Peran Inovasi dalam Value Chain di Industri Kelapa Sawit : Studi Kasus di Kabupaten Merauke

Abstract: The palm oil industry plays a strategic role in Indonesia's economy, including in Merauke Regency, which is one of the developing palm oil plantation areas in Papua. However, challenges in production efficiency, environmental… ental sustainability, and competitiveness remain obstacles in the industry's value chain. Innovation in various aspects of the value chain, such as productivity improvement through agricultural technology, processing efficiency, and product diversification based on palm oil, is a key factor in enhancing the industry's competitiveness. This study aims to analyze the role of innovation in the palm oil industry value chain in Merauke Regency by identifying the types of innovations applied and the factors that support or hinder their adoption. The research employs a qualitative approach, using data collection techniques such as in-depth interviews, observations, and document studies. The findings indicate that upstream sector innovations, such as the use of superior seedlings and digital plantation management, have improved productivity and efficiency. Meanwhile, downstream innovations in palm oil processing and value-added product diversification still face challenges, particularly in infrastructure and regulatory aspects. The study's implications suggest that optimizing innovation in the palm oil value chain requires more adaptive policies, increased investment in research and development, and capacity building for human resources. Thus, innovation can serve as a driving force in creating a more competitive, sustainable palm oil industry that contributes to local economic development in Merauke Regency.

STRATEGI PENGEMBANGAN JARINGAN INTERNET PADA DINAS KOMUNIKASI DAN INFORMATIKA KABUPATEN MERAUKE UNTUK OPTIMALISASI PELAYANAN PUBLIK

Abstract: This research aims to analyze the strategies implemented by the Merauke Regency Communications and Information Service in developing internet networks to improve public services. This research uses qualitative research methods… ethods and a descriptive analysis approach. Data collection techniques are observation, interviews, and documentation, with data analysis techniques using data reduction, data presentation, and conclusion. The analysis results found that although there has been progress in developing internet networks, challenges such as limited infrastructure and access speed still need to be overcome. This research recommends that the Communications and Information Service continue to invest in infrastructure, strengthen collaboration with service providers, and improve educational programs for the community. In this way, optimization of public services can be achieved, providing significant benefits for the people of Merauke Regency. The research results show three main strategies implemented: core strategy, customer strategy, and cultural strategy. The core strategy focuses on improving network infrastructure and security, with efforts to expand network coverage in remote areas. The strategy emphasizes customer and assistance service provision. Meanwhile, the cultural strategy seeks to build pleasing cooperation between the Communications and Information Service and the community and increase digital literacy.

Kuota 30% Perempuan di Parlemen: Implementasi dan Efektivitasnya di Indonesia

Abstract: Abstract Women's representation in parliament is an important indicator in realising gender equality and inclusive democracy. To support this, Indonesia has adopted a 30% quota policy for women in legislative candidacy since… since the 2004 elections. This policy aims to increase women's participation in politics and ensure women's voices are represented in decision-making. However, even though this policy has been implemented, women's representation in parliament is still far from the expected target. In the 2019 elections, women's representation in the People's Representative Council (DPR) only reached 20.5%. This research analyses the implementation and effectiveness of gender quota policies in Indonesia using a qualitative approach. Findings show that the main obstacles to implementing gender quotas include the dominance of patriarchal culture, lack of support from political parties, discrimination against female candidates, and weak supervision and law enforcement. On the other hand, this policy has made a positive contribution in the form of increasing the number of women elected as legislative members, although this contribution is still limited. In conclusion, the effectiveness of the 30% quota policy for women in parliament requires strengthening commitment from various parties, including political parties, society, and election management institutions. Research recommendations include strengthening the capacity of female candidates, increasing supervision of quota implementation, as well as wider outreach about the importance of women's representation in politics. The Role of Village Heads in Development Human Resources of Productive Age

Abstract: Improving the quality of public services is very important to improve community welfare and the competitiveness of human resources (HR). However, in remote areas such as Papua, unequal access to education, health and infrastructure… rastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

