Design And Development Of A Laravel 13 Based E-Commerce Referral System For Seller Monitoring And Accountability

Tegar Puji Bachtiar, Primaadi Airlangga
Abstract: The rapid growth of electronic transactions necessitates systems capable of monitoring seller quality and reputation across marketplace platforms. This study aims to design and implement a seller referral system on a Laravel… avel 13 based e-commerce platform integrated with performance monitoring and seller accountability mechanisms. Built using the Prototype model encompassing communication, planning, modeling, prototyping, and deployment phases the system utilizes MySQL for database management. Registered sellers can distribute unique referral codes to prospective sellers, with the system automatically recording these relationships to enable structured tracking of activities, product counts, store ratings, and access status of referred sellers. Functional testing conducted via a black-box approach demonstrated that the authentication, referral registration, dashboard, monitoring, order management, and store settings modules operated strictly according to specifications, achieving a 100% test case pass rate. The primary contribution of this research lies in shifting the referral paradigm from simple user acquisition to a peer-accountability framework that holds referring sellers responsible for the performance of their recruits, thereby mitigating the presence of unreliable sellers and fostering greater trust in the online shopping environment.

Abstract: This study aims to improve children's singing ability through the use of video-based learning in second-grade students at SDN 6 Kabila, Bone Bolango Regency. The research problem identified was the low singing ability of… students due to the lack of engaging learning media. Video-based learning was employed to help students understand pitch, rhythm, and lyrics, thereby enhancing their confidence, interest, and singing skills in music education. This study adopted a Classroom Action Research (CAR) design following the Kemmis and McTaggart spiral model, conducted in two cycles (Cycle I with two meetings and Cycle II with one meeting). The subjects were 21 second-grade students (9 males and 12 females). Data collection techniques included observation, tests (performance assessments), interviews, and documentation. Data were analyzed descriptively to determine improvements in students' singing ability across four indicators: pitch accuracy, rhythmic accuracy, lyric mastery, and expression with self-confidence. The results showed that students' initial singing ability was low, with only 28% achieving the minimum mastery criterion (KKM). After implementing video-based learning, students' mastery increased to 43% in Cycle I Meeting I, 62% in Cycle I Meeting II, and 90% in Cycle II Meeting I. Teacher activity improved from 60% (adequate) to 96% (excellent), and student activity increased from 59% (adequate) to 96% (excellent). These findings demonstrate that video-based learning effectively improves children's singing ability, confidence, and active participation in music education at the elementary school level.

Digital Financial Transparency and Sustainable Public Governance: Evidence From Local Governments in West Java Province

Utie, Maulida Salmi, Ulfa, Muthia, Dalimunthe, Imaniel Rahel Riana
Abstract: Digital financial transparency is crucial for achieving the Sustainable Development Goals (SDGs), particularly for building accountable and trustworthy public institutions. Limited studies examine whether digitalization… actually delivers accessible financial information and whether such transparency strengthens sustainable public governance. This study addresses that gap by constructing an original, multi-dimensional, portal-level Digital Financial Transparency Index (DFTI) and linking it to sustainable public governance, an association not previously tested at the Indonesian subnational level. Using a quantitative, explanatory design, financial management and public information portals are assessed through content analysis. Twenty-one indicators covering organizational information, financial transparency, and website accessibility are aggregated into the DFTI. Sustainable public governance is proxied by the 2024 electronic-based government system (SPBE) index, the only nationally standardized, externally assessed, and annually published measure of digital public administration maturity in Indonesia. Ordinary least squares regression tests the hypothesis, complemented by Spearman correlation as a non-parametric robustness check suited to the small city and regency subsamples. The findings show DFTI has a positive and significant effect on SPBE (β = 0.026; p = 0.032). The effect operates through content rather than appearance: among regencies, organizational information and financial transparency correlate significantly (p < 0.05) with SPBE, website accessibility does not. The results provide recommendations that local governments should adopt a standardized minimum financial-disclosure content and prioritize the weakest indicators, which are raw data, citizen-friendly budget summaries, and personal data protection. Also the provincial government should channel budget-capacity support to low-DFTI regencies, where transparency and maturity are most strongly associated with budget resources to advance SDG 17.

Pulungan, Della Sagita, Hasibuan, Rahmayani, Nasution, Mei Liana Sani, Nahrowi, Ahmad, Alfansuri, Hafiz
Abstract: Mental and spiritual health are crucial aspects of the patient's recovery process in hospitals. In addition to medical treatment, patients also require psychological and spiritual support to help them cope with the various… us challenges that arise from their illness. This article aims to describe the implementation of Islamic Guidance and Counseling services to strengthen the mental and spiritual health of patients at Padangsidimpuan Indonesian National Armed Forces Hospital. Services provided include spiritual guidance, religious motivation, prayer guidance, individual counseling, and emotional support for patients and their families. Through an Islamic approach, counselors strive to help patients increase their patience, sincerity, optimism, and inner peace in facing their illness and treatment. The results of the service implementation indicate that Islamic Guidance and Counseling contribute positively to patients' psychological and spiritual well-being. Patients who receive support tend to have a better zest for life, lower anxiety levels, and a stronger ability to accept and cope with their health conditions. Furthermore, spiritual guidance activities also help patients maintain their religious practices during treatment, providing a sense of comfort and increasing hope for recovery. The presence of Islamic Guidance and Counseling services in hospitals not only complements existing healthcare services but also plays a crucial role in achieving holistic and humane care. Therefore, strengthening these services requires continued development to optimally support patients' mental and spiritual well-being and improve the overall quality of healthcare.

Accounting Standards and Financial Transparency for Public Accountability in Indonesia

Sangkala, Masnawaty
Abstract: This study examines the role of accounting standards and financial transparency in strengthening public accountability in Indonesia. Using a descriptive-comparative literature review, this study analyzes six selected journal… rnal articles published by Indonesian universities that discuss the implementation of accounting standards, financial reporting quality, accessibility of financial information, accounting information systems, and fraud prevention. The findings reveal that the implementation of accounting standards, including SAK ETAP and PSAK 112, contributes to improving the consistency and reliability of financial reporting. However, differences in reporting capacity, limited accessibility of financial statements, and weaknesses in information systems remain key challenges to achieving transparent and accountable financial governance. The study also highlights the relevance of fraud detection perspectives, particularly the fraud triangle theory, in supporting accountability through early identification of financial reporting risks. These findings indicate that public accountability in Indonesia requires not only compliance with accounting standards, but also stronger financial transparency, accessible reporting, reliable accounting information systems, and improved institutional capacity. The study contributes by positioning accounting standards and financial transparency as an integrated framework for enhancing public accountability in both public and private sector contexts in Indonesia.

This is complemented by triangulated insights from interviews with key government personnel. The findings reveal that Salatiga City has embedded core governance principles-transparency, accountability, and participatory engagement-within its financial reporting processes. The city's internal control system has reached Maturity Level 3 (Defined), indicating that control mechanisms are well-documented, institutionalized, and consistently applied. The use of digital reporting tools and community-based oversight further supports a culture of openness and accountability. The case of Salatiga City provides actionable insights for other local governments seeking to enhance financial governance. These practices directly support Indonesia's commitment to SDG 16, by fostering public trust and institutional integrity. This study adds to the emerging literature by integrating GICS analysis with local-level governance outcomes, not only to meet compliance standards but also to advance broader, effective, accountable, and inclusive development goals.
