IMPLEMENTATION OF POLICY ON HANDLING VAGRANTS AND BEGGARS AT THE SOCIAL AFFAIRS OFFICE OF GORONTALO CITY

Abstract: This descriptive qualitative research analyzes the effectiveness of policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City. Four indicators from George… orge C. Edward III's policy implementation theory—communication, resources, disposition, and bureaucratic structure—are employed as the analytical framework. Field data obtained through observation, interviews, and documentation were systematically analyzed using the data condensation, display, and conclusion drawing model of Miles, Huberman, and Saldana. The findings indicate that the policy implementation on handling vagrants and beggars at the Social Affairs and Community Empowerment Office of Gorontalo City has been running fairly well but has not yet been optimal. In the communication aspect, coordination among implementers has been functioning well; however, information dissemination to target groups and the general public remains suboptimal. In the resources aspect, policy implementation has been supported by human resources, authority, and facilities, yet is still constrained by limited personnel and underutilized facilities and databases. In the disposition aspect, officials demonstrate commitment, responsibility, and a professional attitude in implementing the policy; however, guidance programs have not been able to reach all vagrants and beggars on a sustainable basis. In the bureaucratic structure aspect, policy implementation has been supported by Standard Operating Procedures (SOPs), clear task distribution, and inter-division coordination; nevertheless, SOP implementation in the field still needs optimization to ensure services reach all target groups. Based on these findings, the Social Affairs and Community Empowerment Office of Gorontalo City needs to enhance communication and socialization to target groups, strengthen human resources and supporting facilities, optimize guidance and empowerment programs, and improve inter-agency coordination so that the policy implementation on handling vagrants and beggars can be more effective in improving social welfare.

IMPROVING CHILDREN'S SONG SINGING SKILLS THROUGH INSTRUCTIONAL VIDEOS IN GRADE II AT SDN 6 KABILA, BONE BOLANGO REGENCY

Abstract: This study aims to improve children's singing ability through the use of video-based learning in second-grade students at SDN 6 Kabila, Bone Bolango Regency. The research problem identified was the low singing ability of… students due to the lack of engaging learning media. Video-based learning was employed to help students understand pitch, rhythm, and lyrics, thereby enhancing their confidence, interest, and singing skills in music education. This study adopted a Classroom Action Research (CAR) design following the Kemmis and McTaggart spiral model, conducted in two cycles (Cycle I with two meetings and Cycle II with one meeting). The subjects were 21 second-grade students (9 males and 12 females). Data collection techniques included observation, tests (performance assessments), interviews, and documentation. Data were analyzed descriptively to determine improvements in students' singing ability across four indicators: pitch accuracy, rhythmic accuracy, lyric mastery, and expression with self-confidence. The results showed that students' initial singing ability was low, with only 28% achieving the minimum mastery criterion (KKM). After implementing video-based learning, students' mastery increased to 43% in Cycle I Meeting I, 62% in Cycle I Meeting II, and 90% in Cycle II Meeting I. Teacher activity improved from 60% (adequate) to 96% (excellent), and student activity increased from 59% (adequate) to 96% (excellent). These findings demonstrate that video-based learning effectively improves children's singing ability, confidence, and active participation in music education at the elementary school level.

Digital Financial Transparency and Sustainable Public Governance: Evidence From Local Governments in West Java Province

Abstract: Digital financial transparency is crucial for achieving the Sustainable Development Goals (SDGs), particularly for building accountable and trustworthy public institutions. Limited studies examine whether digitalization&#8230; actually delivers accessible financial information and whether such transparency strengthens sustainable public governance. This study addresses that gap by constructing an original, multi-dimensional, portal-level Digital Financial Transparency Index (DFTI) and linking it to sustainable public governance, an association not previously tested at the Indonesian subnational level. Using a quantitative, explanatory design, financial management and public information portals are assessed through content analysis. Twenty-one indicators covering organizational information, financial transparency, and website accessibility are aggregated into the DFTI. Sustainable public governance is proxied by the 2024 electronic-based government system (SPBE) index, the only nationally standardized, externally assessed, and annually published measure of digital public administration maturity in Indonesia. Ordinary least squares regression tests the hypothesis, complemented by Spearman correlation as a non-parametric robustness check suited to the small city and regency subsamples. The findings show DFTI has a positive and significant effect on SPBE (β = 0.026; p = 0.032). The effect operates through content rather than appearance: among regencies, organizational information and financial transparency correlate significantly (p < 0.05) with SPBE, website accessibility does not. The results provide recommendations that local governments should adopt a standardized minimum financial-disclosure content and prioritize the weakest indicators, which are raw data, citizen-friendly budget summaries, and personal data protection. Also the provincial government should channel budget-capacity support to low-DFTI regencies, where transparency and maturity are most strongly associated with budget resources to advance SDG 17.

