lombok Tengah dan juga publik. Perancangan SPBE ini mengadopsi pendekatan TOGAF 9.2, dan juga di sesuaikan dengan Peraturan Presiden tentang Sistem Pemerintahan Berbasis Elektronik dalam melakukan perancangan. Penelitian ini berfokus pada Program Pengelolaan Aplikasi Informatika dengan domain arsitektur proses bisnis, domain arsitektur layanan, domain arsitektur data dan informasi, domain arsitektur ap-likasi, dan domain arsitektur teknologi (infrastruktur). Hasil dari penelitian ini yaitu suatu blueprint yang nantinya akan dijadikan solusi ataupun penunjang berjalannya SPBE dalam Program Pengelolaan Aplikasi Informatika.

ented appropriately integrated with utilizing technological advances optimally. One of the frameworks used to design the SPBE architecture is using the Enterprise Architecture (EA). EA aims to meet the gap between the needs of stakeholders and the availability of government administration services. The journal's focus on the design of this SPBE EA is on the SPBE Service Domain in the Electronic-Based Government Administration Service. The design is carried out using a combination of references to the SPBE Presidential Regulation and the National SPBE Master Plan Attachment and one of the main components of the EA framework, namely TOGAF ADM. This design produces an output in the form of an Electronic-Based Government Administration Service Catalog. It is expected to be used as a reference in developing technology in the Regency Government Sukabumi both from practical contributions and academic contributions.

Abstrak: Dalam rangka meningkatkan tingkat kematangan Sistem Pemerintah Berbasis Elektronik (SPBE) dan mematuhi Peraturan Presiden No. 95 Tahun 2018, Pemerintah Kabupaten Sukabumi perlu melakukan standarisasi terhadap perancangan SPBE agar dapat terimplementasi dan terintegrasi dengan baik dalam memanfaatkan kemajuan teknologi secara optimal. Salah satu kerangka kerja yang bisa digunakan untuk merancang Arsitektur SPBE yaitu menggunakan Enterprise Architecture (EA). EA bertujuan untuk memenuhi kesenjangan antara kebutuhan pemangku kepentingan dengan ketersediaan layanan administrasi pemerintahan. Fokus jurnal pada perancangan EA SPBE ini yaitu pada Domain Layanan SPBE di bagian Layanan Administrasi Pemerintahan Berbasis Elektronik. Perancangan yang dilakukan memanfaatkan kombinasi antara referensi pada Perpres SPBE dan Lampiran Rencana Induk SPBE Nasional serta salah satu komponen utama framework EA yaitu TOGAF ADM. Perancangan ini menghasilkan keluaran berupa Katalog Layanan Administrasi Pemerintahan Berbasis Elektronik dan diharapkan dapat dijadikan sebagai acuan dalam melakukan pengembangan teknologi di Pemkab. Sukabumi baik dari kontribusi praktis maupun kontribusi akademik.

ia. This research was predicts about the society sentimens toward the candidates of President and Vice President of Republic of Indonesia. The data was used based on the tweet on the @jokowi twitter account. The retrieval of data by using the Tweepy library with the Python 2.7 programming language. This research was classified became of two of society sentiments classes, namely positive and negative. The modeling was used of the weighting method Unigram, Bigram, Trigram, N-Gram (1-2) and N-Gram (1-3) that used the Naïve Bayes Algorithm on the Weka Application. The modeling data was used by the dataset of 646 sentences. The highest results of this reseach were obtained by Unigram Weighting, namely: 81.4% accuracy, 81.5% precision, 81.3% recall with a time of 0.3 s.

Abstrak: Pemilihan Umum tentang Pilpres 2019 menjadi salah satu topik yang ramai diperbincangkan di Twitter. Adu pendapat di sosial media oleh masyarakat mengandung opini terhadap pasangan calon yang didukungnya. Penelitian ini memprediksi sentimen masyarakat kepada pasangan calon Presiden dan Wakil Presiden Republik Indonesia. Data yang digunakan adalah tweet yang ada pada akun Twitter @jokowi. Pengambilan data menggunakan library Tweepy dengan bahasa pemrograman Python 2.7. Penelitian ini mengklasifikasi sentimen masyarakat menjadi 2 kelas, yaitu positif dan negatif. Kemudian dilakukan pemodelan dengan metode pembobotan Unigram, Bigram, Trigram, N-Gram (1-2) Dan N-Gram (1-3) menggunakan Algoritme Naïve Bayes pada Aplikasi Weka. Pembuatan model menggunakan dataset yang berjumlah 646 kalimat. Hasil tertinggi yang diperoleh pada penelitian ini adalah dengan menggunakan Pembobotan Unigram, yaitu : akurasi 81,4%, presisi 81,5 % , recall 81,3 % dengan catatan waktu 0,3s.

5 Constitution. The threshold requiring a party or coalition to hold 20% of DPR seats or 25% of the popular vote has been controversial for limiting voter choice and reinforcing oligarchic dominance. Using a normative legal research method, the study applies doctrinal interpretation through grammatical, systematic, historical, and teleological approaches to evaluate whether the threshold is consistent with constitutional democracy. The analysis identifies a disconnect between the legislative rule and the constitutional concept of sovereignty residing with the people, informed by theories of democracy, sovereignty, and progressive legal thought. While procedurally legitimate, the threshold lacks substantive constitutional validity because of its exclusionary impact on political participation. The study proposes four reform options: repeal, proportional adjustment, judicial reinterpretation, and constitutional amendment. These reforms would realign electoral rules with democratic principles and restore voters’ political agency. A doctrinal reinterpretation model is offered, framing the threshold as a regulatory instrument rather than a rigid barrier, advocating a legal structure that promotes inclusivity and reflects the people’s general will.

oblems addressed in this study are: 1) How is the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election? and 2) What are the supporting and inhibiting factors in Ambon City? The study involved 14 informants. The research method used is a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Data were analyzed using descriptive qualitative analysis techniques. The findings show that the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election in Ambon City is in good condition, based on dimensions such as work responsiveness, work accountability, work effectiveness, and work efficiency. This performance is influenced by factors such as human resources (HR), technological support, collaboration with stakeholders, and community participation.

The discussion emphasizes the importance of settlement development focusing on safe and suitable areas, and the need for strict regulations to protect communities from disaster risks. The findings provide a strong basis for policy makers to formulate spatial planning strategies that are sustainable and responsive to the geographical conditions of Ambon City.

This study focuses on the analysis of hashtag trends related to general elections, such as #capres2024, #cawapres2024, and #pemilu2024, on Instagram, and their influence on user perceptions. It examines the role of hashtags in CMC practices on Instagram during electoral periods. Through the analysis of seven samples, the study reveals that while certain posts align with the electoral purposes of the hashtags, others use these hashtags for visibility without relevance to the elections. The research underscores Instagram’s potential for reshaping political branding and enhancing voter engagement. It demonstrates that the strategic application of hashtags, combined with high-quality visuals and interactive features, can amplify the visibility and impact of political messaging. By integrating CMC and political branding theories, this study presents a framework for understanding how digital tools can foster a more engaged and informed electorate.