Penerapan e-Government di Merauke: Studi Kasus Sistem Pelayanan Publik Berbasis Teknologi Informasi

Abstract: This study aims to analyze the implementation of e-Government in enhancing technology-based public services in Merauke Regency. The primary focus of this research is to identify the challenges and benefits derived from implementing… mplementing the e-Government system across various local government agencies. The benefit of this research lies in providing recommendations for local governments to improve efficiency, transparency, and accountability in public services through the utilization of information technology. The research problem addressed is how the implementation of e-Government in Merauke Regency can improve the quality of public services and what obstacles are encountered during its implementation. The research employs a qualitative approach with a case study design, where data is collected through interviews with local government officials, direct observations in several agencies implementing e-Government, and document analysis related to policies and system implementation. The findings indicate that while the implementation of e-Government in Merauke has improved the accessibility and efficiency of public services, several challenges remain, including inadequate technological infrastructure, limited human resource capacity, and low levels of digital literacy among the population. However, positive outcomes were also noted, such as the reduction of bureaucracy, acceleration of service processes, and increased transparency in public administration management. This study recommends that the Merauke government strengthen technological infrastructure, provide continuous training for government officials, and raise public awareness regarding the importance of utilizing digital systems.   Keywords: e-Government, public services, information technology

Abstract: Abstract Bambu Pamali Village is one of the agencies in providing services to the community. Service is defined as a result/achievement by a person or group of people with efforts and abilities carried out in fulfilling… g the wishes and needs of the community in order to increase community satisfaction. The purpose of this study is to determine the quality of service at the Bambu Pemali village office, Merauke Regency. The method used is a qualitative research method. Data collection techniques are observation, interviews, and documentation. The number of informants in this study is 8 people. Data analysis techniques consist of the data reduction stage, the data presentation stage, the conclusion making stage, and the verification stage. The results of the research on 5 (five) indicators that exist in the quality of public services in Bambu Pemali village are tangible (physical evidence), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), and emphaty (empathy). Based on the results of the above research, it can be concluded that the quality of service of the Bambu Pemali village office, Merauke Regency, has not been optimal in providing services to the community because there are still poor services and have not run optimally so that it has quite an effect on community satisfaction, the service is slow and not on time because the community is still confused in file management and employees are not able to provide clear information. Problems related to inadequate facilities and infrastructure at the Bambu Pemali Village Office, Merauke Regency, so that it can affect the performance of employees in providing services. Abstract: This research is motivated by the non-optimal management of Village-Owned Enterprises in an effort to increase Village Original Income in Sukajadi Village, Sadananya District, Ciamis Regency. The method used in this research… arch is qualitative research method. Data collection techniques in this study include literature study, field study (observation and interviews) and documentation. The informants in this study were 6 people. The data analysis technique in this study by means of data reduction, data presentation, conclusions and verification. This study aims to determine the Management of Village-Owned Enterprises on increasing Village Original Income in Sukajadi Village, Sadananya District, Ciamis Regency. The author uses qualitative data analysis techniques through data processing of interview results and observation results to draw conclusions so as to answer the problems in the study. The results showed that the Management of Village-Owned Enterprises in Efforts to Increase Village Original Income in Sukajadi Village, Sadananya Subdistrict, Ciamis Regency is already running, but it is not optimal because problems are still found, including: unprepared cooperation with the private sector, limited number and quality of labor, limited budget for new business development, management training programs that are rare and less than optimal, readiness and skills of BUMDes members in management and administration are still lacking, financial reporting that is not ready to be carried out. Social and Economic Impact of Industrialization Nickel Mining on The Community (Study of Wonuamorome Village, Konawe Regency)