Membangun Kepercayaan Publik: Analisis Komunikasi Interpersonal Pegawai Kantor Pertanahan Kota Serang

Abstract: Kepercayaan publik merupakan faktor penting dalam keberhasilan penyelenggaraan pelayanan publik, termasuk pada sektor pertanahan yang memiliki kompleksitas administrasi dan koordinasi kerja yang tinggi. Penelitian ini bertujuan&#8230; rtujuan menganalisis kemampuan komunikasi interpersonal pegawai Kantor Pertanahan Kota Serang sebagai upaya membangun kepercayaan publik terhadap kualitas layanan yang diberikan. Penelitian menggunakan metode kuantitatif dengan pendekatan survei. Populasi penelitian berjumlah 102 pegawai, dengan sampel sebanyak populasi. Pengumpulan data dilakukan melalui kuesioner yang disusun berdasarkan indikator komunikasi interpersonal menurut DeVito, yaitu keterbukaan, empati, sikap mendukung, sikap positif, dan kesetaraan. Hasil uji instrumen menunjukkan seluruh item pernyataan valid dengan nilai corrected item-total correlation di atas 0,349 serta reliabel dengan nilai Cronbach’s Alpha sebesar 0,969. Temuan penelitian menunjukkan bahwa komunikasi interpersonal pegawai berperan penting dalam memperkuat koordinasi internal, meningkatkan kejelasan informasi, serta mengurangi potensi miskomunikasi yang dapat memengaruhi persepsi masyarakat terhadap pelayanan pertanahan. Komunikasi interpersonal yang efektif mendorong terciptanya pelayanan yang lebih transparan, responsif, dan akuntabel sehingga berkontribusi pada peningkatan kepercayaan publik terhadap Kantor Pertanahan Kota Serang. Public trust is a crucial factor in the successful implementation of public services, including the land administration sector, which is characterized by complex administrative processes and extensive work coordination. This study aims to analyze the interpersonal communication competence of employees at the Serang City Land Office as an effort to build public trust in the quality of public services provided. This research employed a quantitative method with a survey approach. The study population consisted of 102 employees, all of whom were included as the research sample using a total sampling technique. Data were collected through a questionnaire developed based on DeVito’s interpersonal communication indicators, namely openness, empathy, supportiveness, positiveness, and equality. The instrument testing results indicated that all questionnaire items were valid, with corrected item-total correlation values exceeding 0.349, and reliable, with a Cronbach’s Alpha coefficient of 0.969. The findings reveal that employees’ interpersonal communication plays a significant role in strengthening internal coordination, improving information clarity, and minimizing the potential for miscommunication that may influence public perceptions of land services. Effective interpersonal communication contributes to more transparent, responsive, and accountable public services, thereby enhancing public trust in the Serang City Land Office.

THE DYNAMICS OF USER-GENERATED CONTENT ON TIKTOK SOCIAL MEDIA IN RELATION TO BRAND TRUST AND UNIVERSITY CHOICE DECISIONS: THE ROLE OF BRAND AUTHENTICITY AS A MEDIATING VARIABLE

Abstract: This study aims to examine the influence of User-Generated Content (UGC) on the TikTok platform on Brand Trust and the Decision to Choose a Higher Education Institution, with Brand Authenticity serving as the mediating variable.&#8230; ariable. This study employs an explanatory quantitative approach. Data were collected via an online survey of a purposive sample comprising prospective students or first-year students (aged 17–21) who actively use TikTok and interact with university-related content. Data analysis was conducted on a minimum of 250 respondents using Partial Least Squares (PLS)-based Structural Equation Modelling (SEM) with the aid of SmartPLS software. The results of the outer model testing showed that all indicators used in the questionnaire were valid and reliable. Hypothesis testing confirmed that User-Generated Content has a direct, positive and significant effect on Brand Authenticity, Brand Trust and Choice Decision. Furthermore, Brand Authenticity also has a positive and significant effect on Brand Trust and Choice Decision. Mediation analysis revealed that Brand Authenticity acts as a partial mediator, bridging the influence of UGC on Brand Trust and Choice Decisions. This study confirms that user-generated organic content on TikTok is a crucial instrument in building trust and influencing the academic decisions of Generation Z. Higher education brands that are authentically represented through UGC will find it easier to win the trust and preference of prospective students.

IMPLEMENTATION OF THE CIRCULAR ECONOMY THROUGH COMMUNITY EMPOWERMENT: TRANSFORMING SPENT COFFEE GROUNDS INTO AROMATHERAPY CANDLES AND ROOM FRESHENERS IN JINGKANG VILLAGE

