Public-Private Collaboration in Sustainable Tourism Destination Management: Case Study of MaxOne Resort and Hotel Makassar

Abstract: Public-private collaboration is a vital strategy in managing sustainable tourism destinations, integrating diverse stakeholders to balance economic growth, environmental sustainability, and social equity. Despite the hospitality… pitality sector’s key role in tourism governance, research on its collaboration with public institutions, particularly in Makassar, Indonesia, remains limited. This study examines MaxOne Resort and Hotel Makassar to explore the mechanisms, challenges, and outcomes of public-private partnerships (PPPs) in sustainable tourism destination management (STDM). Using a qualitative case study approach, the research employs in-depth interviews, participatory observation, and policy analysis to investigate how MaxOne Resort collaborates with local government and communities to implement sustainability initiatives. The findings reveal that structured mechanisms such as formal agreements, joint projects, and stakeholder committees facilitate sustainable governance. MaxOne Resort actively engages in environmental conservation, community empowerment, and responsible tourism practices, positioning itself as a sustainability model within the hospitality sector. However, regulatory misalignments, funding constraints, and inconsistent stakeholder engagement present significant challenges. The study underscores the relevance of the Penta-Helix framework, highlighting how collaboration among government, private sector, academia, community, and media enhances the legitimacy and effectiveness of sustainability initiatives. This research contributes to the literature by providing a localized analysis of PPPs in Makassar, bridging the gap between theoretical models and practical applications. The findings offer policy recommendations to strengthen stakeholder collaboration, optimize governance structures, and support sustainable tourism development in emerging destinations.

Efforts of Kokoon Hotel Banyuwangi to Retain Potential Employees

Abstract: The hospitality sector is one of the impacted industries, as it is closely connected to the tourism sector by providing lodging for tourists. However, there have been some favourable effects, such as the establishment of… Kokoon Hotel Banyuwangi in reaction to the pandemic scenario. Increase in staff turnover is correlated with the appearance of opportunities that have resulted from the tourism recovery programme that the Indonesian government has implemented as a response to the Covid-19 outbreak, as was stated before. The research aims to investigate the employees' perception of the workplace climate at Kokoon Hotel Banyuwangi and determine the extent to which the work environment impacts their intention to continue working at the hotel. The qualitative method offers an opportunity for an in-depth exploration of Kokoon Hotel Banyuwangi's Efforts in Retaining Employees. This research found that skill development, career advancement, pay, work culture, benefits, and outstanding relationships affect employee satisfaction at Kokoon Hotel Banyuwangi. To retain staff, Kokoon Hotel Banyuwangi offers cross-training programmes, fair promotion processes, and a comfortable work culture for employee development. Kokoon Hotel Banyuwangi employees depart for financial, professional, and outside experience reasons. Kokoon Hotel Banyuwangi has to strengthen work culture, interactions with supervisors, coworkers, and subordinates, and employee skill development.

EXPLORING THE UNIQUENESS AND DISTINCTIVENESS OF TIMOR LESTE CULTURE THROUGH STORY AND NARRATIVE EXPLORATION: AN ANALYSIS OF FACTORS INFLUENCING TOURISM DESTINATION PROMOTION

Abstract: culture through the exploration of stories and narratives, as well as analyze the factors that influence the promotion of tourism destinations in this region. The research method used is qualitative with the main source… of data coming from literature studies, mainly focusing on folklore, historical narratives, and Timor Leste's cultural richness. The introduction of the research covered the context of tourism in Timor Leste, highlighting the challenges in promoting tourism destinations and the problems faced. An in-depth literature search was then conducted to formulate the research problems, namely constraints in tourism promotion and the role of stories and narratives in the context of destination promotion. In the exploration of cultural uniqueness, the findings show that local mythology, oral traditions and community values play an important role in shaping Timor Leste's cultural identity. The analysis of factors influencing destination promotion involved an evaluation of marketing, tourism infrastructure, media, technology and sustainability aspects. The results of this study provide an in-depth insight into Timor Leste's local wisdom and tourism potential. The findings are expected to serve as a basis for the development of more effective promotional strategies, integrating cultural uniqueness in stories and narratives as a foundation for increasing the attractiveness of this tourism destination in the eyes of global travelers

Community Empowerment in the Landscaping of Gardens around Karo Traditional Houses to Support Cultural Ecotourism in Lingga Village

