ve Council (DPR) from the regional to the central government levels. However, it is often found that the hopes of the people are not fully articulated, resulting in certain issues never reaching a final resolution. This study aims to analyze the role of the DPR in voicing the people's interests based on the fourth principle of Pancasila. The method used in this research is qualitative with a literature study approach, where data is collected from various scientific sources. The results of the analysis show that the main functions of the DPR, namely in legislation, oversight, and budgeting, have not been fully optimized due to weak accountability and transparency. This crisis of representation impacts the decline in public trust, low political participation, and increased polarization in society. To address these issues, systemic reforms are needed, including enhancing transparency, strengthening accountability mechanisms, and involving the public actively in the decision-making process. Thus, the goal of the DPR’s existence, which can be achieved, is to voice the will of the people, realize deliberation for consensus, and ensure justice and welfare in line with the substance of Pancasila’s ideology, particularly its fourth principle. This study recommends the need to restore the essence of deliberation for consensus in accordance with the fourth principle of Pancasila, accompanied by better political education and electoral system reforms to ensure that elected representatives are truly competent and focused on the interests of the people.

llenges, such as limited resources, a lack of community capacity in management, and dependence on external parties. This study aims to analyze community empowerment based on local participation through the management of the tourism village, using the community empowerment theory proposed by Jim Ife. The study emphasizes the importance of resource, opportunity, knowledge, and skill indicators in supporting the success of community empowerment. This research employs a qualitative descriptive method, collecting data through in-depth interviews, field observations, and documentation. The primary informants of the study include community leaders, local business actors, and tourism village managers. The findings reveal that empowerment through resource indicators has increased the income of craft businesses by 150%, from IDR 2 million to IDR 5 million per month. Furthermore, the opportunity indicator successfully opened avenues for the community to manage homestays, increasing income by up to 70% compared to previous levels. The knowledge and skill indicators also proved significant, with more than 90% of the community actively participating in training, which supports the sustainable economy of the tourism village. The conclusion of this study highlights that community empowerment based on local participation has a positive impact on the economic independence of the Panglipuran Village community. The novelty of this research lies in the integration of community empowerment elements with local wisdom values, such as mutual cooperation and cultural preservation. This model contributes not only to economic development but also serves as a best practice example in sustainable local participation-based tourism village management.

the Bulutellue Village community. This research applies qualitative research methods. Data was collected through literature review and field research. Field data was collected by conducting participant observation and in-depth interviews with 9 people. Data analysis was carried out by applying the Miles and Huberman technique, namely data collection, data reduction, data presentation and drawing conclusions. The results of the research show that: (1) the mattoana bola celebration is carried out by small families who have successfully built a house and lived in it for approximately three years in a healthy condition and with sufficient sustenance. The mattoana bola celebration is an expression of gratitude to Allah by carrying out several stages, including mattanra esso, maddareheng, massolong bola, mabbarasanji, and mabbaca doang salama. (2) the implementation of the mattoana bola celebration has an important meaning for the people of Bulutellue Village because it contains several values, namely, the value of mutual cooperation, the value of togetherness, religious values, and the value of obedience to leaders.

Through the implementation of an Islamic-based economic system, a social system based on Islam, and a political system that breathes the spirit of Islamic values, successful social, economic, and political transformation in Indonesia can be realized. Universal Islamic values such as moderation, humanity, justice, deliberation, public benefit, unity, honesty, discipline, and tolerance are the basis for the development of various systems in Indonesia. The development of the tourism sector is the main focus in supporting economic growth and community welfare. To ensure effective management, the Government has enacted Law Number 10 of 2009 concerning Tourism. This law is designed to provide the necessary limitations and guidance to advance the tourism sector. One of the main goals of this law is to create a clear framework and provide necessary guidance to achieve sustainable development in the tourism sector. The research method used is qualitative descriptive, and the conclusion of this study indicates that the CMC Tiga Warna Area has successfully integrated tourism activities with nature conservation and engaged the local community through the non-governmental organization Bhakti Alam Sendang Biru. With an emphasis on conservation and sustainable development aspects, CMC Tiga Warna proves itself as a successful example of the implementation of the Tourism Law, which aims to achieve economic growth, nature preservation, and community welfare.

A descriptive approach is an approach that aims to systematically describe the facts and characteristics of a particular population or in a particular field factually and carefully. Data collection methods were carried out by observation, interviews and documentation. The data analysis method is carried out in the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that legal action is taken against criminal liability for tourists who damage the cultural heritage at Uma Lengge Maria. Uma Lengge in the Maria Village Tourist Area, there are 13 uma lengge and 103 jompa. Research results show that there are twelve data in in this study, such as structural principle (twelve data), relevance (ten data), acceptability (one Data), sufficiency (six data), and rebuttal principle (four data). The researcher found that the structural principle is most dominantly used in the argument because there is a claim from the speaker’s argument to strengthen the speaker’s statement so that it can be accepted by the audience, relevance of reasons that are directly related to the claim, acceptability of the audience's opinion regarding the speakers’ argument, sufficiency provides evidence to strengthen the argument, and rebuttal principle which is the speaker's criticism of the argument presented by the opponent. Therefore, this concluded that the most consistent during the debate was Randa saying that quotas can help gender equality while Christina said that quotas cannot work and only harm because there is no evidence that gender quotas can help equality.

di STIE Ganesha dengan fokus pada penggunaan aplikasi statistik seperti SPSS, AMOS, JASP, EVIEWS, dan SMART-PLS. Metode pelaksanaan mencakup ceramah interaktif, praktik langsung, diskusi kelompok, serta uji kompetensi guna memastikan pemahaman peserta. Hasil pelatihan menunjukkan bahwa 90% peserta memahami dasar penggunaan aplikasi statistik, sementara 85% berhasil menyelesaikan studi kasus dengan baik. Kendala utama yang dihadapi adalah perbedaan tingkat pemahaman peserta dan keterbatasan waktu untuk eksplorasi mendalam pada aplikasi tertentu. Umpan balik peserta menunjukkan antusiasme yang tinggi dan menyarankan adanya pelatihan lanjutan dengan fokus yang lebih spesifik. Dengan demikian, pelatihan ini berhasil meningkatkan kompetensi analisis data kuantitatif bagi peserta dan diharapkan dapat menjadi program berkelanjutan dalam mendukung kualitas penelitian akademik di STIE Ganesha.
