the project is expected to strengthen economic competitiveness and attract large-scale investment, its implementation has generated significant social, environmental, and governance challenges. Existing studies on Rempang have primarily focused on land disputes, relocation issues, and agrarian conflicts, with limited attention given to disaster risk governance and socio-ecological vulnerability perspectives. This study aims to analyze the development of Rempang Island through the lens of Disaster Risk Governance (DRG) and socio-ecological vulnerability to understand how development policies, environmental change, and governance arrangements interact in shaping risks within coastal regions. This study employs a qualitative approach using literature review and policy analysis. Data were collected from government regulations, official reports, public policy documents, human rights reports, academic publications, and other credible secondary sources. The analytical framework integrates disaster risk governance, socio-ecological vulnerability, and public policy theories. The findings indicate that the Rempang conflict should not be understood solely as an agrarian dispute or community resistance to relocation. Instead, it reflects broader governance challenges associated with integrating disaster risk considerations into coastal development policies. The project has the potential to generate socio-ecological vulnerabilities related to land tenure uncertainty, livelihood transformation, cultural identity concerns, environmental pressures, and limited stakeholder participation. The study argues that sustainable coastal development depends not only on economic investment but also on the capacity of governance systems to manage emerging risks through collaborative, adaptive, and inclusive approaches. The article contributes to the literature by positioning the Rempang case as a governance-of-risk issue and highlighting the need to integrate economic development, environmental sustainability, and disaster risk reduction within coastal governance frameworks.

od with a case study design and library research, this study examines five main dimensions: the chronology of the Rempang Island case, policy conflicts and controversies, the government regulatory framework, disaster risk analysis from nine environmental perspectives, and overall policy evaluation. The findings reveal that the Rempang Eco City project, designated as a National Strategic Project (PSN) through Permenko for Economic Affairs Number 7 of 2023, triggered prolonged agrarian conflict due to the absence of meaningful participation from indigenous Malay communities who have inhabited 16 ancient villages on the island since 1834. The project implementation was marked by forced evictions, repeated acts of violence, and non-transparent environmental impact assessment (AMDAL) processes. Disaster risk analysis from nine environmental perspectives covering air quality, water quality, coastal and marine ecosystems, sand mining and geological degradation, biodiversity, community health, social-cultural impacts, climate change vulnerability, and environmental governance consistently produces high-risk assessments, affirming that Rempang Island as a small island ecosystem lacks adequate carrying capacity for large-scale glass industrial development without permanent and irreversible ecological damage. Although Presidential Regulation Number 12 of 2025 de facto removed Rempang Eco City from the list of 77 National Strategic Projects under President Prabowo Subianto’s administration, the absence of an explicit revocation of Permenko Number 7 of 2023 creates ongoing legal ambiguity for affected communities. This research concludes that Indonesia urgently requires fundamental reform in its investment-based development policy paradigm, encompassing strengthened indigenous community participation mechanisms, elevation of AMDAL as a non-circumventable legal requirement prior to investment designation, and application of the ecological precautionary principle in small island development.

This study aims to analyze the policy rationale underlying the Rempang–Galang glass factory development, examine its implications for social and environmental justice, and evaluate the policy using William N. Dunn’s policy evaluation model. This research employs a qualitative case study approach. Data were collected through a systematic literature review of policy documents, reports from government institutions and civil society organizations, and relevant academic publications. The data were analyzed using content analysis based on the theoretical frameworks of social justice, environmental justice, and public policy evaluation. The findings reveal that the Rempang–Galang development policy is primarily driven by economic growth and investment-oriented objectives. Its implementation has led to an unequal distribution of development benefits and burdens, reflected in the risks of community relocation, loss of living space, pressure on coastal ecosystems, and the emergence of agrarian conflicts. Evaluation based on Dunn’s criteria indicates persistent challenges related to equity, responsiveness, adequacy, and appropriateness. The study concludes that a more participatory, equitable, and sustainable development approach is required through stronger protection of local community rights, inclusive environmental governance, and a fairer distribution of development benefits.

ot only a political–traditional leader but is also regarded as a representation of cosmic power that must be respected. In this perspective, the delivery of the first harvest becomes a kind of “rite of passage” from the profane world (the field) to the sacred world (the palace). Within Lamaholot tradition, this relationship is known as the 4A: Atadiken (Human), God, Nature, and Ancestral Spirits.
The findings show that the procession of delivering the first harvest has been practiced for generations since the establishment of the Adonara Kingdom. The procession is carried out for two consecutive days, Tuesday and Wednesday, during the harvest week and month, usually March or April. On Tuesday, the ritual takes place in the fields during the first harvest, the yields of which are taken to the King of Adonara in Sagu. On Wednesday, the procession takes place in Lewo Sagu Atu Matang – Tanah Kota Dolu Wewang (the palace of the Adonara king), the site of the migration of King Arkian Kamba (the first Islamic King of Adonara). Both processions are preceded by traditional ritual prayers (Bao Lolon) addressed to God, Nature, and the Ancestral Spirits (3A). The equipment involved in the procession includes the harvest yield, tuak (palm wine) in bamboo containers, coconut-shell cups, gongs and drums, spears, machetes, and traditional clothing. In the procession, the king and his kin receive the harvest in a ceremonial welcome marked by traditional rituals, during which the king wears royal attire: the lipa sarong, a jacket, and a cap. The harvested produce is not only given to members of the royal family for consumption but also distributed to the wider community (ribu ratu). A tradition that remains preserved to this day—and considered the most essential—is the distribution of the first harvest by the king and his family to widows, the poor, orphans, and abandoned children. This symbolizes love, fairness, and equitable sharing—values that continue to be upheld today.