Abstract: Lingga Village in Karo Regency, North Sumatra, is a cultural village that preserves the traditional architecture of the Karo people, particularly the Siwaluh Jabu traditional house, which reflects the community’s life philosophy,… philosophy, social order, and spirituality. The surrounding environment of these traditional houses remains poorly organized, with vacant land left unmanaged and declining awareness of cultural preservation, resulting in suboptimal utilization of the area’s aesthetic value, cultural function, and tourism potential. This community service program aims to arrange a cultural garden around the traditional houses while empowering the local community to manage the cultural landscape in a sustainable manner, with a focus on preserving cultural identity, improving environmental quality, and strengthening the local economy through the development of cultural tourism and agrotourism. The implementation method adopts a community-based participatory approach, carried out through several stages: site observation and mapping, focus group discussions, planning and designing the cultural garden, training and knowledge transfer, collective implementation of garden arrangement, as well as evaluation and documentation. The garden design integrates the orientation of the Siwaluh Jabu house, the cosmological meaning of space, ecological landscape principles, and the selection of local vegetation with symbolic, aesthetic, and economic value, organized into aesthetic, educational, and productive zones. The results of the program indicate the establishment of a well-arranged cultural garden rich in Karo cultural symbols, increased community capacity and participation, and the creation of a sustainable cultural landscape management model that functions as a “living laboratory” combining aesthetic, educational, economic, and spiritual roles. This model positions the community as the main actor and holds potential to be replicated in other cultural villages with similar characteristics.

THE INFLUENCE OF ORGANIZATIONAL CULTURE AND LEADERSHIP STYLE ON THE PERFORMANCE OF EMPLOYEES IN THE DEPARTMENT OF CULTURE, YOUTH, SPORTS AND TOURISM OF KARO DISTRICT

Abstract: The purpose of this study was to determine the effect of organizational culture and leadership style on employee performance in this type of research is a quantitative study using multiple linear regression methods. The&#8230; analysis used includes instrumental testing, classical hypothesis testing, and hypothesis testing. The result of this research is the value of Y = -6.784+0.672X1+0.633X2. In a sense, corporate culture has a significant impact on performance. From the t count > t in the table, namely 7,803 > 1,683, with sig 0.000 <0.05, it can be seen that leadership style has a significant effect on performance. 0.000<0.05. Organizational culture and leadership test scores affect performance simultaneously when Fcount > Ftable (62.090 > 4.08) of 0.000 <0.05. Based on the results of testing the coefficient of determinants of organizational culture and leadership style, the adjusted R-square value is 75.8%, meaning that organizational culture and leadership style contribute 75.8% to variations in performance. and other offers 24.2% influenced by other factors not examined in this study.

Analisis Literatur Keberhasilan Pemberdayaan Masyarakat Desa Terpencil: Peran Model Desa Wisata Dalam Peningkatan Kesejahteraan Lokal (Refleksi Kasus: Desa Wisata Huta Tinggi, Samosir)

Abstract: Keberhasilan pemberdayaan masyarakat di desa terpencil seperti Desa Wisata Huta Tinggi menunjukkan bahwa kesuksesan tersebut tidak murni lahir begitu saja, melainkan dari sinergi antara agensi lokal dan intervensi eksternal&#8230; nal yang terkoordinasi. Penelitian ini dilatarbelakangi oleh pergeseran paradigma pembangunan nasional yang memprioritaskan desa sebagai subjek pembangunan (Desa SDGs) dan popularitas model Community-Based Tourism (CBT) sebagai strategi pengentasan kemiskinan. Tujuan penelitian ini adalah untuk menganalisis secara kritis faktor-faktor penentu keberhasilan pemberdayaan di Desa Huta Tinggi dan dampaknya terhadap peningkatan kesejahteraan lokal, baik secara ekonomi maupun sosial. Menggunakan metode kualitatif melalui studi literatur, penelitian ini mensintesis berbagai sumber akademis dan laporan untuk membangun kerangka analisis yang komprehensif. Penelitian ini menemukan bahwa anatomi keberhasilan Desa Huta Tinggi ditopang oleh tiga pilar: (1) peningkatan kapasitas SDM melalui pelatihan terstruktur yang menghasilkan inovasi produk (misalnya, yogurt susu kerbau); (2) penguatan kelembagaan lokal melalui peran sentral Kelompok Sadar Wisata (Pokdarwis) sebagai motor penggerak partisipasi; serta (3) kolaborasi multi-pihak yang efektif, yang mengintegrasikan dukungan top-down (pemerintah, swasta) dengan inisiatif bottom-up (masyarakat). Dampak dari pemberdayaan ini bersifat multidimensional, mencakup diversifikasi ekonomi dan penciptaan lapangan kerja baru, serta revitalisasi budaya dan penguatan kohesi sosial. Disimpulkan bahwa Huta Tinggi memvalidasi model CBT hibrida yang efektif dan dapat direplikasi, di mana keberhasilan awal menjadi fondasi yang kokoh. Namun, keberlanjutan jangka panjangnya kini menghadapi tantangan fase konsolidasi menuju stagnasi, seperti keterbatasan infrastruktur dan tekanan lingkungan, yang menuntut pergeseran fokus dari membangun ke mengelola secara berkelanjutan.