Abstract: Spent coffee grounds are one of the organic wastes that remain underutilized despite their significant potential to be transformed into value-added products. This community service program aimed to enhance the knowledge&#8230; and practical skills of the residents of Jingkang Village in converting spent coffee grounds into aromatherapy candles and air fresheners based on the principles of the circular economy. The program employed a Participatory Action Research (PAR) approach consisting of problem identification, program planning, training implementation, monitoring and evaluation, and reflection. The activity involved 15 participants, including community members, micro-enterprise actors, and women's community groups. Program effectiveness was evaluated using pre-test and post-test assessments and analysed through a Paired Sample t-test. The results demonstrated that the average participant score increased from 46.70 to 86.00, representing an 84.15% improvement. Statistical analysis confirmed a significant difference between pre-test and post-test scores (p < 0.001). Furthermore, all program success indicators were achieved, including a 100% attendance rate, 100% participant competency in producing the products, a participant satisfaction level of 93.30%, and all products meeting usability standards. The novelty of this program lies in integrating the Participatory Action Research (PAR) approach, circular economy principles, and quantitative statistical evaluation into a community empowerment model utilizing spent coffee grounds as value-added products. This model has strong potential to be replicated in other coffee-producing communities to promote sustainable waste management and local economic development.

Analysis of The Influence of Environmental, Social, and Governance (Esg) on Financial Performance

Abstract: This study aims to analyze the influence of Environmental (E), Social (S), and Governance (G) on corporate financial performance as measured by Return on Assets (ROA) and Return on Invested Capital (ROIC) in companies listed&#8230; sted on the LQ45 index of the Indonesia Stock Exchange for the 2023-2025 period, with Company Size (SIZE) as a control variable. The study uses a quantitative method with secondary data obtained from annual reports and corporate sustainability reports. The sample was determined using a purposive sampling technique, resulting in 45 observations included in the LQ45 for the 2023-2025 period. Data analysis was performed using panel data regression with the help of EViews 13 software. The results show that Environmental has a positive and significant effect on ROA and ROIC, while Governance also has a positive and significant effect on both indicators. Conversely, Social does not have a significant effect on ROA or ROIC. The coefficient of determination value indicates that the model is able to explain variations in ROA by 29.7% and ROIC by 32.3%. These findings indicate that environmental practices and corporate governance play an important role in improving financial performance, while the implementation of social aspects has not had a significant impact during the study period.

Paid Social Media Advertising and Digital Marketing Content Quality as Determinants of Ecourse Purchase Decisions Mediated by Customer Trust

Abstract: This study aims to analyze the influence of paid social media advertising and the quality of digital marketing content on the purchase decision of the BuatMudah e-course, both directly and indirectly through customer trust&#8230; st as a mediating variable. The background of this study is based on the decline and fluctuations in BuatMudah e-course sales amidst the growth of the EdTech industry and increasing competition in the educational market for content creators. This study used a quantitative approach with a survey method. Primary data were obtained by distributing questionnaires to 355 BuatMudah e-course customers. The research instrument was designed based on indicators of paid social media advertising, digital marketing content quality, customer trust, and purchase decisions. Data were analyzed using Structural Equation Modeling (SEM) and the Sobel test to examine the mediating role. The results show that paid social media advertising has a positive and significant effect on customer trust, with a path coefficient of 0.72 and a calculated t-value of 16.17. The quality of digital marketing content also has a positive and significant effect on customer trust, with a path coefficient of 0.75 and a calculated t-value of 14.41. Furthermore, paid social media advertising had a positive and significant effect on purchasing decisions with a path coefficient of 0.25 and a calculated t-value of 4.35. Meanwhile, the quality of digital marketing content had a positive and significant effect on purchasing decisions with a path coefficient of 0.14 and a calculated t-value of 2.31. Customer trust was shown to have a positive and significant effect on purchasing decisions with a path coefficient of 0.39 and a calculated t-value of 5.03. The Sobel test results indicate that customer trust mediates the effect of paid social media advertising on purchasing decisions and also mediates the effect of digital marketing content quality on purchasing decisions. Thus, purchasing decisions for the BuatMudah e-course are determined not only by advertising effectiveness and content quality, but also by the ability of these two digital marketing stimuli to build customer trust.

The Effect of Inflation, Interest Rates, and Exchange Rates on Stock Returns With The Composite Stock Price Index (IHSG) as an Intervening Variable in Indonesia 2016–2025

Abstract: This study examines the effect of inflation, interest rates (BI7DRR), and exchange rates (USD/IDR) on stock returns of PT Telkom Indonesia (Persero) Tbk., with the Jakarta Composite Index (IHSG) as an intervening variable.&#8230; e. Using a quantitative explanatory research design, monthly secondary data spanning January 2016 to December 2025 (120 observations) were analysed using Pearson correlation and two-stage path analysis (OLS regression). Results indicate that inflation and exchange rates significantly influence IHSG, while the BI Rate does not. However, neither macroeconomic variables nor IHSG significantly affect Telkom's stock returns either directly or indirectly. The model explains only 2.7% of the variation in stock returns, suggesting that company-specific and sectoral factors dominate return determination. These findings imply that IHSG does not serve as an effective mediating channel between macroeconomic conditions and individual stock returns for Telkom. Investors in the telecommunications sector should prioritise fundamental and sectoral analysis over macroeconomic indicators when making portfolio decisions