Abstract: The aims of this research are: 1) To determine the social impact of nickel mining on the community in Wonuamorome Village, Puriala District, Konawe Regency. 2) To determine the economic impact of nickel mining on the community… munity in Wonuamorome Village, Puriala District, Konawe Region? The technique used in selecting informants in this research was purposive sampling. The informants selected were key informants, namely the village head and a community figure, as well as additional informants consisting of two company officials, four employees who lived in Wonua Morome Village, and four community members. So the total informants in this investigation were 12 people, and several key informants came from village officials. The emergence of industrial areas in an area is believed to bring positive and negative factors to the lives of people in that area, such as positive social impacts, namely that industry can provide employment opportunities for local residents. The presence of the business world in Wonua Morome Village opens up employment opportunities for the local community. And the negative social aspect is contact with crocodiles which can cause social conflict. The presence of the business world in Wonua Morome Village has led to land conflicts between immigrants and local residents. The positive economic impact is to increase village cash income. The presence of businesses in Wonua Morome Village increases the village's cash income. Negative economic impacts include industrial waste which is dangerous for the environment and pollutes people's agricultural land, causing losses.

Pengaruh Permainan Tradisional Galah Asin terhadap Peningkatan Kelincahan Siswa Kelas V SD

Abstract: The low level of agility among elementary school students has become an important issue in Physical Education, Sports, and Health (PJOK) learning, particularly due to the limited variation in instructional methods and the&#8230; e decline in students’ physical activity in the digital era. This condition causes students to be less physically active, resulting in underdeveloped abilities in changing direction, body coordination, and movement balance. This study aimed to determine the effect of the traditional Galah Asin game on improving the agility of fifth-grade students at SD Swasta Advent Barusjulu. The research employed a quantitative approach using a quasi-experimental method with a One-Group Pretest–Posttest Design. The research sample consisted of 37 students selected through the total sampling technique. Data were collected using a 4x10 meter shuttle run test to measure students’ agility levels before and after the treatment. The findings revealed that the average pretest score of 25.63 seconds decreased to 22.41 seconds in the posttest, indicating an improvement difference of 3.22 seconds. The paired sample t-test results showed that the calculated t-value of 9.87 was greater than the t-table value of 2.045 with a significance level of p < 0.000, indicating that the traditional Galah Asin game had a significant effect on improving students’ agility. The game was proven to enhance agility skills, active participation, learning motivation, and students’ social interaction during PJOK learning activities. The novelty of this study lies in the utilization of the traditional Galah Asin game as a local culture-based PJOK learning strategy that not only improves students’ agility but also supports cultural preservation and strengthens elementary school students’ physical activity in the modern era.

Efektivitas Pengelolaan Kelas pada Masa Pembelajaran Tatap Muka Terbatas di SMAN 6 Sinjai

Abstract: This study is motivated by changes in the education system due to the COVID-19 pandemic, which have led to the implementation of Limited Face-to-Face Learning (Pembelajaran Tatap Muka Terbatas/PTMT) in schools, thereby requiring&#8230; equiring more adaptive and effective classroom management at SMAN 6 Sinjai. The research problem is how teachers’ classroom management strategies are implemented and the extent of their effectiveness in supporting the learning process under conditions of limited time, interaction, and facilities. This study aims to analyze the effectiveness of classroom management during PTMT using a descriptive qualitative approach through observation, interviews, and documentation. The findings indicate that classroom management is categorized as highly effective, with 85% of learning activities implemented as planned, 88% of teachers applying active learning strategies, and 90% of classroom arrangements complying with health protocols, resulting in a 40% reduction in classroom disturbances. Furthermore, 78% of students reported greater comfort in a conducive learning environment, while the utilization of sanitation facilities consistently reached 95%. Although 82% of teachers experienced an increased workload, learning stability was maintained through adaptive strategies and collaboration. The study concludes that the effectiveness of classroom management is determined by the integration of instructional planning, environmental management, and students’ psychosocial adaptation. The novelty of this study lies in the concept of crisis-based adaptive classroom management that simultaneously integrates pedagogical, health, and character-building dimensions, while emphasizing teachers’ dual roles as facilitators and risk managers in the PTMT context. These findings are expected to serve as a reference for developing classroom management practices in secondary schools during crisis and educational transition situations, as well as strengthening more responsive, flexible, and sustainable learning policies aimed at improving student learning outcomes in the current Indonesian educational context.