Analysis of Potential and Determination of Regional Tax Revenue Targets to Increase Regional Original Income in Bukittinggi City

Abstract: The research aims to analyze regional tax potential, the process of setting tax revenue targets, identifying factors that influence target achievement, strategies for increasing local revenue in Bukittinggi City. This research&#8230; search uses a descriptive qualitative approach with data collection techniques through documentation studies and in-depth interviews with informants from the Bukittinggi City Regional Financial Agency. The research results show that the tax potential in Bukittinggi City is very large, especially from the hotel and restaurant sector, but has not been fully explored optimally. Tax target setting is still fluctuating and does not fully reflect the real potential available. Factors that influence the success or achievement of targets include the level of taxpayer compliance, the quality of data collection, the tax administration system, as well as the influence of fiscal policy and local economic conditions. The optimization strategy implemented includes carrying out intensive outreach, developing a digital tax reporting system, updating and registering new data, as well as approaches that provide taxpayer education and awareness. This research recommends strengthening data, taking approaches with various agencies and maximizing tourism management to support a sustainable increase in Regional Original Income (PAD).

Government Digital Marketing Communications for Tourism Development in Bejijong Village

Abstract: This study aims to analyze the tourism potential and marketing strategies in Bejijong Village, a village with a rich history and culture from the Majapahit Kingdom era located in Mojokerto Regency, East Java Province. This&#8230; is study explores how village managers conduct managerial and marketing activities to attract tourists and promote local products. The research method involves a SWOT analysis to evaluate the strengths, weaknesses, opportunities, and threats in the Marketing Mix’s 7P approach implemented by the village. The results of the study indicate that Bejijong Village has several significant advantages, including historical heritage such as Brahu Temple, Petilasan Siti Inggil, and Maha Vihara Majapahit, as well as local products such as smoked salted eggs, lemon juice, pukis lumer (melting) bertoping, tahu lontong (compress rice), and Cempaka batik handicrafts and wayang kulit. However, the challenges faced include less than optimal website management, lack of effective digital marketing strategies, and entrance fees that may be insufficient to support maintenance. This study introduces novelty in marketing strategy analysis by integrating the SWOT and Marketing Mix’s 7P approaches to provide in-depth insights into how management and marketing can be improved. These findings are expected to be a reference for other villages in designing more effective marketing strategies and suggesting improvement steps that can increase the attractiveness and sustainability of culture-based tourist destinations. Analisis Peran Ecotourism Destination dan Destination Herritage Terhadap Keputusan Revisit Intention Wisatawan di Destinasi Danau Toba

Abstract: Penelitian ini menganalisis peran ecotourism dan destination heritage terhadap keputusan revisit intention wisatawan di destinasi Danau Toba, Sumatera Utara. Studi ini bertujuan untuk mengevaluasi bagaimana pengalaman wisata&#8230; sata ramah lingkungan (ecotourism) dan pelestarian warisan budaya (destination heritage) mempengaruhi niat wisatawan untuk kembali mengunjungi destinasi tersebut. Dalam studi ini, penelitian yang digunakan adalah metode kualitatif dengan menggunakan tinjauan literatur yang relevan dari lima tahun terakhir. Pengumpulan data dilakukan melalui studi dokumentasi, yaitu mengkaji berbagai sumber sekunder seperti jurnal ilmiah, artikel, laporan, dan ulasan/review wisatawan di website TripAdvisor mengenai destinasi Danau Toba. Hasil dari penelitian ini menegaskan pentingnya pengelolaan ecotourism dan pelestarian destination heritage dalam meningkatkan revisit intention wisatawan di Danau Toba. Selain itu, pengembangan ekowisata dan destination heritage juga berkontribusi pada keberlanjutan pariwisata di Danau Toba dalam jangka panjang melalui konservasi lingkungan dan preservasi budaya

Strengthening Bali's Reserve Economic Base: The Identification Made Pre And During Pandemic

Abstract: Bali is the province hardest strike by the Covid-19 pandemic. The drying up of tourist arrivals strike accommodation and transportation businesses. Until now, the government has not heard any special actions to restore that’s&#8230; hat’s Indonesian tourism icon. Therefore, in a decentralized system, understanding the economic characteristics of a region is important to increase economic productivity to make it more optimal. In this regard, this analysis aims to provide an overview of the economic characteristics in the province of Bali before the pandemic and during the pandemic and identify potential sectors that need to be developed. This study uses the Location Quotient, Shift-Share, Klassen Typology, and Overlay analysis methods from 2010 to 2021. From the results of the research, Bali Province before the pandemic had five leading sectors, but during the pandemic, Bali Province did not move only one base sector can become a mainstay, further innovation strategies are needed to stimulate Bali's economy to rise to the way it was before the pandemic. It takes the right policies from the Central and Regional Governments to make innovations and strategies so that the Bali economy returns to what it was before the pandemic.