Sosialisasi diberikan untuk meningkatkan pemahaman masyarakat terkait hukum agraria, prosedur sertifikasi tanah, dan mekanisme penyelesaian sengketa. Pelatihan dilakukan untuk membekali warga dengan keterampilan administratif dalam mengurus dokumen kepemilikan tanah. Sementara itu, konsultasi hukum diberikan oleh para ahli guna memberikan solusi konkret bagi masyarakat yang tengah menghadapi sengketa.
Hasil kegiatan menunjukkan peningkatan pemahaman masyarakat terhadap hak kepemilikan tanah dan prosedur hukum yang dapat ditempuh. s pattern leads to increased production costs, declining soil fertility, and low added value of agricultural products. In addition, suboptimal household waste management contributes to environmental pollution. This community service program aimed to revitalize a sustainable maize farming system through the integration of composite maize seeds and organic waste processing technology. The program was conducted from July to November 2025, involving approximately 30 farmers. The methods included an initial survey, program socialization, training on organic fertilizer production, establishment of a composite maize demonstration plot, and evaluation using pre-test and post-test. Data were analyzed using descriptive quantitative methods. The results showed an increase in participants’ understanding of composite maize seeds and improved skills in producing organic fertilizer. Higher post-test scores (3-4,2) compared to pre-test (1-2) indicate the effectiveness of the training and mentoring approaches. Additionally, there was an increase in community awareness regarding the utilization of organic waste. This program contributed to enhancing farmers’ capacity and independence and serves as an initial step toward developing a sustainable agriculture system based on local resources.

Abstrak: Nagari Simpang, Kabupaten Pasaman merupakan wilayah agraris dengan komoditas utama jagung yang dikelola secara konvensional dan bergantung pada benih hibrida serta pupuk anorganik. Pola ini dalam jangka panjang menyebabkan peningkatan biaya produksi, penurunan kesuburan tanah, serta rendahnya nilai tambah hasil pertanian. Selain itu, pengelolaan limbah rumah tangga yang belum optimal berdampak pada pencemaran lingkungan. Kegiatan pengabdian ini bertujuan merevitalisasi sistem pertanian jagung berkelanjutan melalui integrasi benih jagung komposit dan teknologi pengolahan sampah organik. Kegiatan dilaksanakan selama Juli–November 2025 dengan melibatkan ±30 petani. Metode meliputi survei awal, sosialisasi, pelatihan pembuatan pupuk organik, pembuatan demplot jagung komposit, serta evaluasi menggunakan pre-test dan post-test. Data dianalisis secara deskriptif kuantitatif. Hasil menunjukkan adanya peningkatan pemahaman mitra terkait benih jagung komposit serta peningkatan keterampilan dalam memproduksi pupuk organik. Skor post-test yang lebih tinggi (3-4,2) dibandingkan pre-test (1-2) menunjukkan efektivitas metode pelatihan dan pendampingan. Selain itu, terjadi peningkatan kesadaran lingkungan masyarakat terhadap pemanfaatan sampah organik. Kegiatan ini berkontribusi dalam meningkatkan kapasitas dan kemandirian petani serta menjadi langkah awal pengembangan sistem pertanian berkelanjutan berbasis sumber daya lokal.

Adapun petani tanaman buah pisang pada dasarnya mempunyai cara untuk menentukan ciri-ciri tersendiri atau karakter untuk menentukan buah bagus atau baik dan layak untuk dikonsumsi. Banyak kadang petani atau peminat buah susah menentukan buah yang terbaik pada buah pisang, dengan adanya alternatif yang ada sistem pendukung keputusan dengan metode FMCDM untuk memilih buah terbaik dari buah pisang. Fuzzy Multi Criteria Decision Making (FMCDM) adalah suatu metode pengambilan keputusan yang bertujuan untuk menetapkan alternatif keputusan terbaik dari sejumlah alternatif berdasarkan beberapa kriteria tertentu yang akan menjadi bahan pertimbangan. Dari hasil perhitungan menggunakan software di atas, diperoleh hasil yaitu alternatif (A3) memperoleh nilai total integral terbesar dibandingkan denganalternatif-alternatif yang lain.
